For his part, the financial and economic adviser to the Iraqi government, Mazhar Muhammad Saleh, revealed on Thursday the percentage of non-oil revenues included in the 2023 budget.

Saleh told Baghdad Today that "it is planned that non-oil revenues will reach 25% of the total revenues instead of the current reality, which does not exceed non-oil revenues at best 7% of the total revenues in the budget."

He added that "the budget aims to correct the course of non-oil revenues unfortunately wasted due to corruption and neglect of public money in a way that can achieve the reform goals of fiscal policy," noting that "a package of strategic investment projects operating work and generating income will have the first priority in the country's next budget."

The Prime Minister's Advisor for Financial Affairs, Mazhar Muhammad Saleh, had predicted in a previous statement to (Baghdad Today) that the value of the budget will be about 140 trillion and there will be a hypothetical deficit of up to 20 trillion, while the data indicate that the price of a barrel of oil in the budget will be approximately $ 65.

Al-Kazemi said in a press statement, "The issue of lecturers and other allocations must be taken into account, and it is assumed that before the end of this year, the Sudanese government will complete the draft budget," noting that "there is real cooperation to complete the 2023 budget."

He added, “There are no real obstacles within the political blocs regarding the budget, except for some necessary agreements with the Kurdish side.”

And he continued, “Regarding the issue of the sovereign fund, and what was proposed regarding it within the 2023 budget, its financing will be from the difference in the price of a barrel of oil between the budget and its price on the ground, and the sums will be deposited in development banks for their development.”

He pointed out that "the investment budget was prepared according to population density, and there is an amount of 9 trillion Iraqi dinars remaining from the emergency support law that has not been consumed, and this is considered an additional amount for the budget."

He pointed out that "the consensus that took place before the formation of the government in the State Administration coalition will be influential in reaching common convictions regarding the share of the Kurdistan region."

He added, “There is pressure from the southern governorates that export 80% of Iraq’s oil, as they will demand their natural right from the petrodollars, and as for the exports from Kurdistan, there must be transparency in resolving the issue of the amount of oil exported from the region and then determining its share of the budget, otherwise It will remain in the manner of funding that took place in the previous period, which means that every month salaries are 200 billion dinars, and the account of the 400 thousand barrels exported from the Kurdistan region is considered the region’s budget.

He said, “Approving the budget takes time and cannot be approved quickly, and the period during which it is expected to be approved is the first and second months, and in early March, the 2023 budget will be approved.”

Shafaq News / The MP for the Patriotic Union of Kurdistan bloc, Sarwa Mohammed, described today, Tuesday, the ongoing negotiations between the governments of Erbil and Baghdad on the 2023 budget as "fruitful", noting that "concessions" were made by the two parties in order to communicate a new agreement.

Mohammed told Shafaq News Agency, "There is an agreement between the governments of the region and the federal before the formation of the government of Mohammed Shia Sudanese on the share of the Kurdistan Region of the general budget, and we hope as deputies from the Kurdistan Region that this agreement will be binding and long-term."

 

 

She explained that "the citizen in the Kurdistan Region is exhausted, and suffers from problems, especially with regard to the salaries of employees, so solutions must be reached through negotiations on the budget ratio and the financial abundance achieved, as well as on the oil and gas law."

Abdul Wahid added that "the negotiations so far are fruitful, and there is a concession by the two parties, and an intention to reach a new agreement, to solve the outstanding problems since 2014, and we hope that the budget, when sent to parliament for a vote, includes the rights of all components of the Iraqi people to provide services, appointments, social welfare and others."

A member of the Finance Committee, Moeen Al-Kazemi, announced earlier that the total amount in the budget law has become 140 trillion dinars, pointing out that the expected fiscal deficit in the budget amounted to 20 trillion dinars.

He explained that the price of a barrel of oil calculated in the budget law will be between $ 60-65, noting that the Ministry of Finance will submit the budget law to the Council of Ministers, for approval in the coming days.

The financial and economic adviser in the Iraqi government, Mazhar Muhammad Saleh, attributed the delay in approving the draft budget law for the year 2023 to the delay in forming the current government and approving a new ministerial curriculum and development principles that take priorities, which requires more time to prepare and submit the 2023 budget.
