A member of the Finance Committee, Nermin Maarouf, told Shafaq News agency; “The general budget law for the year 2023 is supposed to reach Parliament in October, but the delay in forming the government caused a delay in its approval by the Council of Ministers and sending it to Parliament.”

And she added; “The Ministry of Finance will complete the preparation of the draft general budget law, and during the coming days, the Finance will send the budget law to the Council of Ministers for approval.” 

Maarouf continued; “The Council of Ministers may vote in the Tuesday session of this week on the draft budget law.”

The Independent / - The Parliamentary Services and Reconstruction Committee confirmed, on Monday, that the federal budget will face the consequences of the debts and the financial dimensions arising from it, in addition to the difficulty of achieving it amid the continuing conflict over the oil file with the Kurdistan region.

The head of the committee, Mahma Khalil Qassem, said, in a statement to the official newspaper, his independent follow-up, that “all debts and financial dimensions arising from the budget will affect it and have negative consequences for the economy in general, and although there are some advantages in internal and external loans, they also represent a weight.” .

He explained that “if the loans are invested properly in the service-productive sectors that have an impact on moving the Iraqi economy; It will be in the interest of the budget and the Iraqi interest, but if it is without investment and moving the economy, its effects will be negative.

He added, "The committee will follow up on the importance of past loans in order to see their benefits and where they were invested, so the loans must focus on revitalizing the service, industrial and agricultural sectors that have positive repercussions on the budget," noting that "investing one dinar in construction will move 16 dinars." as a full economic cycle.

Representative Nazem Al-Shibli also saw, “The need to form high-level committees between the region and the center to resolve the outstanding differences regarding the budget law,” noting that “if no agreement is found during the current week, sending the budget will be postponed to the second legislative term.”

Al-Shibli said, "The oil file and the relationship between the region and the center represents the main obstacle in the government's completion of the next budget," noting that "next year's budget will be in line with the government program put forward by Prime Minister Muhammad Shia'a al-Sudani."

He added that “there are many files between the region and the center regarding the budget, but the most prominent of them is the oil file present in each budget, and therefore high-level committees have been formed to resolve the outstanding files between the center and the region related to the budget.”

Al-Shibli indicated that “the legislative term will end at the end of this week, and if the budget is sent, Parliament will continue its sessions until the budget is approved, and on the contrary, sending the budget will be postponed to the next legislative term.”
