{Political: Al Furat News} Head of the Oil, Gas and Natural Resources Committee Yahya Al-Ithawi praised, today, Saturday, the role of the representatives of the State Forces Alliance bloc.

Al-Ithawi visited the headquarters of the State Forces Alliance bloc in the House of Representatives, and was received by the coalition representative and member of the Oil and Gas Committee, Ali Shaddad Al-Faris.

A statement, which {Euphrates News} received a copy of, stated that "many axes were discussed during the meeting, most notably issues related to the oil, gas and energy sector in the country and the role of the committee in monitoring the work of institutions operating in this sector."

It also included "talking about the role played by the representatives of the coalition of state forces in supporting the legislative and oversight process, supporting the work of the Oil and Gas Committee, and emphasizing the legislative role in legislating laws, the most important of which is the Federal Oil and Gas Law and the Law of Agro-environmental Oil Coexistence."

Parliamentary Energy: We are determined to resolve the region’s oil file and prevent its internationalization
  
{Economic: Al Furat News} The Parliamentary Oil and Energy Committee confirmed today, Saturday, its intention to resolve the Kurdistan region's oil file and prevent its internationalization.
 

A member of the committee, Adnan Al-Jabri, stressed through {Euphrates News} that "there should be a real move by the committee to resolve the Kurdistan region's oil file and not to delay it because it has taken an international and regional dimension."
He added, "The only person affected by it is the Iraqi citizen of all stripes, and today we find that all Iraqis are waiting for security and economic stability."
Al-Jabri indicated, "This file caused confusion for the state treasury and exacerbated problems within the region, with repercussions such as the high prices of oil derivatives and their scarcity."
Today, Saturday, the President of the Kurdistan Regional Government, Masrour Barzani, arrived in the capital, Baghdad, where he met Prime Minister Mustafa Al-Kazemi, and it was agreed to deepen dialogues between the Federal Ministry of Oil and the Ministry of Natural Resources in the region; To address the outstanding issues, to continue working to reach common solutions, and to achieve a state of integration in the management of the oil file, in a manner that achieves the supreme interest of the Iraqi people. 
Barzani also met Parliament Speaker Muhammad al-Halbousi to discuss the file of the oil and gas law legislation, where he reiterated the permanent readiness of the Kurdistan Regional Government to reach a radical solution to the problems, through discussions and dialogues between the federal government and the region in a radical way, and on the basis of the constitution.

The first deputy of the committee, Ali Al-Machkoor, told Al-Furat News: "All the previous problems and pitfalls are present in the work of the committee, and one of the most prominent current problems is the issue of the Kurdistan region's oil."
He added, "It is not possible to proceed with solutions and understandings if we learn about the shape of the next government and its seriousness to solve the outstanding problems with the region, or it tries to turn a blind eye to the problems and transfer them to other sessions."
"After the government is formed and its features are known, it is certain that there will be proposals in this regard," he added.

Adnan al-Jabri, a member of the parliamentary oil and energy committee, said Wednesday that the causes of the oil crisis between Baghdad and Erbil have been diagnosed.

"One of the most prominent of these reasons is the region's contractual obligations with international oil companies, whether they are extractive, transportation and export," al-Jabri told Euphrates News.

"These commitments are outside the controls and powers of the central oil ministry, which has kept these problems between the center and the region," he said.

"The committee and through the next ministry are trying to bring the views closer together and put in place the first steps to resolve this complex issue," al-Jabri said.

Parliamentary Oil: Parliament has closed the door to oversight for government institutions
  
{Politics: Al Furat News} The Parliamentary Oil and Energy Committee confirmed today, Monday, the impact of Parliament's disruption on its oversight performance of government institutions.
 

A member of the committee, Suhaila Al-Sultani, told Al-Furat News: "Many government institutions closed their doors to us and under the directives of agents and general managers, under the pretext that the work of the House of Representatives is suspended and that MPs have no work in the community."
Al-Satani indicated that "the committee's attempt to follow up the mechanism for disbursing the paragraphs of the emergency food support law, which included many paragraphs that may be doors to corruption and a waste of world money."

This is a good indication, if the mediators can continue to work on contractual agreements while the streets are relatively calm it would be what is necessary. The wheels of true power have put a squeeze on the northern region…but, the international community could benefit soon from oil exported through the north. Turkish involvement complicates things. However, if both the people of Iraq and Europe can benefit simotaniously from an agreement. Then perhaps we are in the midst of a catalyst that can align the regional benefit with international benefit, that transcendent element would be key to sustainable long term growth and stability.

The Oil, Gas and Natural Resources Committee in the House of Representatives confirmed that the regional government did not provide the Ministry of Finance with oil revenues.

Member of the Parliamentary Committee, Alaa Al-Haidari, said that "there are a number of problems between the central and regional governments with regard to oil and its revenues that spanned for years and still exist," noting that "the regional government did not provide the Ministry of Finance in the current government with the region's oil revenues, at a time when The latter has a share of the general budget.

Al-Haidari added in an interview with the official newspaper, that "it has become necessary to legislate a law obligating the region to return the sums of selling their oil to the federal government," noting that "approximately 18-20 percent of the region's oil is smuggled through international companies, and therefore it must be controlled." Iraqi oil in general and protecting it from smuggling and theft.

Al-Haidari continued, "Although the region's authorities are subject to the Iraqi constitution and courts, the region rejected the decisions of the Federal Court, regretting that the federal government did not take its correct and constitutional role toward the regional government's rebellion in this regard, which led to the suspension and exacerbation of problems."

He touched on "the necessity of dealing in accordance with the law with all provinces without exception," noting that "Basra governorate exports daily 3 million and 800 thousand barrels of oil per day through the southern outlets, and therefore the region's share cannot be taken from Basra oil revenues, and often the share of the province is lower than the rest of the provinces.

Okay, just have to stay this and anyone can correct me If one pleases. In the original agreement, Kurdistan was supposed to receive 17% of the country’s oil revenues because of their production but at no time (that I know of) has Baghdad sent Kurdistan 17%. I want the RV as much as anyone but why shouldn’t Kurdistan look out for themselves if Baghdad can’t be trusted to keep their word?? If I’m wrong in my thinking, please chime in.

The Iraq Supreme Court order was that the 17% was unconditional or Baghdad not sending the 17%? Admittedly, I do not study the articles nearly as much as I once did. Thanks 😊

1) Kurds stopped sending oil profits to Baghdad because Baghdad stopped paying Kurd wages. Major point of contention.

 

2) Kurds have always kept a good portion of the  oil profits and not told Baghdad about ALL of the profits. Major point of contention.

 

Points 1 and 2 are the major obstacles when Baghdad and Erbil come together each year before the budget can be passed. They play the he-said-she-said game.

 

3) The 17%, or thereabouts, has been in the Budget law. A law with a definitive start date and a definitive end date. Once the law expires, everyone including the Kurds have to go back to the drawing table to negotiate the next year's budget. (I say next year's budget with a tinge of sarcasm due to the fact that 85% of the time they are still negotiating the "next year's budget well into "the next year"). 

 

4) Until a more stable law (one that does not expire without legislative interference) is passed, Baghdad and Erbil will always be on this merry-go-round of negotiations with the Kurd oil, no matter what the Iraqi Supreme Court has to say.

 

In other words as long as Iraq keeps themselves in this endless cycle of passing laws in the Budget,, a one-year law in and of itself, they are not permanent and hold no validity past their expiration date. Case in point, the oil profits from the Kurds. Anything placed in the Budget law is only good for one year, unless a law is passed outside of the budget law.
