The Parliamentary Legal Committee announced, on Tuesday, that 170 laws await enactment in the current session, while determining the fate of the important suspended laws.

Committee member Omid Ahmed said in a statement to the official news agency, which was followed by Mawazine News, that "parliamentary committees are currently discussing 170 deferred laws from previous sessions," pointing out that "the committees are determined to pass these laws during the current parliamentary session."

He added, "The House of Representatives is trying to pass important laws that affect the lives of citizens, including the civil service law, the slums law, the social welfare law, and other laws," noting that "the House of Representatives hopes that the government will send the budget law during the first days of the beginning of the second legislative term."

He continued, "The suspended and important laws will be considered after passing the budget law in the House of Representatives." Ended 29/N33

MP Mudar al-Karawi confirmed on Tuesday that more than 20 laws will be submitted for discussion after the end of the House of Representatives' legislative recess.

Al-Karawi said in an interview with Al-Maalouma that "the accumulated laws from the previous parliamentary sessions, which were postponed for sessions without being resolved, may reach 80 or more, including laws related to security and the economy and others in determining powers. "

He added, "More than 20 laws will be put forward in the House of Representatives immediately after the completion of the legislative recess, the most important of which is the general budget law, which is waiting to be voted on to resolve important issues related to lecturers, contracts and the rest of the other segments," pointing out that "the oil and gas law may be proposed, but its resolution political needs consensus by all forces."

He pointed out that "the resolution of laws is necessary in order to complete the building of the state and determine the powers in a way that contributes to drawing clear lines for the work of ministries and government institutions."

Political intersections have caused the disruption of a huge number of laws in the corridors of the House of Representatives, whether related to security or the economy.

Have you figured  it out yet….these articles are all lies old news…civil service law and social welfare law have passed…just not enacted. Now ask yourself why?

My guess is, you're all on the wrong track. But sorta right, same time. By that I mean: Some here may be hoping all the knuckleheads are finally coming to their senses, the knuckleheads will get together, do the right thing, finally be sensible, work out a fair agreement for all Iraqis. On oil. Don't get me wrong: I think a fair agreement on oil will come. May even be here now, already done, behind the scenes. If there is one thing Arabs are good at, it's lying. So don't believe anything they say. The easiest way to tell if an Iraqi is look at his lips. Are they moving? Then yes, he's lying. :bananacamel:

 

I'm not counting on Iraq politicians finally getting sense in their head, finally coming together to be reasonable, make compromises etc. Unlikely. I prefer facts, not speculation. I'm religious, but not that religious. I have faith, but not that much. :praying:

 

Let's start with what we know, for sure. Then reason back, from there. First principle reasoning, like Elon Musk is fond of. Better way of reasoning, in this situation.

 

What do we know? What can we assume, is fact? We know that at the end of this month, an online trading platform will be in place and be activated, to allow trading with the rest of the world. That means trading in the Dinar. We know the current exchange rate of the dinar is extremely low and undervalued. We know that if Iraq trades online, it's stocks, then they will be bought out by people around the world, for pennies on the dollar, of what stocks are actually worth. We know this would completely destroy their economy, remove financial control from people in Iraq, we know this would be the sale of the century, giving away much value, for practically nothing. Are they crazy enough to do that? I don't think so.

 

So then, something else is going on, we are not aware of. Perhaps the agreements on oil have already been reached. Perhaps the power that be behind the scene have waited this long, till they feel, in the overall picture of development, the time is ripe to open up Iraq to the world, based on overall circumstances. I doubt the Bozo politicians in Iraq are actually calling the shots. A few people are. Who?

 

The Deep State of Iraq, likely heavily run by the Deep State in America, is managing the project from the State Department, in Washington, D.C. .....That's why Iraq built the biggest American Embassy, in Bagdad. To manage Iraq. Just like Ukraine has been pretty much managed behind the scene, totally manipulated by higher ups in the American State Department, like Victoria Newland, who shaped American foreign policy to do a bunch of things, including installing Zelensky as President of Ukraine, going to war against Russia, etc.

 

Yeah, this has been decided already. The RV will happen. Why? Iraq contains much of the world's best oil, cheapest oil etc. Iraq was too important to let the Iraqis run Iraq. America's Deep State is running things. The RV will happen. Likely this month is my guess. People will make a lot of money. Including me. Including you. That's why the world will trade online with Iraq, the end of the month: to generate a lot of money. It's a wealth transfer. My beak will get water. Why? The Deep State and the elite politicians they bought off in Iraq, have decided it's time. So it's time.

Shafaq News/ The State of Law bloc reported that the first legislative term for the second year of the Iraqi parliament will begin next Monday, through discussion and approval of a number of laws.

 

 

 

The representative of the bloc, Aref Al-Hamami, told Shafaq News agency, "The legislative recess of the parliament will end next Sunday, but the first legislative term for the second legislative year will start next Monday, January 9."

He added, "The new legislative term will witness the reading and amendment of the election law and the amendment of the unified retirement law, in addition to reading and amending the oil and gas law and many laws that need to be read in preparation for their approval within the House of Representatives."

On the eighth of last December, the Iraqi parliament entered a legislative recess for a period of 30 days, provided that it resumes its sessions as scheduled on the ninth of January.

It is noteworthy that the Presidency of the House of Representatives decided, on November 8, 2022, to extend the second legislative term of the first legislative year of the fifth electoral session, by one month, in order to "approve important laws."

Sherwan Al-Dobardani, a member of the House of Representatives from the Kurdistan Democratic Bloc, said that the parliament will resume its work as of the ninth of January.

