{Politics: Al-Furat News} The Prime Minister, Muhammad Shia Al-Sudani, will visit the Kurdistan region tomorrow.

A member of the Kurdistan Democratic Party, Wafaa Muhammad Karim, told the {Euphrates News} agency: "Tomorrow, Al-Sudani will visit the region and meet with the president of the region, Nechirvan Barzani, and the President of the Kurdistan Government, Masrour Barzani, to resolve the outstanding differences and bring the views of the Patriotic Union and the Democratic Party closer together."
"Al-Sudani will discuss the most important file, the oil and gas law, which is considered one of the most important pending files," he added.
Karim noted that "often the talks stand with political delegations and are resolved by the presidents," stressing that "Al-Sudani's visit will bring the destinations closer between the Democratic Party and the National Union."

Shafaq News/ The Iraqi Prime Minister, Muhammad Shia'a Al-Sudani, will visit Kurdistan Region tomorrow, Tuesday, to meet with Kurdish officials.

 

A member of the Kurdistan Democratic Party, Wafaa Muhammad, told Shafaq News agency, that Al-Sudani will meet in Erbil with the Kurdish leader Masoud Barzani, the President of the region, Nechirvan Barzani, and the Prime Minister of the region, Masrour Barzani, provided that he will go to Sulaymaniyah later to participate in the American University forum.

 

He added that the visit will include discussions about the political situation and the relationship of the regional government with the federal government, especially the issue of oil and gas, and the visit of Kurdish delegations to Baghdad.

The Kurdish political writer Sherwan Shamirani explained today, Monday, that the dispute between the two Kurdish parties has existed since the death of Mam Jalal Talabani, and the administration of Kirkuk governorate after 2003, as it is known to the Kurds, specifically to Lekti.

Shamirani said in a statement to “ Al-Jazeera” newspaper that, due to some consensus and distribution of positions, he demands this entitlement (the position of governor of Kirkuk), and the dispute between the two parties is due to the lack of a (constant) governor, indicating that Al-Yakti will not sacrifice this position and this file has become part of the differences. Within the region, and the Party may accept that the post goes to Alicante if they reach bargains related to it within the region.

He added that the Sudanese will not venture with this file for many reasons.

Announcing the date of the Sudanese arrival to Erbil
  
{Politics: Al Furat News} The Kurdistan Regional Government announced the date of the arrival of Prime Minister Muhammad Shia Al-Sudani to Erbil today.

A statement from it, received by {Euphrates News}, a copy of it, stated, "The President of the Kurdistan Regional Government, Masrour Barzani, receives, at one thirty in the afternoon, Tuesday, the Federal Prime Minister, Muhammad Shia' al-Sudani, in an official reception ceremony at Erbil International Airport."
The visit comes one day after the Federal Council of Ministers approved the 2023, 2024 and 2024 budgets and referred them to the House of Representatives.
After the session, Al-Sudani said, "The Kurdistan region's share in the budget will be 12.6 as stated in previous budgets, and we have reached understandings and consensus with the region's representatives that led to approval of the draft budget."

Shafaq News/ The Prime Minister of Kurdistan Region, Masrour Barzani considered, on Tuesday, the visit of the Federal Prime Minister, Muhammad Shia' al-Sudani, to the region as a goodwill gesture to overcome the differences between Erbil and Baghdad.

 

Barzani said in a tweet on Twitter, which was followed by Shafaq News Agency, "We welcome the Prime Minister on his first official visit to the Kurdistan Region. His Excellency's good intentions are important in restoring confidence."

 

 

He added, "The approval of the federal budget bill and progress in the energy file is a basis for establishing a new and solid relationship," concluding his tweet by saying, "Let us work to solve problems according to this basis."

Shafaq News agency reporter said that the prime minister of the region, in addition to a number of Kurdish ministers and officials, received Al-Sudani and the government delegation accompanying him at Erbil International Airport.

