HCR, when I was there is was used as the military’s home base with all their offices. That’s where they had all the ceremonies and where the big shots would go when in town. 
It appears that’s what the GOI is using it for as well…

Baghdad (IraqiNews.com) – Activists on social media posted videos showing dozens of protesters jumping in the swimming pool of the Presidential Palace in Baghdad.

Protesters broke into the Presidential Palace in the heavily fortified Green Zone in the center of the capital, Baghdad, after leader of the Sadrist movement, Muqtada Al-Sadr, announced his withdrawal from the political work.

The footage published on social media showed protesters jumping in the Presidential Palace’s swimming pool while temperatures in Baghdad reached 46 degrees Celsius.

The Iraqi Joint Operations Command announced a complete curfew in the Iraqi capital, Baghdad, after protesters stormed the Green Zone.

The Iraqi Joint Operations Command announced in a statement that the curfew includes all kinds of vehicles and pedestrians, starting from 3:30 p.m. on Monday.

The Iraqi Prime Minister, Mustafa Al-Kadhimi directed the Council of Ministers to suspend its sessions as protesters broke into the headquarters of the Council of Ministers, according to the Iraqi News Agency (INA).

The Joint Operations Command, in a statement, called on protesters to withdraw immediately from inside the Green Zone, and confirmed it adhered to the highest levels of self-restraint to prevent clashes and blood-shedding.

The Joint Operations Command also affirmed its responsibility to protect government institutions, international missions, as well as public and private properties.

Al-Sadr announcement to withdraw from the political work took place earlier on Monday after the 72-hour deadline he gave last Friday to the Supreme Court to dissolve the parliament expired, and after the head of the Sadrist parliamentary bloc submitted an official request in this regard.

Reports of unrest throughout Iraq today are disturbing as Iraqi institutions are not being allowed to operate.  The United States is concerned about escalating tensions and urges all parties to remain peaceful and refrain from acts that could lead to a cycle of violence.  Iraq’s security, stability, and sovereignty should not be put at risk.  Now is the time for dialogue to resolve differences, not through confrontation.  The right to peaceful public protest is a fundamental element of all democracies, but demonstrators must also respect the institutions and property of the Iraqi government, which belong to and serve the Iraqi people and should be allowed to function.

Follow-up - Iraq today:

Today, Monday, Deputy Spokesman for the US State Department Vidant Patel denied the evacuation of the US embassy in Baghdad, after the demonstrators entered a number of government institutions in the Green Zone, where the US embassy is located.

During a conference call, the deputy spokesman described the events in Iraq as "disturbing."

Earlier in the day, hundreds of followers of the Sadrist movement stormed the Green Zone, which includes the main government headquarters and a number of foreign diplomatic missions, after the movement's leader Muqtada al-Sadr announced his final retirement from political work.

Baghdad (IraqiNews.com) – The United Nations Assistance Mission in Iraq (UNAMI) issued a statement on Monday calling on protesters to immediately leave Baghdad’s Green Zone, vacate all governmental buildings and allow the government to continue its responsibilities.

“Today’s developments are an extremely dangerous escalation. State institutions must operate unimpeded in service of the Iraqi people, under all circumstances and at all times. Respect for constitutional order will now prove vital,” the statement mentioned.

“UNAMI urges all to remain peaceful, cooperate with security forces and refrain from acts that could lead to an unstoppable chain of events. UNAMI also calls on all political actors to work towards de-escalating tensions and resort to dialogue as the only means to resolve differences,” the statement elaborated.  

“Iraqis cannot be held hostage to an unpredictable and untenable situation. The very survival of the State is at stake,” the UNAMI statement added.

In a related development, the White House said that unrest in Iraq after powerful Shiite Muslim cleric Moqtada Al-Sadr quit politics is disturbing, and called for dialogue to ease the country’s political problems, according to Reuters.

The White House National Security Council spokesperson, John Kirby, told reporters that Washington sees no need to evacuate staff in its embassy in Iraq at this time, Reuters added.

The White House confirmed that Iraq’s security and stability should not be endangered, and stressed that the time now should be for dialogue and not for confrontation and escalation, according to Al-Arabiya News.

The White House also called on all Iraqi parties to abide by calm and stop violence, indicating that government institutions in Iraq should not stop its work, Al-Arabiya News mentioned.

But don't worry, Frank the snake oil salesman says that the politics have nothing to do with the Dinar and we are on the cusp of greatness! Well, if he says it, we can all relax.  Tell that to the Iraqi people that were killed and are on the streets fighting for their futures.

It really does seem to be a way of life over there. Looking kind of like “coming to a theater near us” before too long. I would not be surprised at all if a “Civil War” was declared here in America right before Nov of this year! Then all hell breaks loose once again with violence in the streets….. in the blue states of course! Get used to it…. This is our future as well! 😉
