Shafaq News/ A leader in the coordination framework, which brings together the Shiite forces with the exception of the Sadrist movement, revealed on Monday the fact that the framework forces intend to withdraw the nomination of Muhammad Shi`a Al-Sudani for prime minister during the coming days.

The leader in the framework, MP Muhammad Al-Sihoud, told Shafaq News, "There is no truth to the news that talked about changing the framework's candidate for prime minister, Muhammad Shia Al-Sudani, with any other candidate, and the framework adheres to this nomination and does not intend to change it."

And he indicated that "such rumors aim to confuse and confuse the papers, but the truth is that Muhammad Shia Al-Sudani is the candidate for the only coordination framework for the prime minister, and there is no intention to withdraw this nomination, as some are trying to spread such rumors."

The announcement of the coordination framework for the nomination of Muhammad Shia al-Sudani for prime minister, angered the Sadrist movement and its leader Muqtada al-Sadr, who categorically rejects the nomination of any person from the framework to head the government. It was open and lasted for a month before breaking it up and heading to storm the presidential palace at the end of last August. Against this background, the security forces forcibly broke up the storming and armed clashes broke out between them and the armed wing of the Sadrist movement, Saraya al-Salam, which left dozens of victims and hundreds wounded on both sides.

The president's post crisis.. Conflicting statements from the Democrat regarding the 'joint candidate'

Baghdad - people

Attention is once again turning to the Democratic Party and the Patriotic Union of Kurdistan, in the issue of the presidential candidate, but the scene still prevails at a time when the Kurdistan Democratic Party is making "conflicting" statements regarding whether or not to agree on one candidate for the presidency with the Patriotic Union of Kurdistan.

Kurdistan Democratic Party MP Sharif Suleiman said in a statement to the official channel, followed by "Nass" (September 12, 2022), "We are proceeding in the Kurdish House with our dialogues, and we have reached satisfactory results, and we will agree on a joint candidate for the presidency with the Patriotic Union of Kurdistan before going to Parliament." This is in contrast to what was made by the Kurdistan Democratic Party’s spokesman, Mahmoud Muhammad, in a statement to his party’s media, in which he denied “the agreement with Al-Yakti on one candidate for the presidency.”

Suleiman added, "We must get out of the blockage... Iraq is a trust in everyone's neck, and we must get out of the blockage, and we must reunite through steps that are satisfactory to all."

He continued, "In the Kurdistan Democratic Party, we believe that everyone should sit at the same dialogue table, whether between the two Kurdish parties and the rest of the political parties."

He added, "Alekti and Al-Party are still sticking to their candidates for the presidency of the republic, but dialogues and meetings are continuing, and there is confirmation that there is a commonality between the two parties."

From another angle between Suleiman, "If the solution is to dissolve parliament, then let parliament be dissolved, but the ground must be prepared for its dissolution and then its dissolution, and we are afraid of reaching unimaginable levels."

Earlier, the Kurdistan Democratic Party denied the existence of a joint candidate between it and the Patriotic Union of Kurdistan, for the position of President of the Republic.

The spokesman for the Kurdistan Democratic Party, Mahmoud Muhammad, said in a statement to the media affiliated with his party, followed by "Nas" (September 12, 2022), that "dialogues with all political parties are continuing, and that we do not have a joint candidate with the Patriotic Union for the post of President of the Republic."

The KDP spokesman also indicated that "a solution to the political crisis in Iraq should be found."

Earlier, a member of the Political Bureau of the Kurdistan Democratic Party and the official adviser to the presidency of the region, Jaafar Eminki, announced that an understanding was reached with the Patriotic Union of Kurdistan to put forward a joint candidate between them to take over the post of President of the Republic.

Eminki said, in a statement to Al-Ittihad media, followed by "Nas" (September 10, 2022), that "there was a misunderstanding between the Patriotic Union of Kurdistan and the Patriotic Union of Kurdistan before, but now the leadership of the two sides believes that the situation in Iraq is not at a level that bears the differences between the two sides." ".

Eminki stressed, "There is now a good understanding between the Patriotic Union of Kurdistan and the Kurdistan Democratic Party on the situation in Iraq, and this time we will have a joint candidate for the post of president."

