In my opinion, the budget is much to do about nothing, from our RV Perspective. As I recall, they haven't settled on a budget for the past 6,8,10 years. There is no new exchange rate in the Budget, but we all know that, despite what the poo poo / guru's say.

The HCL will have an "agreement" today but tomorrow "we need to discuss it further". Same story for the past 10,12,15 years. A lot of press release's designed to remind the public that - We are working on it. No telling when we will resolve it, but we are working on it. Oh, and don't forget to vote for ME in the next election.

 

I find the recent/today's series of articles about eliminating the $US from "in country" ATM's much more revealing as to the immediate future of the IQD.

Adviser to the Prime Minister for Environment and Climate Affairs, Ali Al-Lami, confirmed that the budget allocations for the current year will include 30 projects related to climate change.

Al-Kadhimi told {Euphrates News} agency: "The budget for the year 2023 contains fixing contracts, appointing holders of higher degrees, fixing contracts for ministries and companies from self-financing, as well as fixing lecturers on permanent staffing."
He added, "The file of those whose contracts were terminated by the members of the Popular Mobilization Forces, who number more than 30,000, has been resolved."
Al-Kazemi pointed out, "There is reluctance in the termination of their contracts from the army and police, and the Ministries of Defense and Interior bear this in not completing their work in this file."
During their meeting yesterday, the presidents and the ministers stressed the importance of speeding up the approval of the general budget law "to implement the components of the government program, which flows into the implementation of programs and service projects for citizens."

A member of the Parliamentary Finance Committee, Jamal Cougar, confirmed that there is no specific date for the budget to reach Parliament for approval.

Cougar said in a press statement: "There is no communication between the Finance Committee and the government about the state's general budget law for the year 2023," pointing out: "The Finance Committee and Parliament do not interfere in issuing new laws, which are the government's jurisdiction."

He added, "The Finance Committee did not receive a new salary scale law for employees, as well as amending the Pensioners Law," indicating that there is talk about studying the two laws in the government.

He explained: "The approval of the budget law in Parliament will take a long time if it is controversial, and a short time if it is not, and in all cases it needs about a month for its approval after its arrival in Parliament."

Many promises, different timings, and an unknown fate, this is the case of the 2023 fiscal budget law, which has become the talk of the Iraqi street for more than five months, that is, since the establishment of the current government headed by Mohammed Shia Al-Sudanese.

On October 27 of last year, the House of Representatives voted on the cabinet of Mohammed Shia Al-Sudani, and the latter took over the reins with government curricula that included the most prominent paragraph in which the financial budget was approved as soon as possible, Especially since it was absent from sight for two years during the previous government.

Many reasons, including political and economic, have worked in one way or another to delay sending the budget to Parliament for a vote, since the beginning of December 2022, promises have been launched and opinions have differed on the real date of sending the budget.

Member of Parliament, Muhammad Saadoun Al-Sudani, revealed the latest developments in the financial budget law for the year 2023 and the date of its dispatch, while stressing that Parliament is the one who will determine the final share of the Kurdistan region.

Al-Sudani said in an interview with the information agency, "Sending the financial budget law to the House of Representatives could take place before the end of this month," stressing that "most of the contentious points in the Qom budget have been overcome."

And he shows, "The last file represented the relationship between the region and the center, and it was agreed on a final formula regarding the region's share of the budget," noting, "We are waiting for the law to be sent to parliament during these days."

And the member of the House of Representatives explains that, "The region's share is set by the government, but the final word will be for the House of Representatives, which is approved, whether it is 14 or 12 percent," pointing out that "Parliament is the one who determines the final percentage that will be commensurate with the region's entitlements."

 As for the paragraphs of interest to the Iraqi people, such as appointments and salary scales, Al-Sudani asserts: "We are waiting for the budget to come and hope to include these articles, because of their importance to the Iraqi people."

Region share

The delay in sending the draft law from the government to the parliament dome must hide many reasons behind it. The permanent dilemma has always been during approving budgets since 2003 until now, which is represented by the share of Kurdistan.

For his part, the representative of the Al-Fateh Alliance, Karim Aliwi, confirmed that the Kurdistan region's insistence on giving it 14% of the budget will meet with widespread parliamentary rejection in the dome of Parliament.

Aliwi states, in a statement to Al-Maalouma Agency, that "the region's share of the general budget for the fiscal year 2023 is contingent on understandings and dialogues between Baghdad and Erbil to reach a solution before a decision is made by the government and Parliament."

