Al-Sudani's advisor: Tomorrow is a special session in the Council of Ministers to approve the budget

Diaa al-Nasseri, advisor to the Prime Minister, revealed on Sunday that the Council of Ministers intends to hold a special session tomorrow, Monday, to approve the budget.  

  

  

Al-Nasseri said in a statement to the official agency, followed by "NAS", (March 12, 2023), that "the budget for the current year will be approved and will see the light in a special session of the Council of Ministers to be held tomorrow. "Monday".  

  

He added, "The budget for the current year It is expected to be a smart budget and project balancing act."  

  

Earlier today, Finance Minister Taif Sami announced the completion of the draft budget for the year 2023, and sending it to the Council of Ministers for the purpose of discussion and voting on it.  

  

The Ministry of Finance said in a statement, which “NAS” received a copy of, (March 12, 2023), that “Finance Minister Taif Sami announced the completion of preparing the project in light of the exceptional circumstances witnessed by the global economy, and she came to deal with the effects of international, regional and local economic challenges.”    

  

Sami added, according to the statement, that "the next draft budget will focus on development priorities, support for the social protection network, and the most needy groups, as well as providing a safe cover for strategic and sustainable development projects."    

  

And she continued, "We worked throughout the past months of the new government's life to extract a budget that meets the needs of the Iraqi economy and is consistent with the plans of the government curriculum and the package of financial and economic reforms that the ministry is working to achieve."

Advisor to the Prime Minister, Diaa Al-Nasseri, confirmed, on Sunday, that the 2023 budget will be approved in a special session of the Council of Ministers tomorrow.

Al-Nasseri said, "The budget for the current year will be approved and will see the light in a special session of the Council of Ministers to be held tomorrow, Monday."

He added, "The current year's budget is expected to be a smart budget and project budget," according to the official news agency.

I could be wrong but 1st council of ministers, then parliament, then read 3 times, then posted in gazette. Still a ways to go. Revalue before hopefully. 
definitely heading in the right direction though. Ready for this ride to end with a $1 per Dinar so we can all get on with our lives.

ERBIL, Kurdistan Region - The draft for the 2023 federal budget law has been completed and sent to the council of ministers for approval, said Iraq’s finance minister on Sunday, nearly two years since the last time the country passed a budget bill.

“We worked throughout the past months of the life of the new government to extract a budget responsive to the need of the Iraqi economy and consistent with the plans of the government curriculum and the package of financial and economic reforms that the ministry is working to achieve," said Taif Sami, Iraq’s finance minister, in a statement on Sunday.

Sami added the upcoming budget will prioritize developmental projects and the country’s less fortunate groups.

Khalil Doski, a member of the Iraqi parliament's finance committee, told Rudaw’s Hatyar Qadir that the draft is likely to be sent to parliament by the end of March and approved in April.

Iraq's Prime Minister Mohammed Shia' al-Sudani and President Abdul Latif Rashid held a meeting on Thursday, stressing the need to expedite the process of approving the 2023 federal budget bill.

Iraq did not pass a budget in 2022 due to its inability to form a government for a year following the October 2021 elections.

The budget has been a point of contention between Erbil and Baghdad for several years, especially after the Kurdistan Region's decision to sell its oil through Turkey, and the emergence of the Islamic State (ISIS) in Iraq in 2014. 

Almost two years after Iraq passed its last budget law, Erbil and Baghdad remain in disagreement over several different issues.

The draft financial budget law for the year 2023 is close to finalizing after many "procrastination", as a result of the absence of political consensus and the fluctuation of dollar prices, which ended with the exchange rate adjustment in the first week of last February.


The first feature of "solving the budget crisis" is that the Council of Ministers will hold its regular session today, Monday, headed by Al-Sudani, to discuss the draft federal budget law.


The financial budget for the year 2022 was not approved by the Council of Ministers and the House of Representatives due to the turmoil that Iraq witnessed after the early elections in October 2021, and the delay in forming the government for more than a year.


The media office of the Prime Minister stated, in a statement received by Alsumaria News, that "the cabinet held its regular session headed by Prime Minister Muhammad Shia' al-Sudani, which includes discussing the draft federal budget law."

While the Minister of Finance, Taif Sami, announced, yesterday, Sunday, the completion of the draft federal budget law for the year 2023 and sending it to the Council of Ministers for the purpose of discussing and voting on it.


Sami said in a statement received by Alsumaria News, "The completion of the preparation of the project comes in light of the exceptional circumstances witnessed by the global economy, and it came to deal with the effects of international, regional and local economic challenges."


