Shafaq News / The Parliamentary Oil Committee disclosed, on Monday, the details and articles of the draft oil and gas law, noting that it is waiting for a "government notice" to discuss the final draft of the law and vote on it in the Iraqi parliament. .

Committee member Sabah Sobhi told Shafaq News Agency that "the oil and gas law is one of the important laws that were mentioned in the ministerial curriculum of the government of Mohammed Shia al-Sudanese," noting that "the adoption of the law will address oil -related problems between Baghdad and Erbil and will complement the existing political agreements that formed the current government.

He added, "The oil and gas law will depend on the constitutional articles of Articles 111, 112 and 115 of the constitution to solve the crisis and problems between the federal government and the Kurdistan Regional Government."


And between Sobhi, “Axis No. 20 and 23 in the ministerial curriculum of the government, Muhammad Shia’ al-Sudani, includes the legislation of the oil and gas law to eliminate problems between the federal government and the Kurdistan Regional Government.”

A member of the Parliamentary Committee indicated, "We are awaiting a notification from the government to send the final draft of the oil and gas law to vote on the law in the Iraqi parliament."

The heads of the federal government, Muhammad Shia al-Sudani, and the region, Masrour Barzani, agreed to resolve differences and outstanding issues, including the files of the financial budget for the year 2023 and the oil and gas law in accordance with the permanent constitution of the country.

This came during a meeting that brought them together in the capital, Baghdad, on 11/1/2023.


The two sides discussed, according to a statement issued by the regional government, the necessary steps to prepare a draft oil and gas law, according to what was stated in the political agreement of the parties that formed the government and the ministerial program.

The oil and gas law is still a matter of controversy in Iraq after talk of preparing for a new version of it, following signs of a dispute over its passage in light of the divergence of opinions about it within the coordination framework.


The oil and gas law, which has been stalled in the Iraqi parliament since its first session until today, is one of the most prominent points on which a preliminary agreement was reached between the two sides, but there are signs of disagreement that may affect the possibility of passing it.

A member of the House of Representatives, Jassim Atwan, revealed on Wednesday an agreement between the government and the Kurdistan region in order to approve the oil and gas law, while stressing that the special oil and gas law in the region will be approved within a maximum period of six months.

Atwan said in an interview with the agency / Information / that "the agreement to approve the law was in order to pass the general budget and determine the region's share of it," noting that "the oil and gas law will be approved in the region within a maximum period of six months.”

He continued: "The passage of the law will regulate oil and gas export revenues between the central government and the region, as well as the implementation and commitment of Kurdistan in the federal government's decision on the illegality of Kurdistan to export oil in isolation from SOMO." .”

He continued, "The Council of Ministers will send the law to Parliament after completing the amendments to it and completing its second reading, and then voting on it under the dome of Parliament to be applied in the coming period."

The Parliamentary Legal Committee had previously revealed to the agency / Information / that “the oil and gas law is one of the laws that the House of Representatives is working to complete in order to pass it in the coming sessions,” pointing out that “the Law needs political consensus before proceeding to approve it, and this is what is working to disrupt it so far.”

According to what the above article says the specoal oil & gas law will be approved in the region with maximum period of 6 months so then it would go to parliament for 2nd reading then if they approve without adding amendments then go bank to parliament for vote. So what are we talking about time wise what 8 months to 10 months if they agree without arguing thats not soon, These people not in a hurry as we all know to pass any laws.

If you believe so…I believe they only need one reading on final amendment and that had to do with the % for the Kurds..I think we are close than most think…could be wrong though my memory is really good.

if these peeps pull this off in the 1st quarter of this year I will be astonished to no end. I've seen every type of Chinese fire drill imaginable from the Kurds & Iraqis on this issue. Yep, I'm jaded to be sure. 

...to finally see this done pronto would deserve a Champagne bottle opened to this achievement just for this; considering just how much foot dragging & sand bagging they've managed to do through the years it would be an Epic accomplishment of their 3 Ring Circus.

 

Not holding my breath; however, I've seen too many " Delays, Postponements & Crisis " statements in the past. We all want ACTION, not words; their words are empty.

Parliamentary committee confirms support for the government in controlling Kurdistan's oil

The Parliamentary Committee on Oil, Gas and Natural Resources stressed on Thursday the need for the federal government to control the production and export of oil in the Kurdistan region.
Committee member Zainab al-Musawi said in a statement received by the Information Agency that "the federal government's seizure of oil produced and exported from the fields of the Kurdistan region is in accordance with the Iraqi constitution and the law in force."
Al-Musawi added that "Baghdad will then be able to provide the region's share of the federal financial budget, including the salaries of its employees, through legal control over Kurdish oil production."
She pointed to "the importance of the federal government's control over the export of the region's oil," which she considered a new outlet that would supplement and maximize Iraq's revenues instead of the money going to the Erbil government, which is unable to secure salaries for the region's employees.
Earlier in the day, the Federal Supreme Court ruled to annul the decisions of the Council of Ministers to send financial shares to the Kurdistan Region.