Victory: Abadi with a balanced political agreement that brings together the framework and the current to resolve the crisis

{Political: Al Furat News} The spokesman for the Al-Nasr coalition, Ahmed Al-Wondi, confirmed that the vision of the leader of the coalition, Haider Al-Abadi, was and still is with finding a balanced political agreement that combines what the coordination framework and the Sadrist movement want together.

Al-Wondi pointed out that this agreement is “within the framework of a national constitutional agreement to resolve the crisis, and does not believe in the politics of dominance and breaking the will, because they lead to war and chaos, or perpetuate the crisis, which is what some seek!!”

He pointed out that "Al-Abadi's visions and positions are clear and announced since the beginning of the crisis, and they do not come to gain a privilege, to score a point, or as a reaction to a position or statement here or there. Al-Abadi is a moderate politician, and wherever he is positioned, he will not abandon moderation as a political line to deal with crises and in a manner that serves the country’s higher interests.

Erbil (Kurdistan 24) - The coordination framework announced today, Monday, that it had reached "advanced understandings" with other political forces on resolving the political crisis in the country.

The political crisis that erupted after the October elections led to street violence described as the worst clashes the country has seen in years.

Militants of the Sadrist movement exchanged machine-gun and rocket fire with government forces and the factions affiliated with the coordination framework.

This came after the leader of the Sadrist movement, Muqtada al-Sadr, announced his "final" withdrawal from politics and allowing demonstrators to storm government buildings.

Al-Sudani's candidacy sparked protests by the Sadrists, who also demand the dissolution of parliament and the holding of early elections, which their opponents reject within the coordination framework.

The coordinating framework said in a statement that it had reached "advanced understandings with the national forces," declaring at the same time "its full adherence to his candidate for prime minister, Muhammad Shia'a al-Sudani."

Al-Sadr won the majority in the 2021 elections but withdrew all of his deputies, nearly a quarter of parliament members, and then resorted to moving his supporters in the streets after his current failed to form the new government.

The Shiite cleric's opponents, most of whom are close to Tehran, tried to form a government in the face of protests and unrest, but they also failed.

{Politics: Al-Furat News} The leader of the Patriotic Union of Kurdistan, Ghiath Al-Sorji, revealed today, Tuesday, that the Kurdish talks about coming up with a single candidate for the presidency have not developed.

Surji told Al-Furat News: "There is no development in the Kurdish discussions about the position of the President of the Republic, and it is not possible to nominate new names for the position of the presidency for violating the constitution."
He added, "The Speaker of Parliament, Muhammad al-Halbousi, opened the door for nomination, and about 40 people were nominated for the position, and at the present time, no one can nominate again."
Sorji pointed out that "the two sides adhered to their position and their candidates, but there is a desire and goal from both sides not to repeat the 2018 scenario and to agree to go with one candidate to Parliament."
On Monday, the leader of the Kurdistan Democratic Party, Wafa Muhammad Karim, announced a preliminary agreement for the presidential candidate.
Karim told Al-Furat News that the file of the Presidency of the Republic had been completed through a semi-preliminary agreement that the Kurds would go to Baghdad with one candidate, and the two parties would announce the name of the candidate an hour or a day before the presidential election session, suggesting that Latif Rashid would be chosen for the position.

Video: The coordination framework intensifies its meetings and records a remarkable movement!

In the negotiation race, the coordinating framework intensifies its meetings and records a remarkable movement, especially after the last position of al-Sadr’s allies in calling for the dissolution of Parliament, but there are those who believe that these negotiations will not succeed if they continue from one side at the expense of another party that can move the street.

The truce between the framework and the current may last until after the fortieth visit, or it may not last, but the data, according to what the political parties say, indicate that the dialogue between the two parties is suspended, but it may resume at any moment.

On the ground and in the negotiating rooms, the coordinating framework is the most involved in the dialogue with the rest of the political blocs, as he praised, in a brief statement, the step of al-Sadr's allies in refusing to withdraw from parliament, stressing that he will continue to discuss in preparation for a parliamentary session soon.

Speaking about the framework replacing its candidate for prime minister, Muhammad Shiaa Al-Sudani, the framework leaders denied any intention to replace Al-Sudani and put other personalities in his place, indicating that the framework forces will not retreat one step from their only and appropriate candidate, as they described.

