Scenarios of the political process in light of the current crises.

Different visions from the political forces, including those looking for political consensus, and some of them from popular opposition. Scenarios during the next stage, which no one can anticipate because of the great changes taking place in the overall political situation in Iraq.

There are many expectations awaiting the political process, and perhaps the lightest of which is the survival of the current government, while the other includes large demonstrations and a tendency to hold new elections or overthrow any government formed by the coordination framework in isolation from the Sadrist movement, and according to political data, the country is on a date with many crises.

The political scene, which has become complicated, Iraqis are almost certain that the current situation is more difficult than the previous one, with assurances that expectations during the next stage are many and everything is contained in it, including the dissolution of the House of Representatives and the holding of parliamentary elections or the launch of large popular demonstrations, the issue of forming a government without the Sadrists is difficult but not impossible and everyone It is feared that any government will be formed without the participation of the current that will be fiercely opposed to it in the street through demonstrations and protests, and this matter may not last any government formed for more than one year.

The expected scenarios for the political process, as close to the coordination framework, is that there will be a great alliance between all the political forces and then agree on a political map, but this scenario will inevitably be hit by several obstacles, most notably the electoral weights, as well as the nature of the alliances. There is an amendment to the election law, as well as changing or restructuring the commission, and then setting a time limit to be agreed upon for holding elections and calling for the dissolution of Parliament, within a specific time limit not exceeding one year.

Today, Monday, the coordination framework voted to choose MP Muhammad Shia Al-Sudani as a final candidate for the position of prime minister.

The former deputy of the Al-Fateh Alliance, which is part of the coordination framework, Fadel Al-Fatlawi, told Alsumaria News, "The coordination framework voted unanimously to nominate Muhammad Shia Al-Sudani for the position of prime minister."

He added, "The vote is final, and it came after National Security Adviser Qassem al-Araji apologized for his candidacy for prime minister."

Al-Fatlawi indicated that "the Sudanese are close to the coordination framework and independent representatives," expressing his hope that "the Kurds will decide their candidate for the presidency of the republic after agreeing on the position of prime minister."

Last Tuesday, the coordinating framework formed a committee to select candidates for the position of prime minister, comprising the Secretary-General of Asa'ib Ahl al-Haq Qais Khazali, the head of the Wisdom Movement Ammar al-Hakim, the head of the Supreme Council, Hammam Hammoudi, and the representative of the Virtue Party Abdul-Sada al-Fariji.

And earlier, yesterday evening, Sunday, the National Security Adviser, Qassem Al-Araji, announced the withdrawal of his candidacy for the post of prime minister.

In the same context, the head of the National Bond bloc, MP Ahmed Al-Asadi, tweeted about the decision of the framework candidate for the position of prime minister.

Concern surrounds the political scene in Iraq over the delay in resolving two important files

{Political: Al Furat News} The features of concern began to appear more in the Iraqi political arena as a result of the delay in resolving the file of the prime minister after the delay in the announcement of the presidential candidate until the moment.

The leader of the Al-Fateh Alliance, Mahmoud Al-Hayani, told Al-Furat News that: "So far, no agreement has been reached or a decision has been reached regarding the selection of the prime minister, and we expect that the file will be resolved before the end of this month."
He stressed, "the need to choose a prime minister because the scene seemed more complicated after the withdrawal of the Sadrist movement from the political process."
Al-Hayani stressed, "The importance of solving the issue of the nomination of the President of the Republic, as there is no decisive decision in this regard, and it is still a complex issue. The Kurds are waiting for the announcement of the nomination of the Prime Minister, while the framework awaits the agreement of the Kurds. In the general political situation, the two sides did not reach a final decision."
It is noteworthy that both the Patriotic Union and the Kurdistan Democratic Party adhere to their candidates for the presidency of the Republic, which has further complicated the political scene in forming the next government.
Where the representative of the Democrat, Jayyi Timur, indicated that the balance of political forces within the Kurdistan region changed, and the Union did not abide by the agreements, and the Democrat relied on its national, international and regional weight in presenting the candidate for the presidency of the Republic, and the coordinating framework would not turn its back on us.
Meanwhile, a member of the Union, Karwan Anwar, announced that no agreement or case had been reached to resolve the presidential candidate with the Kurdistan Democratic Party, and the two Kurdish parties are still holding on to their nomination.
While the leader of the State of Law coalition, Ghazi Al-Aboudi, confirmed that there are still discussions and discussions regarding the prime ministerial candidate, and there is no validity for any discussion about the existence of differences over the candidates, but the discussions are continuing, and a group of names has been nominated from the political blocs, and none of them has been chosen so far.

