Iranian "concessions" to revive the nuclear deal  

Surprisingly, the announcement of the resumption of nuclear negotiations between Tehran and Washington in Vienna, and this announcement was a surprise and a great achievement in the progress of the negotiations that had been stalled for months.  

In this regard, a high-ranking Iranian diplomat, who is close to the Iranian negotiating team that was in Vienna, says that “attitudes are changing in Tehran. There are many motives that pushed things to change. After internal discussions between Iranian leaders, it was agreed to resume negotiations, And softening a few Iranian demands, to show Tehran’s goodwill towards recovering the nuclear agreement.”  

According to the same source, it was the high command in Tehran who encouraged the Iranian Foreign Ministry to resume indirect nuclear negotiations with America at the earliest opportunity. "The negative economic impact of the Russian-Ukrainian war on the Iranian economy cannot be denied. Iranian leaders do not want to disturb the lives of the people; Therefore, resuming the nuclear negotiations was a good solution," the spokesman says.  

Although the Iranian diplomat stressed Tehran's great desire to resume nuclear negotiations in Vienna, in the hope of reaching a deal to revive the 2015 Iranian nuclear agreement, he did not hide his concern that these attempts would sabotage at any moment.  

The spokesman added that "there is a seriousness from the Iranian side to reach a deal as soon as possible, and with a compromise solution that satisfies all parties, but at the same time, there are still concerns about the United States sabotaging Iranian efforts."  

  

Iran's new demands  

On July 26, 2022, Josep Borrell, the European Union's foreign policy coordinator, overseeing the transfer of negotiations between America and Iran in Vienna, announced in an article that he had prepared a new draft for a deal to revive the Joint Comprehensive Plan of Action, or what is known as the nuclear agreement. Iran for 2015.  

Details of this draft remain confidential to this day, but an Iranian parliamentarian in the National Security and Foreign Policy Committee said that "the new draft announced by Borrell is no different from the draft of March, and it was prepared for the benefit of the American side."

But in the Iranian capital, Tehran, there were other opinions. "The draft prepared by Borrell does not address Iranian demands to a great extent, so I expect more failures in Vienna," says the Iranian parliamentarian in the National Security and Foreign Policy Committee.  

As for Iranian demands, they have been eased for the time being, according to a senior Iranian official, familiar with the nuclear negotiations in Vienna: “Currently, Iranian demands are slightly different from the previous time, for example, Tehran does not insist on lifting all sanctions, and it will be satisfied with lifting the associated sanctions. of the nuclear programme.  

Previously, Iran insisted that the Joe Biden administration lift all sanctions imposed on Tehran, whether nuclear (related to the nuclear file), or non-nuclear (related to terrorism and human rights issues), but in return the US administration refused to lift the political sanctions imposed by the Donald administration Trump precedent, justifying it as irrelevant to the 2015 nuclear deal.

Revolutionary Guards and revenge for Soleimani  

Since May 2022, the issue of removing the Iranian Revolutionary Guard from the lists of foreign terrorist organizations of the United States has been an obstacle to reaching a deal to revive the nuclear agreement between Washington and Tehran.  

Iran insisted on removing the Revolutionary Guards from the lists of terrorist organizations among its demands to return to compliance with the provisions of the Joint Comprehensive Plan of Action, but the Joe Biden administration refused to implement the Iranian demand, due to the difficulty of promoting it politically in Congress.  

According to the Iranian sources, things have changed a little, saying: "Clearly and frankly, the requirement to remove the Iranian Revolutionary Guard from the lists of American terrorist organizations has been waived (temporarily), and this matter was done with the approval and blessing of the Revolutionary Guard leaders themselves."  

In Tehran, a number of conservative media outlets affiliated with hardline currents within the fundamentalist camp criticized the idea of possibly waiving the Iranian condition to remove the Revolutionary Guards from the list of terrorist organizations of the United States.  

 A conservative Iranian journalist says: “We have not received confirmation from any official body that this condition will be waived, but if the Iranian negotiating team does happen and the Iranian negotiating team waives removing the Revolutionary Guards from the terrorist lists, this would be a huge mistake for the administration of Ibrahim Raisi. We do not want to revive the nuclear agreement. At the expense of our forces that protect us."  