Despite the progress of the negotiations between the framework forces, the Kurdistan Democratic Party and the Sovereignty Alliance, some political blocs, such as the Victory Coalition, favor neutrality in standing with any balanced political agreement that combines what the framework wants and the current aspires to.

Framework negotiations

1- A political and popular truce overshadows the framework’s maneuvers and the current, and their continuation or not is dependent on dialogue

2- In the context of dialogues, the coordination framework moves at an accelerated pace and praises the position of Sadr’s allies

3- Close to the framework: There is no intention to replace the prime minister’s candidate Muhammad Shia Al-Sudani with other candidates

4- The victory coalition confirms: We stand with any balanced agreement that achieves what the parties to the conflict want, the framework and the current

And about the Sadrist movement's failure to accept dialogue or consensus with the forces of the coordination framework, he stressed that "we will work to be part of this government." Earlier today, Wednesday, Representative of the Coordination Framework, Thaer Makheeb, revealed that Parliament Speaker Muhammad al-Halbousi had received an official request to return to parliament sessions after the end of the Arbaeen visit ceremony.

Makheif told "Baghdad Today", "The Speaker of the House of Representatives, Muhammad al-Halbousi, received an official request for the return of the parliament's sessions after the end of the fortieth visit ceremony, and this request was submitted by more than (190) deputies from different political blocs."

And he indicated that "the presidency of the parliament has become obligated, according to the internal system of the council, to set the date for the return of the council's sessions according to the official request submitted to it."

He pointed out that "there is no justification or excuse for the continued disruption of legislative and oversight work."

The framework forces are seeking to complete the parliamentary sessions and define the personality of the president of the republic by the Kurdish side, so that they can form a new government represented by its president appointed by them, Muhammad Shia.

Despite all the dialogues, sessions and calls for consensus, the Sadrist movement and their leader Muqtada al-Sadr still refuse to enter into any dialogue or agreement with the coordination framework, stressing at the same time that they will not return to Parliament in light of the demands for their return.

The Sadrist movement refuses to form a new government before going to dissolve parliament, hold early elections and leave the political forces that have held matters for years.

The political situation is witnessing a severe crisis that affected several aspects, most notably the security aspect, what happened in the Green Zone and the bloody night in which dozens of security forces and supporters of the Sadrist movement were killed.

3,997 Policy 2022/09/13 21:52 Baghdad today -

The source said in an interview with (Baghdad Today), that "the coordinating framework realizes the importance of its position in the Iraqi political arena, as it is the largest bloc in Parliament, and bears a national and moral responsibility for setting mechanisms that guarantee the solution of the political blockage in the country and the crossing to the bank of safety, especially after the recent Green Crisis ."

The source added, "The coordinating framework actually moved by some of its leaders by holding unannounced meetings with important Sunni and Kurdish forces and currents in order to explain the framework's general view of the solutions offered to the crisis and the repercussions of its survival on the Iraqi scene, pointing out that 3 meetings actually took place in the past weeks. The Kurdistan Democratic Party sets the date for submitting a “settlement” candidate with Al-Yakti for the presidency of the Republic

Baghdad - people

The Kurdistan Democratic Party has set, on Wednesday, the date for submitting a "settlement" candidate with the Patriotic Union of Kurdistan for the presidency.

Party member Wafaa Muhammad said in a statement to the official channel, followed by "Nass" (September 14, 2022), that "there are doubts about holding a parliamentary session or not, and will there be a political agreement for the Kurds and sovereignty to enter this session? And will there be a blessing from the Sadrist movement? For this session?.. Therefore, we say that there is almost an agreement that Al-Party and Al-Lekte will continue to present a compromise candidate if a date for a parliamentary session is agreed upon for a day or two, not now.

Muhammad added, "We are now waiting for the end of the Arbaeen visit, and the visit of a tripartite delegation to Al-Hanana, and this is one of the priorities before nominating a candidate for the presidency."

He continued, "The nomination of the President of the Republic is one of the secondary issues now, and there is almost an agreement between the Party and the Federation. If a session is held to announce the presidential candidate, the two parties will go with a compromise candidate."