Deputy in the framework: There are no final agreements on the prime ministerial candidate, and nothing is guaranteed

{Politics: Al-Furat News} The deputy of the Tasmeem Alliance, which is part of the coordination framework, Ali Abdul-Sattar Al-Mashkoor, announced that there are no final agreements on the prime ministerial candidate until the moment.

Thankful said; For the “Al-Sistara” program broadcast by Al-Furat satellite channel tonight: “Why focus on the personality of the Prime Minister and stay away from the President of the Republic, while at the same time the Kurds still do not agree on a single candidate, and accordingly, a time limit must be set by Parliament to choose the candidate or go to vote for one of the candidates inside the parliament dome.” .
He added, "Nothing is guaranteed in politics and the leaking of names to the prime minister is intended to pass another name through it, and there are no final agreements within the framework on the candidate for the position of prime minister."
And he added, "So far, the president's proposal for the Kurds is not correct, but we hope to resolve the matter so that we are not within the people's accountability circle to go to the prime minister's nomination."

On the water file in Basra, the representative of the province clarified, "It is not new and it has been going around in the corridors for a long time, so why not leave it in the hands of the Basra government, because Mecca knows its reefs, and the Basra water project has not exceeded 20% completion 7 years ago, as well as the sea water project was discussed seven years ago and until Now it is going on in the corridors of water resources that have no solutions and do not want to solve the issue and make the governorate stable because there is no proper planning for each governorate to take over its affairs."
Al-Machkour held the previous political blocs, "accumulations of delays in recovering Basra's rights from the petrodollar, and the government must pay its debts to the province, and in the near future we will have positions and it will be completely different to ensure Basra's rights. 25".

“Al-Maliki’s infection” afflicts Al-Abadi and Al-Fayyad, who are returning to the race to run for the position of Prime Minister

Baghdad / Tamim Al-Hassan

"Al-Maliki's infection" expanded to infect more than one Shiite leader in the first row within the "coordinating framework" to reach the position of prime minister.

And whenever the "coordinating party" tries to keep the "leaders" away from the competition, they (the party leaders) invent a way to return or quickly retract from previous agreements by withdrawing from candidacy.

This time, they invented the method of "by proxy nomination", whereby each leader presents one or more candidates who will eventually be his shadow, so that the former runs the government behind the scenes.

On the other hand, there are two Shiite leaders who cling so far to the position, although they withdrew before that from the race to make way for the second line.

It was supposed - according to the last deadline - that the "coordinating body" would decide the name of the next prime minister last Saturday or yesterday, at the highest rate, before more than one surprise occurred!

The story of choosing the prime minister within the "coordinating framework" began about a month ago, when parliament agreed to replace the "resigned" Sadrist MPs with others, most of whom were "frameworkers".

With the start of the first discussions about the names of the candidates for the position, Nuri al-Maliki, the leader of the state of law, jumped to the scene, despite the presence of previous pledges from the "frameworkers" to the "independents" to grant them the right to form a government.

Al-Maliki, after reneging on his promises to the "independents", now claims, according to the latest televised statement, that he has 70 votes within the coordination framework out of about 120, and says that it is "difficult to convince them (the 70 deputies) to withdraw from the nomination."

The man had withdrawn for the first time two weeks ago from running, because of the pressure exerted by the Sadrists at the time, after the movement's leader Muqtada al-Sadr announced the establishment of a unified prayer in Baghdad.

After the end of the prayer and the return of the supporters of the Sadrist movement, Muqtada al-Sadr, to their homes and cities without “the erection of gallows,” as he had warned some of the “frameworkers,” al-Maliki returned to implement a coup against the agreements.

At that time, most of the leaders within the coordination framework, especially the wing of the leader of wisdom Ammar al-Hakim, had agreed to nominate a prime minister from the second line.

