The Iraqi federal government has approved the sending of 400 billion Iraqi dinars to Erbil for the months of November and December 2022, an official statement confirmed on Tuesday.

The decision came amid ongoing negotiations between Kurdistan Region Prime Minister Masrour Barzani and his Iraqi counterpart Mohammed Shia' al-Sudani to reach a resolution to the outstanding issues between Erbil and Baghdad.

Speaking to Kurdistan 24, an "informed" source from the Iraqi Council of Ministers noted that Foreign Minister Fuad Hussein had proposed that 400 billion dollars should be sent to the KRG for the two months as part of its share of the federal budget.

According to the source, out of 23 ministers, only two of them refused to vote in favor of the allocation.

This comes as a high-level KRG delegation has been in Baghdad over the past two days where they have held several meetings with Iraqi counterparts to discuss issues relating to the 2023 budget law and oil and gas.

The delegation on Monday was received by Iraq’s Finance Minister Taif Sami to discuss the Kurdistan Region's share from the federal budget for 2023.

"The meeting discussed the fixture of the Kurdistan Region’s share from Iraq’s 2023 budget bill, with both sides emphasizing the continuation in the work of the committees formed between the two on the issue," a KRG statement said following the meeting.

The KRG delegation, without the participation of the PUK team in the government, has been in Baghdad for three days to resolve the budget and oil issue.

According to information from the Kurdistan Regional Government's Media and Information Office, a krg delegation met with the federal government's oil ministry in Baghdad today (Tuesday, December 13, 2022).

According to the statement, during the meeting, they discussed ways to activate the joint committees, linked to the main negotiating committee that was formed by the Council of Ministers, to find realistic solutions to the outstanding issues between the center and the region, especially with regard to the file of oil wealth management.

The meeting was attended by Undersecretary for Extraction Affairs Karim Hattab, Director General of the Iraqi Oil Marketing Company "SOMO", Director General of the Legal Department, Director General of the Internal Control Department, Director General of the Economic Department, Director General of the Contracts and Licensing Department, and a number of officials in the concerned departments and the media office.

The delegation of the regional government had arrived in Baghdad a few days ago to discuss the budget file, oil and other outstanding files between the region and the federal government.

KRG's media department said that the meeting exchanged views on the coordination between Kurdistan's ministry of natural resources and Iraq's oil ministry in a bid to find a formula that organizes their bilateral ties in accordance with the constitution and the new cabinet's government program.

Over the past few days, KRG's ministerial delegation has held a series of meetings with senior officeholders and politicians in the Iraqi capital city over a set of contention points, including the federal budget and hydrocarbons bills.

ERBIL (Kurdistan 24) – The Iraqi Council of Ministers on Tuesday approved to send of 200 billion dinars to the Kurdistan Region for the months of November and December 2022.

After PM Barzani's negotiations with Iraqi Premier Mohammed Shia' Al Sudani, the Iraqi Prime Minister approved sending 200 dinars to the Kurdistan Region.

An informed source from the Iraqi Council of Ministers told Kurdistan 24 that in the official meeting of the Iraqi Council of Ministers, Fuad Hussein, the Iraqi Foreign Minister, proposed that the 200 billion dinars be spent for November and December.

The source said that out of 23 ministers in the Sudani’s cabinet, only two ministers did not vote in favor of sending 200 billion dinars to the Kurdistan Region.

Erbil, Kurdistan Region (GOV.KRD) - The Kurdistan Regional Government’s (KRG) delegation visiting Baghdad today met with Iraqi President Abdul Latif Rashid.

The meeting discussed the negotiations that took place in Baghdad over the past days aimed at reaching an agreement between the KRG and the Iraqi federal government regarding the Kurdistan Region’s fixed share of the 2023 budget bill and other pending issues.

President Rashid stressed adhering to the constitution as the basis for reaching an agreement that is in the interest of the Iraqi people and the Kurdistan Region.

SULAIMANI (ESTA) — The Federal government will send 400 billion Iraqi dinars ($274 million) to the Kurdistan Region for the months of November and December, a Kurdish official said on Tuesday.

Nzar Amedi, Iraq’s Minister of Environment told Esta Media Network that the Iraqi council of ministers has decided to send the money to the Region.

The decision was followed by a series of attempts made by the Patriotic Union of Kurdistan (PUK), within the negotiations that took place in the frame of the formation of the new Iraqi cabinet back in October, the Minister said.

The Federal government has allocated the 400 billion as the Region share in the Federal budget to pay salaries of public servants in the Kurdistan Region.

The new Iraqi cabinet took office in late October, ending more than a year of political deadlock since a parliamentary election.

The head of the Cabinet Office in the Kurdistan Regional Government, Omid Sabah, said on Tuesday that the decision of the Iraqi Council of Ministers to transfer 400 billion dinars to the region is a good step and an important start to express goodwill to reach an agreement between Erbil and Baghdad.  

  

  

  

Sabah confirmed in statements to the media of the President of the Regional Government, followed by "Nas", (December 13, 2022) that "the Kurdistan Regional Government has expressed its readiness to implement the agenda approved by the new Iraqi government and to comply with the steps of the new Iraqi government."  

  

On the issue of oil and gas, Sabah said, "The delegation of the Kurdistan Regional Government held an important meeting in Baghdad on Tuesday and agreed with the Iraqi Ministry of Oil that there will be a transitional period in their relations until they reach a final agreement."  

