Al-Saray said, "The failure of Prime Minister Muhammad Shia' al-Sudani to implement the decision to expel the American forces and defend this presence will push us to take political positions, and for this the decision must be implemented in accordance with the legal and diplomatic frameworks."

He added, "Prime Minister Muhammad Shia' al-Sudani is urgently required to clarify his statements, which were reported by the Wall Street Journal, regarding his defense of the American presence, since this presence is illegal and these forces are occupying forces."

The Wall Street Journal reported, on Sunday (January 15), that Iraqi Prime Minister Muhammad Shia' al-Sudani "defended the presence of American forces in his country, and did not set a timetable for their withdrawal."

The newspaper quoted Al-Sudani as saying, "The need for foreign forces still exists, and the elimination of ISIS requires more time," referring to the US and NATO forces that train and assist Iraqi units in combating the terrorist organization, but they remain untouched. The government is now facing a shortage of dinars, which has left it struggling to pay public sector salaries and meet its other monthly obligations, a senior official at the Central Bank of Iraq, who spoke on condition of anonymity, told MEE, stressing that "the problem Iraq faces is Dinars are scarce, not dollars.”

 

The Iraqi government needs at least eight trillion dinars (about $5.5 billion) per month to pay the salaries of government employees, retirees, social welfare beneficiaries, victims of terrorism, and others, and this is largely guaranteed through the currency auction.

 

Most of this liquidity comes from Iraqi oil revenues, which have been paid since 2003 in dollars into an account maintained by the Federal Reserve Bank of New York.

 

The US Treasury transfers $10 billion annually to the Central Bank of Iraq from oil sales revenues, in order to boost its balance in foreign currency.

 

This amount is also delivered in cash in four installments. Officials said all dollars are new and have serial numbers on file with the Federal Reserve for easy tracking.

 

Then the Central Bank of Iraq sells dollars through a foreign currency auction and other channels to obtain dinars for the Ministry of Finance.

 

Now the drop in dollar sales has caused a shortage of dinars for Iraq's central bank, and even at its peak the auction usually didn't raise enough to meet the $275m the government needs each day.

 

This shortage of currency shares held by the central bank is usually covered by internal loans between the bank and the government, by printing more currencies, or by other financial activities.

 

The Iraqi parliament has not yet approved the federal budget for 2023, but the amounts allocated for salaries and compensation in the proposed budget, which must be paid in local currency, amount to about 100 trillion dinars ($68 billion) during the current year.

 

And the British website quoted a senior official in the Central Bank of Iraq as saying, "The bank currently owns about 83 trillion dinars (56 billion dollars) only, so there is a need for quick solutions."

Meanwhile, the British website quoted Iraqi officials as saying, "We know that the new measures strengthen the Iraqi economy despite the great pressure it exerts on everyone, but this will not last for a long time and will reduce corruption in the currency auction."

He predicted that "the prime minister will come up with an appropriate solution and that the issue of the rise will end within days and the price will return between 1450 to 1470 per 100 dollars."

Over the past two weeks, there have been reports of an upcoming visit by Prime Minister Mohammed Shia al-Sudani, without official confirmation.

The leader of the State of Law Coalition, Nouri al-Maliki, said in televised statements followed by (Baghdad Today), on Saturday, that "the dollar crisis will be prolonged, and it is linked to the presence of smuggling of hard currency," noting that "the only solution to the dollar crisis is to negotiate with the American side."

Just how long they intend on keeping this up & whether or not they'll even have a globally recognized IQD this year is anyone's guess. Maliki is still very much in control. Could be he's just not inclined to quit his nefarious & stealing ways no matter what the UN, IMF or WB says: not that it really matters.
