Personally I'm not hung up on a quarter. From what I was informed years ago is that they can add value anytime they want.  For me I just will take a break for a while.

The Kurdistan Regional Government (KRG) negotiating delegation returned to Erbil after a two-day visit to Baghdad to resolve differences and outstanding issues between the two sides, KRG Cabinet Chief Omid Sabah announced on Tuesday.

Omid Sabah also noted in a statement today that the delegation met during the visit with the Federal Ministry of Oil on the Oil and Gas Law, as well as with the relevant parties on the budget law.

He added that during its visit, the delegation met with US Ambassador to Iraq Alina Romanowski.

On the other hand, the delegation of the Kurdistan Regional Government met with the Chairman of the Finance Committee in the Iraqi Council of Representatives, Atwan Al-Atwani.

ERBIL — The Kurdistan Regional Government (KRG) will continue its negotiations with the Iraqi federal government on the issues of the budget and oil and gas laws, hoping to reach agreement with Baghdad in this regard, an official said.

The remarks were made by KRG Spokesperson Jotiar Adil during an interview with the official website of the regional government. The official official highlighted the recent meetings of a KRG delegation in Baghdad.

"The Kurdistan Regional Government visited Baghdad based on the political agreement in forming Mohammed Al Sudani’s government; for designing the 2023 budget law, the oil and gas law, as well as similar matters. Further, in a meeting with Iraqi Oil Minister, Hayan Abdul-Ghani, general discussions focused on the oil and gas law and affiliated issues. The negotiations are ongoing," he said.

This team has been scheduled to visit Baghdad in the two coming days."

The Kurdish official stated that while there has been some agreement on the broad issues related to the oil and gas law, there is still a requirement for further negotiation and discussion by the joint committee.

"The oil and gas law is vital and necessary for the whole of Iraq. The oil sector faces many issues, however, there are no laws to resolve them; this sector is currently working with a set of laws which was designed in 1976. Therefore, the oil and gas law will not only be resolving issues between the Kurdistan Region and Baghdad, but as well, the whole of Iraq by reviewing the oil sector in this country."

During their trip to Baghdad, the KRG delegation had a meeting with US Ambassador to Iraq Alina Romanowski. Both parties agreed that it is crucial to address unresolved matters between Erbil and Baghdad in accordance with the constitution.

During their visit, the delegation also had a meeting with Atwan al-Atwani, the head of the finance committee at the Iraqi Council of Ministers, where they discussed the upcoming steps required to pass the budget law while ensuring coordination and cooperation among all concerned parties.

Karim pointed out, "The problem lies in the lack of a guarantee from Baghdad to deliver the region's oil in exchange for its financial share in the budget, and the region is not a governorate, but rather has the right to use its constitutional and legal powers, according to Article 21 of the Iraqi constitution."
He explained, "The failure to conduct a general census worsened the problem between Baghdad and Erbil, and today the random population of the region is estimated at 14%, and there is an agreement that the share of the region be either 14% or 13.9%," pointing out that "if it is determined, it will not be sent until after the oil and gas law is passed; for this reason The visits of the Kurdish delegation will continue according to the specified time mechanism of 6 months.
Karim added, "The current atmosphere regarding the legislation of the oil and gas law is positive, and it was agreed in principle to determine the region's share until the law is enacted. We are optimistic about Prime Minister Muhammad Shia'a al-Sudani and the political forces in approving the law." 
With regard to the recent statement of the President of the Kurdistan Region, Nechirvan Barzani, Karim said, "Barzani's statement was clear regarding the relationship with Baghdad, so what is the point of the Kurds staying in the federal government without implementing contracts and covenants?"
And he continued, "The Federal Court's decision on oil and gas was on the Federal Budget Law for the year 2021 and not on the 2023 budget. Therefore, the region has the right to claim the center for Iraqi oil export lists, and Baghdad has cut off $50 billion from the region since 2014."
Karim concluded by saying, "The four border crossings in the region are electronically linked to the federal government."

ERBIL — A delegation from the Kurdistan Regional Government (KRG) is set to return to the Iraqi capital on Thursday to follow up on recent discussions on the crux of outstanding problems between the two, notably Erbil's share of the federal budget and details of a hydrocarbons law in the making.

The decision to send another delegation to Baghdad was made yesterday during the weekly meeting of the KRG Council of Ministers, hoping that federal government officials would respond in kind to Erbil's goodwill and seriousness to find enduring solutions which would help both parties avoid this persistent need for conflict resolution.

During Wednesday's meeting of government ministers, Prime Minister Masrour Barzani reaffirmed his commitment to find concrete solutions while cautioning that failure to do so would hurt the interests of the country moving forward: "We are ready for all kinds of coordination and cooperating with the federal government to resolve our issues. If they remain unresolved, they will harm the interests of all Iraqi citizens."

Erbil and Baghdad on Sunday formed a joint committee to prepare details of a potential hydrocarbons law, which will determine the rights and responsibilities of both sides. They have also reached a preliminary agreement on the upcoming federal budget bill.

Relations between Erbil and the federal government of Iraq turned sour after Baghdad cut Erbil's share of the federal budget in 2014. The relationship has often been tested, and complicated by persistent violations of the country's constitution, which enshrines Kurdistan Region's financial entitlements.