He explained, "As for the names that are going on, whether from the Union or the Party about the presidential candidate, they are fake, and the announcement and official statements of the two parties must be followed up in this regard."

Concerns about the position of the chest

Report: The coordination framework mobilizes suppor t for the formation of the new government

2022.09.15 - 11:06
Report: The coordination framework mobilizes support for the formation of the new government

Baghdad - people

A press report, Thursday, shed light on the movement of the coordination framework to mobilize support for his candidate for prime minister, Muhammad Shiaa al-Sudani, while pointing to fears of the responses of the leader of the Sadrist movement, Muqtada al-Sadr.

And the newspaper "Independent Arabia" stated in a report (September 15, 2022), which was seen by "Nass", that "the State of Law coalition revealed the imminent dispatch of an agreed committee of political parties to Muqtada al-Sadr's house before the parliament session was held to discuss finding solutions to the political crisis." He explained that "there is a national agreement to hold a session of the Iraqi parliament."

Below is the text of the report:

It seems that the Green Zone clashes in the Iraqi capital, Baghdad, may be repeated, in light of the insistence of the "coordinating framework" to form his government headed by Muhammad Shia Al-Sudani, a former member of the Islamic Dawa Party, regardless of the warnings and advice of the dire consequences of this step on the political and security situation in the country.

Within this context, the position of the leader of the "State of Law" Nuri al-Maliki, who called in a statement not to talk about dissolving Parliament because it had become in the past after the Federal Court's decision to reject the case, and to focus on forming the government and providing services to citizens, represented a veiled message to the leader of the Sadrist movement Muqtada Al-Sadr confirms the rejection of all his demands related to the dissolution of parliament and reforms in many issues.

The matter did not stop at Al-Maliki’s statement, but the situation gradually escalated during the past hours, apparently in an attempt to pressure the leader of the Sadrist movement and push him to dialogue with the “framework” or wait for his popular responses, when a statement by the “coordinating framework” affirmed its adherence to the Sudanese and welcomed the position of the Sovereignty and Democratic Alliance. Kurdistan regarding the formation of the government.

In a statement, Al-Attar expressed its great appreciation for the national and constitutional position of the Sovereignty Alliance (led by Muhammad al-Halbousi, Speaker of the House of Representatives) and the Kurdistan Democratic Party (led by Massoud Barzani) after their meeting in Erbil, where the two parties announced their adherence to the constitutional option in holding early elections after creating the appropriate climates for them. And under the supervision of a government with full powers and the return of constitutional institutions to practice their work.

Continuing the conversation

The framework affirmed its "continuity of dialogue with all parties to implement the constitutional obligations, the return of institutions to perform their tasks, and the formation of a government with full powers, in order to spare the country more crises," noting that it will do everything possible to expedite the creation of appropriate conditions and ensure the participation of all.

The escalation of the "coordinating framework" regarding the formation of the government came after a series of meetings held by the US Assistant Secretary of State for Middle Eastern Affairs Barbara Leaf with the Iraqi political leaders, in which she urged them to form an Iraqi government that includes all political blocs to meet the demands of the Iraqi people and not exclude political parties. In reference to the leader of the Sadrist movement.

The "State of Law" coalition revealed that an agreed committee of political parties would soon be sent to Muqtada al-Sadr's house before the parliament session was held to discuss solutions to the political crisis.

A member of the coalition, Wael al-Rikabi, said that "there is a national agreement to hold a session of the Iraqi parliament, but before that, a tripartite committee agreed upon by the political parties will be sent to the leader of the Sadrist movement in al-Hanana to discuss the crisis," noting that the meeting will reveal matters in a real way, and al-Rikabi explained that the political blocs Do not object to the selection of the "coordinating framework" for a candidate for the position of prime minister after the Kurds agree on one candidate to elect him in the session, pointing out that all political forces are in agreement to get out of the political impasse, and that the names should not be an obstacle between them and that, and to go towards the constitutional mechanisms that Approved by the Federal Court to reject the call to dissolve Parliament.

Sudanese is our candidate

Al-Rikabi stressed the "framework"'s adherence to its candidate that there should be a dialogue to get out of the blockage, noting that "this matter is up to the results of those dialogues, but it is important that the parliament session be held to discuss many issues and reach solutions according to the constitutional mechanisms."