 

 

 

He added that Al-Sudani will hold meetings with officials in the region to discuss differences and outstanding issues between Baghdad and Erbil.

 

It is scheduled that Nechirvan Barzani, President of the Kurdistan Region, will receive Iraqi Prime Minister Muhammad Shia Sudanese, later this afternoon.

 

Yesterday, Monday, Al-Sudani announced that an agreement had been reached to end the dispute between Baghdad and Erbil over the Kurdistan Region's oil revenues.

 

"An agreement was reached to solve the problems between the center and the region regarding oil and gas by putting the revenues from the region's oil in a bank," Al-Sudani said during a press conference held today after the cabinet session, which was attended by Shafaq News agency.

 

He added, "For the first time, we reached an agreement that the region's oil revenues be deposited in one account and authorize the region's prime minister and the federal prime minister to monitor the account, and there will be a committee that will submit its recommendations to the federal prime minister to take the appropriate decision."

 

The oil export and revenue file in the Kurdistan Region is one of the most prominent points of contention between Baghdad and Erbil, and it was usually used as a card for political escalation when relations between the center and the region soured.

 

The dispute over this file escalated after the Federal Supreme Court (the highest judicial authority in Iraq) issued on February 15, 2022 a ruling that the oil and gas law in the Kurdistan Regional Government was unconstitutional.

 

The Federal Court obligated the Kurdistan Regional Government to hand over oil imports to Baghdad, which sparked angry reactions from the region during a period that was essentially serious political tension, as the ruling was issued in conjunction with the height of the political impasse that followed the early elections in October 2021.

Shafaq News/ The former Iraqi Prime Minister Haider Al-Abadi and Minister of Justice Khaled Al-Shawani arrived, on Tuesday, in Sulaymaniyah Governorate to attend its seventh forum.

 

The governor of Sulaymaniyah, Dr. Haval Abu Bakr, said during a statement by Shafaq News agency, that they "received a group of guests of the Sulaymaniyah Forum, which is scheduled to start tomorrow, Wednesday, at the American University of Iraq - Sulaymaniyah."

 

He added that Al-Abadi and Shawani arrived this afternoon in Sulaymaniyah and were received at the province's international airport.

 

The Sulaymaniyah Forum will be held on the 15th and 16th of March by the Institute of Regional and International Studies (IRIS) at the American University in Sulaymaniyah, with the participation of international Iraqi and Arab personalities.

Iraqi Prime Minister  Muhammad Shia al-Sudani is scheduled to arrive  in the city of Erbil, the center of  the Kurdistan region  in the north of the country, today, Tuesday, on his first visit since assuming the presidency of the government at the end of October next year, in order to discuss a number of political, security and economic files, on top of which is the law. Oil and gas has been stalled for many years due to sharp differences between Erbil and Baghdad.

The visit comes one day after Al-Sudani announced that understandings had been reached regarding the Kurdistan region’s share of Iraq’s financial budget for the current year, which amounted to 197 trillion Iraqi dinars (about 152 billion US dollars), of which 12% was allocated to the Kurdistan region, provided that the region’s revenues are deposited. The oil is in a bank account under the control of the Iraqi government.


An Iraqi official in Baghdad said that Al-Sudani will meet with officials of the region and a number of political leaders over two days in the cities of Erbil and Sulaymaniyah.

The official spokesman for the Iraqi government, Basem Al-Awadi, confirmed that the governments of the center and the Kurdistan Region are about to agree on the oil and gas law, indicating that the Prime Minister, Muhammad Shia Al-Sudani, personally reviewed the procedures for converting Halabja into a governorate. 
 
Al-Awadi said: “The decisions related to the creation of the governorate were all withdrawn in the ninth month of 2016,” noting that the Sudanese government, before issuing the decision to create the Halabja governorate, “completed more procedures, administrative and legal, then the Prime Minister personally presented them after he touched on the tragedy of Halabja and had mercy on the souls Martyrs and reviewed part of the march of this tragedy, which is a deep wound in the memory of the Iraqi people.
 