Al-Dobardani said in a press statement that "the Ministry of Finance has not yet sent the budget to the House of Representatives," noting that "the government is busy with the important Gulf 25 Championship, which is a historic event."

"The government is supportive of the Gulf 25 Championship and is there intensively in order to make the event a success," he said.

Regarding the return of deputies to parliament after the end of the holiday, a member of the Iraqi parliament, Sherwan Al-Dobardani, explained that "our working hours begin on the ninth of this month," adding that "we do not know when the Council of Ministers will hold its meeting on the general budget 2023.

Al-Qadri said in an interview with Al-Maalouma that "Al-Halbousi has not yet set a date for holding the extraordinary session in order to discuss the repercussions of the crisis of the rise in the dollar and the devaluation of the dinar in front of him.

He continued, "Members of Parliament collected more than fifty parliamentary signatures in order to take decisions to preserve the value of the Iraqi dinar, but the Presidency of Parliament did not work to hold the session despite the emergency circumstances and the urgent need for it. "

He pointed out that "some deputies demanded official letters Speaker of Parliament Mohammed Halbousi, but the latter has not set a date for the session so far."

According to Article 58 of the Law on the Rules of Procedure of the House of Representatives, which stipulates the possibility of holding an emergency session at the invitation of the President of the Republic, the Prime Minister and the Speaker of the House of Representatives, or by submitting a request to the Presidency of Parliament that includes the signature of fifty deputies to hold the session.

Shafaq News / The inclusive coordination framework of the Shiite forces revealed, on Saturday, that there was a preliminary agreement between the Presidency of the Parliament and the heads of the political blocs, to complete the parliamentary committees and choose their heads in the first session of the new legislative term.

 

 

 

"The first session of the new legislative term, scheduled for next Monday, will witness the decision of the parliamentary committees, to take their supervisory and legislative role," the representative of the framework, Ibtisam Al-Hilali, told Shafaq News agency.

And the issue of forming parliamentary committees is still not settled, especially with the withdrawal of the Sadrist movement’s deputies and the replacement of their replacements, at a time when Parliament is preparing to discuss important laws such as the budget.

In its new legislative term, the Iraqi parliament intends to legislate many important laws, including the general budget law for the year 2023, especially with the presence of more than 170 suspended laws in all parliamentary committees, most of which have been accumulated since the previous sessions of the parliament.

A member of the Parliamentary Integrity Committee, Ahmed Taha Al-Rubaie, said in an interview with the official newspaper, followed by "NAS", (January 9, 2023), today is the date for the resumption of the first semester of the second legislative year, and there will be important matters for discussion on the order of priorities, including the draft budget law that the president pledged. Minister Muhammad Shia’a al-Sudani announced that it would be the end of the semester vacation, and therefore there will be some time to discuss expenditures and make adjustments, transfers, and matters related to the Finance Committee and the rest of the committees.  

  

Al-Rubaie added that "there are also some important draft laws for the first reading in the last legislative term, the most important of which is the draft law on social security and retirement for workers, the law of the National Authority for Nuclear, Radiological, Chemical and Biological Control, and the amendment of the Companies Law, as well as a number of other laws that were read for the first time and others that have been read For the second time,” he expected, “that the priority will be to resolve the pending laws.”  

  

And he continued, "Parliament faces another challenge related to combating financial and administrative corruption, which is in harmony with the government program, which represents a major challenge to the legislative and executive authorities, due to widespread corruption in most parts of the state."

Al-Hamami said in a press interview, “Today, the Iraqi Parliament ended its legislative recess; He is awaiting setting a date for his sessions to pass the ready laws.

And between, “The budget law is one of the priorities of the House of Representatives, in addition to ready-made laws such as the Social Security Law, and there are laws that need political consensus, including the oil and gas law, in addition to the laws that are sent as draft laws from the government.”

And he stressed, “The date of the session has not yet been announced, but it is often announced that the sessions will be held 24 hours before the session.”

Member of the Legal Committee, Representative Taher Al-Battat, confirmed in press statements that "there are many laws that the committee is working on enacting in the current session, especially laws that mainly concern citizens."

Al-Battat added, “The number of laws that were read during the current session, a first reading, amounted to 31 laws, while the laws that were read for a second reading amounted to 10 laws and are ready for voting, after putting the final touches on them. As for the laws that were voted on, they are the food security law and the law criminalizing normalization.” ".

He pointed out that “broken laws basically need political understandings in order to pass them, foremost of which is the oil and gas law, which we hope will be approved as soon as possible, because it is capable of resolving most of the outstanding problems between Baghdad and Erbil.”

Al-Fatlawi said in an interview with Al-Maalouma agency, "It is possible, according to the talk among the members of the House of Representatives, that the first parliamentary session will be held during the new term next Saturday, given that there are important entitlements that must be passed."

He added, "There are three important laws that we will try to pass during the new chapter," pointing out that "the first law is the budget, and the second file revolves around the legislation of the provincial councils law, given that there is great intimidation in the provincial councils and among the governors."

And the member of the House of Representatives explained, "In conjunction with approving the budget, we will try to resolve another law, which is the file of parliamentary committee heads and the end of the stage of the age of the president."

The House of Representatives is preparing to resume its sessions after a month-long legislative recess, which ended last Sunday and the start of the legislative term.

Parliament is awaiting 170 laws carried over from previous sessions, on top of which is the draft public budget law, which has been absent for a whole year. End/25 SAR
