Shafaq News/ The Kurdistan Regional Government revealed, on Monday, that the Kurdish delegation participated for the first time in writing the draft federal budget law for the year 2023, announcing that the delegation will soon visit Baghdad.

An informed official source revealed on Monday morning to Shafaq News Agency, that the Kurdistan Regional Government delegation will visit Baghdad in the next few days to discuss the budget law, the region's share, and the region's rights in the government of Prime Minister Muhammad Shia' al-Sudani.

 

 

 

The source added that the delegation includes the ministers of finance, natural resources and planning, the cabinet secretary, the chief of the cabinet's office, and the government spokesman.

"The current Kurdistan Regional Government is in constant contact with the Iraqi government, and we have made many visits, and several committees have been formed regarding the budget law, the oil file, financial control, and the disputed areas," said KRG spokesman Jutiar Adel, in an interview reported to Shafaq News agency.

He added, "Before New Year's Day, we visited Baghdad and are now ready to visit again. We are now waiting to set a date to visit Baghdad and discuss important files again."

And he continued, "We, as the regional government, are serious about reaching an agreement with the federal government, and this is the first time that we are participating in writing the budget law at our request and we are waiting for the results."

Adel stressed by saying, "We are ready to agree with the Iraqi government on the basis of the constitution and the political agreement that was concluded between the forces forming the new government."

On Wednesday (11/30/2022), the capital, Baghdad, hosted a meeting of the Supreme Committee of the central and regional governments to discuss several files with the aim of resolving outstanding problems between the two sides.

The two sides stressed the importance of this stage to reach a joint agreement within the framework of the constitution and the ministerial platform agreed upon by the political parties forming the new Iraqi government.

Also, during the meeting, according to a statement by the Information and Information Department of the Kurdistan Regional Government, "they discussed the oil file, the budget, financial control, and border crossings," noting that "the meetings between the two sides will continue until a final solution to the outstanding problems and files is reached."

Yep and as I said this was already discussed back in 2012-2013 when they had two readings and admened ent, the question is will they get their 17% again, or will the law fail again! LOL

Parliamentary Finance expects the date for voting on the 2023 budget

The Parliamentary Finance Committee expected, on Tuesday, two possible dates for the 2023 budget to reach Parliament and vote on it.  

  

 

  

  

A member of the committee, Mueen Al-Kadhimi, said in a statement to the official channel, followed by “NAS” (January 3, 2023), that “according to our information, the Ministry of Finance delivered the draft budget to the Council of Ministers and the Economic Council met and discussed the draft and made some amendments.”  

  

Al-Kazemi added, "It is assumed that the Council of Ministers will approve the budget at a later date and hand it over to the House of Representatives after the end of the legislative recess on January 8."  

  

He continued, "The consensus between the political blocs and the meeting of the Kurdish forces in Baghdad with Prime Minister Muhammad Shia' al-Sudani resolved many points, and the blocs have a desire to approve the budget to start work and complete the expected service projects."  

  

The deputy pointed out that "achieving this will allow the budget to reach the stage of voting on it in the House of Representatives in the middle of next February, provided that the government begins to initiate projects that await the budget at the beginning of March and implement what is included in the government program."

Parliamentary estimates: the government's operating budget jumps to 90 trillion dinars

The Parliamentary Finance Committee estimates that the government will need about 70 trillion dinars in the future to pay the salaries of employees from the operating budget.  

 

  

  

Committee member Jamal Cougar said, in an interview with the official newspaper, followed by "Nass", (January 4, 2023), that "Parliament is ignorant of the reason for the delay in transmitting the draft budget law from the Council of Ministers, although Parliament will end its legislative recess next week," reassuring the employees that it "There is no fear for salaries and they will not be delayed. Rather, they will proceed with the principle of the 1-on-12 exchange rate."   

  

Cougar added, "The government can resort to the bank reserve as an advance to release the salaries of the employees, provided that these amounts are added to the salary tabs after referring the draft budget to parliament."    

  

Regarding the increase in the number of employees, Cougar explained that "it is the citizen's right for the government to provide job opportunities, and to clarify, the salaries of employees cost the budget a large number, and that the salaries of employees alone will be around seventy trillion dinars."   

  

According to the deputy, Iraq will "need annually seventy trillion dinars to pay salaries only, while the operational budget, which is salaries and expenses for the entire government, will be in the range of 85 to 90 trillion dinars."