She added, "The draft budget will focus on development priorities, support for the social protection network, and the most needy groups, as well as providing a secure cover for strategic and sustainable development projects."


In turn, a member of the Parliamentary Integrity Committee, Duha Al-Qusayr, expected that the 2023 budget would reach parliament during the current week for discussion, while it was likely that it would be delayed by about a month and a half before it was approved and approved.


Al-Qusayr said in an interview with Alana program broadcasted by Al-Sumaria TV, that "the budget law was delayed because of the region's share in the budget. Just as the region demands its rights, the citizen in the south who did not obtain his entitlement must obtain a guarantee for obtaining this entitlement."


She added, "Until now, we did not know what was included in the budget in terms of financial allocations for all regions of Iraq, and we will have to stop it if these dues are exceeded," indicating that "this is not the only point behind the delay in the budget because the exchange rate and fluctuations in the global market also delayed approval Budget".


Al-Qusayr indicated that "this week, the budget will reach Parliament for discussion, which I expect will be delayed by about a month and a half before it is ratified and approved."


Iraq did not approve the 2022 draft budget due to the political crisis that has gripped the country since the “early” elections were held on October 10, 2021. For his part,


Moein Al-Kadhimi, a member of the Finance Committee, says, in an interview with Al-Sumaria News, that “the size of the budget will be 170 trillion Iraqi dinars.” , stressing the need for "the deficit to be logical."

On February 7, the Council of Ministers approved the decision of the Board of Directors of the Central Bank of Iraq to amend the exchange rate, equivalent to 1,300 dinars to one dollar.


In addition, the other member of the Parliamentary Finance Committee, Jamal Cougar, says, "The cabinet represented by the president and his ministers have the right to amend and add notes to the draft budget, and then vote on it in the cabinet after making final amendments to it."


He added, "The budget is returned once again to the Ministries of Finance and Planning to formulate it finally, and then send it to the Council of Ministers for a vote on it and send it to Parliament."


And Cougar continued, "The budget is supposed to be sent during the current week to the House of Representatives," noting that "a vote on it in the House of Representatives depends on the mechanism for drafting the draft."


Cougar explained, "Passing the budget in a long or short time depends on the absence of legal violations first, and justice in its provisions second, as the deputies will be defenders of the budgets of their governorates and constituencies, as well as the ministries affiliated with their political parties," suggesting "to pass it in a standard manner, unlike previous budgets."


Cougar pointed out, "The governments of Baghdad and Erbil have reached an agreement regarding the share of the region," noting that "the budget has absorbed all contract holders and free lecturers, but it is devoid of absorbing new job grades."


It is noteworthy that, in June 2022, the House of Representatives passed the emergency support bill for food security and development, in a step that allowed the government to spend on some projects and run state affairs temporarily, despite the political differences that accompanied the process of passing the law.

Today, Monday, the Council of Ministers announced its approval of the draft budget law for the fiscal years 2023, 2024 and 2025 and referred it to Parliament.

The Prime Minister's Media Office said in a statement received by Baghdad Today, that "the Council of Ministers approved the draft federal budget law for the fiscal years 2023, 2024 and 2025, in its regular session held under the chairmanship of Prime Minister Muhammad Shia Al-Sudani and refers it to the House of Representatives."

This morning, the Council of Ministers held its regular session under the chairmanship of Al-Sudani.

The media office of the Sudanese said in a statement received by (Baghdad Today), that "the Council of Ministers held its regular session under the chairmanship of Prime Minister Mohamed Shia Sudani, which includes discussing the draft federal budget law."

The Minister of Finance, Taif Sami, announced yesterday, Sunday, the completion of the draft federal budget law for the year 2023 and sending it to the Council of Ministers for discussion and voting, noting that "the next draft budget will focus on development priorities, support for the social protection network, and the most needy groups."

A number of deputies suggested that Al-Sudani, at the end of the first half of the year of his term, would make changes to his ministers, while Parliament sets a time limit for evaluating his performance with his government, which does not exceed six months, through a special report.  

  

  

  

The second deputy chairman of the Strategic Planning and Federal Service Committee in the House of Representatives, Muhammad Al-Baldawi, said: “After the formation of the government, the committee began to study the ministerial curriculum that I presented, and communicated with the concerned parties in the Prime Minister’s Office in order to transfer this curriculum to a well-defined program with weights, standards, and level measurement.” The performance provided by the government, which is reflected in the level of performance and services provided.  

