A member of the Kurdistan Democratic Party, Ali al-Fayli, confirmed on Sunday that the region and the center have entered a new phase to solve all outstanding problems and zero them constitutionally.

 

Al-Fayli said {for Al-Furat News}: "Currently, we are on the threshold of a new phase of the relationship between the region and the center after the previous stages that did not lead to a positive result and these problems remained pending, which led to a bad relationship."
He pointed out that "today we are on the threshold of a new phase after the agreement that was made between the parties of the State Administration Alliance and the Democratic Party to zero problems under the roof of the constitution, and we are in the beginnings of the application of the terms of this agreement, starting with the activation of the committees of Article 140 and then voting on the oil and gas law after 6 months of the life of the government and the formation of the Supreme Federal Council and the normalization of the situation in Sinjar and the region's share of the budget."
"Al-Sudani is counting on the Ministry of Construction to provide the services promised by citizens and the ministry will contribute significantly to the activity and work of the government in the coming period," al-Fayli added.
"All signs indicate that this government is moving in the right direction, and that the goals of the State Administration Alliance lie in how to manage the state and strive for the success of the government's work," he said.
Al-Fayli concluded with "the Sudanese government's endeavor to link bridges of relationship with the citizen and correct previous mistakes."
During his meeting with former President Barham Salih, the head of the Alliance of National State Forces, Mr. Al-Hakim, renewed his call to resolve all outstanding files between the center and the region.

The Parliamentary Oil and Gas Committee revealed on Monday proposals within the draft oil and gas law, to establish three companies, including the Kurdistan Oil Company, while stressing that the law will guarantee the rights of all producing provinces, led by Basra.

Committee member Ali Shaddad al-Fares told the official news agency that "the government of Prime Minister Mohammed Shia al-Sudani has taken a step forward in the oil file with Kurdistan by activating the Supreme Committee concerned with negotiating with the regional government, which is chaired by Deputy Prime Minister and Minister of Planning, and the membership of the Minister of Oil, the director of SOMO, the head of the Border Ports Authority and some advisers and experts," pointing out that "the committee will be strongly activated, and will be followed up by the Parliamentary Oil and Gas Committee."

Al-Fares added that "there is no solution for the regional government but to sit at the table of the Supreme Committee to reach the draft oil and gas law after the Federal Court's decision on the illegality of the oil and gas law in Kurdistan," noting that "the law will regulate the relationship between the federal government and the provinces and regions producing oil and gas."

He stressed that "the law will be a guarantor of the rights of oil-producing provinces, especially the province of Basra," noting that "the passage of the law cannot be delayed during this session."

He pointed out that "some of the proposals that will be put forward in the draft law, which the Kurds may go towards, are the establishment of the Kurdistan Oil Company and be based in the region and directly linked to the Federal Ministry of Oil with all its extractive and production operations," adding, "There may be another company concerned with gas investment, and another company concerned with investing government refineries."

Democratic leader: 14% of the region's share of the 2023 budget

 
A leader in the Kurdistan Democratic Party revealed a "preliminary agreement" on the percentage of the Kurdistan region of the fiscal budget for 2023.

Wafa Mohammed Karim told Al-Furat News: "There is an almost preliminary agreement on the region's percentage of the 2023 budget, and the closest percentage will be 14%."
"This percentage was estimated based on the population, and because Iraq has not conducted a census for decades, the percentage remains estimated," he said.
"This percentage is conditional on the region handing over oil to the federal government, or that it is deducted from oil imports," Karim added.
He pointed out that "the repeated visits of the delegation of the Kurdistan Government to Baghdad are complementary to previous negotiations in several files, including the budget, oil and gas," stressing that "the adoption of the oil and gas law will determine the exact percentage of the region's share in the budget."
