European Union: Nuclear negotiations with Iran reached a dead end

The European Union's foreign policy chief, Josep Borrell, warned that negotiations to revive the nuclear deal with Iran had reached a dead end, and said that no progress was expected in the coming days.  

  

 

"I am afraid that due to the political situation in the United States, as well as the change of many directions without results, the negotiations on the nuclear agreement with Iran are reaching a dead end," the EU foreign policy chief added on Wednesday.  

  

Borrell noted that earlier, opinions in the negotiations were gathering, but after the summer, the views are moving away from each other.  

  

"I am sorry to say this, but I do not expect any progress in the coming days," he said, noting that Iran's proposals were not helpful and therefore the current political climate unfavorable.  

  

On the eve of the meeting of the General Assembly of this organization, the Secretary-General of the United Nations, Antonio Guterres, called on Iran to conduct a "serious dialogue" with the International Atomic Energy Agency during the negotiations to revive the nuclear agreement.  

  

"The independence of the agency is essential and must be preserved," Guterres said. The parties to the negotiations to revive the nuclear deal should not use the agency as a tool against each other.  

  

Negotiations to revive the nuclear agreement have once again returned to a state of ambiguity, after Iran requested the closure of the investigation file at its three suspicious sites and its persistent insistence on closing this file permanently.

Iranian President Ebrahim Raisi said it is now up to the United States to make the final decision on reaching a nuclear deal.

Raisi added - in an interview with Al Jazeera English - that the lifting of sanctions on Tehran must be accompanied by the achievement of guarantees, explaining that the problem of guarantees must be resolved to move forward in the negotiations.

 

He added that there is no point in direct negotiations with the United States on the nuclear agreement, and that the interest of the Iranian citizen does not lie in direct negotiations.

The Iranian president questioned what prompts Washington to impose new sanctions on Iranians during the nuclear negotiations if it wants to reach an agreement.

He pointed out that the US administration needs to take confidence-building measures with the Iranian side.

He said that before asking Iran to stop its nuclear activities, the West should ask Israel, which has weapons of mass destruction.

The Iranian president's comments came after the European Union's foreign policy chief, Josep Borrell, said that negotiations to revive the Iranian nuclear deal had reached a dead end.

In the same interview, the Iranian president said that the Iranians would be happy to see a strong government in Iraq, and that the Iraqis should not allow any US presence anymore.

Raisi added that European countries have contacted Tehran about the crisis in Iraq and have been told that the matter is up to the Iraqis themselves.

On the Yemeni issue, the Iranian president said that what he called the siege on Yemen must be lifted in order to reach a permanent ceasefire and to strengthen negotiations between the Yemenis.

Regarding the talks between Iran and Saudi Arabia, Raisi indicated that five rounds of dialogue have been held, and that Tehran will continue to do so.

He said that if external forces did not intervene, the region's problems could be resolved.

Shafaq News/ A group of members of the US House of Representatives (Congress) from the Republican and Democratic parties presented legislation that would toughen US sanctions against Tehran.

The lawmakers said the legislation, titled the Iran Sanctions Consolidation Act (SISA), would create a necessary deterrent by targeting the country's energy sector and making it more difficult to finance terrorist operations or ballistic missile development.

In turn, Representative Michael Steele said, "The Iranian regime has proven time and time again that it is a rogue state that has no interest in maintaining regional or global peace," according to the American "Fox News" website.

He also added that "it is more important than ever that Washington prevents the unacceptable threat of a nuclear Iran from becoming a reality." Preventing the development of a nuclear weapon as well as pointed out that "the current sanctions have proven their success in preventing such a catastrophe."

"We must ensure that we continue to apply economic and strategic pressure on Iran to prevent it from developing nuclear weapons or supporting terrorists," he said.

It is noteworthy that the draft law "imposes sanctions in relation to Iran's illegal weapons programs, the development of conventional weapons and ballistic missiles, and support for terrorism, including the Iranian Revolutionary Guards."

A copy of it was presented to the Senate last month, where it is designed to make the 1996 Iran Sanctions Act permanent "in order to keep the United States and its allies safe from Iran's nuclear threats," according to "Fox News."

Reviving the nuclear deal

The legislation comes while the administration of President Joe Biden is still clinging, albeit less optimistically, to discussing the final details of a new nuclear deal with Iran.

On August 8, 2022, after long and complex rounds and negotiations that started last April (2021) in Vienna, and lasted 16 months, the European Union submitted a final text to overcome the impasse in reviving this agreement.

The European coordinator of the nuclear talks, Joseph Borrell, received the first Iranian response in mid-August, followed by the American response to the Iranian observations and demands. Later, Tehran's response came, putting the talks in jeopardy.

Today, Tuesday, a US court announced a ruling against the Lebanese Hezbollah, obligating it to pay millions of dollars in compensation to Americans who were hit by Hezbollah missiles during its war with Israel in 2006.

And the Associated Press reported, "A number of people have filed a lawsuit against the party, under the US Anti-Terrorism Act, and the lawsuit stated that Hezbollah "caused the plaintiffs physical and psychological injuries and damaged their property."
 

As a result, the American judiciary ordered Hezbollah to pay compensation of $111 million to the plaintiffs.

In Friday's ruling, Judge Stephen L. Tecioni of federal court in Brooklyn said prosecutors had succeeded in establishing that Hezbollah's actions were in violation of the Anti-Terrorism Act and held the group responsible.

