Iran announced that the Director-General of the International Atomic Energy Agency, Rafael Grossi, will visit Tehran early next week.

The spokesman for the Atomic Energy Organization of Iran, Behrouz Kamalvandi, told the semi-official Fars news agency that Grossi will arrive in Tehran on Monday evening, November 22, and on Tuesday he will hold a meeting with the organization's head, Mohammad Eslami, and Iranian Foreign Minister Hossein Amir Abdollahian.
It is expected that the director of the IAEA will discuss with the Iranian leadership the points of contention between the two sides, including the Tehran government's failure to allow international inspectors to repair the damaged cameras at the Karaj nuclear site.
Grossi had previously announced last week that he still hopes to visit Iran before the meeting of the IAEA Board of Governors scheduled for November 22, but he has not yet received an invitation from Tehran.
Grossi expressed his surprise at the lack of communication with his agency by the new government that came to power in Iran last August.
This comes pending the resumption of international discussions on the possibility of reviving the nuclear agreement with Iran in Vienna on September 29.

France urged Iran to complete the Vienna talks on reviving the nuclear agreement from where it stopped months ago, with Tehran and the major powers preparing to resume them at the end of this month, in light of Western concern over the acceleration of Tehran's activities.  

  

 

  

"My belief is that the Americans are ready to return to the negotiations where they left off in June, in a way that (allows) them to be completed quickly," French Foreign Minister Jean-Yves Le Drian said in an interview published by Le Monde newspaper on Friday.  

He added, "We will realize, from the 29th (November) and the days after, whether this is the Iranian will."  

In 2015, Iran and six international powers (the United States, France, Britain, Russia, China and Germany) concluded an agreement on its nuclear program that allowed the lifting of many of the sanctions that were imposed on it, in exchange for limiting its nuclear activities and ensuring the peace of its program.  

But the United States withdrew from the agreement in 2018 under its former president, Donald Trump, who reimposed economic sanctions on Tehran. A year later, Iran began to gradually retreat from its basic commitments under the agreement.  

Joe Biden, who succeeded Trump as president of the United States in early 2021, expressed his willingness to return his country to the agreement, on the condition that Iran returns to its commitments.  

The concerned parties, with the indirect participation of Washington, engaged in talks in Vienna this year to revive the agreement. Six rounds were held between April and June, and they were suspended shortly after the Iranian presidential elections, which ended with the victory of hard-line conservative Ebrahim Raisi to succeed moderate Hassan Rouhani.  

After Iranian officials confirmed that returning to the negotiating table is subject to the new government's completion of the review of the previous rounds, the concerned parties announced that the talks would be completed as of November 29.  

Le Drian stressed that "the first verification that we have to do is to determine whether the discussion will continue from where it was suspended in June with the previous Iranian government."  

The participants in the talks had previously confirmed that progress had been made in terms of lifting US sanctions and Washington's return to the agreement, in exchange for Iran's return to complying with its terms, without this reaching a final understanding stage.  

Tehran stresses that its priority is to lift the sanctions that were imposed after the US withdrawal, and to ensure that Washington does not withdraw from the agreement again.  

"The success of the negotiations that will begin on November 29 depends on the serious will and practical readiness of the other side to lift the embargo," Ali Bagheri, Iran's deputy foreign minister and chief negotiator for Tehran, wrote on Twitter Thursday.  

Iranian Foreign Ministry spokesman Saeed Khatibzadeh confirmed Monday that "for us, the important thing is to make sure that the sanctions are lifted after the required verifications and guarantees," adding, "Of course, there were points of difference in the six rounds of talks in Vienna, and for this reason we did not reach an agreement." The Iranian Regime CANNOT, and should not, be trusted..! They will use any excuse to do as they please, even blame others to excuse their violating agreements. If they truly intended to honor the agreements, they would adhere to the conditions - showing the world they intend to comply in good faith. However, they are showing their true colors and real intentions to build a nuclear bomb and develop delivery systems. :salute: RON 

 

PS: the world's governments must agree  that they need to remove Iran's nuclear capabilities - issue a decisive decree and warning, then together destroy the facilities & stockpiles ... JMHO...!

Typical Iranian response - they aren't to blame, even though they haven't complied with the terms of the agreement before the US withdrew, and especially afterwards. The Western Powers need to clamp down on the Iranian regime and demand enforcement of the previous agreement before any progress can be made - and if not, the unified threat of military action to destroy their facilities and stockpiles. To sweeten the deal it will also be included in the public apology, America will hand over all technology related to building Nuclear Power Of Plants and HELP the Iranians in their construction, in the name of peace and lasting friendship.

When Muhammad Javad Zarif assumed or accepted the position of foreign minister in the Iranian Islamic regime, in which he sits at the top of the authority, the supreme jurist, he was aware that he was entering an arena to which the concept of "Hobbesian" (Thomas Hobbes), which he considered in his theory about the social contract that “The political society was established as a result of a contract between people, and according to this contract they delegated their affairs once and for all to an absolute authority, which is the authority of the ruler who is in charge of establishing security and peace.”

