A member of the Parliamentary Oil and Energy Committee ruled out the possibility of "extinguishing" the debts owed by the Kurdistan Regional Government from its sale of crude oil and not handing over its will to the federal government over the past years.

Dergham al-Maliki told Al-Furat News: "There are rights and duties, so however the region demands its rights from the budget and the delivery of salaries, it must abide by the rights it entails to the central government."
"In terms of oil exports, which must return to the government, and there are funds owed by the regional government, and these can be scheduled and paid according to that scheduling or deducted from oil exports, there are many ways to return those funds to settlement," he said, stressing that "the political settlement remains more important than all of these."
Al-Maliki stressed that "any talk from any of the parties about extinguishing these funds is not possible because they belong to the Iraqi people, and although there is part of the money for the Kurdish people, so there can be a scheduling or a mechanism for payment, but these funds cannot be dropped because they do not belong to a government or a parliamentary session, but they are the rights of the Iraqi people."
A delegation from the Kurdistan Regional Government visited the capital Baghdad last Wednesday and discussed many details with the federal government regarding the region's budget and the oil file.
The spokesman for the Kurdistan Government and a member of its delegation to Baghdad, Jotyar Adel, said in a statement yesterday: "A positive atmosphere prevailed in the meetings with the delegation of the federal government and we felt that they want to reach an agreement, and in the end we must reach a compromise solution, and the delegation of the Kurdistan Regional Government will go to Baghdad whenever needed."
"At the beginning of our visit to Baghdad, we discussed the basis for reaching an agreement, of course based on the constitution and the ministerial curriculum paper, which became the basis for talking about issues such as the budget, oil, crossings and financial control," he said.

The Federal Supreme Court of Iraq, the highest judicial authority in the country, considered last February that the law adopted by the Kurdistan Regional Parliament in 2007 to regulate the oil and gas sector, is contrary to the constitution.

The court's decision obliged "the regional government to hand over all oil production from oil fields in the Kurdistan region, i.e. the federal government represented by the Federal Ministry of Oil."

The ruling, published on the court's website, also included "obliging the Kurdistan Regional Government to enable the Iraqi Ministry of Oil and the Federal Financial Supervision Bureau to review all oil contracts concluded with the Kurdistan Regional Government regarding the export and sale of oil and gas."

But in a statement, the Kurdistan Regional Judicial Council rejected the Federal Court's decision and said that "it does not have the powers to issue a decision to repeal the Oil and Gas Law in the Kurdistan Region of 2007," adding that "the Oil and Gas Law of the Kurdistan Regional Government will remain in force."

SULAIMANI (ESTA) — The Iraqi Prime Minister has decided to form a dedicated committee to settle the outstanding issues between Erbil and Baghdad, particularly for disputed oil and gas matter among the two sides. 

Prime Minister Mohammed Shia al Sudani will for the committee to resolve Erbil-Baghdad’s outstanding issues as well as reach an agreement within the frame of the Iraqi constitution, according to a directive that has been issued by Primer’s office in mid-November.

The committee will be particularly dedicated to the contentious energy issue between the two sides, more specifically oil and gas, since Erbil’s independence exercise of the Kurdistan Region energy sector for years despite renewed Iraqi threats to take “legal” actions against it.

It will be also headed by Deputy Prime Minister Mohammed Ali Mohammed Tamim and tasked with talks with delegations from the Kurdistan Region.

There have been years of attempts by the federal government to bring the Kurdistan Region’s energy revenues under its control, including local court rulings and threats of international arbitration.

This decision follows months of renewed disputes between Erbil and Baghdad after a February federal court ruling that deemed the legal foundations of the Kurdistan Region’s oil and gas sector unconstitutional.

The oil ministry in Baghdad has since made fresh attempts to control revenue from the Kurdistan region, including summoning international energy firms operating there to a commercial court.

The Kurdistan Region government has repeatedly rejected the federal court ruling.

The Kurdistan Regional Government (KRG) has been developing oil and gas resources independently of the federal government, bringing dozens of international energy firms to invest, and in 2007 enacted its own law that established the directives by which the region would administer them.

Today, Sunday, the representative of the State of Law Coalition, Jassim Al-Moussawi, revealed the agreement of Prime Minister Muhammad Shia Al-Sudani with the Kurdistan region to regulate oil exports, while stressing that the Prime Minister was given a period of six months in order to end smuggling and legalize exports.

Al-Musawi said in a press interview, "Al-Sudani gave a period of six months to the leaders of the Kurdistan region in order to organize the export of oil through the national SOMO company exclusively," pointing out that "the agreement was in advance before the formation of the government in order to end the violations that occurred in the previous government."

He continued, "The regulation of export will take place through completing the legislation of the private oil and gas law in the Kurdistan region in order to control the export of Iraqi oil," stressing that "the new government will not allow the region to smuggle oil outside the contexts of the state and the law."

He added, "The caretaker prime minister, Mustafa Al-Kazemi, permitted everything forbidden in the previous period, and we are not surprised by all the violations that occurred in the previous period."

The Prime Minister's Information Office said in a statement received by (Al-Oula News), that "Prime Minister Muhammad Shia Al-Sudani, received this evening, Monday, members of the House of Representatives from the Kurdistan Democratic Party parliamentary bloc, and during The meeting they reviewed the political, social and economic conditions at the national level, and the most important challenges facing reform and development plans.

The Prime Minister stressed to the members of the bloc the importance of adopting the constitution as a basic reference to resolving all outstanding files or difficulties faced by joint work between the federal government and the Kurdistan Regional Government of Iraq.

The Prime Minister urged intensifying efforts to integrate parliamentary work in oversight and legislation, with the government's effort seeking reform and raising the level of services, in order to achieve the aspirations of citizens across the country.  

And he stressed the need to work to strengthen the home front, and to secure protection for all components and fraternal spectra of the Iraqi people, towards consolidating coexistence and sustainable civil peace.

Prime Minister Mohamed Shia Al-Sudani stressed the importance of adopting the constitution as a basic reference for resolving all outstanding files.

The Prime Minister's Information Office said in a statement received by (Al-Oula News), that "Prime Minister Muhammad Shia Al-Sudani, received this evening, Monday, members of the House of Representatives from the Kurdistan Democratic Party parliamentary bloc, and during the meeting they reviewed the political, social and economic conditions at the national level, and the most important challenges facing reform and development plans."
