The Iraqi president presents some proposals to the Coalition for co-ordination for an agreement to send the Kurdistan Region's budget.

Iraqi Prime Minister Mohammed Shia Sudani has discussed proposals for an agreement on sending the Kurdistan Regional Government's budget, without the federal supreme court's decision against sending the 200 billion dinars, according to information obtained by the Event Media Network within the coalition.

The proposals were discussed during last night's meeting on February 5, 2023.

February 6, 2023, Dr. Ali Dafaei, spokesman for the Supreme Islamic Council of Iraq, told the media network: "The prime minister presented some ideas and suggestions to the leaders of the alliance. "We are planning to agree on one of them, without opposing the decision of the Supreme Federal Court of Iraq," he said.

On January 25, 2023, the Iraqi Supreme Federal Court issued an "unconstitutional" decision to send 400 billion dinars for two months, 200 billion dinars per month, by the Iraqi government to the Kurdistan Region.

A spokesman for the Supreme Islamic Council of Iraq, one of the constituents of the Shia Co-ordination Alliance, revealed that after deciding on one of Muhammad Shia's proposals, he had put Sudan in front of the co-ordination framework, discussions were being held with the Kurdistan Region to reach an agreement.

"The 2023 budget bill is expected to be approved in parliament in February, and before sending the bill to parliament, the issue of sending the salaries of employees of the Kurdistan Region will be resolved by agreement. "One of the proposals for the agreement is to send the money to the Kurdistan Region with loans."

On February 5, 2023, the Coalition met in coordination with Prime Minister Mohammed Shia Sudani, who said in a statement that they had discussed the general budget bill, which the Prime Minister intends to present to parliament for approval.

According to the statement, Mohammed Shia explained at the meeting that the budget mechanism slated for him was in line with his government's agenda.

Report: The coordination framework bartered Washington to obtain dollar facilities

Baghdad - Nas

The leaders of the coordination framework, who met in Baghdad, picked up the signal made by US President Joe Biden regarding strengthening relations between Iraq and Jordan, to offer a trade-off that would allow the provision of trade and economic facilities to Jordan, in return for easing monetary pressure on the Central Bank of Iraq, according to a report by Al-Arab newspaper.

President Biden had included the Jordanian monarch, King Abdullah II, who is visiting Washington, in the phone conversations he had with Iraqi Prime Minister Muhammad Shia al-Sudani, the day after the meeting that took place in Istanbul between the Governor of the Iraqi Bank, Ali Mohsen Al-Alaq, and the Undersecretary of the Treasury for Terrorism and Financial Intelligence, Brian Nelson, and representatives of the reserves. The US Federal Reserve, regarding restrictions on dollar transfers to Iraq.

And Biden urged the Sudanese to strengthen economic cooperation between Iraq and Jordan. This was considered by the leaders of the coordination framework as an opportunity to offer a bargain that proposes extending an oil pipeline from Basra to Aqaba in return for easing restrictions on cash transfers from the Federal Reserve to Iraq.

And the London-based newspaper mentioned in a report followed by "NAS" (February 6, 2023), that the leaders of the framework offered their agreement to reduce the economic activity of the factions, as an expression of compliance with Washington's concerns about remittances going to Iran.

Observers say that the real meaning of this trade-off is to allow the flow of dollars into Iraq, to feed free markets with it, which is tantamount to plan "B" for dollar transfers to Iran, in return for reaching new trade agreements with Jordan.

Observers question the feasibility of the Basra-Aqaba oil pipeline proposal, saying that it is more beneficial for the two countries to extend the Kirkuk-Aqaba pipeline, but the framework forces want to prolong the implementation period until they are sure of the continued flow of dollars from the United States.

Observers of the newspaper believe that the forces of the framework do not want to stand in the face of Washington, because the restrictions imposed by the United States will not be limited in their effects to dollar flows to Iran, but threaten the plans of the Sudanese government to implement some development projects, which will eventually lead to a weakening of its grip. power or chances of staying in it.

The Central Bank of Iraq announced the day after the Istanbul meeting to take a series of measures to provide the dollar for legitimate purposes, which are subject to monitoring by the Federal Reserve at the same time.

However, the “private” banks affiliated with the framework factions deliberately bought dollars from free markets, to transfer them to Iran, which led to a decline in the price of the dinar again, especially since Iran owns huge quantities of Iraqi dinars, and it is ready to throw them into the Iraqi market at any price in exchange for the dollar. .

And officials in the Iraqi Ministry of Finance revealed that their American counterparts last month provided conclusive evidence that “Iran obtained large sums of dollars through Iraq in various ways, and that Iran uses what it gets from dollars in its nuclear program.”

The officials stated that Iraq is trying to reduce illegal transfers and that it has achieved success in that by up to 70 percent. sold in Iraq, and that Baghdad should take stricter measures by banning its access to smuggling suspects.

On the other hand, the Foreign Minister pledged that the delegation he heads to Washington (within two days) will present "a set of sober proposals that would reassure the American side of the success of the Iraqi government's steps to consolidate the sale of the dollar and prevent its smuggling, and that it is proceeding with its procedures and will not back down from it."

But the visit is aimed at easing restrictions on dollar transfers to Iraq. This will end up feeding alternative mechanisms for smuggling the dollar to Iran, Syria and Hezbollah in Lebanon.

Framework groups fear that the US warnings will result in imposing sanctions on some personalities and factions about whom the Undersecretary of the Treasury for Terrorism and Financial Intelligence has full details.

Although the framework groups are awaiting Washington's reaction to the barter proposal, Jordan hastened to offer other aspects of possibilities to build better trade cooperation relations.

