Shafaq News/ The Iraqi Prime Minister, Muhammad Shia Al-Sudani, said on Tuesday that the outstanding problems between the Baghdad and Erbil governments need solutions according to the constitution. This came during a press conference held by Al-Sudani after the third regular cabinet session, and was attended by Shafak News Agency correspondent. Al-Sudani explained that "the outstanding problems between Baghdad and Erbil, whether related to oil or the budget law, need solutions according to the constitution." He continued, "The draft oil and gas law is one of the most important projects that will be discussed with the region before it is presented to the Council of Ministers and sent to the House of Representatives." Regarding the relationship with Turkey, the Iraqi Prime Minister said, "There are three important files with Turkey, which are security, water and the economy," adding that "it is hoped that there will be meetings with Turkish officials, and we reject the use of Iraqi lands to attack neighboring countries."

Al-Sudani said in a press conference attended by Alsumaria News correspondent, that "one of our priorities within the government curriculum is to start providing services," noting that "the engineering and service effort has begun in the areas of freedom, people and Nahrawan to provide services."

 

He added, "The mechanisms of the Popular Mobilization were proactive in implementing the projects," explaining: "We assigned a technical team to follow up on the so-called death road and prepare technical statements."

Al-Sudani continued: "We held a series of meetings with the Ministry of Trade to improve the ration card and we established a number of measures," noting: "We held meetings with the Ministry of Labor and the Social Protection Department to improve their conditions."

He added, "We directed a field team to check the names of the applicants to include them in the social welfare salaries, which amount to two million applications," adding: "We have taken some decisions to combat corruption and others will be issued to address corruption responsibly."

The Prime Minister pointed out: “We have formed a specialized committee to follow up on the lands that were distributed between special grades and exceptions, and we will retrieve them,” noting: “Whoever wants to test the government with the security file does not try because it is a failed test.”

Al-Sudani pointed out that “the American citizen who was killed has been living in Baghdad for two years and working in a civil society organization and providing assistance to teach English,” noting that “the timing of the murder of the American citizen in Baghdad puts question marks, and security is a red line.”

Regarding the external file, Al-Sudani confirmed: "We have three files with Turkey, which are security, economy and water, and there are $20 billion in trade exchange between the two countries."

The Prime Minister instructed: "The security problem must be resolved and the Turkish aggression on the Iraqi lands and borders stopped," noting that "the water file is pressing and calls for a clear position."

And on the internal file, Al-Sudani said: “The problems between Baghdad and the region must be resolved, and the gas and oil project is the most important,noting that “the government will continue to bring views, dissolve previous differences, and perpetuate communication.”

ERBIL, Kurdistan Region - Iraqi Prime Minister Mohammed Shia’ al-Sudani said Tuesday that Erbil and Baghdad have the willingness to resolve pressing issues between them, adding that they should do so “professionally.”

“Regarding issues - such as oil, budget, border crossings and others - between Baghdad and Erbil, they should be resolved. They should not continue. There is a serious willingness from the [Kurdistan] Region,” Sudani told Rudaw’s Halkawt Aziz during a presser in Baghdad, adding that Baghdad is also willing to resolve the issues. 

He said these issues should be resolved “professionally” as per the Constitution. 

Tension between Erbil and Baghdad has been high since the Iraqi Federal Supreme Court in February deemed the Kurdistan Region’s oil and gas law “unconstitutional”, hence striking the independence of the Region’s energy sector and jeopardizing its industry. The Kurdistan Regional Government (KRG) has repeatedly challenged the constitutionality of the court’s ruling.

After he was tasked with the formation of the new government and appointed prime minister-designate recently, Sudani said that the upcoming Iraqi government will be committed to work “according to the constitution” in strengthening the relationship between Erbil and Baghdad, and “settling disputes and issues that have been lingering for a long time.”

“We want to cooperate and be involved in the strategic topics in Iraq so that we do not miss out on things. If we are a part of Iraq, then we need to be involved with decision-making,” KRG Prime Minister Masrour Barzani said at MERI Forum in Erbil earlier this month.

SULAIMANI — The Prime Minister of Iraq, Mohammed Shia al-Sudani, said on Tuesday (November 8 that pending disputes between Baghdad and Erbil must be solved based on the constitution and that oil and gas bill is one of the most important projects.

Sudani said during a press conference that the oil and gas bill should be discussed with the Kurdistan Regional Government (KRG) before it is presented to the Iraqi parliament.

He said the new Iraqi government is doing its best to urgently deliver the 2023 budget bill to the parliament for discussion.

Sudani said there were three important issues the Iraqi federal government needs to discuss with Turkey, including security, water resources and the economy. The PM stated he hoped they would reach an agreement with Turkish officials.

Disputes between Erbil and Baghdad over oil and gas revenue have remained an issue since 2014. Several attempts have been made to reach a solution but the trouble remains.

