But what prevented a result in this round of negotiations is the insistence of the American side on the text of its proposal in Vienna 7, which does not include “a guarantee of Iran’s economic benefit.” In fact, Washington is seeking to revive the nuclear agreement in order to restrict Iran without achieving economic gains.  

This issue led to the Doha summit not having any effect on breaking the deadlock in the negotiations due to the weakness of the Biden administration and the inability to take a final decision on reviving the nuclear agreement, which only requires America to accept the Iranian red line in economic benefit from this agreement.  

This is what prompted the EU High Representative to criticize America's approach in not trying to revive the nuclear deal.

Reuters: The chances of reviving the nuclear agreement are worse after the Doha negotiations

A senior US official told Reuters on Thursday that the chances of reviving the 2015 Iranian nuclear agreement have become worse after the indirect negotiations that took place between the United States and Iran in Doha, which ended without progress.  

  

 

  

"The prospects for reaching an agreement after Doha (negotiations) are worse than they were before and will get worse day by day," the official added, speaking on condition of anonymity.  

  

He went on to say, "You can describe the Doha negotiations at best as stumbling, and at worst as reversing. But at this stage, stumbling practically means going backwards."  

 

The official did not go into details of the Doha talks, in which European Union officials have mediated between the two sides in an effort to revive the 2015 nuclear deal that curbed Iran's nuclear program in return for relief from economic sanctions.  

  

Former US President Donald Trump withdrew from the agreement in 2018 and re-imposed severe sanctions on Iran, prompting Tehran about a year later to start violating the nuclear restrictions imposed on it under the agreement.  

  

He said: "Their vague demands and the reopening of previously settled issues and requests clearly have nothing to do with the Joint Comprehensive Plan of Action (the nuclear deal).  


All of this indicates to us...that the real discussion that should take place (not) is between Iran and the United States to resolve the remaining issues...but between Iran and Iran to resolve the core issue of whether they are interested in a mutual return of the JCPOA."  

"At this point, I'm not sure if they (the Iranians) know what they want. They didn't come to Doha with specifics. Some of the things they either knew, or should have known, could not be completely acceptable to us and the Europeans." ".  

  

For its part, Iran described the negotiations that took place in Doha as positive and blamed the United States for not offering guarantees that any new American administration would not abandon the agreement, as Trump did.  

  

"Iran has asked the United States for objective and verifiable guarantees such as that the JCPOA will not be blown again, that the United States does not violate its commitments again, and that sanctions are not re-imposed under pretexts or Other names.  

  

The US official said that since the start of the talks in April 2021, Washington has made it clear that it cannot give Iran legal guarantees that any subsequent US administration will abide by the agreement.  

 

The official added, "We said that there is no legal way that would allow us to oblige a future administration to do anything, so we looked for other ways to provide what could reassure Iran ... and we thought that this file had been closed."  

  

Each team of US and Iranian officials blamed the other for the lack of progress.  

  

The US official rejected Tehran's accusation of Washington's responsibility for the lack of progress, and said that the United States responded positively to the changes proposed by the European Union to the draft agreement reached during the broader talks in March, while Iran did not respond to those proposed changes.  

  

If the nuclear deal is not revived, the official said, "the Iranian leadership will have to explain why it has turned its back on the benefits of the agreement for issues that will not make a positive difference in the life of a single Iranian citizen."  

  

The US official did not give details of those cases. But reviving the nuclear deal would allow Iran to legally export its oil, the lifeblood of its economy.

Iran: Washington has suspended the implementation of the nuclear agreement, and we will not leave the negotiating table

A senior Iranian official said in a press statement: "Tehran has not and will not leave the negotiating table, and Washington is the one who left the nuclear agreement and disrupted its implementation."
He added that "the negotiations in Doha will continue, and the US administration must be realistic."
He pointed out that "the Doha negotiations are a continuation of the Vienna process, and its goal is to resolve the remaining differences in an innovative and rapid manner."
The senior official stressed that "it is possible to reach an acceptable agreement, and this depends on Washington's realism in dealing with the lifting of sanctions."
