SULAIMANI (ESTA) — Head of Iraqi National Wisdom (Hikma) Movement Ammar al-Hakim met with Iraqi President Latif Rashid on Saturday.

Shiite cleric Ammar al-Hakim discussed the political situation of Iraq and the region with President Rashid, said a statement from the cleric’s office.

The two officials touched upon the rocky relations between Erbil and Baghdad, emphasizing unity, according to the statement.

Moreover, during the meeting, the cleric demanded the President persist in the talks for the sake of passing the outstanding issues between the two disputed sides.

The cleric further demanded a solution to the issues, with the consideration of the national interests, and all sides make compromises for the sake of Iraq, the office in the statement added.

He also discussed the role of Iraqi parliment with the President, calling for furtherer empowerment of it to legislate “effective”  laws.

The department said in a statement received by the Shafaq News Agency; "In continuation of the negotiations between the regional government and the federal government, a delegation from the regional government arrived this evening to Baghdad."

The KRG said in a statement that the government delegation arrived in Baghdad and will continue negotiations with the Iraqi federal government.
 
As stated in the statement, delegations from both sides are negotiating on budget and oil issues.
 
On 27-11-2022, the KRG delegation went to Baghdad and met with the Iraqi ministries of finance and planning to establish a committee to complete the details in order to stabilize the Kurdistan Region's share of the 2023 general budget.
 
The KRG delegation said at a meeting with Iraqi government officials in Baghdad at the time that they were ready, based on the constitution, to resolve all outstanding issues between Erbil and Baghdad through negotiations, including the kurdistan region's budget.
 
If Erbil and Baghdad agree, the Kurdistan Region's share of the 2023 budget will be more than $14 billion, according to a population of 14 per cent set by the planning ministry, but the KRG is looking to restore the rate to 17 per cent.

The Kurdistan Democratic Party (KDP) announced on Saturday the formation of a committee between the center and the region called {Article 140}.

Party leader Wafa Mohammed Karim told Al-Furat News that "it was agreed to define a committee called the Article 140 Committee between the center and the region, as well as an agreement to legislate the oil and gas law."

He added: "Visits to this committee will be an average of every 10 days, once or twice a month."

He continued: "With regard to the region's share in the budget, the deductions will be from the region's share according to the case of deduction, meaning that the region will not deliver sums of money, but will be deducted from its oil exports according to the mechanisms."

Talk of the "oil and gas" law as a final solution to the intractable crisis between Baghdad and Erbil regarding the energy file has returned strongly, especially since the opportunity seems favorable for the Kurdistan Regional Government to get rid of the headache of the cat and mouse game with the federal authorities, which is mainly related to the salaries of employees.

The Democratic Party imposed basic conditions for an alliance with the Coordination Framework prior to the formation of the Sudanese government, including resolving the issue of oil and gas management.

Kurdish leaders have previously confirmed the imposition of the law as part of the list of conditions of the agreement with the Coordination Framework, which resulted in the formation of the government of Mohammed Shia al-Sudani, amid fears of passing a formula that would weaken the authority of the Federal Ministry of Oil over the movement of oil and export funds.

 

"3 companies and a radical solution"

The Oil and Gas Committee says some of the proposals in the draft law, which are supported by the Kurds, provide for the establishment of an oil company in the Kurdistan region directly linked to the Federal Ministry of Oil "in all its extractive and production operations."

According to the committee, the proposals include the establishment of another company concerned with gas investment, and a third company concerned with the investment of government refineries.

Committee member Ali Shaddad confirmed to "Ultra Iraq" that "the law will be a radical solution to the dispute over oil wealth between Baghdad and Erbil, and even regulates all energy files throughout Iraq," noting that "the Oil and Gas Committee is working with the Legal Committee, in addition to the Supreme Committee formed between the governments of the center and the region and the Sumo Company, to complete the appropriate formula to develop solutions to all controversial points in the oil file."

Shaddad says the law will finally be passed after years of filibuster due to political disputes, but notes that political parties have yet to reach a final draft of the law.

Political parties have yet to reach agreement on a preliminary version of the law, including proposals to establish the Kurdistan Petroleum Company.

He adds, "All committees and bodies participating in the discussions of the law, will review all the draft laws previously put forward for oil and gas, and will come out with a copy of one bill submitted to the Presidency of the House of Representatives, in order to put it to a vote," stressing that "the Parliamentary Oil and Gas Committee seeks with all its determination to approve a draft law that preserves the rights of all parties, and be a starting point to strengthen the unity of the rights of all citizens in all provinces with this great wealth, which is the first source of the Iraqi economy."

The Federal Supreme Court has previously ruled that the KRG is barred from conducting energy management operations independently of the federal authorities, which Erbil categorically rejects.

 

Sulaymaniyah wants federal authority

A member of the Patriotic Union of Kurdistan (PUK), Ghazi Kakai, said in an interview with "Ultra Iraq" that "the visits of Kurdish government delegations relate to specific files, foremost of which is the oil and gas law, in accordance with the political paper and the agreements that preceded the formation of the current government," noting that "this law will prevent the regional government from disposing of oil revenues alone, or exporting separately from the federal authority and the oil marketing company, as the law imposes unified federal procedures in all oil fields, and controls that include contracts for oil companies from north to south."

He adds that "the draft law has not yet been completed, and is being discussed by the competent parliamentary committees, and government agencies between Baghdad and Erbil," stressing that "everyone agrees on the need to approve this law in the coming days, to be accompanied by the financial budget law in the future, and to avoid all parties any future disputes over oil and funds collected from exports."

The PUK stresses the need for the federal authorities to manage the energy file in the Kurdistan region to ensure the fair distribution of wealth

Kakai explained that "the people of Kurdistan endured difficult years economically, despite achieving large financial revenues from the region's oil," pointing out that "the completion of the oil and gas law in the coming period is very important, to do justice to all provinces and their inhabitants, and to limit the disposal of these resources to the federal authority."

Deputy Prime Minister and Foreign Minister Fuad Hussein chaired, on Monday, the fourth meeting of the Ministerial Council for Economy, in the presence of Deputy Prime Minister and Minister of Planning and Ministers of Finance, Trade, Industry, Agriculture, Labor and Social Affairs, Secretary-General of the Council of Ministers, Governor of the Central Bank of Iraq and advisers to the Prime Minister for economic and legal affairs.

The Council also hosted a delegation from the Kurdistan Region that included the Minister of Finance and Economy, the Minister of Natural Resources, the President of the Audit Office, the President of the Presidential Office, the representative of the Kurdistan Region in Baghdad and a number of advisors and general managers.
The Deputy Prime Minister welcomed the guest delegation and pointed out the importance of sitting at the table in order to resolve all outstanding economic issues, and began this meeting to discuss the draft federal budget law.
The Minister of Finance gave an explanation of the most important paragraphs of the draft law and what was included in the draft, noting the importance of agreeing on the paragraphs related to the Kurdistan region.
In turn, the Deputy Prime Minister and Minister of Planning pointed to the direction of the government and the Prime Minister to solve all outstanding problems between Baghdad and Erbil as included in the government curriculum, adding to the formation of three important joint committees, the first concerned with a joint discussion of the state budget law, the second concerned with the oil and gas law and joint obligations in this field, and the third concerned with the work of border crossings and related matters.
For his part, the Minister of Finance and Economy in the regional government stressed his government's determination to zero all outstanding and thorny issues.
At the end of the hosting and after constructive and meaningful discussions, Fouad Hussein pointed to the existence of common ground and the national desire to resolve all outstanding issues through dialogue.
The Council discussed the economic issues on its agenda and took the necessary decisions thereon.
