ERBIL — Iraqi Prime Minister Mustafa al-Kadhimi on Friday held separate meetings with UN Secretary-General Antonio Guterres and World Bank Vice President for Middle East and North Africa Ferid Belhaj on the sidelines of the UN General Assembly.

During the meetings, the latest political and economic developments in Iraq were discussed, with the main discussions centered on the challenges faced by the country in this regard, PM Kadhimi's office said in a press release.

"During the meeting, they discussed the situation in Iraq and the government's efforts to mitigate political differences by adopting the national dialogue initiative between political forces," the press release said, referring to Kadhimi's meeting with Guterres.

The pair also highlighted Iraq's sovereignty, education infrastructure, as well as issues related to drought, the press release noted.

In his meeting with Belhaj, Kadhimi addressed Iraq's "positive growth" in the sector of economy, underlining the financial and economic cooperation between Baghdad and the World Bank.

"The Prime Minister affirmed Iraq's determination to continue the economic reform program and to lay solid foundations for sustainable development, creating an attractive investment environment and emphasizing cooperation with the World Bank in the areas of modernizing the country's water policy and food security projects."

Iraq is struggling with a political impasse caused by disputes between the major political parties, particularly the Sadrist Movement and pro-Iran Coordination Framework whose demands for the process continue to diverge.

Led by the powerful Shia cleric Muqtada al-Sadr, the Sadrist Movement demands that the parliament should be resolved and an early election has to be held, and the Coordination Framework says the parliamentary sessions should be resumed in order to form a new service government.

Al-Kazemi said: "I will call for a third round of national dialogue to solve our problems, and we have no way but dialogue."

He added, "We have an opportunity to build Iraq, and everyone should bear responsibilities towards that."

He added: "In my speech at the United Nations General Assembly, I will explain the political, economic, cultural and climatic reality and the many challenges (in the country)."

He stated that "the stability of the region has positive repercussions on the situation in Iraq," noting that his country "succeeded in converging views between Iran and Saudi Arabia and other countries that succeeded in restoring their relationship with each other after that."

Mr. President:
Iraq is a historical country deeply rooted in human memory and represents a living experience of hope, and there are great challenges that seem difficult, especially at the level of internal political conflict.
The Iraqis, despite the difficult circumstances, used that spirit of hope to fight terrorism and defeat it on behalf of the whole world, and the task was difficult, and our people made great sacrifices not only to liberate their lands from the terrorist gangs of Daesh , but also to prevent this dangerous organization from threatening human beings everywhere and undermining its destructive definition. I recall here the Iraqi martyrs who gave their lives to defend the values of freedom, justice, democracy and human rights.
During that just war, the Iraqi military forces acquired unique skills in fighting Daesh, law enforcement and peacekeeping, and Iraq benefited from the experiences of its allies in its fight against terrorism, renewing our renewing thanks and appreciation to them and the call of the Government of the Republic of Iraq to continue to confront the phenomenon of international terrorism and its supporting groups.

The Government of Iraq is working to build the State and maintain its prestige on the basis of coexistence among all components of the Iraqi people, while respecting sectarianism the diversity and pluralism of intellectual, religious and pluralism under the supremacy of the values and principles of justice and equality, freedom of expression, peaceful demonstration and human rights, strengthening law enforcement agencies, working to strengthen accountability measures, stopping individual violations and holding perpetrators capable, working to confine weapons to the state, preventing their possession and use outside the framework of the law and State institutions, and investigating their use against Citizens, members of the security forces, holding employees accountable in accordance with the law, and applying justice to all.

Mr. President:
Iraq is keen to be a source of stability in its regional and international surroundings, and seeks to bring the views closer together and to work to find peaceful and sustainable solutions to regional crises and differences among the countries of the region by putting forward many initiatives aimed at ensuring the protection of peace and security in our region, which has suffered from wars and crises for a long time. As an extension of this balanced policy, Baghdad has hosted many meetings between these countries, which is the result of the balanced policy by which this government works and Iraqi diplomacy works with countries, and works for the benefit of all parties in the interest of the peoples of the region who have historical relations, as well as have encouraging regional cooperation and defusing crises in the region.
The Baghdad Conference on Partnership and Cooperation in August last year enjoyed wide participation by regional neighbors, brotherly and friendly countries, where the conference came up with important recommendations embodied in the Baghdad Declaration Summit.

Mr. President:
It is no secret to everyone that Iraq is through difficult climatic conditions due to the scarcity of water resources, the change of riverbeds that it shares with going countries, and the establishment of projects taking into account their effects on water quotas and the equitable use of riparian countries. They are nature reserves on the World Heritage List, which have led to an increase in desertification and internal displacement due to natural factors, the loss of livelihoods for many families, and have also led to a reduction in the proportion of agricultural land. Call CInvite the countries of the region to dialogue to resolve water issues in accordance with international laws and agreements.

