The media department of the council stated, in a statement that {Euphrates News} received a copy of it: “The number of voters for Representative Mohsen Al-Mandalawi reached 203 votes, while the number of voters for Representative Basem Al-Khashan reached 17 votes, while Representative Yasser Al-Husseini got only 7 votes.”

He pointed out that "the number of invalid papers recorded 13 votes."

A presidential statement received by the National News Center stated, "The President of the Republic, Barham Salih, congratulated today Muhammad al-Halbousi on the occasion of renewing confidence in him as Speaker of the House of Representatives, and Mohsen al-Mandalawi on the occasion of his election as the first deputy speaker of the House of Representatives."

According to the statement, Saleh expressed his "sincere wishes for success and success in carrying out their national and constitutional tasks."

ERBIL, Kurdistan Region - Speaker of the Iraqi Parliament Mohammed al-Halbousi retained his position after his resignation was rejected during Wednesday’s parliament session, while Kurdish independent MP Muhsin al-Mandalawi was elected as the legislature’s first deputy speaker. 

“The parliament voted to renew confidence in Parliament Speaker Mohammed al-Halbousi,” state media said, adding that Halbousi’s resignation was rejected by MPs with a 222 to 13 vote. 

Muhsin al-Mandalawi was elected first deputy speaker of the parliament during the session, replacing Hakim al-Zamili of the Sadrist bloc after the party’s resignation from the legislature. 

The Iraqi parliament convened as the main Kurdish, Sunni, and pro-Iran Shiite political blocs are expected to announce the formation of a new coalition with Iraq approaching a year without a permanent cabinet. 

Prior to the session’s commencement, supporters of influential Shiite cleric Muqtada al-Sadr flocked to the streets of Baghdad in attempts to block the parliament from convening, but were thwarted by  heavy security presence in Baghdad’s fortified Green Zone.

The House of Representatives voted, on Wednesday, to choose  MP Mohsen Al-Mandalawi as first deputy speaker.   

  

 

  

The Media Department of the House of Representatives said in a statement received by "Nass", a copy of it, (September 28, 2022), that "the House of Representatives elects Representative Mohsen Al-Mandalawi as First Vice-President of the House."  

  

She explained, "The number of voters for Representative Mohsen Al-Mandalawi: 203 votes, the number of people voting for Representative Yasser Al-Husseini: 7 votes, the number of voters for Representative Basem Al-Khashan: 17 votes, and the number of invalid papers: 13 votes."  

 

And the Media Department of the House of Representatives announced, earlier, that three candidates competed for the position of First Deputy Speaker of Parliament.  

  

And the department stated, in a statement that "Nass" received a copy of it, (September 28, 2022), that "the nomination for the position of the first deputy chairman of the council has been closed."    

  

And she added, "The candidates for the position are: (MP Mohsen Al-Mandalawi, MP Yasser Hashem Al-Husseini, and MP Basem Al-Khashan)."    

  

The House of Representatives voted, earlier, not to accept the resignation of Parliament Speaker Muhammad al-Halbousi.  

  

And the parliament’s media department stated in a brief statement that “Nass” received a copy of it (September 28, 2022), that “the House of Representatives voted to renew confidence in Parliament Speaker Muhammad al-Halbousi with a vote of 222 deputies rejecting the resignation.”    

  

Earlier, the House of Representatives held its session headed by the second deputy speaker, Shakhwan Abdullah, to vote on the resignation of the speaker of parliament and elect the first deputy.  

  

A statement by the Media Department of the House of Representatives, a copy of which was received by "Nass", (September 26, 2022), said that "Deputy Speaker of the House of Representatives, Shakhwan Abdullah, opened the work of session No. (4) of the fifth electoral cycle, the first legislative year, of the second legislative term. She added that "the House of Representatives voted to renew confidence in Parliament Speaker Muhammad al-Halbousi by 220 deputies to reject the resignation, while 13 deputies voted to approve the resignation out of 235 votes."

A new tweet from Al-Sadr in the wake of the resumption of parliament sessions

Today, Wednesday, the leader of the Sadrist movement, Muqtada al-Sadr, issued a new tweet in which he talks about the creation of the Prophet Muhammad.  

  

  

Al-Sadr said in a tweet, followed by "Nass" (September 28, 2022), that "the attribute of (the great creation) is one of the most important characteristics of the Messenger of God, may God bless him and his family, and one of the main reasons for his message, and one of the main reasons for his infallibility."

The Speaker of the House of Representatives, Muhammad al-Halbousi, issued, on Wednesday, a parliamentary order appointing Safwan Bashir Younes to the position of Secretary-General of the House of Representatives, acting at the rank of minister.  

  

  

  

This came in a document signed by Al-Halbousi, a copy of which was obtained by “Nass” (September 28, 2022), and the text of which is as follows:-

Al-Party Parliamentary Bloc after the resumption of Parliament sessions: The sensitive stage is over

The Kurdistan Democratic Party bloc in the Iraqi parliament revealed, on Thursday, the goal behind Muhammad al-Halbousi's resignation from the presidency of the House of Representatives and then the renewal of confidence in him, while noting that the sensitive stage "is over."  