Shafaq News/ An informed source in the Iraqi Council of Ministers stated, on Wednesday, that the Federal Ministry of Finance is working to reduce operating expenses in the draft of the general budget bill for the current year.

The source told Shafaq News agency that the Ministry of Finance has completed the draft general budget law for the year 2023 by 90%, adding that the final draft of the budget law will reach the Council of Ministers after adding the financial allocation for lecturers and contracts in ministries and state institutions who have fixed permanent staffing.

 

 

 

He explained that the total amount of the budget law amounted to 180 trillion dinars, with a deficit rate of 40 trillion dinars, indicating that the price of one barrel of oil was calculated at 65 dollars, while the exchange rate of one dollar was calculated at 1450 dinars.

The source went on to say that the Ministry of Finance is currently working to reduce operating expenses and make a final amendment to the budget law before sending the final draft of the law to the Council of Ministers, pointing out that the Ministry of Finance will send the budget to the government next week.

On Tuesday, Prime Minister Muhammad Shia al-Sudani announced an increase in the amount of salaries in the general budget for the year 2023, realizing that the draft law needs a lot of time.

"The amount of salaries in the budget increased from 41 to 62 trillion dinars," Al-Sudani said, in a press conference attended by Shafaq News Agency's correspondent, explaining that "the budget needs a lot of time" in order to be approved.

And Finance Minister Taif Sami had revealed, at the end of last year 2022, that “the general budget will focus primarily on the health sector, supporting hospitals, reducing the conduct of operations abroad, supporting vulnerable classes, social care, and people with disabilities, and raising the loan capital ceiling for small projects in Ministry of Labor".

She added, "The price of a barrel of oil, which has been set so far in the general budget, amounted to 65 dollars, and it may reach 70 dollars, and it has not yet set the total amount of the budget, while the dollar exchange rate has been fixed at 1450."

And the Minister of Finance indicated that "the draft general budget law may include a study to impose some taxes on the oil derivatives sector, if approved by the House of Representatives, which would enhance revenues."

It is noteworthy that the financial budget for the past year 2022 was not approved by the Council of Ministers and the House of Representatives due to the turmoil that Iraq witnessed after the early elections in October 2021, which escalated to dangerous levels that ended with the events of the Green Zone, with armed confrontations between supporters of the Sadrist movement and the security forces, which claimed lives. Dozens and hundreds injured.

After the end of the crisis, with the agreement of the political blocs to elect the President of the Republic and to grant confidence to the government of Prime Minister Muhammad Shia’a al-Sudani, the latter pledged that he would present the draft federal budget law for the year 2023 as soon as possible.

Public expenditures = 180 trillion dinars = 124 billion dollars, which is the largest in the history of Iraq.  

  

The budget deficit = 40 trillion dinars, which is the largest in the history of budgets.  

  

The economist explained, "The conclusions are: -  

  

Oil revenues = 122 trillion dinars.  

  

Non-oil revenues = 18 trillion dinars.  

  

Public revenues = 140 trillion dinars.  

  

Covering the deficit will be from the fiscal surplus achieved in 2022.  

  

Public expenditures for the 2023 budget exceed the 2021 budget and the actual spending for 2022 by about 50 trillion dinars.

Shafaq News/ Jamal Cougar, a member of the Parliamentary Finance Committee, attributed, on Thursday, the reasons for the rise in the exchange rates of the US dollar against the Iraqi dinar to political and economic factors and speculation, stressing that exchange rates will return to normal.

Cougar told Shafaq News agency, that the government does not seek or aim to raise dollar prices, but the price imbalance is a result of economic and political speculation, in addition to the creation of the electronic platform that was created under pressure from the US Federal Reserve, as well as the illegal withdrawal of hard currency from Iraq by neighboring countries. 

 

 

 

He added, that matters are still under the control of the Central Bank and the government because of the cash reserves the country possesses, but it needs time until the Central Bank of Iraq, and through it the banks participating in the currency auction, commit to the new electronic platform on the one hand, and combating dollar smuggling to neighboring countries as well as controlling the process Money laundering and reduction on the other hand, 

Cougar confirmed, "The government will restore the exchange rate to its previous price of 148,000 dinars," stressing that "returning prices to 120,000 dinars is impossible and may not return."