In parallel, we have not lost sight of the need to develop the education and culture sector. We have placed the implementation of the objectives of the National Strategy for Education and Public and Higher Education for the year 2030 at the top of our priorities, the most important of which is to increase the enrollment rate in schools to reach (100%), improve the quality of public and higher education, develop technologies and educational technology, and enhance skills in accordance with the requirements of the labor market and economic development. We have launched the National Initiative for Early Childhood Development, which covers a period of 10 years, with the aim of reducing the illiteracy rate in our society and providing an appropriate educational environment for our children, especially as several segments suffer from the repercussions of wars, confrontations and corruption that have hit the foundations of the educational sector. We have embarked on a campaign to build hundreds of schools in various governorates after suffering from significant shortages over the past decades, as well as facilitating tasks for the construction of universities and colleges.
Mr. President:
We affirm Iraq's firm position towards the Palestinian cause and the right of the Palestinian people to exercise their legitimate rights and to respect the historical status of the city of Jerusalem and its holy sites. While stressing our concern for the territorial integrity and integrity of Syria, we support the holding of political talks between all Syrian parties and support the efforts of the Special Envoy of the Secretary-General of the United Nations, in accordance with the relevant Security Council resolutions .

Iraq shares with the countries of the world that regional crises and wars have their consequences on all countries of the world, and that peoples always pay the price for these wars, as they affect all aspects of life, especially energy supply, food and insecurity . We therefore stress the need to find peaceful and sustainable solutions to regional and international crises through dialogue, not to resort to the use of force in order to preserve international peace and security and to save the world economy and humanity from the repercussions of these wars.
In conclusion, the challenges facing my country, Iraq, today are the result of long accumulations that we are working to dismantle, and our hope is that our society, of which young people make up the largest part, aspires to uphold and defend democracy as a way of life and mechanisms for good governance. Our young democratic experience continues to have a spirit of courage and hope and needs the understanding and support of the international community in order to continue contemporary nation-building and reconstruction, to provide services and to build infrastructure destroyed by wars. We believe in the need to invest in people and work to implement the Sustainable Development Goals, in cooperation and comprehensive partnership with our regional neighbors and the international community.

Mustafa Al-Kadhimi, Prime Minister of the Republic of Iraq, addresses the general debate of the 77th Session of the General Assembly of the UN (New York, 20 - 26 September 2022).

The Prime Minister of Iraq, Mustafa Al-Kadhimi, told the General Assembly his country “looks forward to receiving further UN support in reconstructing the liberated areas affected by the occupation of ISIS terrorists.”

Addressing Member States on Friday (23 Sep), Al-Kadhimi also mentioned “the potential UN aid to respond to the urgent and necessary humanitarian needs to enhance Iraq's capabilities and efforts to rebuild the destroyed infrastructure in a way that would help these cities and their people, including IDPs to return to normal life again.”

Recalling the fight against the Islamic State, the Prime Minister said that “despite the difficult circumstances, Iraqis employed that spirit of hope to fight terrorism and defeat it on behalf of the whole world.”

“The task was arduous, and our people made enormous sacrifices not only to liberate their land from the terrorist gangs of ISIS but also prevent them from threatening people everywhere and uprooting its destructive ideology,” said the Iraqi leader.

Al-Kadhimi also mentioned the situation in the Al-Hol refugee camp in Syria, saying his government has “continued their efforts to help repatriate the Iraqi families” that live there and "reintegrate them into their hometowns.”

“I want to point out here that we have developed a comprehensive governmental program for the reconstruction of the liberated areas, the rehabilitation of infrastructure, and the safe and voluntary return of the displaced,” the Prime Minister added.

Al-Kadhimi spoke about climate change, saying that “it is no secret that Iraq is going through difficult climate conditions due to the scarcity of water resources, the change of river courses that Iraq shares with neighboring countries, and the building of projects without taking into account their effects on water quotas, and the fair use of riparian countries.”

“All of these conditions combined led Iraq to become the fifth most vulnerable country to climate change,” the Prime Minister Added.

The leader noted that “Iraq is an oil-producing country that has participated in the progress and development of the global economy since the beginning of the twentieth century”, but, as it suffers from climate change, “it will also suffer from all the measures taken to address this phenomenon, and the reduction In dependence on fossil fuels.”

I'm Iraqi and a teacher in Iraq . I have faced lots of wars and problems. As you know teachers in most countries have good salary and even houses , but here no one care of teachers.  So how could this country lives in high peace with out respect its teachers !!!!

Prime Minister Mustafa Al-Kadhimi gave a really well written speech.  Also the Prime Minister thanked everyone who has helped Iraq financially.  Most diplomats come to the UN demanding western countries financial help.  As a taxpayer from a western country, I find it puzzling that countries are demanding financial support for every need imaginable.  All countries are in need. And the western countries are also on tenuous ground financially.  If the western countries fall… the rest of the world will also be in danger.  However…. a thank you… is much appreciated and not given very often. Iraq has gone thru a long unstable period of time… hopefully their oil reserves will help the Iraqi people with their building projects.

Prime Minister Mustafa Al-Kazemi stressed to his Ukrainian counterpart, Denis Shmygal, the need to find a way out of the ongoing war with Russia, as soon as possible.   

 

  

A statement issued by Al-Kazemi's office said, "Nass" received a copy of it (September 23, 2022), that "Prime Minister Mustafa Al-Kazemi met today, Friday, in New York, with the Ukrainian Prime Minister, Mr. Denis Shmygal, on the sidelines of participation in the meetings of the General Assembly of the United Nations. Al-Kazemi stressed, during the meeting, "the need to find an end to the war in Ukraine as soon as possible, and to resolve differences by peaceful means."  

  

He pointed out that "Iraq has long suffered from armed conflicts and conflicts, and today it stands against the logic of war, and that the long Iraqi experience with wars has proven that there is no winner in them, and that they leave nothing but destruction and devastation."
