Shafaq News/ The Iraqi parliament failed, on Thursday, to elect a president, to go to a second round in which two of the winners with the highest votes will compete.

Shafak News Agency correspondent stated that the council began voting this afternoon on the 41 candidates for the post of President of the Republic, but in the last hours, the two candidates, Reber Ahmed and Omar Al-Barzanji, announced the withdrawal of her candidacy, and the competition was limited to 39 candidates.

In the first round, candidate Abdel Latif Rashid received 156 votes, while the second winner with the highest number of votes, the current President of the Republic, Barham Salih, received 99 votes, bringing matters to the second round.

And the House of Representatives held today, Thursday afternoon, the session devoted to electing the President of the Republic, in light of the failure of the two main Kurdish parties to agree on one candidate for this position.

The Media Department of the House of Representatives said in a statement that the Speaker of the House, Muhammad al-Halbousi, opened the session after completing the quorum, with the attendance of 269 deputies.

Article 70 of the Iraqi constitution states:

First: The House of Representatives elects from among the candidates a president of the republic by a two-thirds majority of its members.

Second: If none of the candidates obtains the required majority, competition will take place among the candidates who obtain the highest votes, and whoever obtains the majority of votes in the second ballot is declared president.

Today's session will be held amid a continuing dispute between the two Kurdish parties over a candidate (Sabah Arar/AFP)

Today, Thursday, the Iraqi parliament started a second round of voting to elect a president of the republic, after the first round ended without any of the candidates obtaining two-thirds of the required votes.

According to the results of the first round, candidate Abdel Latif Rashid received 157 votes, compared to 99 for the current president, Barham Salih.

The Iraqi parliament voted secretly to choose the president of the republic on Thursday.

Prior to the session, the ruling " Kurdistan Democratic Party " in the Kurdistan region of Iraq, headed by Masoud Barzani, decided to withdraw its candidate for the presidency of the republic (Reber Ahmed), less than one hour before the parliament session scheduled for today, Thursday, to elect a new president for the country, the sixth since the US invasion of Iraq in 2003.

After a meeting of party leaders and deputies in the parliament building, the Iraqi Foreign Minister and a leader in the Kurdistan Democratic Party, Fuad Hussein, announced, in statements to reporters, that his candidate, Reber Ahmed, had been withdrawn from the presidential race, and the decision to vote in favor of Abdul Latif Rashid, the Kurdish leader and former minister of irrigation, who works Currently, he is an advisor in the Presidential Office.

Hussein said that the party decided to withdraw its candidate, Reber Ahmed, and supported Abdul Latif Rashid.

Sources confirmed to Al-Araby Al-Jadeed that the party decided to withdraw its candidate and support candidate Abdul Latif Rashid, after the collapse of negotiations with the Patriotic Union of Kurdistan , in which the latter insisted on renewing the current president, Barham Salih, for a second term.

The sources pointed out that part of the "coordinating framework" forces are voting in favor of Abdul Latif Rashid, as part of efforts to resolve this entitlement and go towards assigning the coalition candidate, Muhammad Shiaa Al-Sudani, to form the government.

Earlier this morning, Thursday, political sources confirmed to Al-Araby Al-Jadeed that there are recent negotiations conducted by various political forces to agree on one candidate for the position.

The sources confirmed that in the event that no agreement is reached, the position will be decided in Parliament, as the party candidate who succeeded in including the largest number of blocs on his side will prevail. The name of the former Minister of Irrigation and the current advisor, Abdel Latif Rashid, appears as a stronger candidate, in the event that the dispute over the position continues until Parliament enters and the session begins.

Over the course of the political crisis in Iraq, since the parliamentary elections on October 10, 2021, Parliament failed three times to pass a candidate for the presidency, as it was not able to collect a quorum of two-thirds of the members of the Council, as the constitution indicates in the requirements for electing a president who does not have any powers. Executive, while restricting the executive powers to the Prime Minister, and the President of the Republic giving him an honorary role.

Political division within the "coordinating framework"
Senior political sources in the capital, Baghdad, confirmed to Al-Araby Al-Jadeed that the political division reached within the " Coordination Framework " alliance , as the alliance split into two opinions regarding the crisis of choosing the President of the Republic.

The sources also confirmed that the threat of the head of the Kurdistan Democratic Party, Massoud Barzani, to withdraw from the political process in the event of the election of a non-party candidate for the position as the first winner in the elections in the districts of the Kurdistan region, led to part of the "coordinating framework" going to put pressure on the president of the "PUK."  Bafel Talabani in order to withdraw his candidate and give up the position.