Earlier, the Iraqi Finance Minister, Taif Sami, revealed that the draft federal budget law for the year 2023 included a fixed exchange rate for the dollar at 1450,000 dinars.

He pointed out that "Iraq, according to these prices, will sell its oil at an average price of no more than 55 dollars per barrel, because the bulk of Iraqi oil is heavy or medium, and the sulfur content is high."

And he indicated that "the default price of oil in the budget should be 45 dollars, and what is more than that in terms of funds must be transferred to the Sustainable Development Fund through the legislation of a text in the budget that requires the transfer of these funds to this fund monthly, but if the price is less than 45 during any month, the deficit must be covered by the savings of this fund.”

Al-Jawahiry pointed out that "setting a price of $65 per barrel in the 2023 budget is incorrect," noting that "insisting on this price benefits the thief because the amount of money in the budget will be large, and the larger the size of the budget, the more stolen money will be."

Shafaq News/ Soran Omar, a member of the Iraqi Parliament representing Sulaymaniyah Governorate, ruled out, on Tuesday, that the federal government would send the Kurdistan Region's share of the general financial budget for the year 2023 in the event that it was approved without reaching an agreement on the issue of oil and gas between Erbil and Baghdad.

Omar said in a blog on social networking sites "Facebook" today, that "after the Federal Supreme Court's decision to cancel the oil and gas law in the region, the regional government does not give any contracts or information to the Ministry of Oil and Financial Control, in contrast, the Iraqi Ministry of Oil sent eight letters to Foreign oil companies operating in the region submitted 10 complaints against them, and sent 12 warning letters to the regional government, the Iraqi Ministry of Finance, the (SOMO) company, and the financial control.

 

 

 

He pointed out that "without agreement on the issue of oil and gas and until the Iraqi oil and gas law is approved by a political decision, the region's share of the budget will not be granted."

Omar also added, "Without an agreement that the region adheres to and Baghdad fulfills its duty to send part of the region's share of the 2023 budget, we will not reach what the people of Kurdistan are waiting for."

And the parliamentarian added, "The regional government must work hard to reach an agreement, otherwise the economic and financial situation of the region will deteriorate this year without the arrival of part of the budget from Baghdad," noting that "half of the income for the region's oil goes in the field of various expenditures." .

The Ministry of Oil filed 10 complaints against the oil companies in the Kurdistan Region, namely: Gas Prom, DANA GAS, ADDAX Westrenzagros, Shamaran Petrleoum, HKN Energy, DNO ASA, GULF kesystone, Genel Energy, according to Soran Omar.

On Tuesday (February 15), the Federal Court issued a decision "unconstitutional of the oil and gas law of the Kurdistan Regional Government, obliging it to hand over all oil production from the oil fields in the region and other areas from which the Kurdistan Ministry of Natural Resources extracted oil and handed it over to the federal government represented by the Ministry of Natural Resources." Federal oil and enable it to use its constitutional powers regarding oil exploration, extraction and export.

The President of the Kurdistan Region, Nechirvan Barzani, described the decision as "unconstitutional" and was based on a law from the time of the former regime, and stressed the regional government that "such an unconstitutional decision cannot be accepted."

And the Kurdistan Regional Government considered the Federal Court's decision on the oil and gas law in the region, on Tuesday, that it is "unconstitutional," stressing that it cannot be accepted.

The Kurdistan Region began selling its oil separately from the federal government, after a stifling financial crisis as a result of the collapse of oil prices during the ISIS invasion of areas in Iraq, in addition to disagreements with Baghdad that prompted the latter to stop paying the salaries of the region's employees.

A member of the Parliamentary Finance Committee, Mueen Al-Kazemi, said, on Tuesday, that the government is obligated to submit the draft financial budget law for the year 2023 as soon as possible.

Al-Kazemi added, in an interview with the official newspaper, "Al-Sabah", that "there are previous political consensuses that must reach the Kurds to an agreement with the federal government regarding the share of Kurdistan, which is scheduled to be approximately 13%."

He continued, "It is necessary for there to be clarity about what the Kurdistan region exports of crude oil, in addition to the total imports of border crossings and airports, and for there to be transparent figures for the number of employees working in the regional government," adding that "next week will lead to positive results." .

Al-Kazemi believed that, "In the event that an agreement is not reached, the government can resort to setting approximate numbers for the fairness of Kurdistan and the fairness of the oil-producing provinces throughout the country."