For his part, a source close to the Iranian high leadership, who is familiar with the details of the nuclear negotiations in Iran, said that "if a solution is found to revive the nuclear agreement, the issue of promoting the non-removal of the Revolutionary Guards from the list of terrorist organizations will be a daunting task for the administration of Ibrahim Raisi, at home." .  

But at the same time, the same source confirmed that the Iranian condition to remove the Revolutionary Guards from the list of foreign terrorist organizations of the United States, will not be waived forever, saying: "The Iranian negotiating team decided to postpone this issue when there is an opportunity to negotiate directly between Tehran and Washington, But it will never be given up."  

As for the issue of Iranian retaliation for the US assassination of the Quds Force commander of the Iranian Revolutionary Guards, Qassem Soleimani in January 2020, near Baghdad International Airport, which has been the subject of controversy between Washington and Tehran in recent months, it is currently ignored by the Both sides accepted, according to Iranian sources.

Tehran insisted on its aforementioned demand; What was an obstacle to completing the negotiations in the past months, but in the current round, which began on Thursday, August 5, 2022, the features of this requirement have been slightly changed.  

An Iranian diplomat says: “In this round, Iran presented a demand for economic guarantees instead of political ones. In other words, it wants to obtain a guarantee from Washington that in the event of a return to full compliance with the nuclear agreement, it will obtain economic benefits through the easing of sanctions, which was an impasse in front of the Foreign investment in Iran since the deal was signed in 2015.  

It is worth noting here, that even after the signing of the Iranian nuclear agreement in 2015 and its entry into force in January 2016, Tehran did not fully enjoy the economic benefits of the nuclear deal, due to the presence of some secondary economic sanctions that the United States may impose on Iran in the pre-2015 years .  

In this regard, a foreign policy analyst who is close to decision-making circles in Tehran says, "Tehran has realized that guarantees are better than seeking political guarantees that the United States will not leave the agreement again, and that the Iranian motive this time behind the resumption of negotiations in Vienna is an economic one. Purely, so it was smart to focus on economic guarantees.”  

"In fact, the requirement for economic guarantees and the issue of lifting sanctions and secondary sanctions is a rather complicated technical issue, but I have no doubt that Washington will resolve this impasse if it has a real desire to reach a deal to revive the nuclear agreement," the analyst said.  

  

The IAEA investigation.. Vienna obstacle  

The Iranian diplomat says: "The Iranian and American demands, the current draft, and the techniques related to lifting sanctions, are all matters that seem easy to reach a solution, especially in this round, and after the flexibility shown by the Iranian negotiating team currently in Vienna, but the biggest obstacle that is from It is possible that at any moment these efforts could be overthrown, and it is a matter of the IAEA's investigation."  

Last year, the International Atomic Energy Agency said it had discovered traces of uranium at three old, but undeclared Iranian nuclear sites, and demanded that Tehran provide convincing answers to such traces. At the end of last year, the Atomic Energy Organization of Iran and the International Atomic Energy Agency signed an agreement that they would provide the three answers requested of them.  

But the International Atomic Energy Agency, returned in June 2022, to announce that the answers provided by the Islamic Republic regarding the effects of uranium in three undeclared sites were unconvincing and insufficient, at the same time Tehran refrained from providing more clear answers, so a decision was issued Negative against Iran by the Board of Governors of the International Atomic Energy Agency.  

Iran rejected these criticisms from the International Atomic Energy Agency, resorted to escalation, and disconnected about 27 surveillance cameras that had been set up by the International Atomic Energy Agency to monitor Iran's nuclear activities, and this was done with Iran's agreement to implement the Additional Protocol to the Treaty on the Non-Proliferation of Weapons nuclear deal in addition to the 2015 nuclear deal.  

So far, Tehran is still disabling the International Atomic Energy Agency's surveillance cameras, and at the same time, the latter is still calling on Iran to allow it to investigate the presence of uranium traces at undisclosed locations.  

This crisis is considered a negative development between Tehran and the International Atomic Energy Agency, which is supposed to issue a more violent decision than before towards Iran at the meeting of the Board of Governors of the International Atomic Energy Agency, which will be held in the second week of next September.  

A source close to the Iranian Atomic Energy Organization said: "It is unlikely that the Iranian Atomic Energy Organization will provide new answers regarding the IAEA investigation, so this issue has now been negotiated in the Vienna negotiations."  

