In numbers. Parliamentary Finance reveals the features of the 2023 budget and expects the date of its approval

{Economic: Al-Furat News} The Parliamentary Finance Committee expected the approval of the draft fiscal budget law for the year 2023 at the beginning of next year.

Committee member Moeen Al-Kazemi said in a press statement this evening: "The government will present the draft budget law for 2023 in the resumption of parliamentary sessions next month."
"The budget will reach 130-140 trillion dinars, and its discussion will take two months in the House of Representatives because there are opinions of committees and political blocs, and we hope to approve it at the end of February or early March so that ministries and institutions can launch their service projects," he added.
Al-Kazemi stressed "the need to take advantage of the 2022 surplus and the reconstruction fund, which was formed by an Iraqi-Chinese agreement and currently contains 3 billion dinars, which would support investment projects."
He noted that "1/12 will be disbursed until the budget is approved," ruling out that "the operating expenses for the first and second months of the new year will not be affected, and we seriously hope that the House of Representatives will legislate the law next month, and we also hope that the ongoing negotiations between Baghdad and the Kurdistan region will accelerate the adoption of the budget because there are prior agreements."
He stressed that "the government is very keen to provide citizens with 12 rations in 2023," noting that 70% of the budget goes to operational expenses and 30% to investment.
Al-Kazemi explained that "the price of a barrel of oil $ 75 in the budget is unrealistic, and the price of oil must be calculated conservatively with the decline in crude prices and may be $ 65 appropriate."
For his part, a member of the Finance Committee, Jamal Kojar, told Al-Furat News: "We heard that the price of a barrel of oil was adopted between 65 to 75 dollars in the 2023 budget, but the exact figure is not yet clear."
He pointed out that "oil prices have begun to fall globally and we do not know whether this decline is emergency or real? Meaning it was for some reason and will it rise? Or is it real in the sense that prices will stay at this level?"

A member of the committee, Salem Al-Anbaki told Al-Furat News that: "The entry of the House of Representatives into the legislative recess does not mean that its oversight role will stop during the holiday, but there will be continuous follow-ups."
He added that "it was agreed to hold an emergency session if necessary, and there was an agreement between deputies in the event that the budget law reaches parliament during the legislative recess, an emergency session will be held to read the budget first."

Prime Minister Mohamed Shia al-Sudani directed in two ministerial meetings this month the need to expedite the completion of the draft budget law for 2023 and send it to the House of Representatives for approval.
Al-Sudani stressed the importance of the budget to be at the level of ambition, and to put in its priorities to meet the needs of citizens for services, as well as to take it upon itself to effectively address the problem of electricity shortage, which has greatly affected the lives of citizens and the economic sectors in the country.

Parliamentary Finance Worried About 'Barrel of Oil' Price in 2023 Budget

Baghdad - Nas

The Parliamentary Finance Committee on Sunday expressed concern about the pricing of the "barrel of oil", which is intended to be adopted in Iraq's budget for 2023.

Committee member Moeen Al-Kazemi said during his hosting on one of the official channel's bulletins, followed by "NAS" (December 11, 2022), that "there is talk about calculating a barrel of oil in the budget at about $ 75 per barrel of oil, and this is unrealistic because there are odds of falling oil prices, and it is important that the price of a barrel is calculated at $ 65."

He added that "the budget will amount to 140 trillion dinars, and its discussion needs about a month or two, and we hope to vote on it by the House of Representatives, early in the third month."

Iraq reveals expected oil price in 2023 budget

Iraq reveals expected oil price in 2023 budget

Baghdad (IraqiNews.com) – The Iraqi Ministry of Planning revealed on Saturday the expected price of a barrel of oil in the 2023 budget, according to the Iraqi News Agency (INA).

The Undersecretary of the Ministry of Planning, Maher Hammad Johan, explained that more than one price per barrel of oil has been set in the 2023 budget, in agreement between the ministries of oil, finance, planning and the Central Bank of Iraq (CBI). The price that was set starts from 65 USD up to 75 USD, INA mentioned.

Johan elaborated that it is not right to set a fixed price for oil in the country’s budget, particularly with taking into consideration many variables.

“This price will remain variable until the budget is ratified by the cabinet or the Parliament, which is an important decision because we cannot present the budget with a large deficit,” Johan added.

Iraq announced on Friday that the oil production capacity from oilfields in Maysan governorate reached 300 thousand barrels per day.

The Ministry of Oil mentioned in a statement that this achievement is an important addition, especially as it comes in light of exceptional circumstances, economic and health challenges, and many crises facing oil production in the world.

The ministry also clarified that it is interested in investing in associated gas with an average ranging between 250-300 million standard cubic feet per day.

Kurdish intransigence increases the budget complex and the south is waiting for recovery

Kurdish intransigence increases the budget complex and the south is waiting for recovery

Information / Baghdad.

There are many reasons that prevented its approval in the previous period, but the most prominent of them is solving the outstanding problems between the Kurdistan region and the central government.

Among all these problems, the most prominent of which is the completion of the adoption of the oil and gas law, which in turn will control the Baghdad government over the export of oil and the receipt of its revenues, as well as the demand of the region to increase its share of the general budget, especially since the Kurdish delegation demanded that the region's percentage of the budget range from 14% to 17%, amid assurances from Baghdad that the region's share will remain the same as 12%.

*Revenues of the Region

And speaking of the delay in approving the general budget and the obstacles that he stopped towards sending it to the House of Representatives, the leader of the State of Law coalition, Ibrahim al-Sukaini, says in an interview with Al-Maalouma that “one of the reasons for not completing the general budget is the government’s endeavor to impose its control over all the country’s imports, ” stressing that “ The new government is conducting discussions and understandings with the leaders of the region in order to regulate the export of oil and make it within the framework of the law.

And he added, "The region has duties that it must adhere to in accordance with the provisions of the Iraqi law and constitution, and it must be implemented by all parties."

"The new government will work to end the export of oil outside the framework of the state in order to start completing all paragraphs of the general budget to be approved inside the dome of parliament," he said.

*Region share

In addition, Member of Parliament Ali Turki confirms, in an interview with Al-Maalouma, that "the recent alliances that took place during the movement to form the new government took place according to the legal ceiling," adding that "they will not affect increasing or decreasing this share for the Kurdish component."

He notes, "The percentage that the Kurdish component takes now was calculated through the population census, and it will not be modified unless a second census is conducted in the coming years."

And he explains, "What is rumored about increasing the percentage of the Kurdish component of the budget is incorrect and just rumors," noting that "the recent alliances took place in order to form the government, and matters that were not useful in completing the formation of the new government were not addressed."

* Draining of the southern governorates

Meanwhile, MP for the Fatah Alliance, Suhaila Al-Sultani, said in a previous interview with Al-Maalouma that "the region is falling into a share of 17% of the central committees, and this is a drain on the central and southern governorates , whose production constitutes more than 90% of Iraq's oil exports.

In view of all the obstacles that prevented the general budget from reaching the parliament for a vote inside the parliament, the Kurdistan region is only thinking of increasing its share of the general budget, even if it is at the expense of many segments of Iraqi society , according to observers. Finished/25J