He points out, "The Kurdistan region is required to make several commitments with the central government in Baghdad, including oil revenues, money for border crossings, and others."

Aliwi asserts, "The regional government's insistence on 14% of the general budget will meet widespread rejection in the House of Representatives when voting on the current year's budget."

* Economic reasons 

Apart from politics and its countless crises, economic reasons also had their share of postponing sending the budget to parliament.

As a result, the economist, Nabil Al-Ali, identified eight economic reasons behind postponing sending the budget and voting on it inside the parliament.

Al-Ali confirms, in an interview with Al-Maalouma, that "the budget is delayed week after week due to many procedures that it needs, or to make the necessary amendments to it."

"Among these reasons are those related to large projects, salaries of state employees, the exchange rate, and the new financial budgets of several ministries such as trade," he added.

He refers to "development projects, private projects issued by the government, the sovereign fund, as well as Chinese loan projects," pointing out that "all these reasons cause the postponement of sending the budget and voting on it inside the dome of parliament. "

Political and popular forces are waiting for the date when the draft 2023 budget law will reach parliament for a vote amid many disputes over the share of the Kurdistan region, and popular hope to include appointments and amend the salary scale of state employees.

to be honest the budget is of little concern for me as a iqd speculator,  im only concerned what the cbi's plans are for the currency and very little anymore is revealed from the cbi governor , im thinkin one day the rate will be changed iraq will keep doing as they are and investors will do as they will , no fanfare imo ...

Committee member Moein Al-Kazemi said in a statement to the official agency, followed by “NAS” (March 12, 2023), that “the Cabinet Secretariat assigned a committee to prepare a new proposed salary scale, as the Finance Committee seeks to invite this committee to find out what it has reached and see the details of the scale.” The new,” pointing out that “the Finance Committee receives many requests from different categories of employees regarding the new salary scale.”  

  

He added, "Among those requests is the category of veterinarians who have not yet been considered within the health professions, in addition to the fact that they do not have central appointments," noting that "these categories must be taken into account."  

  

Regarding the salaries of retirees, Al-Kadhimi stressed that "allocation of 500,000 dinars as a minimum for retirees, which includes more than one and a half million of the number of retirees throughout the country, is considered small and must be reviewed," noting that "the increase in those salaries is linked to the availability of financial liquidity with The Pension Fund and its support from the Ministry of Finance.  

  

He pointed out that "the Finance Committee is concerned with reconsidering the salary scale according to the experts in the Ministries of Finance and Planning."  

  

Regarding the new appointments in the budget, Al-Kadhimi confirmed that "the government of Prime Minister Muhammad Shia'a Al-Sudani launched appointments that represented the transfer of contractors to permanent staffing," noting that "the draft federal budget law for the year 2023 will be devoid of new job grades, with the exception of degrees of deletion and replacement, which will be available after referring a number of A large number of employees during the current year to retire."

She added, "The Communications and Media Commission is responsible for telephone communication lines, and the price of calls and poor coverage are not the responsibility of the Ministry of Communications, nor do we have authority over mobile phone companies." 
And Al-Yasiri continued, "Reducing the prices of "charge cards" has nothing to do with the tasks of the Ministry of Communications, and it is a text written in the budget after its approval by the Council of Ministers, just as the Internet in Iraq is provided through towers and fiber-optic lines."
And she added, "There is no ministry that owns 200 contracts for Internet service and some applications, and we have more than 15,000 communication towers throughout the country, and some towers are now being built by personal decisions without the approval of the ministry. Some of them were built by employees who start working in them after official working hours." 
And Al-Yasiri continued, "I found a great "randomness" in the telecommunications market, and there are more than 100 companies operating in Iraq without contracts," pointing out that "the Earthlink company owns 80% of the Internet market in the country and did not find a competitor due to the absence of accountability and regulation."
Al-Yasiri described the Internet service in Iraq as "bad and made the citizen suffer," stressing that "the Earthlink company does not allow anyone to enter its systems, and we did not find anyone holding Earthlink and others accountable for the level of Internet service previously." 
And she indicated that "the contracts that hold the lagging companies accountable are not activated," announcing that "they will start holding the lagging companies accountable according to the existing contracts," pointing out that "the subsidized subscription reduced profits and good quality, and I also follow the complaints numbers allocated by the Ministry myself on a daily basis."
