{Economic: Al Furat News} Today, Tuesday, the Ministry of Finance and the Accounting Department started financing the salaries of all civil and military retirees.

And the Finance confirmed in a statement, which {Euphrates News} received a copy of, "that the management of Al-Rafidain and Al-Rashid Banks and the National Retirement Authority must expedite the completion of procedures for paying the salaries of civil and military retirees through electronic payment cards."

Finance called on "all civil and military retirees who will receive text messages to review bank branches and automatic exchange outlets in Baghdad and the provinces to receive their salaries."

The National Retirement Authority also announced the start of paying the salaries of civilian and military retirees for the month of January.
An informed source had revealed (to Al Furat News) earlier today that the National Retirement Authority will launch the January pension today, Tuesday, after it was delayed for days due to the succession of official holidays on the occasion of New Year 2023 and its coincidence with the annual audit and inventory of banks.

He pointed out that "the delay in salary disbursement also came due to the lack of funding that the Ministry of Finance launched before the end of last year 2022 to retire."

An expert explains how employee salaries rose to 63 trillion dinars

On Wednesday, Professor of Economics at the University of Basra, Nabil Al-Marsoumi, explained how employee salaries rose to 63 trillion dinars.  

  

  

  

Al-Marsoumi said in a post entitled "How did employees' salaries rise to 63 trillion dinars?" Followed by "Nass", (January 4, 2023), that "the actual salaries of employees, excluding the salaries of Kurdistan employees = 42.460 trillion dinars."  

  

He added, "The number of state employees = 3.263 million, including 682 thousand employees in Kurdistan, and the increase in employee salaries in the 2023 budget = 20.540 trillion dinars, and the rate of increase in employee salaries in the 2023 budget = 48.4%."  

  

And the economist stated, “The increase in salaries to 63 trillion dinars is linked to two possibilities: the first is the appointment of 1.248 million new government employees, which is unlikely because the actual number is less than half of this number, and because most of those who were appointed to the fixed staff are contract employees who used to receive salaries from the government.  

  

Al-Marsoumi continued, "The second possibility is that the figure of 63 trillion dinars includes the salaries of employees on fixed staff plus the salaries of new hires plus the salaries of Kurdistan employees plus the pensions funded from the general budget, which, as I see, is the most likely and most realistic possibility, which means that the increase in the salary bill was not Very large".

On Sunday, the Federal Integrity Commission called for the adoption of the electronic mechanism, and the preparation of a clear and specific mechanism for disbursing salary differences for retirees and victims of terrorism, as an alternative to the current method of disbursement, which is marred by cases of corruption and lack of justice.
The Commission of Integrity stated in a statement that “the Department of Prevention in the Commission, in a report prepared by it on the visits that its author team made to the National Retirement Authority, to see its work mechanisms, suggested directing a notification from the General Secretariat of the Council of Ministers to ministries and agencies not associated with a ministry, in order to send Pension payments to the State Employees Pension Fund on the specified date without delay, approaching the Ministry of Finance to release the amounts of financial dues, and working to end this file, in addition to taking deterrent measures against employees who are proven to have blackmailed citizens in the matter of paying salary differences.
The statement indicated that "retirees and victims of terrorism who are entitled to previous salary differences have become payable, and as a result, sums of money are owed by the National Retirement Authority; and due to the lack of sufficient funds, as a result of the failure to approve the federal general budget, the beneficiaries resort to reviewing the offices of members of the House of Representatives and officials in the state to help in disbursing The differences, as (62) letters were received from the deputies within one day, or a request to meet the head of the retirement committee, their number for one day amounted to (100) interview requests,” pointing out that “the head of the retirement committee did not show the necessary cooperation with the team when requesting to see the requests.” even though it is archived.
The department recommended that "administrative and legal measures be taken to preserve, archive, and preserve retirement transactions from forgery, damage and loss, and to detect previous cases of forgery that caused waste of public money, as well as to take legal measures against persons who were granted amounts without legal controls, as a result of forgery and return of those amounts." To the state treasury, stressing that the Pension Authority has not taken practical measures to prevent cases of forgery and fictitious names that are still illegally acquiring pension salaries, and has not taken action regarding the Integrity Commission's proposal to complete electronic governance procedures, in order to prevent delays in transactions and forgery, and to prevent exposure Blackmail reviewers.
In the report, which was sent to the Office of the Prime Minister, the General Secretariat of the Council of Ministers, and the Minister of Finance, the department suggested, “forming field teams of employees of the National Retirement Authority for the purpose of moving and completing retirement transactions, especially for the families of martyrs and victims of terrorism, instead of making them vulnerable to extortion from The commentators and some auditors had to give up half of their dues in exchange for exchange, as some of them indicated that the employees returned the transactions that were not promoted by the commenters under the pretext of a lack of their initials.