Despite the optimism of the "coordination framework" that the government could be formed through agreements with former allies of al-Sadr, all indications confirm the difficulty of passing a new Iraqi government without the approval of the Sadrist movement and the implementation of at least some of its conditions at the stage of forming the government, distributing ministerial positions, and selecting the candidate for the position of prime minister. .

Serious consequences

The former Kurdish MP, Abdul-Bari Zebari, suggested the possibility of forming a government by bringing together the "sovereign" and "democratic" allies of al-Sadr, but at the same time warned that this matter would have serious consequences, and Zebari said that "the visit of Parliament Speaker Muhammad al-Halbousi to Erbil was aimed at Discussing the expected procedures for early elections, but after the formation of the government according to the constitution, and this is consistent with the position of the framework,” indicating that this position indirectly means that the framework will form the government in alliance with the two allies of the Sadrist movement if the demands of the two parties are fulfilled, and Zebari added that isolating any party from forming the government Especially the Sadrist movement will not be a stabilizing factor but rather a provocation, and it will irritate the street because the movement was not satisfied with being a spectator in this situation.

The "framework" needs to make a series of concessions to the "Sovereignty" and the "Kurdistan Democratic Alliance", which are among the conditions that the two parties submitted to agree to participate in forming the government. It seems difficult to convince all its parties to implement them, especially related to the work of the armed factions.

The "Sovereignty" coalition, which represents the Sunnis in Iraq, stipulated acceptance of participation in the government if the "framework" withdraws the Shiite militias and factions in the areas liberated from ISIS, and the issuance of a general amnesty law and the return of the residents of Jurf district, north of Babil, and the removal of the armed factions from it.

Shiite factions spread in large areas on the outskirts of the governorates of Kirkuk, Salah al-Din, Anbar and Nineveh, and the Kurdistan Democratic Party stipulated on the "framework" the implementation of Article 140 of the Iraqi constitution regarding the disputed areas of Kirkuk, Nineveh, Diyala and Salah al-Din, and the freezing of the Federal Court's decision considering the export of oil from the region not Legal, enactment of a new oil and gas law and affirmation of balance and partnership in the management of the state.

The task is difficult

The head of the Iraq Center for Strategic Studies, Ghazi Faisal, rules out that the "framework" will be able to gather the number needed to hold a session during which the President of the Republic will be elected, while noting that his insistence on the nomination of Al-Sudani constitutes a provocation to the Sadrist movement, and Faisal said that "certainly the coordinating framework and its allies cannot alone." With 180 votes in Parliament, they go to form the next government and assign the Prime Minister without finding radical solutions to the issue of nominating and electing the President of the Republic, which constitutes an essential station before assigning the Prime Minister by Parliament,” indicating that there is no consensus on this issue between the Kurdistan Democratic Party and the Kurdistan Union.

He explained that both the "Victory" coalition and some other forces in the "coordinating framework" call for the Sadrist movement to participate in the nomination of the prime minister and the election of the Council of Ministers through the House of Representatives, pointing out that the issue of nomination faces a problem, which is that the "framework" insists that the only candidate For the prime minister, Muhammad Shiaa al-Sudani, which constitutes a provocation to the Sadrist movement.

Faisal suggested that the confrontation between the Sadrist movement and the “coordinating framework” would continue, in addition to the fact that the political atmosphere between the forces that make up the political map in Parliament does not provide an opportunity to elect a president, assign the prime minister and form a government, pointing out that the facts and realistic material data do not achieve the goals of the “framework.” He added that "the conflict will continue because it is over benefits, money and wealth rather than a struggle to serve the issues of the Iraqi people in the face of poverty, underdevelopment, unemployment and slums," noting that these and other files constitute an essential factor for the return of the October people to demonstrate and protest, and may ally with the Sadrist movement.