  

Al-Baldawi added, in an interview with the official newspaper, followed by “Nass” (March 13, 2023), “We contacted the Minister of Planning to view a group of projects, and these axes and projects were distributed among the members of the committee, each according to his specialization and the areas close to him, whether it was related to the ministry or the governorates.” Pointing out that "the first six months of the government's life will witness the issuance of the report on the ministerial curriculum after the meeting with the government performance monitoring and follow-up committee."  

  

He pointed out that "there is a convergence of views with the Prime Minister's office in terms of mechanisms and standards and agreement on procedural steps for evaluation. There are committees within the Council of Ministers and in the office of the President working day and night to monitor and evaluate performance," noting that the Prime Minister "formed a committee to evaluate the performance of ministers." And agents and general managers, and he is serious about isolating the corrupt and laggards, fighting corruption within state institutions, and replacing the weak who are unable to bring about change in their circles.  



He explained that "the process of replacing any minister is very possible, and the coordination framework agrees to support the government and accept Al-Sudani's proposals on the issue of replacement, as well as the State Administration Coalition is convinced of this mechanism."

The Committee for Preparing the 'Unified Salary Scale' presents a schedule to the Cabinet Secretariat

The committee specialized in preparing and amending the salary scale stressed, on Monday, the need to prepare a salary scale that achieves relative justice among employees in terms of nominal salary and allowances, as well as an increase in retirement contributions, noting that it presented the special schedule to the General Secretariat of the Council of Ministers, and is awaiting the final report.  

  

 

  

The Media Department of the House of Representatives said in a statement that “NAS” received a copy of, (March 13, 2023), that “the Parliamentary Finance Committee, headed by Representative Atwan Al-Atwani and in the presence of a number of its members, hosted, on Monday 3/13/2023, the committee concerned with preparing and amending the salary scale, head The Committee is Hana Ismail, Director General of the Legal Department at the Ministry of Planning, Hafsa Muhammad, Director General of the Audit Department at the Bureau of Financial Supervision, Qassem Abdul Reda, Director General of the Research Department at the Federal Service Council, Abbas Majeed, Legal Adviser at the General Secretariat of the Council of Ministers, and Ali Hasoubi, Rapporteur of the Committee at the General Secretariat. to the Council of Ministers, in order to review its work and its latest findings.  

  

The committee stressed, according to the statement, "the importance of the minimum salary meeting the citizen's need due to difficult circumstances and market fluctuations, with the need to add some notes to the law to achieve justice among all ministries."  

  

The Finance Committee added that it "will spare no effort in the framework of achieving justice, equality, and fairness for lower-level employees, in a way that guarantees the rights of all and meets the aspirations of people with limited income."  

  

The salary scale preparation committee provided an explanation about the formation of the committee by Diwani Order No. (24) to prepare a unified salary scale, according to the statement.  

  

The committee added that it "held several meetings with the opinion of the General Secretariat of the Council of Ministers, while the committee proceeded to collect employee salary data," stressing the need to "prepare a salary scale that achieves relative justice among employees in terms of nominal salary and allowances, as well as an increase in pension arrests," adding "The special schedule has been presented to the General Secretariat of the Council of Ministers, and the final report is awaiting."

Parliamentary Finance reveals three changes in the new unified salary scale

The Parliamentary Finance Committee revealed, on Monday, the content of amending the salary scale for employees in state institutions, while indicating that the increase in the salaries of the lower grades will be by 150%.  

  

 

  

The committee said, in a statement that “NAS” received a copy of, (March 13, 2023), that its chairman, “Atwan Al-Atwani, chaired today a special meeting with the Committee for Amending the Employees’ Salary Scale, and they confirmed taking steps to amend salaries in a way that achieves justice.”  

  

The committee added, "The new salary scale is currently presented to a committee of experts to give a final opinion, and then it is transferred to the Council of Ministers for approval," noting that "according to the new salary scale for lower grades, the percentage will be 150 percent."  

  

She explained, "The minimum nominal salary for the tenth grade will be 425,000 dinars."  

  

The committee confirmed, according to the statement, that "according to the new law, 50% allowances will be granted to improve the living of all employees."

Today, Monday, the Council held its regular session on the budget, headed by Prime Minister Muhammad Shia'a Al-Sudani.

The Council of Ministers referred the draft budget law for the three consecutive years to the House of Representatives for discussion and approval.

Al-Sudani will head tomorrow to the Kurdistan region and will discuss a number of files, most notably the budget, the oil and gas law, and the rest of the contentious files and issues between Baghdad and Erbil.
