The Prime Minister pointed out that his meetings in Erbil yesterday "were fruitful, and I met a group of party heads and representatives of the components, and we talked without restrictions, because we - in word and deed - are people of one country, and one destiny."

He praised "the efforts made to reconcile the Kurdish political leaders to unite the ranks, and we support these efforts."

Al-Sudani said: "The prejudices that distort the unity of Iraq, which see that the strength of one of its parts is to weaken the federal government or to weaken the other components in the country, was a gateway to the terrorist organization ISIS to pounce on the heart of the state, threatening all components without exception."

He pointed out that his government "attached early, special importance to strengthening the border guard forces, and increased efforts to control them, prevent infiltration, and eliminate any force seeking to destabilize, whether in the Kurdistan region or anywhere else in the land of Iraq," noting that "Iraq's history and location geographical area, its economic potential and capabilities, and the human resources it possesses, which qualify it to play a pivotal role in the Middle East and the world, in order to become a regional focus.

Al-Sudani said, "We sought, within our government program, to give priority to confronting the effects of climate change through a number of projects that contribute to reducing emissions, including the establishment of renewable energy stations, rehabilitation of closed sanitary landfill sites, projects to combat desertification, water-regulated irrigation techniques, and heavy water treatments."

He added, "We recently signed contracts for the fifth licensing round to invest in associated gas and stop burning it, in order to reduce carbon emissions by large proportions, and we will continue to develop projects that convert associated gas into a source of electric energy."

He pointed to "his launch of a major initiative to plant 5 million trees and palm trees in all governorates of Iraq, accompanied by the launch of a national guide for urban afforestation for the first time in Iraq."

Shafaq News/ On Wednesday, the President of Kurdistan Region, Nechirvan Barzani, called on the federal government to allocate a budget for Halabja governorate within the budget, after officially considering it the 19th governorate of Iraq, stressing the need to legislate the oil and gas law.

 

President Nechirvan Barzani said during his speech at the Seventh Sulaymaniyah International Forum that the region supports all steps of the Sudanese government, and hopes to implement the government program, which the region will be the first to support.

 

 

He added that we find the Sudanese steps are good steps and he is interested in all regions of Iraq, and we highly appreciate his government's decision to approve the federal budget and we hope that the approval of the oil and gas law will be in the same spirit.

 

The head of the region said: In my name and in the name of the people of Halabja, I highly appreciate the efforts of the dear brother, the head of the Iraqi government, regarding the decision to transform Halabja into a governorate after 20 years, calling for allocating a budget for it to rebuild the governorate and compensate the families of the victims of chemical bombing.

good morning,

 

I welcome all of you, and I thank the honorable brother, Dr. Barham Salih and the Presidency of the American University of Iraq - Sulaymaniyah to continue organizing the annual Sulaymaniyah Forum.

 

On the anniversary of the chemical bombing of Halabja, I bow in homage to the pure souls of the martyrs. We all owe the sacrifices of the people of Halabja. Over the years, we have made a lot of effort to turn Halabja into a governorate, to compensate it and provide services to its people.

 

On behalf of the people of Halabja and the entire Kurdistan Region, I extend special thanks to my honorable brother, Prime Minister of Federal Iraq, Muhammad Shia’ al-Sudani, who worked with great sincerity to complete the procedures. I also thank all those who worked before in the Kurdistan Region and Iraq to turn Halabja into the nineteenth province in Iraq.

 

I call on the federal government to allocate a special budget for the reconstruction of Halabja and compensation for the families of the victims and the injured. The efforts of the federal government and the State of the Prime Minister to take care of Halabja and compensate those affected there is a constitutional step supported by the decisions of the Special Tribunal for the crimes of the former Iraqi regime. It is a completely legal and constitutional measure in favor of the people of Halabja.

 

Gentlemen of the audience..

 

We, in the Kurdistan Region, fully support the government and the steps of the Federal Prime Minister of Iraq. Since he assumed the duties of his position, and based on the agreement of the State Administration Coalition to form the government, which he adopted as a road map, he sought to create a secure political atmosphere in Iraq, as he cared for all regions and components of Iraq, and we hope that he will implement this agreement and laws.

 

The agreement that was made within the framework of the draft general budget law is a very good work for the benefit of all of Iraq, including the Kurdistan Region, and the Iraqi federal government and the Kurdistan Regional Government deserve praise for it. We look forward to continuing this trend and issuing the oil and gas law in the same spirit of cooperation between the two sides.

