Shafaq News/ The Rapporteur of the Iraqi Council of Representatives, Gharib Askar, stated on Saturday that there is a preliminary agreement between the Presidency of the House of Representatives and the political blocs to resume holding legislative sessions after the fortieth visit of Imam Hussein.

In a statement to Shafaq News Agency, Askar said that the parliament will hold its session after the visit to elect the president of the republic and form the new federal government.

He added that there are a lot of holiday laws that need to be read and discussed and will be voted on after the parliament sessions resume.

The political scene in Iraq has undergone a dangerous turn since the supporters of the Sadrist movement led by the prominent Shiite cleric Muqtada al-Sadr stormed the parliament building in the fortified Green Zone in central Baghdad, and protested against Al-Sudani’s nomination for the position of prime minister of the next federal government, and withdrew from it by order of their leader after an armed clash With the security forces and elements of the armed factions.

The Sadrist bloc had obtained the highest votes in the early legislative elections that took place in October of 2021, but the efforts of the leader of the current failed to form the new federal government due to the Shiite coordination framework standing in its way by obtaining a fatwa from the Federal Court with the so-called blocking third in a contract The session for electing the President of the Republic, which paves the way for naming the Prime Minister.

The three-way alliance between the Kurdistan Democratic Party led by Masoud Barzani, the Sovereignty Alliance headed by Khamis al-Khanjar, and the Sadrist movement led by Muqtada al-Sadr was broken following the resignation of the Sadrist bloc's deputies, and the movement's withdrawal from the political process by order of al-Sadr.

The political scene is living in a crisis situation and a dead end unprecedented in the history of Iraq, as more than 300 days have passed since the early elections without being able to form a new government in the country, and the survival of the caretaker government headed by Mustafa Al-Kazemi.

On the tenth of last October, Iraq held early legislative elections to get out of a political crisis that swept the country after large demonstrations in the central and southern regions in 2019 in protest against the widespread unemployment in society, the spread of financial and administrative corruption in government departments and institutions, and the deteriorating reality The service and the livelihood, which prompted the former prime minister, Adel Abdul-Mahdi, to resign under popular pressure.

As soon as the preliminary results of the elections were announced, the voices of political forces and actors rose in their rejection of losing many seats, accusing them of major fraud in the ballot, which was denied by the executive and judicial authorities, at a time when the United Nations and international organizations praised the integrity of the electoral process.

Too right...it's so FUBAR/SNAFU over there, all they seem to do is hold more meetings as they incessantly run their mouths...and still accomplishing sod all.

Anouz: We have accumulated legislation dating back to the time of the monarchy... Parliament must work 3 'shifts' a day

Baghdad - people

On Wednesday, the head of the Parliamentary Legal Committee, Mohamed Anouz, blamed some constitutional texts, which he described as "unclear", for "creating many crises", especially with regard to choosing the largest bloc.

Anouz said, in an interview with colleague Saadoun Mohsen Damad, which was followed by "Nass" (September 14, 2022), that "the political blocs were not qualified to run a country like Iraq, and the evidence is that there are rivalries over the management of ministries and agencies, and we have accumulated legislation dating back to the time of ownership and to this day." ".

He added that "the House of Representatives, represented by its political bloc, had to work 3 shifts a day, and not just as it is a House of Representatives in a stable country with abundant financial resources," noting that "what happened from legislation after 2003, most of it was subject to amendments."

And Anouz stressed that "the constitution did not serve the political process in terms of the current crisis and other crises, and the political forces must realize their responsibilities and justify their presence and work towards the Iraqi people. Without it, what is the purpose of having so many politicians."

And between, "There are many constitutional texts that are not clear, and many of the texts were interpreted and were a source of crises, especially with regard to choosing the largest bloc."

Attempts will be made during the next week to persuade the Sadrist movement to return to dialogue (Getty)

The Coordination Framework Alliance , which includes Iraqi forces allied to Iran, announced today, Friday, that it submitted an official request to the parliament presidency, accompanied by the signatures of 183 deputies, to hold a new parliamentary session, in an initial step to resume the move towards forming the new government, despite the ambiguity of the position of the leader of the Sadrist movement , Muqtada al-Sadr. about it.

On July 30, Parliament Speaker Muhammad al-Halbousi announced the suspension of parliament’s work until further notice after al-Sadr’s supporters stormed the Green Zone and took control of the building located in the center of the fortified international zone in Baghdad.

And the representative of the "Coordination Framework", Aref Al-Hamami, said today, Friday, that "a request was submitted by the parliament's presidency to hold a parliamentary session after the end of the Arbaeen visit (that is, the day after tomorrow, Saturday)," stressing, in statements to reporters in Baghdad, that "the request is signed by 183 deputies, and that he did not specify the reason for the session or what to discuss.

He added that "this step comes in order to reactivate the work of Parliament," stressing that "under the law, the Speaker of Parliament cannot refrain from holding sessions."

This is taking place in light of attempts that will be made during the next week to persuade the Sadrist movement to return to dialogue in order to dismantle the political crisis, and KDP member Wafaa Muhammad stressed, "The importance of the Sadrist movement's return to the political negotiating table before going into the parliament sessions."