At that time, the "frameworkers" had announced that there were only 48 hours - the first deadline - to announce the name of the prime minister.

But the "al-Maliki coup" shuffled the papers of the candidates, who then reached a maximum of two or three names to compete for the final.

What the leader of State of Law did caused Hadi Al-Amiri, the leader of Al-Fateh, to withdraw from the race and to return to competition again.

Al-Maliki's "coup" also opened the appetite of others within the "coordinating framework" to return to putting their names until they reached about 10 names.

And before the "coordinating framework" lost hope of reaching a solution, the issue of what became known as "Al-Maliki's WikiLeaks" interacted, and the judiciary entered the line of investigation with those recordings.

"Furthers" found an opportunity to strike at al-Maliki's ambition, especially with an unprecedented attack by al-Sadr against the leader of the rule of law and his request from the former to "retire...or surrender himself to the judiciary."

Here, according to one of the leaders of the Quartet Committee for the selection of the prime minister within the "coordination", who spoke to (Al-Mada) confirmed: "The return of the agreement to a second-line figure for the position."

Al-Maliki then went out in the televised meeting to say that "we are now heading to the second line," although he could not hide what he said was "the desire of most members of the framework to nominate me for the position."

According to a close associate of the committee, who asked not to be named, "Al-Maliki has now withdrawn from the race, although he is counting on the failure of recent negotiations to return to present himself as the last solution."

After al-Maliki's dramatic withdrawal, the "coordinating framework" decided at the end of last week to form a committee of 4 leaders to decide the name of the new prime minister.

The committee is made up of Ammar Al-Hakim (Wisdom), Qais Al-Khazali (Al-Asa’ib), Hammam Hamoudi (The Supreme Council), and Abdul-Sada Al-Fariji (The Virtue).

According to the statements of Abu Ala' al-Wala'i (Brigades of Sayyid al-Shuhada') at the end of the week, he set 72 hours - the second deadline - to decide the name of the candidate, and two more days have passed since the last deadline.

On the reason for the delay in deciding the names, the negotiator says: “The Quartet is facing obstacles due to recent surprises, such as the return of Haider al-Abadi and Faleh al-Fayas (head of the crowd) to the candidacy race and a change in other names.

The two (Al-Abadi and Al-Fayyad) had withdrawn their candidacy during the past few days after almost agreement that a second-ranked figure would take the position.

And he, who is close to the Quartet, adds: "The leaders of the first row have actually withdrawn, but each of them presents more than one candidate who is close to him or wants to run the government through him."

The one close to the senior negotiators reveals the latest map of the names, confirming that al-Maliki submitted 3 candidates: Representative Muhammad al-Sudani, former Minister of Planning Ali Shukri, and leader of the Dawa Party, Tariq Najm.

As for Hadi al-Amiri, he supports al-Abadi, former Youth Minister Abd al-Hussein Abtan, and National Security Adviser Qassem al-Araji.

According to the negotiator's conclusions, the 3 names with the highest fortunes are: “Al-Abadi, Al-Sudani, and Shukri.”

On the other hand, there is a fluctuation in the name of the current Prime Minister, Mustafa Al-Kazemi, whose shares have risen due to his success in foreign policy.

Also, the "coordinating framework", according to informed sources, is still afraid that it will choose a figure that "does not satisfy al-Sadr."

Those sources indicate that «the frameworks will seek the opinion of the leader of the Sadrist movement, in addition to the Shiite deputies within the coordination before revealing the name of the final candidate».

Relations between al-Sadr and al-Maliki were complicated by the recent audio recordings attributed to the leader of the state of law, in which he attacks the leader of the movement and a number of politicians.

According to the statements of Muhammad al-Sihoud, a representative of the rule of law, there are attempts to "reconciliation" between the two parties.

However, "The Leader's Minister", an online account close to "Al-Sadr", had blocked the path to reconciliation efforts.

In a tweet, the minister, Saleh Muhammad al-Iraqi, addressed those calling for reconciliation between al-Sadr and al-Maliki, saying, "Do you want our leader to rise above the authority?...", referring to the leaked recordings.

Al-Iraqi added: "Do you want him (Al-Sadr) to reconcile with the client and fight the people?!"