  

  

  

The head of the bloc, Vian Sabri, said in a statement to the official newspaper, which was followed by "Nass" (September 29, 2022), "We hope that there will be an end to the sensitive phase that has passed, and it was a dangerous and ended phase."  

  

Sabri added, "There is a political understanding between the political forces to perpetuate the political process through the first session of Parliament," and indicated that "Al-Halbousi presented in advance his vision regarding the resignation."  

  

And she continued, "There is a vision for Al-Halbousi regarding the renewal of the vote for him, because there are 73 new deputies in the House of Representatives who must gain their confidence, and this particular vision is credited to him."  

  

The House of Representatives voted, earlier, not to accept the resignation of Parliament Speaker Muhammad al-Halbousi.  

  

And the parliament’s media department stated in a brief statement that “Nass” received a copy of it (September 28, 2022), that “the House of Representatives voted to renew confidence in Parliament Speaker Muhammad al-Halbousi with a vote of 222 deputies rejecting the resignation.”      

  

Earlier, the House of Representatives voted to choose MP Mohsen Al-Mandalawi as first deputy speaker.   

  

The Media Department of the House of Representatives said in a statement received by "Nass", a copy of it, (September 28, 2022), that "the House of Representatives elects Representative Mohsen Al-Mandalawi as First Vice-President of the House."    

  

She explained, "The number of voters for Representative Mohsen Al-Mandalawi: 203 votes, the number of people voting for Representative Yasser Al-Husseini: 7 votes, the number of voters for Representative Basem Al-Khashan: 17 votes, and the number of invalid papers: 13 votes."

And she said in a statement that {Al-Furat News} received a copy of it, "It extends its most sincere congratulations and blessings to Muhammad Al-Halbousi, Speaker of the House of Representatives, on the occasion of the deputies' vote by an absolute majority to reject his resignation and renew confidence in him as Speaker of the House in its fifth session, while congratulating Mohsen Al-Mandalawi on the occasion of his election as First Vice-President." Representatives."
She added that "the renewal of confidence in Al-Halbousi represents an affirmation of the importance of his role in the political process and a consolidation of the democratic process in respecting the will of the people and their representatives in the House of Representatives, and a true belief in renunciation of the position and sacrificing in it for the interest of the people and the nation."
The Sovereignty Bloc added, "It also represents a true expression of the state of national consensus to move forward in building and developing Iraq, enhancing its stability, ensuring its security, and moving towards consolidating the foundations of reconciliation, understanding and peaceful coexistence among its components." 
She continued, "She is firmly and firmly convinced of the ability of the Speaker of Parliament to achieve the aspirations of the people through the parliament carrying out all its obligations and responsibilities in the field of oversight and approving important laws that the people aspire to, in addition to the importance of concerted efforts and cooperation of all parliamentary blocs to get out of the state of division, vacuum and crises that Iraq is witnessing." For months now, through the continuation of constructive dialogues, the strengthening of confidence and the priority of the national interest." 
The Parliamentary Sovereignty bloc affirmed its "permanent keenness to cooperate with all blocs and personalities in the House of Representatives in order to achieve the interests of the Iraqis and proceed with the upcoming constitutional entitlements," appreciating "the position of the majority of parliament members by voting to renew confidence for al-Halbousi for the benefit of the country and citizens."

Al-Halbousi calls on the political forces to sit at a dialogue table and directs the committees to resume their work
  
{Politics: Al-Furat News} Parliament Speaker Muhammad Al-Halbousi called, today, Wednesday, for the political forces to sit at a dialogue table, while instructing the parliamentary committees to resume their work.
 

This came during the parliament’s holding, today, its fourth session, chaired by Muhammad al-Halbousi, Speaker of the Council, and attended by 240 deputies.
At the beginning of the session, which was inaugurated by the Deputy Speaker of the House of Representatives, Shakhwan Abdullah, he read out the resignation request submitted by the Speaker.
The parliament voted to renew the confidence of Al-Halbousi by 220 deputies to reject the resignation, while 13 deputies voted to approve the resignation out of 235 votes.
After that, the Vice-President of the Council opened the door for candidacy for the position of First Vice-President of the Council, where Representatives Mohsen Al-Mandalawi, Yasser Al-Husseini and Bassem Al-Khashan submitted to run for the position.
Then the council recited Surat Al-Fatihah on the souls of the martyrs of the recent protests, praying to God for mercy for the victims and a speedy recovery for the wounded.
The council chose Representative Mohsen Al-Mandalawi as first deputy speaker after he got (203) votes, MP Basem Khashan received (17) votes, and MP Yasser Al-Husseini received (7) votes out of 240 votes, while the number of invalid cards was (13) cards.
On the other hand, the Speaker of the House of Representatives presented the legal reading submitted by the Council’s Legal Adviser and the Parliamentary Affairs Adviser, and requested a statement of legal opinion regarding the resignation of members of the Sadrist bloc, in which they asked the Council to discuss the issue of resignation and express the opinion of the members of the Council in this regard.
Al-Halbousi stressed "the necessity of finding a solution and the necessity of being keen, as the House of Representatives, to be representative of all the people," calling on the political forces "to sit at one table to find a political way out for the country at the executive and judicial levels, and to emphasize work to bring together the political parties."
On the other hand, Al-Halbousi directed the parliamentary committees to “resume their work and work to host the ministers in the caretaker government and those concerned with it, follow the stages of implementing the Food Security Law and other laws, submit their report, assume responsibility before the people and restore the oversight role of the Council.”

