The Ministry of Finance and Economy of the Kurdistan Regional Government announced on Monday that it has received 400 billion dinars from the federal government.

The ministry said in a statement received by "Economy News" that "within the framework of the agreement between the regional government and the federal government, 400 billion dinars were received to finance the salaries of employees."

"The amount sent by Baghdad was transferred to the bank account of the region's finance ministry," he said.

Shafaq News/ The Federal Supreme Court (the highest judicial authority in Iraq) responded to the request of the state order to stop the disbursement of 400 billion dinars by the Ministry of Finance to the Kurdistan Region submitted by Representative Mustafa Sanad.

 

The court attributed the refusal to issue the state order in this regard for two reasons: the first is the lack of urgency in it, and the second lies in the fact that deciding on it means entering into the origin of the right and giving a prior opinion in the case.

 

 

And the Federal Supreme Court decided to reject the request of a student to issue the state order, Mustafa Jabbar Sanad, according to the appended decision signed by the head of the court, Judge Jassem Muhammad Abboud.

 

For his part, Representative Mustafa Jabbar Sanad confirmed in a blog on social media that the Federal Court rejected his lawsuit requesting an urgent state order (suspension of exchange) against the federal government and the TBI Bank regarding granting a loan of 400 billion dinars from the bank.

 

He added that the state order was rejected, but the case is still open to be decided in the coming months.

 

The federal government had agreed at the end of the year 2022 to send 400 billion dinars to the region to finance employee salaries for the months of November and December of the same year.

 

The Ministry of Finance and Economy in the Kurdistan Regional Government announced that it had received the amount on the 13th of March.

Former Kurdish MP Ghaleb Mohammed on Friday called for linking the salaries of employees in the Kurdistan region directly with the federal government.

Mohammed told Baghdad Today: "There is no confidence from the Kurdish citizens in the Kurdistan Regional Government, even if there is an agreement regarding the financial budget, the delay in the payment of salaries will remain."

He added that "the best solution to the economic problem in the region is to link the salaries of employees with the federal government exclusively."

On March 13, the Federal Council of Ministers approved the draft federal budget law for the fiscal years 2023, 2024 and 2025, in which the share of the Kurdistan region is more than 12%.

On the same day, the region's Ministry of Finance and Economy announced that it had received the amount of 400 billion dinars to "finance the salaries of employees."

Yesterday, the Federal Supreme Court rejected the request for a state order to stop the disbursement of 400 billion dinars from the Ministry of Finance of Kurdistan submitted by MP Mustafa Sanad.

On Thursday, the Ministry of Finance and Economy of the Kurdistan Regional Government issued a statement regarding "disinformation" about the issue of 400 billion dinars, which was published on several websites, pages, and media outlets.  

  

  

The ministry said in a statement, which “NAS” received a copy of, (March 23, 2023), that “the Iraqi Council of Ministers approved the amount of 400 billion dinars for the months of November and December 2022, but it was delayed for several reasons, and it was transferred to the bank account of the Ministry of Finance.” And the economy in the Kurdistan region at the beginning of this month.  

  

And she added, "The Minister of Finance and Economy in the Kurdistan Regional Government said on March 14 in a press conference that the 400 billion dinars came only for salaries and will not be spent on any other items, and the March salary will be distributed without problems."  

  

And she continued, "We confirm that the monthly amount spent by the Ministry of Finance and Economy on Sulaymaniyah has not changed," indicating that "due to the decline in oil revenues, only 340 billion dinars were allocated from the Ministry of Natural Resources for the salaries of February, while 400 billion dinars were allocated from Baghdad for February salaries. It's already been done."  

  

Earlier, the head of the New Generation bloc, Sarwa Abdel Wahed, accused the regional government of stealing the 400 billion dinars sent by the federal government.  

  

Abdel Wahed said in a tweet followed by “Nass” (March 23, 2023), that “the federal government sent 400 billion dinars to the region, but the amount disappeared and has no effect in Erbil, and until now, the salaries of last February have not been distributed to employees.”  

  

She added, "The illegal regional government steals the salaries of employees in the month of Ramadan!"

Al-Sharq Al-Awsat newspaper quoted assurances from "knowledgeable" political sources that the agreement between the governments of Baghdad and Erbil to pay the salaries of employees of the Kurdistan Region is part of a deal "approved by the coordination framework, in a side reflection of the settlement between the Kingdom of Saudi Arabia and Iran."  

  

  

  

Last week, the Kurdistan Regional Government announced that it had received 400 billion dinars from Baghdad, after an agreement between the two parties to finance the salaries of employees. A few days later, the Federal Court rejected a request to issue a "state order" to stop the disbursement of that money to the Kurdistan region.  

  

On January 25, the same court ruled that it was unconstitutional for the federal government to send sums of money to finance the monthly salaries of employees and workers in the public sector in the region.  

  

It was customary for previous governments to receive political and popular criticism as a result of spending or attempts to spend money to finance the salaries of the region's employees, which means that a recent political shift will change the rules of the game.  

  

The sources confirmed to the London-based newspaper that the leaders of the influential Shiite parties "welcomed the extinguishment of part of the outstanding issues with the Kurdistan Democratic Party and its leader, Masoud Barzani, given the rapid shifts in the Iranian decision, after the settlement with Riyadh."  

  

A source familiar with the dialogues between Baghdad and Erbil said, "The leaders of the coordination framework are convinced that they are part of the regional decision-making, and that concession to internal political opponents is in fact an awareness of the seriousness of tension in the region."  

  

According to deputies from the "coordinating framework", the recent settlement between Erbil and Baghdad laid the cornerstone for the rising political alliance on the ruins of the absence of the "Sadr movement."  

  

According to various sources, Erbil obtained "guarantees from regional powers to settle its situation in Iraq and the region, by investing in what happened recently between Riyadh and Tehran."  

  

However, the sources question the ability of the settlement to withstand the turmoil of the internal situation, and that "any reflection of it will be temporary on the Iraqi equation."  

  

A Shiite political source told the newspaper, "The coordination framework is fully prepared to install new rules for Iraqi political life, and that the leaders of its parties believe that the current circumstance is very available to do what is necessary."  

  

However, the source believes that "the leader of the Sadrist movement will not allow the coordination framework to move forward in changing the rules, away from its influence," expecting "an imminent move of tenderness to put the stick in the wheel, and perhaps pave the way for the return of his political activity."  

  

These expectations come after "a directive issued by al-Sadr to inform prominent members of the Sadrist movement not to travel outside Iraq during the month of Ramadan, because there are important matters related to the public and private situations, and to attend meetings of great importance."  

  

A source close to al-Sadr's office in al-Hanana, Najaf, commented that "something may happen during Ramadan (...) that may be related to the election law."  

  

The sources said, "The expected moves may go beyond an attempt to abort the election law in the Saint Legou formula, as the ongoing regional settlements impose a different reality that will push al-Sadr to move quickly."  

  

The sources pointed out that "the lack of political balance within the Shiite environment prompted forces and parties to move to form an electoral alliance that might participate in the provincial council elections, and later in the parliamentary elections."  

  

However, these new moves coincide with what the sources describe as "Sadr's awakening", amid expectations that the Sadrist movement will find in a third Shiite force an opportunity to play a behind-the-scenes role to undermine the expansion of the "coordinating framework", which is trying to benefit from both the region's transformations and the tension in it. .