He was also aware - Zarif - that there is no place for Jean-Luc's theory, which considers the relationship between the ruler and the ruled as a contractual relationship between two equal parties, each of whom respects his obligations before the other party, and he has no right to depart from it or deny it, otherwise the contract will be annulled, in terms that the powers of the ruler are absolute and above all Powers and Responsibilities (Article 110 of the Constitution) and it is up to him to decide to decide and draw public and private policies, at the level of society and the individual, based on the nature that links him directly or indirectly to the unseen as a “deputy of the infallible Prophet” that allows him and gives him this authority “The Prophet is the first of the believers.” from themselves” (Al-Ahzab, 6).  

  

This means that he must remove all the statements he holds about the nature of the diplomatic work that he has practiced for decades, and remove its influences and the liberal and democratic ideas that regulate international relations, before entering the buildings of the Ministry of Foreign Affairs, and the obligation to adhere to the holistic vision imposed by the absolute leadership and the institutions that translate this authority into The state and the assembly, and seize the internal and external tracks, and the strategic and national interests.  

  

When Zarif and the administration he represents headed by Hassan Rouhani entered the negotiating path with the permanent members of the Security Council in addition to Germany, the methodology that governed the path of openness to the international community was not limited to the nuclear dimension or objective and the crisis arising from its ambiguous and disturbing program. The path aims to achieve permanent agreements that lead to strong and natural relations that enhance mutual trust, a vision that does not depend on temporary or temporary, but rather is a “continuous approach”, according to Cardinal Richelieu’s definition of the concept of diplomacy, not immersed in slogans and biased to the logic of the state, institutions, higher interests and sovereignty, and its management with pragmatic flexibility. With all forms of influence, whether in the groups loyal to it or in the military capabilities that guarantee it superiority or achieve balance in the face of what it considers a threat to its existence.  

  

That the Vienna negotiations, led by a new team, considered the closest to the vision of power and revolution, after a break of more than five months, to start from the point they ended with Zarif's team and his leadership, means that the crisis with Zarif and his team revealed to this authority the possibility of getting out of the state of tension and isolation at the lowest costs, And achieving some gains, with a little openness and pragmatism that do not contradict the logic of the revolution and serve it and serve its goals.  

  

The achievement that will be achieved may turn into an entrance to the emergence of centers of power from within the ruling system that may constitute an alternative to everything that is without the position and position of the Leader and his absolute powers, but it dominates publicly the logic of the state, its goals and the interests of the people, as it is the source of authority and legitimacy. What necessitated the mobilization of the forces of the authority and with the consent of its leadership and its silence, and the use of political and economic violence to besiege this threat and ensure its interests and the continuity of its hold on power and return matters to the legitimate channels that it set, and thus hold the negotiating path to be able to record the completion of the agreement in its name and turn it into a balance that supports its survival at the expense of others, Removing the latent danger of change that has begun to appear in the literature and discourse of disloyal political forces, as this authority is the most capable of making concessions and adapting the weapons it used in the face of its competitors.

"Our texts are completely negotiable," said Iranian Foreign Ministry spokesman Saeed Khatibzadeh, adding at the same time: "We witnessed some failures and non-fulfilment of obligations by other parties."

He added, "We are waiting to receive the opinion of the other side on the two documents that we submitted," accusing the other parties of "wanting to play a game in which each side places responsibility on the other," according to Agence France-Presse.

And resumed on November 29 in Vienna, indirect negotiations between Washington and Tehran, which began in April, before stopping in June, after the election of Iranian President Ibrahim Raisi.

The mediation between the two sides is the European Union, which coordinates the implementation of the text, and the other countries participating in the agreement, namely Germany, France, the United Kingdom, Russia and China.

However, the negotiations stopped again on Friday, and the delegations returned to their capitals to study the Iranian proposals. Western diplomats said it was "not clear how it would be possible to bridge this gap in a realistic time frame, on the basis of the Iranian project."

On Friday, the Europeans expressed their “disappointment and concern” over the Iranian demands, and senior diplomats from France, Germany and Britain said that “Tehran is backing away from all the hard-to-reach settlements” during the first round of negotiations between April and June, denouncing the “step backwards.” “.

On Friday, the United States criticized the Iranian authorities, saying that they had not made "constructive suggestions" in Vienna.

A senior US official returning from the negotiations said that "Iran has not demonstrated the position of a country that is seriously considering a quick return" to the 2015 agreement.

He continued, "Tehran presented in Vienna proposals that constitute a retreat from all the settlements it proposed" from April to June, with the aim of "to benefit from all the settlements proposed by others, especially the United States, and to demand more."

And he warned that "we cannot accept a situation in which Iran accelerates its nuclear program, while procrastinating in its nuclear diplomacy."

Khatibzadeh responded to these accusations, saying: "We are negotiating on the basis of the drafts that we submitted to the other party, regarding the abolition of sanctions and compensatory measures."

He added, "We are waiting for the other parties to present their views on the two documents, and new documents and drafts can be exchanged when necessary," noting that negotiations could resume "at the end of the week."

The Vienna Agreement between the six major powers (China, the United States, Russia, France, Britain and Germany) and Iran provides for the lifting of international sanctions imposed on the latter, in return for significantly reducing its nuclear program and providing guarantees that it does not seek to develop a nuclear weapon.

However, the nuclear agreement has been threatened with collapse since former US President Donald Trump announced his unilateral withdrawal in 2018, and re-imposed severe sanctions.

About a year after the US withdrawal, Iran has gradually retreated from implementing most of its basic commitments stipulated in the agreement.