The source did not disclose the reason for Iran's inability to provide convincing answers to the International Atomic Energy Agency regarding the presence of traces of uranium in three undeclared nuclear sites.

Iran cheerfully admits using cryptocurrency to pay for imports

Trade minister says to expect more of this sanctions-busting stuff starting in September

Iran has announced it used cryptocurrency to pay for imports, raising the prospect that the nation is using digital assets to evade sanctions.

Trade minister Alireza Peyman Pak revealed the transaction with the tweet below, which translates as "This week, the first official import order was successfully placed with cryptocurrency worth ten million dollars. By the end of September, the use of cryptocurrencies and smart contracts will be widespread in foreign trade with target countries."

It is unclear what Peman Pak referred to with his mention of widespread use of crypto for foreign trade, and the identity of the foreign countries he mentioned is also obscure.

But the intent of the announcement appears clear: Iran will use cryptocurrency to settle cross-border trades.

That's very significant because Iran is subject to extensive sanctions aimed at preventing its ability to acquire nuclear weapons and reduce its ability to sponsor terrorism. Sanctions prevent the sale of many commodities and technologies to Iran, and financial institutions aren't allowed to deal with their Iranian counterparts, who are mostly shunned around the world.

As explained in this advisory [PDF] issued by the US Treasury, Iran has developed numerous practices to evade sanctions, including payment offsetting schemes that let it sell oil in contravention of sanctions. Proceeds of such sales are alleged to have been funnelled to terrorist groups.

While cryptocurrency's anonymity has been largely disproved, trades in digital assets aren't regulated so sanctions enforcement will be more complex if Iran and its trading partners use crypto instead of fiat currencies.

Which perhaps adds more weight to the argument that cryptocurrency has few proven uses beyond speculative trading, making the ransomware industry possible, and helping authoritarian states like Iran and North Korea to acquire materiel for weapons.

Peyman Pak's mention of "widespread" cross-border crypto deals, facilitated by automated smart contracts, therefore represents a challenge to those who monitor and enforce sanctions – and something new to worry about for the rest of us. ®

And the official IRNA news agency reported, at dawn on Tuesday, that Tehran had submitted its "written response to the text proposed by the European Union," saying that "an agreement will be reached if the American response is realistic and flexible."

After the Iranian response was announced, the ISNA news agency said that Tehran was awaiting an answer from the "other side" within "two days".

However, a spokeswoman for Borrell denied there was a specific timetable for a response.

"At this stage, everyone is studying the (Iranian) response and this is not the time to speculate about the timing or so on... All participants should see it and that's what I can say at this stage," she said.

The European Union and United States said Tuesday they were studying Iran's response to a "final" draft agreement on reviving a 2015 nuclear accord with major powers the EU presented at talks in Vienna.

The US had already said Monday that it was informing EU foreign policy chief Josep Borrell of its response to the text he submitted on August 8.

The possibility of a deal which might lead to the lifting of US sanctions on Iran's oil output of 2.5 million barrels per day has already helped trigger a fall in prices on world markets, with US oil futures dropping nearly three percent to finish below $90 a barrel.

 
 

A spokesperson for Borrell -- who coordinated talks to bring Iran and the United States back into the deal -- said the Iranian response was received late Monday and the EU was consulting with the United States and the other parties "on the way ahead".

"Everybody is studying the response and this is not the time for the moment to speculate on timing," Borrell's spokesperson Nabila Massrali later told a press briefing.

A spokesperson for the US State Department said: "We have received Iran's comments through the EU and are studying them. We are sharing our views with the EU."

Iran's official IRNA news agency reported earlier Tuesday that "an agreement will be concluded if the United States reacts with realism and flexibility" to Iran's response.

Iran's ISNA news agency cited an "informed source" as saying that Tehran "expects to receive the response of the other side in the next two days".

IRNA had said Friday that Iran might accept the "final" text drawn up by the European Union to save the deal, which aimed to curb Iran's nuclear programme in return for sanctions relief.

The deal has been moribund since the 2018 withdrawal of the United States under then president Donald Trump whose administration reimposed crippling sanctions.

An unidentified Iranian diplomat said, according to IRNA, that "the European Union's proposals are acceptable provided that they provide assurances to Iran on various points, related to sanctions and safeguards" as well as pending issues with the International Atomic Energy Agency.