The agency noted that "it is difficult to enforce such civil lawsuits against militant groups."
 

Israel and Hezbollah fought a month-long war in 2006. Israel bombed targets in Lebanon while Hezbollah fired thousands of rockets at cities and towns in northern Israel.

This charade was a was of energy for the US, there is no mechanism to collect payment. Furthermore, using force to enforce the ruling on another entity simply promotes the violence. *** for Tat escalation in the one hand and a waste of energy on the other hand. I don’t understand this pretentious thought that when Americans are anywhere in the world they have special rights through their governmental body above and beyond the country they are visiting.

Shafaq News/ Iranian Foreign Minister Hossein Amir Abdollahian announced on Sunday that the US administration has sent, in recent days, a message of goodwill in order to reach an agreement.

In a press statement, Abdullahian said that most of the talks with the European Union during the past few days in New York on the sidelines of the meetings of the United Nations General Assembly dealt with lifting the embargo and sanctions on his country, according to the Iranian "IRNA" agency.

The Iranian Foreign Minister threw the ball back into Washington's court, reiterating his country's previous positions, saying that "the American side must take the decision that will allow talking about obtaining a good, elaborate and sustainable agreement."

It is noteworthy that the US administration and the European negotiating coordinator, Joseph Borrell, had previously confirmed that the nuclear talks that extended for months in order to revive the agreement signed in 2015 reached a dead end due to the Iranian response to the draft or the final European proposal.

On the eighth of last August, after long and complex rounds and negotiations that started in April 2021 in Vienna and lasted for 16 months, the European Union submitted a final text to overcome the impasse to revive this agreement.

Borrell received the first Iranian response in mid-August, followed by the American response to the Iranian comments and demands.

Then came Tehran's response, which included the demand to stop the International Atomic Energy Agency's investigations into 3 undeclared Iranian sites where traces of uranium were found years ago, as well as Washington's commitment not to withdraw from the agreement again, as happened in 2018, and put the talks in the wind again.

Shafaq News/ The Iranian Foreign Minister, Amir Abdollahian, revealed on Friday that his Iraqi counterpart, Fuad Hussein, carried them a message from the United States of America related to the Iranian nuclear file and the security of the region.

Abdullahian said in an interview published by the official Iranian news agency "IRNA" today, that "some foreign ministers have tried to convey messages from the United States in the past months, and vice versa, and the Iraqi foreign minister is one of those ministers."

He added, "We are now at a stage where the American side is talking about goodwill and that they have the necessary will to reach an agreement on the Iranian nuclear file, but it is important for us that these good intentions be translated on the ground."

"I told the American media and the Iraqi foreign minister, who carried the American message, that the American side cannot talk about the agreement on the one hand, and say that the agreement and regional security are important issues on the other hand," the Iranian foreign minister said.

: The official Iranian news agency reported, on Sunday, the imminent release of seven billion dollars of frozen Iranian assets in South Korea as part of a prisoner release deal between Iran and America.
This comes at a time when negotiations to return to the nuclear agreement have remained without result so far due to the Americans' failure to resolve their political decision, but it seems that the American side wants to pursue the issue of releasing a number of its nationals detained in Iran in conjunction with the liberation of frozen Iranian assets in South Korea.

Secret report: Iran continues to enrich uranium with advanced equipment

Iran is on track with a planned expansion of uranium enrichment using advanced centrifuges at an underground facility in Natanz, and now plans to go further, a confidential report of the United Nations' International Atomic Energy Agency (IAEA) seen by Reuters showed on Monday.  

  

 

  

These machines are much more efficient than the first-generation IR-1, the only centrifuge that the deal allows Iran to use to develop its stockpile of enriched uranium. Iran is installing these devices in two locations, particularly underground, in Natanz and Fordow, that may be able to withstand a possible aerial bombardment.  

  

The IAEA's report to member states said the third set of advanced centrifuges (IR-6) recently installed at the underground enrichment plant in Natanz is now operational. Diplomats say the IR-6 is Iran's newest centrifuge.  

  

Monday's IAEA report showed that Iran also completed the installation of seven sets of centrifuges that were either incomplete or in a very early stage of the installation process on Aug. 31, the date of the last visit by inspectors mentioned in the agency's latest quarterly report.  

  

The report indicated that these seven groups, which are one (IR-4) centrifuges and six (IR-2M), have been fully installed but have not yet begun to enrich uranium.  

  

The report also showed that Iran also informed the IAEA that it plans to add three sets of centrifuges (IR-2M), to join the 12 already announced and installed.  

  

Of these three groups of IR-2M devices, installation of two has already begun, according to the report.  

  

The report said that all centrifuges used in enrichment in Natanz are still producing uranium hexafluoride enriched to a level of five percent, but now it is fed with natural uranium hexafluoride. This contrasts with the September quarterly report which said that on August 31 centrifuges were being fed with uranium hexafluoride enriched to a level of 2 percent. The report did not explain this change.  

  

In 2018, then US President Donald Trump withdrew the United States from the Iran agreement and re-imposed the sanctions that the agreement had lifted on Tehran. Iran responded by breaching restrictions on its nuclear activities under the deal.  

  

Diplomats say that if the deal is revived, Iran will have to turn off its advanced centrifuges.