He said in a statement that "in the event of a parliamentary session, the coordinating framework must meet the demands of the bilateral alliance (the Kurdistan Democratic Party and the Alliance of Sovereignty) in a unified manner, and if the framework accepts the implementation of those demands that there are guarantees, the bilateral alliance will accept entry to any parliamentary session, otherwise it will not happen. The coordination framework has a quorum of 220 deputies to hold the presidential election session.

He continued, "Our demands are constitutional and clear, but in the end they are considered secondary in comparison to the importance of the movement's acceptance of its return to negotiations," noting that "the return of the current is a matter that must be resolved, and that a delegation will be sent to Najaf to meet al-Sadr and try to convince him."

Earlier, political sources and parliamentarians confirmed, in separate conversations with Al-Araby Al-Jadeed, that there is a serious tendency to cancel the suspension of Parliament’s work and resume its sessions again next week.

The signs of détente in the Iraqi political scene come after more than 330 days of the country's most complex crises since the US invasion in 2003, following unconventional elections held by a new law that divided the country into multiple districts.

The Sadrist movement succeeded in winning the elections by a large margin over the forces classified as allies or supported by Tehran, in addition to the emergence of civil forces and independents for the first time as important figures that cannot be ignored in Parliament.

Holding the session to elect the new president of the republic requires the presence of two-thirds of the parliament’s representatives (220 out of 329), according to what was decided by the Federal Supreme Court, amid fears of not achieving a quorum if the Kurdish forces fail to reach an agreement on one candidate representing them.

The importance of choosing a new president for the country lies in the fact that the constitution obligated the elected president in Parliament, in the same session, to assign the candidate of the "large bloc" to form the government.

Shafaq News/ The extension of the parliamentary bloc denied, on Monday, the existence of a political agreement to hold the next parliament session, at a time when the head of the Irada bloc, Hanan Al-Fatlawi, urged the parliament to "heal."

Head of the Parliamentary Extension bloc Haider Al-Salami told Shafak News Agency, "The news that talks about a political agreement between the Presidency of the House of Representatives and the heads of parliamentary blocs to resume sessions are incorrect," stressing that "there is no agreement on setting a date for the session."

He added, "As the head of a parliamentary bloc, I was not officially informed by the Presidency of the House of Representatives about setting a specific date for the appeal and the holding of parliament sessions."

For her part, the head of the Irada movement, Hanan Al-Fatlawi, said in a tweet, "After the Federal Court confirmed in its last decision that the House of Representatives did not perform its duties... and after the forty-year visit ended, it became obligatory for the House of Representatives to return to its sessions to carry out its constitutional duties and to put the political blocs before the fait accompli. Whether they agree or not, people's interests are more important."

Political analyst: Parliament session next Saturday, and another more important on September 27

{Politics: Al-Furat News} The political analyst, Abu Mithaq Al-Masari, suggested that a parliamentary session will be held next Saturday to elect the first deputy speaker of the House of Representatives.

Al-Masari said; For the “Al-Sistara” program broadcast by Al-Furat satellite channel tonight: “Next Saturday, a parliamentary session will be held to elect the first deputy speaker of the House of Representatives, and on the 27th of this month, if the session goes positive, the president of the republic will be elected and the prime minister will be assigned to form the government.”
"Security arrangements in Baghdad are underway to prevent abuse or encroachment on state institutions," he said.
Al-Masari added that "the meeting of the coordination framework candidate for the prime minister, Muhammad Shiaa Al-Sudani, today was not provocative to any particular political bloc or party, and the country is in danger and the necessity of the path, as independent deputies, Charna and others attended the meeting."
He explained, "The meeting came as an urgent extrapolation, in which the person in charge seemed useful and important towards amending and evaluating his next government, and everyone is seeking to mature the form of the government and move forward with the political process."
Al-Masari added, "So far, the framework has not dropped its approval or participation of the movement in the next government, and it will not turn its back on it and in constant communication with its leaders. Before the forty visit, there were two successive visits to the movement."
He noted that "there is no constitutional text that stipulates that the next government should be one year old. We have a political reference and a constitution. We judge a mechanism regarding the form of the next government. There is no alternative to the constitution despite all the observations about it."
Al-Masari stressed, "The framework has gone on to achieve a strong, service government that fulfills its tasks and obliges others to do so. Everyone suffers, and the conditions when they are presented to special moods at the expense of people's interests are very flawed, and the formation of the government as soon as possible leads to achieving the citizens' demands."
He continued, "The framework does not have harsh conditions or determination, even the leader of the Sadrist movement, Mr. Al-Sadr. We saw from him that he did not object to Al-Sudani's personality as a candidate for the government, but he objected to the selection mechanism and did not officially demand the replacement of Al-Sudani with another candidate."
He considered Al-Masari, returning the cart to the tracks is "the biggest and main concern, and then all matters are subject to negotiation, substitution and replacement. As for the tripartite delegation, it will discuss the participation of the Sadrist movement in forming the government."
He concluded by saying, "The Kurdistan Alliance is supposed to take its turn towards holding the parliamentary session to elect the president of the republic, instead of asking the framework to achieve a quorum of 220 deputies to elect their candidate."