Last night, Wednesday, the head of the Patriotic Union of Kurdistan, Bafel Talabani, appealed to the "coordinating framework" forces, which was interpreted as a feeling that the framework may overturn his understandings with the party regarding support for its candidate, Barham Salih.

Talabani said, in a tweet on his Twitter account: "Dear brothers in the (coordinating framework) and our other allies, we appeal to you on behalf of your brothers in the (PUK) who have always stood with you in the most difficult and darkest circumstances, to be as we entrusted you .. (the believers) on their terms).

The file of electing the president of the republic is of high importance as it is a main condition for forming a government in accordance with the constitution. Without the election of a new president, the "coordinating framework" coalition cannot present its candidate, Muhammad Shia'a al-Sudani, to form a government.

And earlier yesterday, Wednesday, informed political sources revealed that leaders in the "framework" are exerting great pressure on Talabani to change the Union's candidate for the post of President of the Republic, Barham Salih, noting that the "National Union" is still insisting on its candidate, who is rejected by some forces. the frame".

The sources pointed out that some of the leaders of the framework will not vote for Barham Salih.

She pointed out the Kurdistan Democratic Party's readiness to withdraw its candidate for the presidency in exchange for the National Union withdrawing its candidate and supporting a settlement candidate, Abdul Latif Rashid, one of the party cadres of the Union, in exchange for giving ministerial portfolios to the Democratic Party only, noting that this proposal was welcomed. Politically from forces in the "framework", with its rejection by the "Union", according to local Iraqi news reports.

Amidst a sharp political division in Baghdad, which resulted after the failure of the two main parties to reach a settlement agreement regarding the candidate for the position of President of the Republic, and the political custom in the country after the American invasion in 2003 that the position belongs to the Kurdish political forces, several political forces announced their boycott of the session, most notably The civilian " Etdaad " bloc, and the "Eshraqa Kanon" bloc, which includes a number of independent deputies.

The session requires the presence of 221 deputies out of 329 deputies in the Iraqi parliament in order to complete the quorum of the session scheduled before noon today.

10 wounded in missile strikes targeting the Green Zone

And the Green Zone in Baghdad was hit by a missile attack, wounding ten people, just before the presidential election session in Parliament located in the Green Zone.

Nine Katyusha rockets targeted the Green Zone, where government institutions and foreign embassies are located, according to a statement by the official security media cell, while at least 10 people were wounded inside the Green Zone and in a nearby residential neighborhood, according to the security source, noting that a rocket landed near Parliament.

The Iraqi capital, Baghdad, has witnessed, since the early hours of Thursday morning, strict security measures, amid a widespread deployment of army and police forces, and the closure of a large number of roads and bridges, to secure the presidential election session scheduled before noon.

The Iraqi security forces cut several bridges over the Tigris River leading to the Green Zone, as well as major streets in which the army was deployed, which left a severe traffic crisis in various areas of the capital, in anticipation of protests or demonstrations by supporters of the "Sadr movement" in conjunction with the holding of the session.

Shafaq News/ The Iraqi Council of Representatives, in a session held today, Thursday, elected Abdul Latif Rashid as President of the Republic, after a difficult period that lasted more than a year since the early legislative elections that took place in October of last year.

The parliament failed in the first round of the session to elect a candidate with the intensification of competition between the candidate of the Patriotic Union of Kurdistan, the current president, Barham Salih, and Abdul Latif Rashid, despite the latter’s superiority in the number of votes, but he was unable to achieve a majority of 220 votes, or two-thirds of the attendance of the representatives, which is What the law requires.

Rashid received the majority of 162 votes, while his rival, Barham Salih, received 99 votes, and 8 invalid papers were registered.

The new President of the Republic will assign Muhammad Shia Al-Sudani, the candidate of the largest parliamentary bloc for the position of Prime Minister, to form the next government within a maximum period of 30 days for the nomination.

Thus, the country turned the page of the biggest political crisis that it has experienced since the establishment of the Iraqi state, as the competing political forces and parties were unable to proceed with the formation of the government despite the passage of more than a year since the early parliamentary elections.

It is noteworthy that, on the tenth of last October, Iraq held early legislative elections to get out of a political crisis that swept the country after large demonstrations in the central and southern regions in 2019 in protest against the widespread unemployment in society, the spread of financial and administrative corruption in government departments and institutions, and the deterioration of The service and living reality, which prompted the former Prime Minister, Adel Abdul-Mahdi, to resign under popular pressure.
