And the Media Department of the House of Representatives stated in a statement received by {Euphrates News} that “the committee reviewed the draft law of the Ministry of Electricity and requested that it be withdrawn from the council’s agenda to study and make the appropriate amendments to it in a way that ensures the achievement of the interests of citizens.” 

The committee also discussed the file of the electrical connection between Iraq and Jordan, where it decided to send a letter to the Ministry of Electricity that includes an economic feasibility study in this regard. 

On the other hand, the committee continues its discussions related to the outcomes of the subcommittee’s meetings with the Ministry of Electricity to agree on a mechanism for communicating with the authorities mentioned in the recommendations in order to reach desired results that would overcome the obstacles to the work of the Ministry of Electricity in performing its tasks and providing a real service to the citizen.

Parliament discusses Iranian bombing and ends reading of three {extended} laws
  
{Politics: Al-Furat News} The House of Representatives, in its third session of its second legislative term, which was held today, Saturday, headed by Muhammad Al-Halbousi, Speaker of the Council and attended by 198 deputies, discussed the Iranian bombing in Iraqi Kurdistan, while he finished reading three bills.
 

According to the council’s statement, {Euphrates News} received a copy of it, that at the beginning of the session, Al-Halbousi congratulated the Iraqi people on the anniversary of the Prophet’s birth, calling for his memory to be a starting point for rejecting division and differences and for it to be returned to the Arab and Islamic nations in Yemen and blessings.
Subsequently, the representatives: Nadia Muhammad Jabr Kambash, Karim Hussein Aliwi, Saud Saadoun and Hussein Moanis Faraj took the constitutional oath to fill the membership of the House of Representatives.
In the same context, Al-Halbousi clarified that six of the replacements have not yet submitted a request to the parliament to take the constitutional oath.
On the other hand, the council discussed the Iranian bombardment, which targeted areas in Iraqi Kurdistan, at the request of the parliament.
Representative Vian Sabri, the applicant, indicated that the Iranian targeting of areas in Iraqi Kurdistan and any aggression from another country on Iraqi sovereignty is unacceptable, calling for a government position towards the repeated targeting and internationalizing the issue, in addition to addressing the situation of foreign refugees in Iraq, calling for the respect of neighboring countries. The interventions of the representatives on the same subject demanded that the government assume its responsibilities in protecting Iraqi sovereignty and not allow the establishment of foreign military bases inside Iraq, especially since the House of Representatives voted on a decision to expel foreign forces from Iraq, as well as the need to strengthen the Iraqi forces with modern defensive equipment to enable them to protect their lands, and demand the government to prevent Using Iraqi lands to target neighboring countries as stipulated in the constitution and to defend citizens from repeated bombing, especially in the border areas to avoid population displacement and terrorizing children, and to demand diplomatic measures taken in the event of attacks from any country, submitting memoranda of protest to the United Nations, and preparing a draft law on Iraqi sovereignty and claim By disarming the foreign opposition members present in Iraq.
In their interventions during the session, part of which was chaired by Mohsen Al-Mandalawi, First Vice-President of the Parliament, the deputies also stressed the condemnation of the Iranian and Turkish bombing inside Iraqi territory and the need to provide government support to the victims of the Iranian bombing and compensate them for the damage they suffered, and to demand the Iraqi government to open dialogue with the Iranian and Turkish sides Emphasis on the principle of respect for good neighborliness and prevention of continued violations of Iraqi sovereignty.
For his part, Shakhwan Abdullah, Vice-President of the Council, noted the completion of the work of the two investigative committees formed regarding the bombing of Erbil from the Iranian side and the bombing of Turkish artillery after they held extensive meetings with the concerned authorities and issued recommendations that will be presented to the Council for a vote, stressing the importance of the federal government having a clear position. Meanwhile, Al-Halbousi announced that Iraq would present at the upcoming IPU meetings an emergency item to demand the preservation of Iraq’s sovereignty and to stop attacks and interference in its internal affairs to obtain international support, directing the Security and Defense and Foreign Relations committees to investigate the events of the Iranian bombing in coordination with the ministries and relevant authorities, in addition to Directing the Parliamentary Finance Committee to host the Ministers of Finance and Planning and the advanced cadre to follow up on the procedures of the Food Security Law and the problem of funds allocated to projects.
Al-Halbousi set, next Tuesday, the date for hosting the ministers of agriculture and water resources to discuss the agricultural plan, marketing of crops and water scarcity.
On the other hand, the House of Representatives completed the first reading of the bill to address residential abuses submitted by the services, construction, legal and financial committees to address residential abuses on state-owned or municipal lands within the limits of basic designs prior to the date of this law’s entry into force and to correct the legal status of transgressors by renting the lands they exceeded by creating a role Residential and for the purpose of preventing abuses on real estate belonging to the state and municipalities within the limits of the basic designs of cities and to remove the abuses that have been obtained and the establishment of a fund to finance projects for the development of informal labor pools covered by development.
The Council completed the first reading of the draft mineral investment law submitted by the Committees on Investment and Development, Economy, Industry and Trade in order to encourage and attract investment in the field of mineral wealth and promote this economic activity, and since the Mineral Investment Regulation Law No. 91 of 1988 is no longer in line with the requirements of mineral investment activity and to make way for the private sector An Iraqi or a foreigner to enter into this investment.
The Council completed the first reading of the draft Social Security and Retirement Law for Workers in the session chaired by Dr. Shakhwan Abdullah, Vice-President and presented by the labor committees and civil society organizations, financial and legal, for the purpose of broader coverage of workers in state departments the three sectors (private, mixed and cooperative) and every person covered by the labor law Those who spend years of their lives at work without any real guarantee that guarantees a decent life for them and their families, and in confirmation of the principles stipulated in the Constitution.

