The Ministry of the Interior intends to launch the electronic (biometric) passport during the current year, with high-quality technical and security specifications and characteristics, in addition to carrying a face and eye print, which makes the process of forgery very difficult.

Security signs

The Ministry of the Interior announced that the date of launching the new version of the electronic (biometric) passport will be as soon as the design of the final form of the passport is completed in terms of security and technical aspects, at a time when it indicated that the new passport will carry between 15 to 18 apparent and hidden signs and security specifications, which makes It is very difficult to forge or manipulate it, in addition to that it will carry a magnetic chip (SIM card) that will be able to show all the data and information related to the person holding the passport. It will also carry a small box at the bottom of the outer cover to indicate that it is an electronic copy of the travel document (Biometric Passport).

International specifications

Technical expert, Engineer Alaa Muhammad Al-Asadi, explained that "the new electronic passport will meet the instructions of the International Civil Aviation Organization in terms of advanced characteristics and specifications." He added, "The decisions of the international organization obligated all countries to convert all passports of their citizens, from hand-readable to electronic-readable, and then to (biometric) passports, which is a system currently in force in 97 countries around the world." Al-Asadi pointed out that "the idea of issuing a new passport was presented to the Ministries of Interior and Foreign Affairs and to the Iraqi government in 2018 as part of an initiative to raise the level of efficiency of the Iraqi passport internationally, similar to many countries in the Third World that have turned to this type, including Iran, Somalia, Mauritania, Sudan and many other countries." .

electronic twinning

For his part, the Director of General Passports, Brigadier Majid Adnan, revealed that the electronic passport will have very strong specifications, and in addition to carrying ten fingerprints, it will also carry the face print, which is not found in the current passport. The aforementioned fingerprint would enable the competent agencies, law enforcement and passport officers to identify the data and information of the owner of the face after displaying his face on private computers, and eliminate the problem of similarity of names, which contributes to enhancing security. Brigadier General Adnan added: "The issuance of the electronic passport will be within the framework of the electronic twinning project through which the Ministry of Interior works to link the unified national card with the Passports Directorate to be within a unified information network," describing this as "technological development and its qualitative transfer in facilitating the smooth issuance of passports to citizens and reducing many previous obstacles. The Director of General Passports added,

 international rankings

The expert, Engineer Alaa Muhammad Al-Asadi, said: "Iraq's start to adopt the new version that conforms to the approved international specifications will contribute to improving the country's position in the sequence and classifications of the quality of passports globally." He added, "It is one of the requirements (i.e. caw) to raise the "rank" of the Iraqi passport and achieve good acceptability for it." The Hurley Passport Index, which classifies passports globally according to specific criteria, has previously called for improving the safety specifications of the Iraqi passport through a set of requirements, in order for it to advance in the indicators and classifications of this institution at the international level. The first requirement was to re-issue the passport accompanied by the magnetic (biometric) information chip, and to show the distinguishing features of the face, such as the size of the nose, the distance between the eyes, and the iris print, which is one of the main determinants of the biometric passport.

Electronic tracking

Expert Al-Asadi points out that "the magnetic chip provides protection to the data system for each traveler and facilitates the work of verification and auditing officers at ports and airports," pointing out the error of the expected saying that as long as the passport contains an electronic chip, this puts it under control and becomes traceable. But the truth is that the passport's magnetic chip is not an ordinary phone chip for conventional communication, but rather an information chip that is not subject to electronic tracking and is not linked to an electronic system via the Internet. Will Iraq succeed with its new electronic achievement and become among the developed countries in developing services for its citizens to enable them to travel safely with a reliable passport that meets the standards of international organizations?

I’m not a fan of everything going biometric…. I mean I already am on a million cameras etc. they can tell by the way you walk and talk who you are, but this is one step closer to embedded under the skin. 1984 much?

yeah agree however it will happy the chip under the skin wil never happen very confident well they wont enforce it after the truth comes out about the vaccines then they will loose all power....CBDC's I think in some format also natural progression but more so blockchain for instant settlement world wide rather than go through intermediary banks, this is why JP Chase is laying off staff their role of bank of USD settlements in the US coming to an end...thats why Iraq is launching their own settlement software platform which eliminates the need for this in Feb

Don't forget the cell phone..it probably the worst of the worst

Exactly! There is no such thing as privacy any longer. Systems are in place to ping you if you have a cell phone in a matter of seconds. If you are on the run, don’t take your phone. 😀

it really isn’t a joking matter. All financial records, debit card purchases, credit card purchases, bank transactions, court records, etc are accessible in minutes to any government (or good hacker) officials. Good grief, they don’t need a darn chip to keep their eye on you.

