I think this stems from an overall liquidity crunch that’s coming globally and the need to roll out rtgs cbdc currencies on a global scale. All countries trying to get their ducks in a row. From what I understand Fed Now is supposed to go live starting in Jul of 23

The Federal Reserve is piloting a program called Fed Now 24/7/365 faster payments, it will be based on blockchain for domestic payments basically using your phone, like Apple Pay or Venmo. Look it up. Many nations on earth are doing similar things. Bahamian Sand Dollar, Pix in Brazil etc etc, a digital Chinese Yuan all the ground work being laid

Deputy Speaker of the House of Representatives, Shakhwan Abdullah, confirmed that an understanding has been reached between Baghdad and Erbil on the budget and oil and gas laws, noting that the delay in sending the budget law to parliament is related to details that have nothing to do with the understandings between Erbil and Baghdad.
The Deputy Speaker of the House of Representatives, Shakhwan Abdullah, told Rudaw Media Network on Saturday (January 14, 20239) that the first session of the new legislative term is being held today, and there are a number of paragraphs on the agenda, including the reading of the Cybercrimes Law and reports of the relevant committees.
He pointed out that there is another paragraph related to the distribution of deputies of the coordination framework from the replacements of members of the Sadrist bloc who resigned, to the committees.
Regarding resolving the issue of committee chairmen, Shakhwan Abdullah said that "the presidency of the House of Representatives will hold a meeting before the session to resolve this issue and other issues, and the positions of committee chairmen and their deputies will be distributed among Kurds, Shiites, Sunnis and other components."
On the problem that delayed the resolution of the heads of the committees, he indicated that it is related to the committees of the category "A", where "we demanded the chairmanship of some committees while they demanded the chairmanship of some of them, and there are parties that do not make concessions," explaining that the agreement between the political blocs stipulated that the head of the committee should not be from the bloc represented by the minister, a mistake that was committed during the last period, and something we rejected.
He added: "We are heading to choose the heads of the committees from political blocs that do not include the minister, and the delay in resolving them was linked to the formation of the government to know which bloc the minister represents."
Regarding the steps of the parliament towards the rise in the dollar exchange rate, the Deputy Speaker of the House of Representatives indicated that he approved the request to include the subject in the agenda and sent it to the First Deputy and the Speaker of the Council for signature as well, stressing "the need to resolve this issue, which affects every Iraqi individual, and we must know the reason for the rise in the dollar exchange rate, because Parliament represents the people, and when the picture becomes clear, it must reveal to citizens who caused this matter, where this money goes, and from which border crossing it is taken out."
Regarding the reasons for the delay in sending the budget, he explained that "there were details, not related to the Kurdistan Region and Baghdad, where understandings were reached," explaining that what remains are the observations of the Prime Minister and the Ministry of Finance on some articles of the law, and problems with other ministries.
He pointed out that the Prime Minister intends to send the draft budget and oil and gas law together to the parliament, and there is an understanding about them with Erbil, especially after the recent meeting with the President of the Kurdistan Regional Government Masrour Barzani, and it was also resolved to send the amount of 400 billion dinars to the Kurdistan Region, and the rest of the administrative procedures.
The President of the Kurdistan Regional Government visited Baghdad on January 11 and held a series of meetings with Iraqi leaders and political parties, including a meeting with the Iraqi Prime Minister, Mohammed Shia Al-Sudani.
A statement by the media office of the Iraqi Prime Minister, indicated that they discussed "the most important files at the national level, and ways of integration in the work of the federal government and the regional government in order to provide the best services to citizens throughout Iraq."
On fixing the Kurdistan Region's 14% share in the budget, Shakhwan Abdullah stressed that "it is decisive, but it is better for the federal government and the Kurdistan Regional Government to announce the details themselves."

i musta read to much into last weeks articles about Baghdad and Kurdistan had reached an agreement on oil n gas law (hcl) and that it was going to parliament along with the budget to be voted on ... silly me , cheers dv'ers

No. They agreed to agree that they will agree on the HCL. But they had not yet agreed on the actual HCL. That will be the next agreement which is "close.".

Now this statement makes me believe they have hammered out the HCL to the point where they are going to send it to parliament and make an announcement of the "DETAILS".

A member of the Oil, Gas and Natural Resources Committee, Zainab Juma Al-Musawi, revealed on Saturday that there is a parliamentary effort to approve the oil and gas law soon.

Al-Musawi said in a statement received by (Baghdad Today), that "the adoption of the law soon in the Iraqi Council of Representatives will be a radical solution to the dispute over oil wealth between Baghdad and Erbil, and regulates all energy files throughout Iraq."

Al-Musawi added, "There are understandings between Baghdad and Erbil to approve the oil and gas law to benefit from paragraphs that support the exclusive powers of the federal government regarding oil and gas in Iraq.

Observers confirm that Baghdad and Erbil are close to reaching a political agreement to legislate the oil and gas law after continuous delays since 2005, and after the adoption of the law is a step in the political understandings between the federal government and the Kurdistan Regional Government of Iraq, as the Kurdistan Democratic Party announced an agreement on the legislation of the oil and gas law, pointing out that the law will solve one of the most prominent outstanding problems between Baghdad and Erbil.

 Since 2003, Baghdad and Erbil have been at odds over the management of the region's oil fields, with Baghdad saying that the region does not declare the real oil export amounts and does not hand over those amounts to it, while Kurdistan says that exports from oil fields in its territory should be subject to its management, whether in terms of granting licenses for new explorations, managing existing fields, controlling production and export to destinations of their choice, or contracting for purchase and development.

The Kurdistan region has been exporting its oil produced since 2009 independently of the federal government, relying on the region's oil and gas law, which was voted by the region's parliament in 2007 and considered by Baghdad to be contrary to the federal constitution.

On February 15, 2022, the Federal Supreme Court ruled that the regional government's Oil and Gas Law of 2007, which regulates the oil industry and extraction in the region, was unconstitutional.

The court ruling declared the KRG's oil contracts with oil companies, foreign parties and countries null and void.

This includes exploration, extraction, export and sale agreements, according to the decision of the Federal Supreme Court, Iraq's highest court whose decisions are binding on the three branches of legislative, executive and judicial.

At the time, the Kurdistan Regional Government rejected the Federal Court's decision and relinquished control over oil exports, stressing that the court's ruling was "an attack on its sovereignty stipulated in the Iraqi constitution."

Article 112 of the Constitution stipulates that "the federal government shall manage the oil and gas extracted from the existing fields with the governments of the producing regions and provinces, provided that its imports are distributed equitably in proportion to the distribution of the population throughout the country."

Kurdistan Democratic Party (KDP) member Saleh Omar said on Saturday that the region has taken good steps to resolve differences with the federal government, while revealing "problems" that he said hinder reaching a final agreement regarding the 2023 budget.

Omar said in an interview with Baghdad Today that "there are understandings regarding the issue of the budget, but there are some problems that hinder reaching a final agreement."

"The most prominent thorny issues are the amount of oil that the region will deliver, the right of the Kurdistan government to export oil and gas, and the debts that the regional government has to oil companies and banks," he said.

A few days ago, parliament resumed its sessions, after its month-long monthly recess, while expectations indicate that the 2023 budget bill may reach parliament within the next two months.