The Iraqi parliament session was "blown" by expectations... and an American-French entry on the line of settlements

As today officially ends the fortieth visitation
Friday - Safar 20 1444 AH - September 16, 2022 AD Issue number [15998]

The fortieth visit officially ends today, Friday (Reuters)

Today officially ends the fortieth visit of millions of Shiite Muslims to the city of Karbala, amid fears of an outbreak of violence due to the failure of Iraqi political circles to reach a settlement to the crisis of forming the Iraqi government. While sources close to the forces of the Shiite coordination framework confirm that there is agreement to hold the parliament session within the next week or two, other political forces (Kurdish and Sunni) prefer to reach a comprehensive settlement of the crisis between the two Shiite rivals (the Sadrist movement and the coordination framework).

While the leader of the Sadrist movement, Muqtada al-Sadr, has not announced any new position for days, in the absence of spokespersons or spokespersons for the Sadrist movement who could replace him in the event of his absence, the expected session of the Iraqi parliament is still blown by expectations. Al-Sadr had clearly defined his position before his absence about a week ago, which is to hold early elections under a government supervised by the current Prime Minister Mustafa Al-Kazemi, while it became clear that the coordinating framework forces had become divided over the possibility of reaching compromises with Al-Sadr.

Based on identical sources within the coordination framework that includes different forces, some of which have different views on how to tackle the political crisis, some of them are not about to make any concession to Sadr.

Those sources add to Asharq Al-Awsat that, “Some of the coordinating framework forces that reject Mustafa Al-Kazemi’s stay are not inclined to maneuver with Al-Sadr in terms of the possibility of replacing their candidate for prime minister, Muhammad Shia Al-Sudani in favor of another candidate who may not necessarily be Al-Kazemi, but rather another figure that Al-Sadr can accept.” , such as former Prime Minister Haider al-Abadi, or even reviving the idea of nominating Jaafar al-Sadr for the position.”

On the other hand, "other parties within the coordination framework are ready to reach an understanding with Al-Sadr, even in the possibility of Al-Kazemi staying for a transitional phase, but on conditions that must be agreed upon." In contrast, the two different parties within the coordination framework and according to the same sources "still look at the final position of the Kurds and Sunnis regarding the equation of keeping Al-Kazemi or replacing Al-Sudani and Al-Kazemi in exchange for putting forward another name, such as Al-Abadi."

Those sources believe that "the Kurdish and Sunni position represented by the Sovereignty Alliance led by Muhammad al-Halbousi and the Kurdistan Democratic Party led by Massoud Barzani differs from the position of the Sunni determination led by Muthanna al-Samarrai and the Patriotic Union of Kurdistan led by Bafel Talabani," indicating that "Barzani specifically does not accept al-Sadr's approach, which includes the survival of the president." The current republic is Barham Salih with Al-Kazemi staying, while the determination of the Sunni and the Patriotic Union prefer that, which means that there is a Sunni-Sunni and Kurdish-Kurdish disagreement about Al-Sadr’s approach.”

In the absence of a clear Iranian position on the crisis of forming the Iraqi government, after the nuclear file talks between it and the major countries reached a dead end, it is expected that Iran will enter the crisis line, which the United States is now looking at with suspicion, although, according to what was announced by Washington through A high-ranking US State Department official said she was ready to engage with Tehran in reaching an understanding regarding the possibility of resolving the Iraqi crisis. The two countries that are most interested now in the Iraqi file in terms of fear that the situation in the country will slide into violence again are the United States of America and France.

Yesterday, the US ambassador to Iraq met with the leader of the Wisdom Movement and leader in the coordinating framework Ammar al-Hakim, who in turn met with the French ambassador to Iraq. According to the statement issued by Al-Hakim's office, during his meeting with both ambassadors, he stressed "the importance of forming a national service government capable of managing the phase and restoring the public's confidence in the political system." Al-Hakim added that "Iraq cannot be reduced to one nationalism, sect or political address, and we also stressed the need to adhere to the political system, as it is the product of the sacrifices of martyrs in the face of dictatorship and terrorism." He also stressed the “importance of everyone’s inclusion in the political scene,” noting “the need for everyone to attend, so no party can block another place,” while noting that “presence in the political scene does not necessarily mean participation in the government, but rather through the political decision and the maturation of a unified vision for the administration.” country.” Al-Hakim called for “restraining to the constitution and the law,” saying that “reform requires the adoption and activation of institutions and the recognized contexts; The current system has put in place mechanisms for its reform and development, and this must be taken into consideration.”