And he added, “In this regard, I convey the condolences of the Prime Minister and the Council, on the thirty-fifth anniversary of you, the citizens of the Kurdistan Region, and our beloved people in the city of Halabja. For the souls of the martyrs, highness and eternity, and for the wounded, recovery.”
 
Basem Al-Awadi pointed out that the final decision to convert Halabja into a governorate is up to the Iraqi Council of Representatives, pointing to the availability of very positive items, outside the framework of the general budget.
 
The official spokesman for the Iraqi government confirmed the agreement to include the governorates of the Kurdistan Region that suffer from poverty in the general budget law, if this is proven through the surveys of the Ministry of Planning on the ground.
 
He continued, "If the Iraqi parliament approves the establishment of Halabja as a governorate, it will be the 19th governorate in the country, and a budget will be approved for it, like the rest of the Iraqi governorates, through the Kurdistan Region and the federal governments."
 
Basem Al-Awadi stressed that the federal government will contribute effectively to the development of the new governorate through construction and reconstruction.
 
As for compensation, he explained that this issue “is up to the compensation committees, and if there are martyrs, the Martyrs’ Institution Law will be applied to them, and if there were prisoners during the era of the defunct regime, then the Political Prisoners Institution Law is supposed to be applied to them, and if there are wounded to this extent.” Despite the passage of 35 years, they will receive care and treatment from the Ministry of Health in the Kurdistan Regional Government and the Federal Ministry of Health.
 
He pointed out that a large part of the people of Halabja joined the transitional justice institutions, which were established after 2003.

ERBIL (Kurdistan 24) – Iraqi Prime Minister Mohammad Shia’ Al-Sudani is expected to visit the Kurdistan Region on Tuesday and meet with the Kurdish region’s top officials, Kurdistan 24 has learned.

It is his first official visit to the Kurdistan Region since he took office as Prime Minister last October. 

In addition to his meeting with the Region’s top officials, Prime Minister Masrour Barzani, President Nechirvan Barzani, and Kurdistan Democratic Party (KDP) President Masoud Barzani in Erbil on Tuesday, Al-Sudani will travel to Sulaimani and attend the American University of Iraq Sulaimani (AUIS) Suli Forum on Wednesday, the event’s organizer announced.

Al-Sudani’s cabinet was formed following over a year of political wrangling in 2022 over the formation of the government.

The Region’s two ruling parties, the KDP and Patriotic Union of Kurdistan (PUK) are part of the coalition, Administering the State, that formed the government.

Reiterating support for Al-Sudani’s cabinet, Kurdistan Region President Nechirvan Barzani recently called for the implementation of the agreement that the political parties reached to form the government to resolve outstanding issues between Erbil and Baghdad.

The Iraqi cabinet approved a 3-year budget plan, which includes 12.67% of the federal budget to be allocated to the Kurdistan Region, and $307 million for civil servants. The bill is now before the Iraqi parliament for consideration and passage. 

Prime Minister Masrour Barzani has asserted that the Kurdistan region for the first time was included in preparing the federal budget for the country.

I believe Kurds wanted 17,%  but settled at 14.67%.

We've been fed bs and kept in the dark on any real negotiations. The previous theatre of arguing over 17-14% or whatever and then accusing the other side of not doing that anyways is out the window. If now is the time to move Iraq to normalization real numbers will emerge. I also believe, just guessing, that the 12.6% number we're seeing is the real bottom line in the hcl.

If this new province is approved then it would actually increase the the Kurds share of the budget. Through all the recent meetings of the various delegations I believe this was a way to appease Kurdistan government and increase their share, imo.

I wouldn’t be surprised to see a amendment to the budget before mid-April that adjusts this percentage up to 14.