More of the same for years with no resolution...not just in Iraq ( although we're all sick & tired of it ), governments the world over behave like this.

Problems created, vote for a Party cuz they'll solve it, they get in and it's more of the same with a different twist.

The world is in a world of poop and brainwashed voters fall right into line. Of course there are always exceptions, but election cycles show we inch closer all the time to the Abyss.

ERBIL, Kurdistan Region - The Kurdistan Regional Government (KRG) on Wednesday formed a delegation to partake in negotiations with Baghdad over the outstanding issues between the two sides, stressing the need to implement the agenda the new Iraqi federal government “as soon as possible.”

Prime Minister Masrour Barzani headed a meeting of the council of ministers on Wednesday, discussing the KRG’s roadmap towards a “new relationship between Erbil and Baghdad,” and mechanisms to resolve the pending issues between the two governments. The council then formed a negotiation delegation, consisting of several ministers and other top officials, for talks with Baghdad.

“The issues include the implementation of Article 140 concerning the lands disputed between Erbil and Baghdad, oil and gas, the Kurdistan Region’s participation in federal institutions, the Peshmerga’s constitutional rights, in addition to other matters,” read a statement from the KRG.

The delegation has been tasked with engaging in the negotiations “as soon as possible” and “in accordance with the constitution,” the statement added.

PM Barzani said earlier this month that drafting a joint hydrocarbons law between Erbil and Baghdad is crucial for resolving the outstanding issues between the two governments.

Article 140 calls for the dispute over areas in the provinces of Diyala, Kirkuk, Nineveh, and Salahaddin to be resolved, and includes measures aimed at rectifying Arabization policies implemented under the rule of Hussein. It specifies that this process needs to be implemented by no later than the end of 2007, yet it remains to be fully applied around 15 years after that date.

Karim told Al-Furat News that "there is a visit by a political delegation from the Democratic Party to Baghdad to see the mechanism of implementing the government program and fulfilling the promises made by Prime Minister Mohammed Shasa al-Sudani."
He pointed to "the promises that include political agreements, resolving differences for the disputed areas, and resolving the file of the oil and gas law."
Karim added that "the political delegation will discuss a number of issues and points that have been agreed upon before."

SULAIMANI (ESTA) — The Kurdistan Region Council of Ministers Wednesday formed a negotiator team to hold talks with Iraqi officials regarding the Erbil-Baghdad outstanding issues.

A statement revealed the Council of Ministers met on several topics, covering Erbil-Baghdad’s new relations and the mechanism of resolving the outstanding issues between the two sides on a constitutional basis.

The meeting also decided to form a negotiation team to hold talks with Iraqi officials regarding the Region’s budget share, oil and gas dossier, and so forth.

The team comprises the Finance and Natural Resources Ministers and the Minister of planning as well as the President of the Council Ministers Diwan, the secretary of the Council Ministers with the Head of the Department of Coordination and Follow-Up and ultimately the Spokesman of the Regional Government.

The relations between the KRG and the Federal Government have been rocky since the Region developed its own oil and gas resources independently of the federal government.

The Region’s massive untapped oil reserves, lucrative production-sharing contracts and safe environment have prompted international oil companies over recent years to commit to investing billions of dollars there.

However, the Federal government has protested against that move by the KRG, showing tough stances several times by issuing decisions against the Region as well as cutting its monthly share in the country’s budget.

Regarding the portfolios of reconstruction and housing and the environment, Al-Faili said: "Each party claims to want the portfolio of the Fulani, and we are walking on points of entitlement and the prime minister knows and he is the one who decides the rest of the ministries and the entitlement of any party."
For his part, the second deputy speaker of the House of Representatives, Shakhwan Abdullah, revealed the arrival of the delegation of the Kurdistan Regional Government to Baghdad next week.

ERBIL, Kurdistan Region - A 2007 draft for an Iraqi oil and gas law could be suitable for the Kurdistan Region after some modification, an advisor to the Kurdistan Regional Government (KRG) told Rudaw on Friday, as Erbil keeps emphasizing the need for a joint hydrocarbons law to resolve pending issues with Baghdad.

Calls for drafting a joint oil and gas law between Erbil and Baghdad have resurfaced since the formation of the new Iraqi government under Prime Minister Mohammed Shia’ al-Sudani, after a ruling from Iraq’s top court in February deeming the Kurdistan Region’s oil and gas law “unconstitutional” escalated tensions between the KRG and the federal government.

“There are three drafts for an oil and gas law in Iraq,” Bewar Khinsi, advisor to Kurdistan Region’s Prime Minister Masrour Barzani told Rudaw’s Hemin Baban on Friday, adding “the first of which is the 2007 draft which was somewhat satisfactory to the Kurdistan Region and now needs to be amended and could prove to be the best one.”