Al-Fatlawi tweeted about the parliament session: A step in the right direction

A deputy from Al-Fateh describes the atmosphere of the parliament session as “positive”

Al-Halbousi calls for the adoption of the (Baghdad Document) to resolve differences and overcome the crisis
  
{Politics: Al-Furat News} Parliament Speaker Muhammad Al-Halbousi called, today, Wednesday, to adopt the (Baghdad Document) to resolve differences and overcome the crisis.
 

Al-Halbousi said, in a statement that {Euphrates News} received a copy of it, that: “The need for a comprehensive political solution in which everyone bears his responsibilities and what is entrusted to him before the people, because we begin our sessions with the word “in the name of the people” and therefore the council must be representative of all the sons of the people."

He called on loyalists in all political forces to "find a political way out for the country, bear the challenges of this stage, and reach future stages in the hope that the relationship between the masses and their political forces will return."

Al-Halbousi explained, "The country suffers a lot and is exposed to problems one after another at the political, security and military levels, and we must all bear our responsibility," hoping that "we will reach with you a result of gathering the political parties in the parliament and in the constitutional hall in which the Iraqi constitution was written," calling for "Adopting (Baghdad Document), whose image was tarnished, and its people suffered today because of the parliament session and because of political activity that should have been normal."

He added, "Baghdad deserves to have a political document written in its name that serves as a comprehensive solution to the crisis in Iraq, so I sincerely invite the leaders of the political forces and the country's leaders to sit around a dialogue table in the House of Representatives, and we will all be supportive in the legislative authority in the presence of the presidencies, the Supreme Judicial Council and the Federal Court to find a way out." country and the re-acceptance of all of its responsibilities before the citizens.”

Al-Halbousi concluded, "This matter will be the responsibility of the Speaker and his deputies, with the support of the deputies, to move on all political forces to highlight the role of Baghdad and its people once again, because it needs a serious paper at this time."

He continued, "Peaceful demonstrations are a right guaranteed by the constitution, and no one has the right to prevent them. At the same time, demonstrators must abide by law and order." 

And between "two days ago, the State Administration Coalition was formed and it consists of the coordination framework as the most numerous bloc, the Sovereignty and Democratic Alliance, the National Union, the Azm Alliance and the Babylon Bloc."

{Political: Al Furat News} The First Deputy Speaker of the House of Representatives, Mohsen Al-Mandalawi, confirmed today, Wednesday, that he will work to improve parliamentary work and monitor the government, and while he considered that there is an “opportunity” that requires cooperation and trust from everyone to secure the needs of Iraqis, he promised that the coming period It will benefit the youth of Iraq.

Al-Mandalawi said in a statement, after thanking the Iraqi people for their support, and the parliament for the success of today's session, the security forces for their sacrifices, that "my choice today as the first deputy speaker of the Iraqi parliament is a great responsibility."

He pointed out that this responsibility "imposes us to exert more effort in order to raise the parliament's work to the level of ambition, as well as to ensure that the executive authority in its various institutions performs its duties in the best way."

He added, "We have before us an opportunity that requires more cooperation and trust between all political forces and popular activities, in order to provide the needs of Iraqis, and meet their requirements in all segments, in order for everyone to enjoy the country's abundant bounties."

However, Al-Mandalawi added, "However, we need a lot of goodwill with our people, and we look forward to forming a capable and strong government to carry out its tasks to the fullest extent, and to achieve these requirements for all."

He continued by saying, "I repeat my thanks, appreciation and gratitude to our honorable Iraqi people, and that our doors and hands will remain open to them, as they were entrusted with us in the previous period, and that the keenness continues to provide the best services and develop infrastructure, for all areas of the capital, Baghdad, and the rest of the Iraqi provinces and cities."

The First Deputy concluded by saying, "I reiterate to our Iraqi youth that efforts will be focused in the coming period, on finding solutions to achieve their demands, and we must work together to solve many of the outstanding problems in the past, which resulted in contracts, wages and lecturers in all ministries and institutions."

Today, the House of Representatives held a session to elect the first deputy speaker of the parliament, and three deputies competed for the position, they are Mohsen Al-Mandalawi, Yasser Al-Husseini, and Basem Khashan, but Al-Mandalawi swept the votes, winning 203 votes.

The session witnessed missile strikes targeting the Green Zone and causing injuries and material damage in conjunction with a popular mobilization in Tahrir Square in central Baghdad to protest against the session.
