US Deputy Assistant Secretary of State for Iran and Iraq Jennifer Gaveto said that the Biden administration believes that its ties with Baghdad are embodied in the joint strategic framework agreement signed between the two countries, pointing to Washington's endeavor to work with the Sudanese in the interest of the citizen and ensure security and stability, indicating that most of the demands of "Tishreen" have not been implemented so far.  

  

  

This came in an interview with the K-24 news site in Washington and ahead of the upcoming visit of the Iraqi delegation headed by Foreign Minister Fuad Hussein to the United States in the next few days.  

  

"Iraq and the United States, as well as the Kurdistan Regional Government, affirmed the principle of cooperation during the Strategic Dialogue of the Agreement that took place in July 2021, and today we reaffirm our pledge to deepen and expand our long-term strategic partnership in key areas," Gavitto said.
"The Biden administration and the State Department rightly view this agreement as a strong foundation for what we hope will be a deep long-term strategic relationship and partnership."  

  

Regarding the US administration's relationship with the new Iraqi government led by Prime Minister Mohammed Shia al-Sudani, Javitto said, "We welcomed the appointment of al-Sudani and his government in general and personally, and we also conveyed to the new government our strong desire for an inclusive government that meets the needs of the Iraqi people."  

  

  

She expressed readiness to "work with the new Iraqi government on a wide range of common interests, from improving services to the Iraqi people to ensuring a secure and stable Iraq."  

  

"Al-Sudani has expressed its support for promoting respect for human rights, increasing opportunities for diversifying the economy, confronting climate change and fighting corruption, we welcome all these pledges and look forward to these pledges being translated into actual implementation," Javito said.  

  

Three years ago, Iraq witnessed widespread popular protests that led to the resignation of the government of Adel Abdul Mahdi, and Javito summed up the protesters' demands as "about providing economic opportunities, fighting endemic corruption and improving public services."   

  

"Unfortunately, the demands of these Iraqis, in our view, are still largely unmet," Gavitto said.  

  

"The onus now is on the new government to take bold steps to help solve these problems."  

  

Regarding strengthening the Kurdistan region's relationship with Baghdad within a unified federal Iraq, Javitto said, "The United States has long supported and supported the principle of a unified federal Iraq, which is a consistent American position that strengthens the side of the Kurdistan region within a unified Iraq."  

  

"This means that we support a strong Kurdistan Regional Government that is part of a unified federal Iraq that continues to play an important role for the future of Iraq within the specificity of the region's autonomy. There must be a strong healthy relationship between Erbil and Baghdad in accordance with the Iraqi constitution."  

  

At the same time, Javitou spoke of "the need to reach as soon as possible an agreement between Baghdad and Erbil regarding the legislation of the oil and gas law that governs the partnership between the two parties."  

  

"Iran always exploits the differences between the region and Baghdad for its personal interests, and therefore tries in various ways to deepen differences and prevent understandings regarding the problems of the disputed areas, oil and gas or budget allocations," she said.  

  

"These differences not only harm the position of the region within a unified federal Iraq, but also harm all aspects of security and stability in Iraq and the region on a larger scale," Javitu said, calling on "Kurdish partisan parties to unify their relations with Baghdad."

The source said in a statement to Al-Mada newspaper, followed by "NAS", (February 5, 2023), that "the coordination framework will agree to reduce the factions and extend an oil pipeline from Basra to Aqaba in exchange for restoring the exchange rate to its previous price."  

  

The source added, "The coordination framework is ready to do anything in exchange for staying in power. This is the last chance for the executives to either continue ruling or lose everything."  

  

US President Joe Biden took the initiative to involve Jordan's King Abdullah II in a call with Iraqi Prime Minister Mohammed Shia al-Sudani on the economic situation in Iraq, in a move that observers said was aimed at imposing Jordan as a trade partner with Iraq and paying attention to its demands and accelerating the implementation of previous agreements between the two countries, according to the London newspaper "Al-Arab".  

  

The newspaper said in a report followed by "NAS", (February 4, 2023), that Washington seeks to help Jordan to alleviate the economic crisis it is experiencing, whether through direct US aid or urging regional partners to help it, as is the case with Iraq, especially in the field of hydrocarbons.   

  

The United States considers Jordan an important strategic partner, given its presence on Israel's borders and its influential role in moving peace efforts, and at the same time an important security partner with which coordination is carried out in the fight against extremist movements, especially coordination on developments in Syria and the increasing activities of Iran and its allied militias on Syrian soil.   

  

Observers believe that expanding the circle of dealings with Iraq is the last resort for Jordan, especially after the closure of the doors of Gulf grants and the support of the International Monetary Fund is nearing its end, while the economic crisis is intensifying and threatening protests similar to the Arab Spring protests inside the Hashemite Kingdom.   

  

Jordan complains that many promises made by Gulf countries for assistance have stalled or not been implemented, and that Amman is now facing exceptional distress as a result of the decline in remittances of residents in the Gulf after the expansion of localization of jobs and the repercussions of the Corona pandemic.   

  

In addition, Saudi Arabia decided to stop adopting the direct aid method that Jordan was benefiting from and replace it with investment projects that do not provide urgent solutions to the Jordanian crisis.   

  

It is not believed that the Iraqi prime minister will reject Washington's request to provide urgent support to Jordan, expand the circle of commercial transactions and implement what was previously agreed, especially the extension of the Iraqi oil pipeline to Jordan, known as the Basra-Aqaba pipeline, which is opposed by pro-Iranian parties.   

  

The Americans have a bargaining chip and pressure on Iraq to implement these steps, which is the issue of remittances and the price of the dinar. Energy is one of Jordan's biggest concerns due to the high cost of imports, its impact on the trade deficit and the high prices of goods in the local market.   

  

Jordan and Iraq agreed last March to continue working on a memorandum of understanding signed between the two sides to import Kirkuk crude oil by 10,<> barrels per day, to be transferred to the Jordanian oil refinery in Zarqa (east).   

  

Last December, Jordan witnessed demonstrations in several locations inside the country to protest the government's decision to increase the prices of fuel and basic materials.   

  

The poverty rate in the Hashemite Kingdom has risen to 24 percent, an increase of 6 percent from what it was previously, according to estimates reported by Minister of Planning and International Cooperation Nasser Al-Shraideh in August 2021.   

  

On Thursday, Biden hosted King Abdullah II at the White House. During a luncheon, attended by Crown Prince Hussein, he acknowledged Jordan's "decisive role as custodian of Islamic holy sites in Jerusalem."   

  

The Jordan News Agency (Petra) said that the US president thanked the Jordanian king "for the deep partnership between the two countries, and for his leadership of Jordan as a hub of stability in the Middle East," stressing "the United States' full commitment to supporting the Kingdom's stability and economic prosperity to face various regional and global challenges."   

  

The Jordanian government relies mostly on foreign aid, especially the United States, to secure its annual expenses, as Jordan does not have any economic and financial resources, so if external support is cut off, things deteriorate at home.   

  

During his meeting with the Jordanian king last July, the US president announced his country's intention to sign a new memorandum of understanding with Jordan, through which it will provide annual assistance to this country of at least $ 1.45 billion, during the period between 2023 and 2029.   

  

Over the past years, the United States has provided Jordan with lucrative assistance, as it is in Washington's interest to promote stability in the Hashemite Kingdom, which hosts more than 1.3 million Syrian refugees, representing about 15 percent of Jordan's population.