 

Twenty years have passed since Operation Iraqi Liberation, and this forum is an opportunity to make an important assessment that benefits the future. It is very important, however, that this assessment be carried out without blaming each other for failures. Because this is an unhelpful method, we all share the failures, just as we all share the successes, whether those failures and successes are many or few.

 

The last twenty years, for all their shortcomings, were different from the days of the dictatorship. At least the people of Iraq used the freedom to show their vitality in the region. The stage of the Iraqi opposition was successful since the London and Salah al-Din conferences, then the formation of the Governing Council and the writing of the constitution. But after that, he began to deviate from the line and mistakes followed little by little, to turn into major crises, due to the absence of constructive dialogue between the parties and the failure to implement the Iraqi constitution.

 

The Iraqis' goal of building a democratic, pluralistic, civil and stable Iraq has met with a complete failure. This is why the people's participation in the democratic process has declined to a great extent, and this has a very serious impact on the future of the democratic process, especially since Iraq lost millions of people and billions of dollars in the past due to dictatorship, and dozens of years of its generations' lives were wasted in the cycle of violence and wars.

 

Civil society and the civil rights of the people and women in particular have suffered great damage. This again created a major obstacle in the way of social progress and a modern life in Iraq, and seriously damaged the Iraqis' capabilities of initiative and creativity.

 

I assure you that if civil rights were provided to the Iraqis in the expected way and as they are contained in the constitution, we would have a very creative society today, and we would have found a happy society in Iraq.

 

The large number of decision-making centers and the use of state weapons in internal political disputes, and the destruction of the components’ confidence in equality and participation in decision-making and in managing the country, have caused a lot of damage to the political process and to Iraq’s institutions.

 

Those who wrote the constitution were of various intellectual persuasions and belonged to the various nationalities and components of Iraq. They did not write in the constitution and did not prove everything they were asking for, but they all believed that they wrote a good constitution that could make Iraq a homeland for all, and make it a federal, democratic and advanced Iraq.

 

Unfortunately, the constitution has not been implemented. In 2017, a specialized committee in the Kurdistan Region identified 57 constitutional articles related to the federal system and the rights of the Kurdistan Region, none of which have been implemented yet! That is why the people of the Kurdistan Region do not feel that the federal system has been applied in Iraq. If federalism was applied as stipulated in the constitution, the people of the Kurdistan Region and all of Iraq would now feel equality and true partnership.

 

There are many who accuse the Kurdistan Region of not implementing the constitution! And after twenty years, we do not claim that we in the Kurdistan Region are free from mistakes. All of us in Iraq have made mistakes, but we have to remember the mistakes of the past. President Masoud Barzani and the late President Mam Jalal Talabani made a lot of efforts to implement the constitution.

 

President Barzani has warned many times that the constitution is being neglected and that this will ruin Iraq. The leadership of the Kurdistan Region felt a great responsibility towards implementing the constitution, in fulfillment of all the components of Iraq. Now we are ready for every effort to put the constitution on the right track. After twenty years, we all have to shoulder the joint responsibility and find compromises in which everyone in this country finds themselves victorious in the political process.

 

Gentlemen..

 

By 2050, climate change will force 1.2 billion people to migrate from their homes. Unfortunately, the studies of the World Bank and the United Nations place Iraq among the five countries that will be most affected.

 

This is a very serious and vital issue, and we must increase our conversations in order to find solutions. We must also hold a lot of talks with the countries of the region, especially Turkey and Iran, in order to mitigate the damages of this change and the scarcity of water on Iraq. The conference held last week in Basra and the support of the United Nations and friendly countries for Iraq's programs and steps is a source of satisfaction.

 

Another threat to Iraq is dependence on oil as a major source of revenue. As a result of climate change and the accelerating endeavors to replace energy sources and the way of life in the world, the lives of the people of Iraq will be exposed in the future to a very great danger. Especially since its population will increase greatly, and the increase in the part allocated to operating expenses in the budget has greatly burdened the government.

 

Iraq needs a strategic plan and many and varied projects. Large amounts of money must be spent on strategic projects in order for the country to remain safe to live in. As for spending the proceeds on paying salaries, the bulk of which goes abroad to secure needs, it is something that increases the risks.

Iraq has great human and natural richness. This can be exploited in the best way to become one of the developed countries and occupy the place and position it deserves in the region and the world. Thus, it becomes a prominent player with an influential role in establishing security, stability and peace, and becomes a prominent center in the region.