The electronic passport.. Will Iraq be removed from the list of countries with the worst travel documents?

February 16, 2023

Baghdad / Obelisk: Today, the Iraqi passport finds itself on the list of the weakest passports for the year 2023.

According to the classification of the global citizenship and residency consulting firm Henley and Partners, Iraq ranked among the worst 10 countries.

Since 2003, the ranking of the Iraqi passport in all international reports and statistics has become among the lowest ranks, which makes Iraqis feel that they are not respected in other countries, and that their chances of traveling to different countries of the world are slim.

The Iraqi government is working to improve the image of the Iraqi passport by issuing the electronic passport, which may remove Iraq from the list of the weakest passports in the world.

Director of Passports, Majed Adnan, says that the electronic passport carries more than 15 to 18 visible and hidden security marks, and therefore it will be very difficult to manipulate or forge it.

It also contains a SIM card that includes all information related to the holder of the passport, in addition to the face print that the current passport is missing, which will enable the identification of all the information of the owner of the face after displaying it on computers, which will contribute to enhancing security.

The issuance of the aforementioned passport comes as part of the electronic twinning project, through which the Ministry of Interior is working to link the unified card with the Passports Directorate, so that they are both within a single information network.

Citizens are anticipating that the new electronic passport will improve Iraq's international situation, because there are many countries that do not favor dealing with the Iraqi barometric passport.

Engineer Abdullah Khudair considered that one of the advantages of the electronic passport is that the citizen dispenses with the issue of bringing documents for the purpose of issuing the passport, and this will be done electronically.

The Iraqi passport allows its holders to travel without a visa to 27 countries only, while holders of the passport will need to obtain a prior visa to enter about 202 countries.

The follower of Iraqi affairs calls on the good doctor to restore respect and appreciation for the Iraqi passport, which is now the weakest passport in the world.

And Khaleda Khalil, who is interested in Iraqi affairs, talks about the indicator that Henley 2023 ranked the Iraqi passport 108 out of 109, and passports are arranged globally based on the number of countries that each passport allows its holders to travel to without a visa, and the Iraqi has the right to travel to 27 countries without a visa and needs A visa to travel to 171 countries.

The Iraqi judiciary annuls an article in the passport law that "violates the constitution"

1677421560659.jpg
2023-02-26 09:26

Shafaq News/ On Sunday, the civil activist Alaa Sattar appealed to the Federal Court (the highest judicial authority in Iraq), regarding the unconstitutionality of Article 10, Paragraph 4, of the Iraqi Passports Law.

The fourth paragraph of Article Ten of the Iraqi Passports Law stipulates that any citizen is denied travel for a period of three months, if the passport is lost or damaged twice or more.

"Because of this paragraph, many Iraqis were denied travel, especially students who are completing their studies abroad, or patients who are receiving treatment outside the country, as well as displaced people who lost their documents and passports during crises and the war on terrorism," Sattar told Shafaq News agency.

He explained that "the Iraqi legislator did not write a legal text for passports, i.e. dealing with cases of fate, such as loss or unintentional destruction, but rather dealt with all cases with the intent of committing a crime, and therefore a financial fine and a travel ban for a period of three months were proven against them."

And Sattar continued: "I went to the Federal Court with the specialized lawyer, and challenged the text of the legal article and presented proof papers proving that the fourth paragraph of Article Ten of the Passport Law violates Article 44 of the Iraqi constitution, in addition to that it violates the International Covenant on Civilian Rights, and Iraq is a signatory to this covenant." And Article 12 of it stipulates the right to travel and move without any restrictions or conditions.

He added, "On this basis, the Federal Court ruled the article unconstitutional because it violates the constitution and is not consistent with human rights, especially freedom of movement and travel."

After this decision, the civil activist indicated that "the Iraqi citizen no longer needs to seek an exception from officials to obtain a passport and does not need to wait, and the passport and transportation will be issued at any time."
