A member of the Parliamentary Finance Committee, Jamal Cougar, said, "The mechanisms used to retrieve smuggled funds are limited to several means, including following the international Interpol route and arresting any corrupt or criminal, and bringing him to the requesting country," noting that "the second method is through diplomatic representation and according to agreements." The state treats other countries by refusing to reside in any opposition, corrupt, or wanted country.

Cougar added, in an interview with "Al-Sabah", that "the third method is that international companies adopt corruption files and follow them up in exchange for a percentage of the money, while the fourth method is to contact the smuggler for the amount to obtain a specific percentage of the money that he acquired in the event that he returns 80% of it." , without legal consequences,” noting that “the fifth way is to announce a reward at a specific rate for anyone who gives information about smuggled funds, because the government does not know the quantities and locations of smuggled funds.”

He added, "There are people who are aware of the smuggled amounts and do not have to disclose them," pointing out that "there is no specific number for the smuggled amounts, because all previous governments failed in this matter and did not open it, in addition to that some of the figures who smuggle money are influential figures previously and currently." The file was not opened as required, as it was passed unnoticed without serious steps.

While anti-corruption expert Muhammad al-Rubaie said, "Iraq cannot recover its looted funds except with a package of measures from a group of parties responsible for recovering funds combined with the international Interpol or the recovery department in the Integrity Commission. If all these parties come together, they will be able to generate international pressure."

Al-Rubaie added to "Al-Sabah" that "resorting to the international police "Interpol" is a paving step, since this money may be effective in specific countries, so Iraq needs to hold a new international conference to complete the steps of the previous conference on recovering the looted funds, to focus on Funds discovered in specific countries and working hard to recover them.” Economic expert Osama Al-Tamimi said: "Recovering the money and the wanted people needs judicial and diplomatic procedures and requires agreements with the countries where the wanted people are."

Al-Tamimi added, in an interview with "Al-Sabah", that "work needs a wide and effective diplomatic move to conclude agreements with governments to hand over wanted persons and return funds and benefit from the United Nations Convention against Corruption of 2003, which entered into force in 2005 and ratified by Iraq," noting that "These steps are followed by the issuance of judicial rulings in Iraqi courts and their follow-up with countries of the world, as well as cooperation with judicial institutions and companies specialized in following up smuggled funds and their movement in international banks."
