Today, Monday, Prime Minister Muhammad Shia Al-Sudani stressed the importance of adopting the constitution as a basic reference for resolving all outstanding issues.

The media office of the Prime Minister stated in a statement received by (Baghdad Today), that “Prime Minister Muhammad Shia’ al-Sudani received, this evening, Monday, members of the House of Representatives from the Kurdistan Democratic Party parliamentary bloc, and during the meeting they reviewed the political, social and economic conditions at the national level, and the most important Challenges facing reform and development plans.

Al-Sudani assured the members of the bloc, “The importance of adopting the constitution as a basic reference for resolving all outstanding issues or difficulties faced by the joint work between the federal government and the Kurdistan Regional Government of Iraq.”

He urged the Prime Minister to “intensify efforts to integrate parliamentary work in oversight and legislation, with the government effort seeking reform and raising the level of services, in order to achieve the aspirations of citizens throughout the country.”  

And he stressed "the need to work to strengthen the home front, and to secure protection for all components and fraternal spectra of the Iraqi people, towards consolidating coexistence and sustainable civil peace."

Baghdad (IraqiNews.com) – The Parliamentary Oil and Gas Committee revealed on Monday proposals within the draft oil and gas law to establish three companies including Kurdistan Oil Company, according to the Iraqi News Agency (INA).

Committee member Ali Shaddad Al-Faris mentioned that the government took a step forward in the oil issue with Kurdistan by activating the work of the supreme committee specialized in the negotiation with the regional government, INA reported.

Al-Faris explained that the supreme committee is headed by the Minister of Planning, and includes the Minister of Oil, the director of State Organization for Marketing of Oil (SOMO), the head of the General Authority for Border Crossings, advisors and experts, INA mentioned.

Al-Faris pointed out that the work of the supreme committee will be activated strongly, and will be followed up by the Parliamentary Oil and Gas Committee.

Al-Faris indicated that the regional government will have to negotiate with the supreme committee to reach a draft oil and gas law after the Federal Court ruled earlier that the oil and gas law in Kurdistan is unconstitutional.

Al-Faris revealed that the law will regulate the relation between the federal government and the oil producing governorates.

Al-Faris affirmed that the law will guarantee the rights of oil producing governorates including Basra governorate.

Al-Faris added that the proposals include the establishment of an oil company headquartered in Kurdistan where all its operations directly linked to the Ministry of Oil, as well as another company specialized in gas, and a third company specialized in oil refineries.

Kurdistan Parliament member Ali Hama Saleh warned on Tuesday of "the decline in the region's oil," as he put it, while calling for an agreement with the federal government on oil and the 2023 budget.

Saleh said through a post on the platform "Facebook", followed by (Baghdad Today), that "Kurdistan's oil is declining, and in order for the region not to face great difficulties, it must agree with the federal government on the issue of oil and the budget."

He pointed out that "if an agreement is reached between Erbil and Baghdad, the region will receive more than one trillion dinars, and 250 billion dinars per month."

Over the past years, the relationship between Baghdad and Erbil has faced several problems, foremost of which is Kurdistan's failure to deliver northern oil imports to the federal ministry, the region's share of the budget and the security and administrative borders in the disputed areas.

ERBIL — Kurdish Region Prime Minister Masrour Barzani on Wednesday chaired a cabinet meeting to discuss the recent visit of a Kurdistan Regional Government (KRG) delegation to Baghdad.

During its stay in Baghdad, the KRG delegation held several meetings with Iraqi counterparts to negotiate on the outstanding issues between the regional and federal governments.

"The Council of Ministers decided that the KRG delegation will pay another visit to Baghdad in the upcoming days to continue negotiations," an official statement said today, adding that it also "appointed a Legal Ministerial Committee to prepare for the implementation of the ministerial platforms specific to drafting several bills, including oil and gas."

The cabinet welcomed a decision by Baghdad to re-establish a committee to implement Article 140 of the Iraqi constitution relating to the disputed areas.

"The meeting also discussed the draft bill of the Iraqi Ministry of Water Resources which violates the Iraqi constitution. According to Article 114/7 of the lraqi constitution, formulating and regulating internal water resources policies for distribution shall be regulated by the law, while Article 115 states that when powers are shared between the federal and regional government, priority shall be given to the law of the regions and governorates not organized in a region in case of dispute," the statement continued.

PM Barzani further urged both Erbil and Baghdad to cooperate and benefit from water resources, especially "at a time of a worsening climate crisis which Iraq is largely affected by."

ERBIL — A Kurdistan Regional Government (KRG) will visit Baghdad on Saturday evening to resume negotiations with Iraqi counterparts in efforts to reach an agreement on the outstanding issues.

Speaking to BasNews, a source familiar with the developments said the high-level delegation will have a draft for negotiations, which has been prepared on all the outstanding issues between Erbil and Baghdad.

The KRG previously dispatched a delegation to Baghdad where they held a chain of meetings with senior officials to highlight the disputes between the regional and federal governments.

According to the information BasNews has obtained, during its previous meetings in Baghdad, KRG delegation discussed the issue of oil exports, the budget and salaries of public servants in the Kurdistan Region, and the implementation of Article 140 of the Iraqi constitution.

The discussions also focused the salaries of the Peshmerga and joint brigades, the implementation of the Sinjar agreement and several other outstanding issues between Erbil and Baghdad.

The negotiations are aimed at implementing an agreement reached between the parties involved in the formation of Prime Minister Mohammed Shia' al-Sudani' government, which put an end to a year-long political impasse in the country.
