He added, "The alternative will be appointed as an agency, until the formation of the next government, and the alternative can be the deputy minister," noting that "there is no law in Iraq that determines the duration of proxy appointments, for this appointment by proxy for special grades, in violation of Articles 61 Fifth and 80 Fifth of the Constitution."  

  

And the legal expert continued, "These appointments by proxy can be appealed before the constitutional or administrative judiciary, and the appeal is from everyone who has an interest in accordance with Article 93 III of the Constitution."  

  

Al-Tamimi stressed, "These positions are important and related to the people and services, and choosing people is very important."

Singapore, for example, was a model of a failed state, and we see it today turning into one of the most important countries in the world. In Rwanda in Africa, there was a civil war and massacres, but today it has turned into an important country in Africa. It is unreasonable in Iraq, the founding country of human civilization with an age of nearly 6 thousand years, and we are still dealing with problems in a way of breaking wills.  

  

Wisdom and loyalty are required for this country. It has given us a lot, history has given us and a lot of which we are proud and proud, and we must return part of this beauty to our country, our homeland and our people. This poor people have long been subjected to mismanagement, destitution, and destructive wars.  

  

Our decision in this government was not to get involved in Iraqi blood, neither today nor tomorrow. Iraqi blood is precious, and problems must be solved through dialogue and then dialogue. That is why tomorrow I will call for an Iraqi national dialogue for all the leaders of the country; In order to contribute to finding a solution, think about solving the issue.

A government cannot live without a budget, two years have passed without a budget, but we have run the country. The chance of success is possible if we join hands and deal with the spirit of one teamwork and the spirit of belonging to Iraq.  

  

This government came in exceptional circumstances and succeeded in overcoming all challenges, but it is unfortunate that the government is close to 28 months old, and so far the budget has only been available for six months.  

  

People ask and ask for everything, which is their right. People have the right to ask for paved streets, water, schools and health care, but all this must be balanced; For the government to do its part.  

  

The political blockage was reflected in the formation of the government and the absence of a budget, and we accepted all the challenges and tried to overcome them, and we always faced accusations, slander and injustice with silence for the sake of Iraq, and for our people who deserve a better life than what they are currently living.

In his speech, he said: “The issues of electronic payment corruption for me were the straw that broke the camel's back. It was not a rare case, but it clearly reflected to all parties the extent of the imbalance in the system, as it crystallized the degree to which the status of the state deteriorated and became a puppet of special interests. He believed that an issue of this kind “raises a whole range of questions about how to make the right decisions that affect millions of people and vital state institutions without regard to the public interest. Extensive underground networks of corrupt high-ranking officials, businessmen, politicians, and state employees work in the shadows to control entire sectors of the economy, withdrawing billions from the public coffers. These networks are protected by major political parties, parliamentary immunity, the arming of the law, and even foreign powers.
Although Allawi praised some of the achievements made by Mustafa Al-Kazemi's government, he admitted that "it did not succeed in controlling corruption and then reducing it. Corruption is a multi-headed beast and in the past twenty years it has dug deep roots in the country, it cannot be controlled if there is no policy and consensus to do so, as corruption remains rampant, debilitating and widespread. He also admitted its inability to curb external and internal interference in the state's work and sovereignty.
In addition to his long talk about issues of the economy and corruption, Allawi frequently touched on political issues, the issue of the current Sadrist protests, the position of the Najaf authority regarding the conflict between al-Sadr and his opponents from the Shiite "coordinating framework" forces, and issues related to the constitution and its rewriting.
