The Parliamentary Services and Reconstruction Committee confirmed on Monday that the federal budget will face the consequences of debt and the financial dimensions of it, as well as the difficulty of completing it amid the continuing dispute over the oil file with the Kurdistan region.  

  

The head of the committee, Mahma Khalil Qassem, said in a statement to the official newspaper, followed by "NAS", (December 5, 2022), that "all debts and the financial dimensions of the budget will affect it and have negative consequences in the economy in general, and although there are some advantages in internal and external loans, they also represent a weight."  

  

"If loans are properly invested in the productive service sectors that have an impact on moving the Iraqi economy, they will be in the interest of the budget and the Iraqi interest, but if they are without investment and moving the economy, their effects will be negative," he said.  

  

He added that "the committee will follow up on the importance learned from past loans in order to see their benefits and where they were invested, so the loans must focus on activating the service, industrial and agricultural sectors that have positive repercussions on the budget," pointing out that "investing one dinar in construction will move 16 dinars as a full economic cycle."  

  

MP Nazem al-Shibli also saw "the need to form high-level committees between the region and the center to resolve outstanding differences over the budget law," noting that "if no agreement is found this week, the budget will be postponed to the second legislative term."  

  

Al-Shibli said that "the oil file and the relationship between the region and the center represents the main obstacle in the government's completion of the next budget," noting that "next year's budget will fit with the government program put forward by Prime Minister Mohamed Shia al-Sudani."  

  

He added that "the region and the center have many files with regard to the budget, but the most prominent of them is the oil file present in each budget, and therefore high-level committees have been formed to resolve the outstanding files between the center and the region related to the budget."  

  

Al-Shibli pointed out that "the legislative term will end at the end of this week, and if the budget is sent, the parliament will continue its sessions until the budget is approved, and unlike it, it will postpone sending the budget to the next legislative term."

Shafaq News/Iraq’s Parliament will approve the 2023 budget of 140 trillion Iraqi dinars in the coming days as the country wrestles with an economic and financial crisis.

A source in the Parliamentary Finance committee, Mouin Al-Kadhimi, revealed to Shafaq News Agency that Prime Minister Muhammad S. Al-Sudani directed the minister of finance to complete the 140-trillion-dinars budget law to approve it and then refer it to the Parliament.

The budget deficit is estimated at 20 trillion Iraqi dinars, he said.

The 2023 budget set an oil price between $60-65 a barrel.

It is worth noting that Iraq depends on oil revenue for 95 percent of its income.

The leader of the State of Law Coalition, Ibrahim Al-Skeini, revealed on Tuesday one of the reasons that stand in the way of approving the general budget, adding that Prime Minister Mohamed Shia Al-Sudani wants to impose his control over all state imports .

Al-Skeini said in an interview with Al-Maalouma that "one of the reasons for not completing the general budget is the government's quest to impose its control over all imports of the country," stressing that "the new government is holding talks and understandings with the leaders of the region in order to regulate the export of oil and make it within the framework of the law.”

He added, "The region has duties that must be committed to being applied in accordance with the provisions of the Iraqi law and constitution and that it must be implemented by all parties."

He continued, "The new government will work to end the export of oil outside the framework of the state in order to start completing all paragraphs of the general budget to be approved inside the dome of parliament."

A member of the Kurdistan Justice Party, Rebwar Muhammad Amin, had previously told Al-Maalouma that "the non-delivery of oil revenues and stubbornness by the regional government will have serious consequences, because Baghdad has the legal aspect that enables it to stop the export of the region's oil, as the ruling power parties, especially the Kurdistan Democratic Party, must deal realistically with the oil file and not be stubborn."

The Rapporteur of the House of Representatives, Gharib Askar, said on Wednesday that the Iraqi parliament will enter its legislative recess for only one month, indicating that it extended its legislative chapter for the purpose of legislating the budget, but the extension period ends tomorrow, Thursday, and the budget has not arrived.

Askar told Baghdad Today that "parliament has extended its current legislative term for one month in order to proceed with the process of legislating some important laws, and this month ends tomorrow, Thursday, after which parliament will enter its legislative recess for a period of ( 30 days.”

And he indicated that “the House of Representatives was waiting for the budget law to arrive from the government so that it would not enter its recess, but the budget until this moment has not been approved by the Council of Ministers, and for this reason, Parliament will receive the budget and proceed with approving it after the end of its legislative recess, which it will enter into tomorrow, Thursday.”

Accordingly, Parliament must resume its sessions on the seventh of January, and it is hoped that it will receive the budget after this date.

MP for the Fatah Alliance, Moeen Al-Kazemi, told Shafaq News that the first legislative year will end tomorrow, Thursday, indicating that the House of Representatives will enter the legislative recess for a month, provided that it resumes its sessions from the first legislative term for the second year on January 9, 2023.

 

Al-Kazemi explained that "there is no session of the House of Representatives tomorrow, Thursday," noting that "the presidency of the Council will announce the end of the legislative year and the enjoyment of the legislative holiday by members of parliament."

The parliamentary legal committee had linked the extension of the legislative term and the postponement of the recess to the arrival of the general budget law to the House of Representatives.

On November 8, 2022, the Presidency of the House of Representatives decided to extend the second legislative term of the first legislative year of the fifth electoral cycle, by one month, in order to "pass important laws." According to MPs who told Shafaq News, if the general budget law arrives from the government before the end of the legislative term on the ninth of December, the parliament will extend its work again until the budget law is approved.