The head of the Jordan and Amman Chambers of Industry, Eng. Fathi Al-Jaghbir, said, "Jordanian industry possesses distinct elements in a number of highly competitive sectors and industries."

Al-Jaghbir stated that Jordan possesses many capabilities that make it able to contribute to reconstruction projects in Iraq, especially those related to infrastructure, health care, building schools, housing, rehabilitating factories, providing consulting and engineering services, and various technology programs.

The Jordanian industry also has the ability to support the reconstruction process in Iraq, such as the construction and mining industries that have a solid and wide production base of iron, cement, stone and marble products, in addition to chemicals such as paints, fertilizers and primary chemicals used in the construction and engineering industries, sanitary and electrical supplies.

These areas refer to projects that go beyond laying an oil pipeline to Aqaba, but they may not be implemented because local companies affiliated with Iran want to undertake them, on the one hand, to provide a kind of “legitimate cover” to obtain dollars from the Central Bank, and on the other hand, to show that the Sudanese government Real development projects are being implemented.

The Ministry of the Interior vowed heavy penalties to "manipulators" of hard currency (Ahmed Al-Rubai/AFP)

The " Coordination Framework " coalition, which includes Iraqi forces allied to Iran, and from which the government of Prime Minister Muhammad Shia'a al-Sudani emerged, expressed its support for dialogues between the Central Bank of Iraq and the US Federal Bank, and the financial and banking reform process.

On Thursday, the Iraqi and American sides, represented by the Central Bank of Iraq and the US Treasury, entered into extensive discussions chaired by Assistant Secretary of the US Treasury Brian Nelson, focusing on combating money laundering and terrorist financing.

On Friday, the Central Bank of Iraq issued a package of facilities to meet the demand for the dollar, on both sides of cash and foreign transfers, which contributed to  a relative recovery in the value of the Iraqi dinar .

Yesterday evening, Sunday, the "Coordination Framework" coalition held a meeting in the office of the former Prime Minister and one of the members of the coalition, Haider al-Abadi, in the presence of Prime Minister Muhammad Shia al-Sudani and a number of coalition leaders. Developments in the political and security scene were discussed, in addition to discussing the file of the financial budget for the year 2023. which the Council of Ministers intends to submit to the House of Representatives for approval.

According to a statement of the framework, "the prime minister provided a detailed explanation of the mechanisms on the basis of which the federal budget was drawn up, the extent of its compatibility with the government program, the dialogues that the Central Bank of Iraq conducted with the US Federal Bank in Istanbul two days ago, and the reform packages issued by the Central Bank of Iraq." Pointing out that "the treatments presented by the Central Bank come within the process of financial and banking reform."

He pointed out that "the meeting discussed government measures to reduce the effects of exchange rate fluctuations on the poor and marginalized segments, as well as the upcoming visit of the Iraqi delegation to Washington headed by the Foreign Minister to complement the Istanbul meetings."

The Federal Reserve Board (the Central Bank of the United States) had imposed measures on foreign money transfers from Iraq, to ensure that they did not reach Tehran and Damascus, while the Iraqi Ministry of Interior vowed that they would be called “manipulators” of hard currency, the dollar, with heavy penalties, according to the Economic Crimes Law, but the procedures Fieldwork taken by Baghdad and Erbil did not result in any improvement.

These measures caused a significant decline in the price of the Iraqi dinar against the dollar, during recent days, as the dinar lost more than 30 percent of its value against the dollar, and the Iraqi market finally witnessed a record rise in food and consumer prices, compared to what it was less than a month ago. Which resulted in a significant decrease in purchasing power, and many citizens became unable to meet the requirements of their families due to the sudden rise in food and consumer prices in the Iraqi local markets.

It is assumed that an Iraqi governmental delegation, headed by Foreign Minister Fuad Hussein, and with the membership of financial and banking officials, will soon go to Washington to discuss the currency rate file and coordination mechanisms in this regard.

Sources told Al-Araby Al-Jadeed earlier that the Iraqi delegation will carry assurances to the American side regarding the recent Iraqi measures in the currency auction, and its efforts to prevent it from reaching countries covered by US sanctions, such as Iran and Syria.

Al-Sayhud calls for lifting the restrictions of the US occupation imposed on the Iraqi economy

Al-Sayhud calls for lifting the restrictions of the US occupation imposed on the Iraqi economy (ninanews-com.translate.goog)

1031607-1234338e-f02d-4c0d-ad75-a7cf1348
Baghdad /NinaMP for the State of Law Coalition Mohammed Saadoun Al-Sayhoud called for the need to lift the restrictions of the US occupation imposed on the Iraqi economy.
Al-Sayhoud explained in a press statement today that: Security Council Resolution No. 1483, which prompted the US administration to form the so-called Development Fund for Iraq, has ended with the formation of the first elected Iraqi government, and therefore restrictions must be lifted on Iraq's funds and revenues controlled by the US administration through the Federal Reserve Bank, and that the procrastination of the US administration and its repudiation of its raising hand from Iraq's funds and revenues under the pretext of preserving them from the influence of creditors are nothing but hostile behaviors targeting Iraq security, political, economic and developmental.

He added that: Iraq must be taken out of the restrictions of the American occupation through the abolition of this fund and its justifications that the Iraqi government controls all the money and revenues of the country, it is the right of Iraq to liberate its funds and preserve them from the influence of the occupation and its excesses, considering that the survival of the restrictions of the occupation imposed on the funds of Iraq and control of the currency is a destructive and malicious economic war and therefore the Iraqi government must move towards liberating the Iraqi economy from the domination of the Federal Bank permanently.