The report noted, according to the statement, "When moving to the Rasheed Bank inside the Authority's building, the issuance of the Palm Card was delayed by the Iraq Gate Company contracting with the bank after its expiration and for periods exceeding (45) days, and that the Retirement Authority building is surrounded by offices of those who have relations with some employees." In it, completing transactions through them in exchange for sums of money, following crooked methods and assigning citizens in a selective manner determined by the employee in charge of reviewing the civil status departments, for the purpose of obtaining the validity of the issuance of documents, due to the lack of a unified card reader, and the absence of complaints records and statistics in the investigation committees, in addition to the records of The legal section is not organized, and the priorities are not electronically archived or mentioned in paper records.
The report stated that "all the contracts concluded by the Pension Authority with one of the private companies for Internet service were in violation of the circulars of the General Secretariat of the Council of Ministers, which include directing all state ministries and their formations to limit the Internet service and its various applications by the General Company for Communications and Informatics (one of the companies of the Ministry of Communications); as it provides services secured to state departments to maintain its security.
The report confirmed that "the observations, negatives, and violations that were diagnosed by the Authority's team are attributed to the successive administrations of the National Retirement Authority, including the current administration."

In this regard, Representative Mueen Al-Kadhimi said in a statement to the official newspaper, followed by “Nass” (January 15, 2023), that “the government does not have the authority to pay the salaries of state employees in dollars,” noting that “the general trend now is to facilitate the transfer of amounts to import merchants.” Within original and official invoices, and the imported materials are verified.”  

  

Al-Kazemi added, "The mechanism may allow more dollars to be pumped into imports, and then exchange exchanges will not compete for it, which will lead to a drop in its price against the Iraqi dinar," considering that "these initiatives that the Central Bank was pursuing may end the crisis."  

  

He called on the government to "facilitate remittances, in addition to selling dollars in exchange for travel visas and plane tickets."  

  

While the leader in the coordination framework, Jamal Hassan, pointed out, according to the newspaper, that "the option of granting part of the employees' salaries in dollars is still possible to curb the high price."  

  

Hassan added, "The rise in the exchange rate of the dollar is part of the policy of pressure through the economic paper, which is something that the political forces and experts in the money file are aware of," pointing out that "the situation is worrying and may become more difficult with the days."

Shafaq News/ Iraqi economists saw, on Wednesday, that the rise in the exchange rate of the dollar against the dinar is due to several political factors, while they confirmed that this rise led to the employee losing his purchasing power in half.

 

 

 

The economist and professor of economics at the Iraqi University, Abdul Rahman al-Mashhadani, told Shafaq News agency, "The dollar rose by 15% against the Iraqi dinar after the increase that occurred in November, and thus led to an increase in commodity prices by more than 25%." .

Al-Mashhadani explained, "Employees and those with fixed incomes lost their ability to buy by half due to the rise in the dollar, and the rise in commodities in the markets on the other hand." 

For his part, Bassem Jamil, an economist, told Shafaq News agency, "Employees lost 10 to 15% of their salaries after the dollar price hike."

Jamil added, "The rise affected the market movement and the buying process, which decreased by half," noting that "the political and economic factor has a role in this rise."

It is noteworthy that the exchange rate of the dollar against the Iraqi dinar has increased significantly during the current period, reaching more than 168 thousand dinars for every 100 dollars, at a time when the government has been unable so far to stop the deterioration of the Iraqi dinar, which led to the government's process of closing exchange shops in the Stock Exchange. Al-Kifah, Al-Harithiya, and the arrest of some of the people it described as speculators.

Recently, the Shorja market witnessed a clear decline in its commercial activity due to the significant rise in the exchange rate of the dollar and its fluctuations, which led to instability in the buying and selling movement.

The source told Shafaq News agency, "The distribution of employees' salaries for the month of February will be on the official and scheduled dates," explaining that  "the ministry asked government departments to provide them with the accounts and variables for the month of February in order to release the salaries."

 

It is noteworthy that the Ministry of Finance distributes the salaries of employees according to certain schedules, and the salaries of self-financing companies are released first, and then the salaries of employees within other official institutions come in succession.

And the statement indicated, “The disbursement of that advance was done by informing the retiree by sending him a text message notifying him of granting him the advance, after he completed all the procedures to grant it to him and disbursed it through the Master Card, to which the financial balance was filled,” calling on “retirees to review the bank’s branches or Exchange outlets to receive the advance.  

  

And the statement continued, "The bank continues to work on granting new meals from advances, successively, and according to schedules and timetables, for applicants through the electronic application of Al-Rafidain Bank."

On Thursday, the Ministry of Finance announced the start of financing the salaries of retirees for the month of April.  

   

  

The ministry said in a statement, which "NAS" received a copy of, (March 30, 2023), that "the accounting department in the ministry started, today, financing the salaries of civil and military retirees for the month of April."  

  

And she added, "The management of Al-Rafidain and Al-Rasheed Banks and the National Retirement Authority must expedite the completion of procedures for paying the salaries of civil and military retirees via electronic payment cards," adding that "all civil and military retirees who receive text messages need to review bank branches and automated teller outlets in Baghdad and the provinces to receive their salaries."