It seems that Iraqi Prime Minister Mohammed al-Sudani seeks to inaugurate a new era of positive relationship with his country's northern region of Kurdistan, after years of rivalry and lack of agreement on most controversial issues, such as the issue of the disputed areas between Baghdad and Erbil, and the application of Article 144 of the constitution related to the province of Kirkuk, in addition to the deep disagreement over the legislation of the oil and gas law, and the region's share of federal budget funds, according to a report by the newspaper "Asharq Al-Awsat".  

  

  

The report, which was followed by NAS (March 14, 2023), says, "The relationship between Baghdad and Erbil over the past two decades has been governed by a long series of intractable problems that in most cases seemed unsolvable. While it is true that the region's relationship with some governments was positive, especially those headed by former Prime Minister Mustafa Al-Kadhimi, most of the existing differences between the two sides remained without an appropriate formula for resolution, including differences over the region's commitment to pay the price of 250,<> barrels of oil that it exports to Baghdad and is required by the country's federal budget law.  

  

The report reads as follows:  


It is not yet clear to observers whether the pursuit of understanding and rapprochement between Baghdad and Erbil comes within the initiative of al-Sudani, or from the "State Administration" alliance, which is dominated by the "Coordination Framework" forces that brought al-Sudani to power, and in which most Kurdish forces were involved, including the Kurdish Democratic Party, which dominates the Erbil government. In both cases, the first fruit of this rapprochement is that the Ministry of Finance in the Kurdistan Region received, on Sunday, 400 billion dinars from Baghdad to finance the salaries of its employees. Today, Al-Sudani made his first visit to the region since taking office at the end of October 2022, during which he met with senior officials in the region, led by the head of the Democratic Party and former president of the region, Massoud Barzani.  


The high-level delegation that accompanied al-Sudani, and includes the ministers of foreign affairs, interior, planning, migration and displacement, the head of the Border Crossing Authority, the deputy secretary-general of the Council of Ministers, the undersecretary of the National Security Agency and a number of advisers, suggests that on the agenda of al-Sudani's visit are many issues related to past differences, and the common desire of both sides to resolve them. The Prime Minister's Media Office said that he stressed during his meeting with Barzani «the government's keenness to communicate with all political forces, and to achieve more understandings, which is reflected in the level of overall performance, in providing services to citizens».  


The statement quoted Barzani as welcoming the visit and affirming his support for the Sudanese government's program, which "includes axes capable of advancing the economic and development reality of Iraq."  


The day before yesterday, the Sudanese announced «reaching an agreement to solve the problems between the center and the region on oil and gas by putting revenues from the region's oil in a bank», in an indication of the new positive relationship between Baghdad and Erbil, especially with the agreement and «for the first time» according to Sudani, that «the oil revenues of the region are deposited in one account, and authorizes the Prime Minister of the region and the Federal Prime Minister to monitor the account, and there will be a committee that submits its recommendations to the Federal Prime Minister to take The right decision."  


After meeting with the head of the regional government, Masrour Barzani, he thanked the Sudanese Barzani for "the spirit of joint work, cooperation and the sincere desire to solve all problems between Baghdad and Erbil," noting that "during the 4 months of the life of the federal government, we have made important progress in implementing part of the political agreement." He went on to say: "We have a national will to end this file, and move to a broad horizon of joint action and economic opportunities that benefit our people in Kurdistan and in all provinces." Regarding Article 140 of the constitution on the disputed areas between Baghdad and Erbil, al-Sudani pointed out that it is "part of the political agreement, and there is a budget allocated to the Central Committee" concerned with its implementation for this purpose.

Minister Mohammed Shia al-Sudani confirmed that he held fruitful and constructive talks in Erbil.

Al-Sudani said in a tweet followed by the Iraqi News Agency (INA), "We had fruitful and constructive discussions in the city of Erbil with the head of the Kurdistan Democratic Party and the presidents of the region and the government in the Kurdistan region."
He added, "We have found a positive interaction with our steps in implementing our government program, and we have seen a serious desire to work together to achieve the aspirations of our dear people everywhere."
