Kurdistan Finance Minister Describes KRG Delegation Meetings in Baghdad as "Positive"

1671028591880.jpeg

Shafaq News / The Minister of Finance and Economy in the Kurdistan Region, Awat Sheikh Janab, on Wednesday, described the talks held by the regional government negotiating delegation in Baghdad to resolve differences and outstanding issues as positive.

Sheikh Janab said in a statement to the official website of the regional government today, that the meetings of the delegation of the regional government in Baghdad included discussing oil issues, the 2023 budget, and the region's share of it, noting that the Federal Ministry of Finance did not send to the Kurdistan Region throughout the year 2022 only funds for two months, in reference to the region's share of the budget.

Sheikh Janab, a member of the regional government negotiating delegation, added that "part of our visit was devoted to defending the region's share in the budget, as well as the problems that existed between Erbil and Baghdad, in addition to the problems of staff staff, and the issue of spending and income."

During the KRG delegation's visit to Baghdad, another topic was discussed: oil, which has become a lingering issue between Erbil and Baghdad.

Awat Sheikh Janab pointed out that during the meetings there were discussions on oil, and we have made great strides and to some extent there was an understanding between the two sides.

"We agreed to find solutions to these issues within the framework of the constitution, political agreements and the ministerial programme of the new Iraqi government," he said.

Sheikh Janab also pointed out that "in our capacity as Minister of Finance and Economy, we have officially asked the Iraqi Ministry of Finance to spend the Kurdistan Region's share of the budget."

"In our meeting with the Iraqi finance minister and the economic committee, we talked about it and she promised us the proposal to the cabinet. After the delegation's efforts, the Council of Ministers decided to send the region's funds for two months to the Kurdistan Region."

The Kurdistan Minister said that "this time compared to previous times, we are very optimistic and the results of the discussions will be admired by citizens," stressing that the delegation of the regional government tried hard to ensure the budget and share of the employees of Kurdistan in a way that does not fall into political conflicts directed against the Kurdistan Region.

Political analyst: Sudan's action to send 400 billion dinars to the region was with a legal cover

Political analyst: Sudan's action to send 400 billion dinars to the region was with a legal cover

Political analyst, Mazen al-Zaidi, confirmed that Prime Minister Mohamed Shia al-Sudani's action to send 400 billion dinars to the region was with a legal cover.

Al-Zaidi said for an unannounced program broadcast by Al-Furat satellite channel this evening: "The former prime minister exceeded the decision of the Federal Court on the oil of the Kurdistan region, and the Sudanese procedure in sending 400 billion dinars to the region was with a legal cover, although it goes to Erbil and does not reach Sulaymaniyah," describing it as a "humanitarian step."
He pointed out that "it will be deducted from the region's share in the budget, which are not grants or grants, and the Sudanese was keen and still to have his steps with legal covers; but the regional government decided to postpone the distribution of salaries."
Al-Zaidi pointed out that "the constitution limits the marketing of oil to a federal entity through SOMO, and the former oil minister proposed the formation of a regional oil company under the management of SOMO."
"Alekti holds the party responsible for violating Baghdad's commitments, and there are details that cannot be left so easily, including the final accounts, advances and debts owed by the region, so the only solution is to pass the oil and gas law," he said.
"There is no solution to the region's oil problem except under the umbrella of the constitution and the need to develop a unified Kurdish vision for the adoption of the oil and gas law, because the complexities of energy are not limited to Barbil and Baghdad, but extend to Sulaymaniyah, and oil in the region belongs to all the people and not to a specific party," al-Zaidi concluded.

A member of the democracy proposes a solution to end the differences of the center and the region

A member of the democracy proposes a solution to end the differences of the center and the region

A member of the Kurdistan Democratic Party, Wafa Muhammad Karim, stressed that the legislation of the oil and gas law is the best solution to end the differences of the center and the region.

Karim said to an unannounced program broadcast by the Euphrates satellite channel this evening: "The Kurdistan region depends on laws and political agreements that are based on laws and democracy did not stand in the way of the formation of the government; but the differences of the region and the center are exploited politically."
"In the event that 250,000 barrels are not paid to the center, it will be deducted from the region's share in the budget, and this was based on a paragraph in the budget," he said, calling for "non-interference by political forces in the federal budget law, and the prime minister should not succumb to pressure."
"The region has received only two financial payments for 10 months," Karim said, proposing "the legislation of the oil and gas law as an optimal solution to end the problems of the region and the center."
He pointed out that "the region exports only 450,000 barrels of oil per day and imports 500 million dinars, and statements about this increase in frequency with the increase of political differences."
Karim pointed to "resolving differences with Baghdad and we want to unite the Kurdish house to come up with a vision on various issues, and the Kurdish delegations have reached very positive agreements, and the region and Baghdad have begun to reach clear agreements to resolve differences."

Barzani's party: Oil and gas law will be approved according to our will

Barzani's party: Oil and gas law will be approved according to our will
Last Updated: December 26, 2022 - 2:44 PM

Baghdad / Iraq News Network - The Kurdistan Democratic Party revealed on Monday that there is a political agreement to pass the oil and gas law with the start of the new legislative term of the House of Representatives. The leader of the party, Wafa Mohammed Karim, said in a press interview that "there is a political agreement between all blocs and political parties to pass the oil and gas law because of its importance, with the start of the new legislative term of the House of Representatives." The Oil and Gas Law, which has been awaiting legislation in parliament since 2005, stipulates that responsibility for the management of the country's oil fields should be vested in a national oil company, overseen by a specialized federal council. Baghdad says that the region does not declare or hand over the real oil export amounts to it, while Kurdistan says that exports from oil fields in its territory should be subject to its management, whether in terms of granting licenses for new explorations, managing existing fields, controlling production and export to destinations of its choice, or contracting for purchase and development.

Baghdad Today - Baghdad

The Kurdistan Democratic Party (KDP) revealed on Monday that there is a political agreement to pass the oil and gas law with the start of the new legislative term of the House of Representatives.

The leader of the party, Wafa Muhammad Karim, told Baghdad Today that "there is a political agreement between all blocs and political parties to pass the oil and gas law because of its importance, with the start of the new legislative term of the House of Representatives."

Karim pointed out that "this law, which will regulate the relationship between Baghdad and Erbil in all oil and financial files, will be passed by a parliamentary majority, as the agreement to pass the law was between the blocs and parties of the State Administration Coalition."

The Oil and Gas Law, which has been awaiting legislation in parliament since 2005, stipulates that responsibility for the management of the country's oil fields should be vested in a national oil company, overseen by a specialized federal council.

But since 2003, Baghdad and Erbil have been at odds over the management of the region's oil fields.

Baghdad says that the region does not declare or hand over the real amounts of oil exports to it, while Kurdistan says that exports from oil fields in its territory should be subject to its management, whether in terms of granting licenses for new explorations, managing existing fields, controlling production and export to destinations of its choice, or contracting for purchase and development.

I know we’ve heard this before, but it all feels different this time around… I’m forever optimistic and I’ll be crossing my fingers and watching closely in the next few weeks.