Al-Sadr manipulates the "framework": an acceptable government isolates al-Maliki (News Analysis)

news-200722-iraq.alsadr.jpg?itok=ggJau1L

The leader of the Sadrist movement, Muqtada al-Sadr (AP)

Since the withdrawal of the Sadrist bloc from the Iraqi parliament, former Prime Minister Nuri al-Maliki has dealt with a golden opportunity to regain the power he lost in 2014, but what happened during the past two weeks showed that the leader of the Sadrist movement, Muqtada al-Sadr, lured him into a trap designed to eliminate his political ambitions, but the fall into it It will not be a passing event without repercussions.

As soon as the shocking leaks appeared, in which al-Maliki talked about plans for armed confrontation, advising to deal with the Iranian Revolutionary Guards, al-Sadr intensified his activity with the aim of forcing the leader of the rule of law to withdraw completely from the scene of forming the new government.

One night before the appearance of the first leak, last week, the leaders of the coordination framework were meeting at the house of the leader of the Wisdom Movement, Ammar al-Hakim, and it reached al-Maliki that the issue of his candidacy had become completely rejected by the majority of the affiliated forces. At the time, Hadi al-Amiri, the leader of the Al-Fateh Alliance, had withdrawn from the negotiations to form the government.

Just as al-Maliki's leaks ravaged his political project, they restricted the coordination framework that was planning to announce the name of his candidate for prime minister. A senior leader says that a number of Shiite party leaders "felt that the matter had been completely finished and there was nothing left but to go to early elections."

It seems that al-Amiri, whose relationship with al-Maliki was strained due to the latter's suspicions of his closeness to al-Sadr, decided to reverse his withdrawal and nominate himself for the framework's leaders as prime minister who could obtain acceptance from al-Hanana. This was a sufficient signal to provoke al-Maliki, who was exhausted from the repercussions of the leak, to inform the leaders of the framework that he is more important than al-Amiri in heading the new government.

Those close to al-Sadr's environment say that he entered the line again to deal the final blow when he demanded al-Maliki to quit political work or surrender himself to the judiciary, and called on his allies in the coordinating framework to acquit him. It is controlling the atmosphere within the framework and affecting their negotiating moves.

The Shiite political center is preoccupied with worrying hypotheses about the outbreak of Shiite-Shiite fighting in the country, the leaks will be the first spark of it, while leaders from the Sadrist movement say that the confrontation is not a decision taken by a political leader, "it is a movement decided by the street when things reach a dead end."

It is expected that Maliki’s leaks will continue to flow in batches for an unknown period, but it is certain that their impact will move to more dangerous levels of “attacking al-Sadr and threatening armed confrontation.” The decision to overthrow al-Maliki may be an inevitable result that his allies will have to deal with.

But the disintegration of the framework, as imminent, will lift the lid on deep differences between the intersecting currents between its poles, because the interest of forming a government that guarantees a safe situation for the armed factions, taking advantage of the absence of al-Sadr, is no longer the deal that unites all the frameworks after the leakage crisis.

During the leakage crisis, the leader of the Imam Ali Brigades, Shibl al-Zaidi, who was close to the former Iranian Quds Force commander, Qassem Soleimani, called for “pressure to assign Hadi al-Amiri to head the government in order to ward off sedition,” which was enough to open fire on their ally. .

And according to what is filtered from Al-Sadr’s environment, it pushes the framework to abandon Al-Maliki, and that the decision to isolate him is a required and necessary prelude to an unprecedented settlement between the current and those who remain from the framework, and this matches what Al-Sadr insisted on even if he decided to go to the opposition, a government not formed by Al-Maliki .

On the other hand, Sadr's ambitions worry everyone in the Iraqi political kitchen, as reversing the equation by removing al-Maliki will not be safe without a coherent formula between everyone and al-Sadr himself. The question posed by those hesitating about losing the “balance of terror” between the two sides of the conflict will be about the possibilities of the victorious Sadr’s uniqueness.

10 minutes ago, Spartakus said:

If we are going to have an RV, I think that our chance is before any new prime minister comes on the scene.

Agreed but that makes way too much sense for these people who go outta there way to find the most difficult avenue to take.... adding years to any process that would ordinarily take much less time, aggravation and not create a crisis.