The advisor claimed that the other two drafts were unsatisfactory to the Kurdistan Region, stressing that Erbil should avoid discussing them with Baghdad.

The KRG on Wednesday formed a delegation to partake in negotiations with Baghdad over outstanding issues, including the topic of oil and gas.

“It is very important for the Kurdistan Region to prepare a delegation of well-informed legal and oil experts to negotiate with Baghdad, and be aware of all the legal gaps and know all the details of the oil and gas process, to prevent the composition of draft that is against the interests of the Kurdistan Region,” Khinsi added.

PM Barzani said earlier this month that drafting a joint hydrocarbons law between Erbil and Baghdad is crucial for resolving the outstanding issues between the two governments.

Shakhawan Abdullah, second deputy speaker of the Iraqi parliament, in October said that resolving the pending issues between Erbil and Baghdad are one of the tasks of the new Iraqi government, drawing special emphasis on the need to reach an agreement between the two sides on drafting a joint Iraqi oil and gas law.

Iraq’s new government was sworn in late October during a tense parliamentary session where Sudani successfully presented his cabinet a year since parliamentary elections were held, with the country shrouded in uncertainty.

PM Sudani on Tuesday said that Erbil and Baghdad are willing to resolve the pressing issues between them, stressing that they should do so “professionally.”

He said in a speech at the Iraqi-British Business Council conference held in Dubai under the slogan (Iraq - Determining Business Opportunities): We need legislation from the House of Representatives in the oil and energy sector, especially the oil and gas law, in addition to the urgent issues related to gas emissions that pollute the environment.

He revealed that there is a large project to extract associated gas and use it as fuel to supply electric power stations.

He added, "All matters will remain suspended until the visit of the Democratic delegation to Baghdad," noting: "A disagreement between the two Kurdish parties prevented the completion of naming candidates for the ministries of housing and construction, and the environment, in the Sudanese government, with each of them holding a ministerial portfolio amid the Democrat's refusal. Relinquishing the two ministries, given that the presidency of the republic has become the share of the National Union, which was opposed by the latter and declared its adherence to the environment portfolio.

Abdul Hussein pointed out that "the curriculum of the new government, which was approved by the House of Representatives on October 27, clearly indicated the importance of resolving the oil differences between Baghdad and Erbil, explaining that the problems that have been going on for years, will be solved within the next six months."

A dispute between Baghdad and Erbil Helou over the oil and energy file has been going on for years with the absence of a controversial oil and gas law.

At an important juncture in the dispute, the Federal Supreme Court issued a decision on February 15, calling the Kurdistan Region's Oil and Gas Law "unconstitutional," demanding that the KRG hand over the revenues of the oil produced to the federal government, a decision rejected by the Kurdistan government.

The paper on the ministerial platform of the government of Mohammed al-Sudani, which was agreed upon by the political blocs and voted on by the House of Representatives, stipulates that "the legislation of the oil and gas law will be completed within six months."

ERBIL, Kurdistan Region - The oil issue between Erbil and Baghdad will be resolved in the coming six months through the parliament, an Iraqi official told Rudaw on Friday. 

“There is significant progress in the relations of Erbil and Baghdad. At this stage, the delegations are ready to resume visits and hopefully we will reach an agreement to resolve the issues through drafting a relevant law in less than six months,” Laith Abdul-Hussein, head of Iraqi oil ministry's legal office, told Rudaw’s Mohammed Sheikh Fatih on Friday. 

Tension between Erbil and Baghdad has been high since the Iraqi Federal Supreme Court in February deemed the Kurdistan Region’s oil and gas law “unconstitutional”, hence striking the independence of the Region’s energy sector and jeopardizing its industry. The Kurdistan Regional Government (KRG) has repeatedly challenged the constitutionality of the court’s ruling.

After he was tasked with the formation of the new government and appointed prime minister-designate recently, Mohammed Shia' al-Sudani said that the upcoming Iraqi government will be committed to work “according to the constitution” in strengthening the relationship between Erbil and Baghdad, and “settling disputes and issues that have been lingering for a long time.”

Abdul-Hussein said that the new cabinet’s agenda “clearly states the importance of resolving oil issues between Baghdad and Erbil. These issues have been there for years but will be resolved in the coming six months.”

Erbil-Baghdad issues are related to the analysis of the Iraqi Constitution's articles, he noted.

Sudani said Tuesday that Erbil and Baghdad have the willingness to resolve pressing issues between them, adding that they should do so “professionally.”

“Regarding issues - such as oil, budget, border crossings and others - between Baghdad and Erbil, they should be resolved. They should not continue. There is a serious willingness from the [Kurdistan] Region,” he said during a presser in Baghdad, adding that Baghdad is also willing to resolve the issues.