IRNA said the remaining differences centred on three issues.

"The United States has expressed flexibility on two of them verbally but that needs to be incorporated into the text," the news agency said without elaborating.

"The third issue has to do with a guarantee that the deal will be lasting, and that depends on realism from the United States to reassure Iran."

Iran's nuclear sites

None of the parties have spelt out in detail the points of contention that are still blocking a deal.

Iran's demand for an end to US blacklisting of its ideological army, the Islamic Revolutionary Guard Corps, as a "terrorist organisation" has been dropped from the discussions and will instead be handled after the deal, a senior EU official said earlier this month.

The official said progress had also been made on Tehran's call for guarantees that there will be no repeat of Washington reneging on the deal as it did under Trump in 2018.

Tehran and Washington still have to agree on "issues related to sanctions lifting and a couple of nuclear questions that did not exist in March as the Iranians advanced their programme", the EU official said.

Iran also wants the UN nuclear watchdog, the IAEA, to end its long-running investigation into traces of enriched uranium found at sites not declared as having hosted nuclear activities.

Britain, China, France, Germany, Iran and Russia, as well as the United States indirectly, resumed talks on the nuclear accord earlier in August after a months-long hiatus.

The EU-coordinated negotiations to revive the deal known as the Joint Comprehensive Plan of Action, or JCPOA, began in April 2021 before coming to a standstill in March.

The EU said last Tuesday it expected Tehran and Washington to "very quickly" respond to the "final" text aimed at salvaging the deal.

Iran's Foreign Minister Hossein Amir-Abdollahian said that, after the lengthy negotiations, "what counts for us is verification" that sanctions are lifted in practice.

US State Department spokesman Ned Price said it was up to Iran to make a final deal, rejecting reported demands that are outside the scope of the negotiations.

"We do believe that what could be negotiated has been negotiated, and we're prepared to affect a mutual return to compliance with the JCPOA," said Price.

On Monday, the American newspaper reported that Tehran sent a response to the European Union, which chairs the nuclear talks in Vienna, noting that the response did not include acceptance or rejection of the draft text of the European Union agreement, but it raised several issues that Iran wants to include in the agreement.  

  

She explained that Iran re-requested US guarantees that no future US president would withdraw from the deal, as happened with former President Donald Trump in 2018, considering that these developments leave "Washington and European capitals unsure of the possibility of reaching an agreement."  

  

Another key aspect of Iran's response to the European proposal, the Iranian negotiating team said, is the assertion that Western companies investing in Iran will be protected if the United States withdraws from the agreement again, as it did under Trump.   

  

Iran also introduced mechanisms in the deal that would allow Tehran to rapidly increase its nuclear activities if Washington withdraws from the deal.  

  

A European official stated that Tehran and Washington need to agree on the draft text or not, rejecting the idea of resuming talks between the two parties.   

  

Two Western officials said they did not expect any announcement of an imminent deal, although an agreement is still possible in the coming days.

An expert predicts the future of oil prices if a nuclear agreement is concluded between Iran and Washington

And he indicated that "production has been severely reduced in light of the sanctions, and accordingly the nuclear agreement will lead to an increase in Iranian oil supplies and a decline in prices by a few dollars per barrel, and oil may enter a new price range between 80-90 dollars, but it is unlikely that oil prices will collapse because of the great demand for oil." CNN , Friday, quoted a senior US administration official as saying that the deal with Iran is closer than it was two weeks ago, noting that Tehran has abandoned one of the "red lines", which is its demand to remove the Iranian Revolutionary Guard from Terror lists .

The Foreign Ministry spokesman added: "We have not received the American response so far, and our response to the European proposal was timely and seriously, considering that it is possible to move to the next stage of negotiations if Washington acts responsibly and takes its decision."  

  

  

On a separate level, Kanaani said that the ongoing negotiations between Iran and Saudi Arabia to restore official relations between the two countries contribute to securing the interests of both sides.  

  


He added that there are differences in viewpoints and complex issues, but good steps have been taken forward, and the progress of the negotiations was positive.  

  

Kanaani expressed his belief that the resumption of relations will not happen quickly, and said, "The political will is there, and we have seen the Saudi side take opposite steps, and we should be optimistic about taking a step forward in the course of diplomatic contacts and dialogues."