  

He added that "they will review the previous stage in order to find as many common points as possible in the drafting of a bilateral agreement to resolve the oil and gas issue between the two sides."  

  

Earlier, the Iraqi Council of Ministers approved the transfer of 400 billion dinars to the Kurdistan Regional Government for the months of November and December.  

  

According to a written letter by the Prime Minister obtained by "Nass", (December 13, 2022), in which he wrote: "Based on the ministerial platform split from the political agreement between the political forces that formed the State Administration Coalition, and since the Iraqi Council of Representatives had voted on this ministerial platform, the Iraqi Council of Ministers decided to disburse an amount of 200 billion to the Kurdistan Regional Government for a period of two months 11 and 12 for the year 2022."

"The meeting discussed the negotiations that took place in Baghdad over the past days aimed at reaching an agreement between the KRG and the Iraqi federal government regarding the Kurdistan Region’s fixed share of the 2023 budget bill and other pending issues," a KRG statement said.

The Iraqi president emphasized that the country's constitution should be the basis for Erbil and Baghdad to reach an agreement "that is in the interest of the Iraqi people and the Kurdistan Region," the statement noted.

"The delegation thanked the President for his continued support and efforts towards a settlement between the KRG and the federal government to resolve all outstanding issues between Erbil and Baghdad," it concluded.

The Kurdish delegation previously held separate meetings with the ministries of oil and finance for similar talks.

The KRG announced earlier today that Baghdad has agreed to send 400 billion Iraqi dinars to Erbil for the months of November and December as part of the Kurdistan Region's share from the federal budget.

Regarding the budget, Shakhawan Abdullah said, "Whenever there is an agreement on the budget, we, as parliament, support the agreement."
 
Narmin Maruf, a member of the Iraqi parliament's finance committee, had previously told the Event Media Network that the Erbil-Baghdad agreement on the budget and all other issues in sudan's agenda had been agreed upon, particularly sections 20 and 23 of the agenda.
 
"Now Mohammed Shia Sudani, the prime minister and his government have been appointed, so he has every authority to agree," said Amember of the Finance Committee of the Iraqi parliament.
 
"It is a good agreement as a beginning, but there must be a long-term agreement," said Narmin Maruf, a member of the Patriotic Union of Kurdistan, PUK. "We don't want the agreement to be temporary. It existed in the Kadhim era, but they sent only two months of money a year."
 
On 8-11-2022, Prime Minister Mohammed Shia Sudani told the event that the problems between Erbil and Baghdad should be resolved. He also pointed out that there is a serious demand from both sides and the country's political forces to eliminate these problems and to reorganize relations between the two sides on the basis of the constitution.
 
Regarding the oil and gas issue, the prime minister said the issue could be resolved through the issuance of the oil and gas law in the Iraqi parliament, and negotiations have begun to prepare the bill.
 
"This issue must be implemented according to the law and the constitution so that Baghdad can abide by its financial promises, then in budget law or other merits," he said.

A member of the Parliamentary Energy Committee, Fares Shaddad, confirmed that there are no fears of a decline in oil prices in the 2023 budget and ensuring the rights of the provinces.

 

Shaddad said for the program {Al-Mastra} broadcast by the channel Euphrates Al-Dhafai this evening: "The decline in oil prices will have a very large impact on Iraq, especially on the budget being a single source, so the impact will be negative in the event of the decline and its continuation globally, as it will affect investment projects and provincial budgets."
"The government is facing a challenge in front of the low price of a barrel of oil, and at the same time we do not believe that it will negatively lead to the existence of financial abundance and there are no concerns in the 2023 budget," he added, calling on the government to "be serious in resolving important files, approving the budget of programs and projects, and solving outstanding problems at the level of all governorates through strategic projects away from patchwork."
Shaddad continued, "The parliamentary finance committee expected that the price of a barrel of oil, which is approved, will not be less than $ 65 and may reach $ 70, and the criterion for determining the sale of oil in the budget law will be in accordance with the decisions of the Ministry of Oil and Sumo."
He pointed out that "the current readings confirm that there is no deficit in the budget and the readings of the Finance Committee also confirmed that a barrel of oil in the budget must be adopted at the price of $ 65 because it keeps Iraq away from the problems of the deficit."

"OPEC will work to stabilize global sales, and what Russia is doing will put pressure on OPEC to stabilize oil, as it does not intend to reduce its oil production below $75," he said.
Shaddad noted that "the government has a great opportunity to support vulnerable groups and small projects to support poor and needy families," ruling out "the existence of real fears of a financial deficit if the funds are properly invested and the budget law will be very large and consists of programs and projects."
He concluded that "the government takes into account the presence of employees, retirees and Iraqis who have rights and entitlements from salaries in the Kurdistan region, and what the regional government is doing in terms of production, sale and export is deducted from Iraq's share in OPEC," stressing "the parliament's keenness to pass the budget, but in a way that guarantees the rights of the provinces, led by the province of Basra."
Shaddad concluded by "the need to legislate the oil and gas law, and that the regional government has no choice after the issuance of the Federal Court's decision but to accept and sit at the negotiating table, and this is what we have recently touched, and the Oil Committee is very keen to proceed with submitting a draft of the law and we are waiting for the government to send the updated version of the law to be put forward for the first and second reading."