For the sake of the kind of Iraq that we aspire to, the Iraqis with all their components must work together, bear joint responsibility, and unite us all with an Iraqi national goal and agenda that protects the supreme interests of the country.

 

All components, regardless of nationality, religion or sect, must feel that Iraq is their homeland. We must all work together for the Iraq agenda to succeed in Iraq. And that the will, decision and sovereignty of Iraq and the Iraqis be preserved.

 

In light of the current political, security and economic conditions prevailing in the region and the world, Iraq, including the Kurdistan Region, faces great challenges and opportunities. Now is the time for a frank and courageous dialogue. It is a time for all of us in Iraq to look together into the future through a common vision.

 

Through teamwork, cohesion and unity, through cooperation and shared responsibility, we can overcome all difficulties and challenges. And to take advantage of the opportunities of the present and to build a better future and a stronger and developed country.

 

In the Kurdistan Region, we have to resolve the differences in the spirit of unity, cohesion and solidarity. In this context, the efforts and steps of the political parties aimed at removing the obstacles that stand in the way of the elections are a matter of satisfaction.

And he indicated that "financial and political stability paves the way for an optimal investment of our country's first wealth, enacting the oil and gas law, and understanding with the Kurdistan region of Iraq in this regard," stressing "leaving the term "unresolved problems" and replacing it with terms of sustainable projects and joint economic opportunities. For a sustainable and just welfare for all Iraqis.

 

He pointed out that he "looks forward to deep and sustainable economic partnerships that bring us together with brotherly and friendly peoples, and we exchange concern for security with them. With effective and fruitful economic cooperation, only the foundation for sustainable security can be established."

 

And he stressed that "the land of Iraq is a starting point for threatening the security of the neighborhood, and our constitution obliges us not to interfere in the affairs of others, just as we do not accept that the dignity of our land and our sovereignty be affected from the neighborhood or from others."

He pointed out, "Signing contracts for the fifth licensing round to invest associated gas and stop burning it, in order to reduce carbon emissions by large proportions, and we will continue to develop projects that convert associated gas into a source of electric energy."

 

He praised "a major initiative to plant 5 million trees and palm trees in all governorates of Iraq, accompanied by the launch of a national guide for urban afforestation, for the first time in Iraq."

Al-Alaq said on the second day of the seventh Sulaymaniyah Forum, followed by "Economy News", that "monetary policy includes two main objectives," noting that "one of these goals is to maintain the general level of prices, i.e. the strength of the currency locally and the exchange rate, which represents the strength of the currency externally."

"He will take the necessary legal steps within the framework of making the dinar a major market currency in cooperation with the government," he added.

He noted that "buying and selling in a foreign currency is strange and a widespread phenomenon in the Iraqi markets, which is (market dollarization)," pointing out that "the currency is a symbol of sovereignty and the title of the country and abandoning it is tantamount to lowering the flag."

"Externally, we have no problem with remittances, and every day we open new outlets to sell dollars at the official rate," he said.

Al-Alaq pointed out that "inflation and the exchange rate are high by factors, and we note a growth in the money supply, and the export of the currency witnessed a storm, which is abnormal growth in the absence of productive growth and indicates an increase in import demand."

He explained that "the Central Bank Law stipulates that it sells foreign currency without placing restrictions, and the text of the phrase in the article is (simple unconditional sale), which is the optimal situation through which the Central Bank can maintain the exchange rate, that is, respond to every demand for the dollar."

"The problem is that there are more controls and standards in verifying the sale and purchase of foreign currency, and with the increasing international currency war, the process of setting more controls and restrictions is increasing," he said.

"The central bank is in a complex balancing process between achieving simple unconditional selling so as not to leave room for price difference and speculation and applying these standards, which require a review of all operations," the governor continues.

"The central bank bears additional burdens in applying these standards due to the absence of the role of other institutions that are supposed to assist in the process of verifying operations, for example, if our border crossings are organized and the operations are recorded correctly, it will enable all parties to know the dollars abroad and match these operations," he lamented. "There are big gaps at the border crossings, some of which have been diagnosed for many years and some of which have been created with experience."

He warned that "the Central Bank has the ability and desire to achieve its goal of responding to the demand of the dollar, whatever its size, and it can now offer the dollar at the level of demand; but what reduces this supply is a category of traders and others, who are not ready to enter into these operations and controls; so there is a lack of demand coverage process if we see that the existing rates of remittances, demand for dollars and credits, they cover only a small percentage of Iraq's real trade, and we are trying to bridge this gap through Multiple means to win them over and enter the process from its proper gate."