Al-Kazemi ruled out "putting obstacles to the parliament sessions again, and that this month will witness the session of defining the President of the Republic and assigning the candidate of the largest bloc to the position of prime minister, and in turn, he will be known in his cabinet for approval."
He went on to say, "It is not possible to keep time open to the Kurds, and they are now feeling embarrassed about the delay in choosing the presidential candidate. Therefore, they have two options: either agreeing on one candidate or entering two candidates for parliament to end the embarrassment and break the revenues between the two Kurdish parties."
 Al-Kazemi concluded, "The framework agreed on his candidate, Muhammad Shia'a Al-Sudani, to take over the position of prime minister, and this program and the government curriculum that began to work was strengthened, and it touches the needs of the people, and there is an insistence on the success of the government to restore confidence between the citizen and the political process."

He continued, "I do not see a justification and necessity to legislate this law at this difficult economically and politically, and it will greatly affect the poor and have a negative impact on the general conditions. The rent is according to similar prices, and it is difficult for real estate occupants to pay such amounts.” 

And he noted, “When the occupants of the property are not paid, the building is removed without compensation, and the first was to compensate the occupants with the value of the structures due to be removed, and it would have been preferable for this committee that follows up on requests for ownership under the chairmanship of a judge in each appeal area,” explaining that “Article 11 of this law says that the occupant The property after the expiry of the 25-year period and he pays the rent in it to own the property at its value at the time of ownership and calculate from its price the rent paid. 

He concluded by saying, according to the statement, "As for the properties occupied after 12.31 of the year 2016, this is applied to the Revolutionary Council Resolution 154, devoid of the penalty of imprisonment, including the necessity of eviction and removal of abuses, although the draft law canceled the above decision, but kept its procedures. The law gave the Council of Ministers to impose fines on violators. I don't know why the law didn't specify it."

One of the benefits of being older is I've done many stupid things already in my life. I'm running out of time to do stupid things. And I realize it. Hopefully this will steer me and my boat on course, help me avoid rocks.

Shafaq News/ A member of the Parliamentary Integrity Committee Hadi Hassan Al-Salami demanded on Sunday, Prime Minister Mustafa Al-Kazemi to remove the parties' abuses on government buildings and turn them into schools and health centers.

Al-Salami said in a letter addressed to Al-Kazemi and obtained by Shafaq News Agency, "Based on the provisions of Article (61/Seventh) of the Constitution and Article (15) of Parliament Law and its formations No. (13) of 2018, you are kindly requested to take fundamental measures to remove the excesses of the parties on the buildings. Shafaq News/ The Speaker of Parliament, Muhammad al-Halbousi, canceled the orders and procedures of a department that had been created by the parliament for not meeting the legal requirements.

According to the order issued by Al-Halbousi and seen by Shafak News Agency, the orders and procedures on the basis of which the Parliamentary Legislation Department was formed were canceled, due to the failure to meet the legal formality stipulated in Article 47 / second of the House of Representatives Law and its formations No. 13 of 2018.

He referred to the re-linking of the departments whose affiliation was transferred from the Parliamentary Affairs Department and the Parliamentary Research and Studies Department to those two departments, and to return the employees of the canceled Parliamentary Legislation Department to the departments in which they were working before the formation of the department, and those who were placed in other than their previous job grades are re-housed to the job grades that legally deserve it.

The order also included canceling Parliamentary Order No. 1/7/59 dated 4/21/2021, which includes the appointment of “Mohammed Qasim Yacoub” as Director General of the Parliamentary Legislation Department, and it is re-housed to the degree that it is legally entitled to and returned to his employer before the formation of the abolished department.
