The President of the Kurdistan Regional Government, Masrour Barzani, announced on Wednesday "some progress and good understanding" with Baghdad on the draft federal budget law.

Barzani pointed out that "there is some progress and good understanding on the draft federal budget law, especially since the Kurdistan region is participating for the first time in the preparation of the draft budget law," expressing his hope that "the House of Representatives will approve the draft law as soon as possible, in a way that guarantees the rights and financial entitlements of the Kurdistan region within the framework of the constitution."

For his part, Lord Tariq Ahmed pointed out that "the Kurdistan region has witnessed remarkable development, progress and reconstruction since his first visit to the region in 2018," according to a statement by the Kurdistan Government.

He added that "the Kurdistan region has an important and special place in the region, reaffirming his country's desire to continue strengthening relations with the Kurdistan Region."

For his part, the President of the Kurdistan Regional Government thanked Britain for its "continuous support to the Kurdistan Region," and gave "an overview of the reforms implemented by the ninth ministerial formation in the areas of economic diversification, attention to the agricultural sector, export of local products to foreign markets, and electronic transformation in public services and government affairs."

The meeting dealt with "the importance of resolving contentious issues between the Kurdistan Region and the federal government," as the two sides agreed that "solving these problems, in accordance with the constitution, is in the interest of all citizens and the various components of Iraq."

The two sides also stressed "the rule of law, protecting stability, supporting the continuity of the service government, and the importance of implementing the Sinjar agreement, removing illegal militias and armed forces, normalizing the situation in the region and ensuring the return of displaced people to their homes."

Remember that article from a few to several weeks ago, I believe it was a Kurd speaking, that said the federal budget wont be disputed this year because it is based on the hcl law and the kurds helped write it along with baghdad? Arguing about the percentage to the kurds is a non-hcl law work around that we've seen for years now. If the hcl is done this is all theater.

Al-Hindawi added, "The ministry has two types of projects: the first is ongoing projects under implementation, and others that are lagging, amounting to 1,400 projects," indicating that "priority will be for ongoing projects, with the resumption of work on lagging projects after addressing the reasons for delay or stopping with the inclusion of new projects with A development priority according to the capabilities of the executive authorities in performing their financial obligations with previous projects.  

  

The spokesman pointed out that "priority will be given to existing projects (under implementation) and service projects according to the priorities of the government program, such as projects (schools, water, sanitation and hospitals)."

A Kurdish deputy in the Iraqi Parliament revealed on Friday that Erbil and Baghdad had reached a “complete agreement” regarding the draft federal budget law.

"Erbil and Baghdad have reached a complete agreement regarding the draft budget law for the year 2023," said Siban Aziz, a representative of the Kurdistan Democratic Party, in an interview.
