Kurdistan Democratic Party (KDP) member Saleh Omar on Monday described the formation of a joint committee between Baghdad and Erbil to draft an oil and gas law as an "important step."

Omar told Baghdad Today that "the formation of a joint committee between the federal government and the Kurdistan Regional Government to draft the oil and gas law is a first step to end the outstanding files between them."

He added that "this file represents an obstacle to solving other problems between Baghdad and Erbil, and it is the biggest problem between them since 2003," noting that "the adoption of the oil and gas law will resolve a large part of the differences."

Iraq's oil and gas law, which has been awaiting legislation in parliament since 2005, stipulates that responsibility for the management of the country's oil fields should be vested in a national oil company, overseen by a specialized federal council.

Baghdad and Erbil, the capital of Iraqi Kurdistan, have disagreed on how the region's oil fields have been managed since 2003.

Previously, a KRG delegation on Feb 12 met with the Iraqi Ministry of Oil to discuss a draft oil and gas law and financial entitlements of the Kurdistan Region.

Kurdistan Region PM Masrour Barzani has repeatedly said he hoped the new Iraqi government under Iraqi PM Mohammed al Sudani would enact a new oil and gas law, which could serve as a framework for cooperation between Erbil and Baghdad.

The KRG delegation today included Minister of Finance and Economy Awat Janab Nuri, Minister of Electricity and Acting Minister of Natural Resources Kamal Mohammed, President of the Diwan of the Council of Ministers Dr. Omid Sabah, Head of the Coordination and Follow-up Department Abdul Hakim Khasraw, KRG spokesperson Dr. Jotiar Adel, Head of the Kurdistan Region's Auditing Diwan Dr. Khalid Hadi Chawshly, and KRG’s representative to Baghdad Fares Isa. 

The Iraqi delegation included the Iraqi Minister of Oil Hayan Abdul-Ghani, his two deputies, and the general directors of the Ministry.

“During the meeting, both sides discussed the oil and gas law draft, and they agreed that the draft should respect both the views of Erbil and Baghdad,” Lawk Ghafuri, the Head of Foreign Media Relations of the KRG Council of Ministers tweeted.

“Both sides agreed to stay in close contact to finalize the draft,” he added.

The joint committee to draft a hydrocarbons law, which will determine the rights and obligations of both Erbil and Baghdad, along with other preliminary agreements on the upcoming federal budget bill are expected to improve bilateral relations if translated into action on the ground.

"A delegation from the Kurdistan Regional Government is in Baghdad to discuss two main issues, one of which is the draft budget law and the entitlement of the region, and the second is the oil and gas law," said Vian Dakhil, a representative of the Kurdistan Democratic Bloc in the Iraqi parliament.

 

Dakhil added, "The discussion and reaching solutions between Baghdad and Erbil will be a proactive step in the event that the budget law is sent to parliament so that there are no disputes over the law."

Just curious why some are hung up on the first quarter? They’re legislating a, for them, historic piece that we’ve been waiting on as long as I’ve been in this, about 14 years. I haven’t seen anything about the first quarter being some kind of backstop for a potential increase in value. Maybe I’m wrong. Were the devaluations made in first quarter?
