If this is true and it happens... with Kazemi in charge the people of iraq and our investment might have a chance!. At least a better 1 than if the state law was in charge and more so if potato head and his goons were running the government. What amazes me is that if the majority know / remember the horror of maliki in the past why would they not push ahead with an ri he can get his hands on the money, stop them doing it or before he or his party get any real power. Surly if they did it before that he could not change it if his party was in charge... or is my thinking just dumb?

Shafaq News/ A member of the Iraqi parliament for the "Extension" movement considered, on Saturday, dissolving the Iraqi parliament without going to the formation of an interim government and setting a date for early legislative elections in the country, which means keeping the current prime minister, Mustafa Al-Kazemi, and the President of the Republic, Barham Ahmed Salih.

Alaa Al-Rikabi said in a tweet to him on the social networking sites "Twitter", "The parliament is now dissolved without the formation of a temporary rescue government for a year, for example, and it was formed of independent ministers, without setting a date for a new round of parliamentary elections, without changing the election law. What does it mean?"

He explained that "it means only the survival of Al-Kazemi and Dr. Barham, both of whom have expired terms, and the government's survival, but without parliamentary oversight."

The political scene in Iraq has undergone a dangerous turn since supporters of the Sadrist movement led by prominent Shiite cleric Muqtada al-Sadr stormed the parliament building in the fortified Green Zone in central Baghdad, and staged a sit-in in protest against Al-Sudani's nomination for the position of head of the next federal government.

The Sadrist bloc had obtained the highest votes in the early legislative elections that took place in October of 2021, but the efforts of the leader of the current failed to form the new federal government due to the Shiite coordination framework standing in its way by obtaining a fatwa from the Federal Court with the so-called blocking third in a contract The session for electing the President of the Republic, which paves the way for naming the Prime Minister.

The three-way alliance between the Kurdistan Democratic Party led by Masoud Barzani, the Sovereignty Alliance headed by Khamis al-Khanjar, and the Sadrist movement led by Muqtada al-Sadr was broken following the resignation of the Sadrist bloc's deputies, and the movement's withdrawal from the political process by order of al-Sadr.

The political scene is in a crisis situation and a dead end unprecedented in the history of Iraq, as more than 300 days have passed since the early elections without being able to form a new government in the country, and the caretaker government headed by Mustafa Al-Kazemi remains.

On the tenth of last October, Iraq held early legislative elections to get out of a political crisis that swept the country after large demonstrations in the central and southern regions in 2019 in protest against the widespread unemployment in society, the spread of financial and administrative corruption in government departments and institutions, and the deteriorating reality The service and the livelihood, which prompted the former prime minister, Adel Abdul-Mahdi, to resign under popular pressure.

As soon as the preliminary results of the elections were announced, the voices of political forces and actors rose in their rejection of losing many seats, accusing them of major fraud in the ballot, which was denied by the executive and judicial authorities, at a time when the United Nations and international organizations praised the integrity of the electoral process.

".

The Council’s response at the time was that the Supreme Judicial Council does not have the authority to dissolve the Council of Representatives, because the tasks of the Judicial Council are specified under Article (3) of the Supreme Judicial Council Law No. 45 of 2017, which in its entirety relates to the administration of the judiciary only And none of them has any authority that allows the judiciary to interfere in the matters of the legislative or executive authorities in application of the principle of separation between the three legislative, executive and judicial powers stipulated in Article (47) of the Constitution of the Republic of Iraq for the year 2005.

The Judicial Council also called on “all political and media parties not to involve the judiciary in political rivalries and competitions,” stressing that “the judiciary stands at the same distance from everyone because the basis on which it rests is the application of the constitution and the law, and these are general rules that apply to everyone with the same standard.” It is not subject to interpretation or interpretation.

On Wednesday, the leader of the Sadrist movement, Muqtada al-Sadr, called on the judicial authorities to work on dissolving the House of Representatives within a maximum period of the end of next week, urging at the same time, the President of the Republic, Barham Salih, to set a date for early legislative elections in the country.

Al-Sadr said in a tweet followed by “Nass” (August 10, 2022), “Someone might say: The dissolution of Parliament needs to hold a parliament session to dissolve itself. No, there are blocs that adhere to quotas and continue to corruption and will not succumb to the people’s demand to dissolve Parliament. Rather, I say: The dissolution of Parliament is not limited to that."

He added, "From here, I address my words to the competent judicial authorities, especially the President of the Supreme Judicial Council, hoping that they correct the course, especially after the end of the brief constitutional deadlines and others for Parliament by choosing the President of the Republic and assigning a Prime Minister to form a government of stakes, as well as the national or independent majority and away from the old, grim faces that despair Including the people, and if they are not corrupt, they are either deficient or deficient. Yes, I direct my words to the Iraqi judiciary, from which we still hope for good despite the political and security pressures it is subjected to and leaks from here and there, provided that it dissolve Parliament after those constitutional violations above.. ...within a period not exceeding the end of next week, and graciously assigning the President of the Republic to set a date for early elections, subject to several conditions that we will announce later.

And he continued, "During this, the revolutionaries will continue their sit-ins and their revolution, may God reward them with the best reward.. and they will have another position if the people fail again, and we ask all the revolutionaries, the resigned Sadrist bloc, other deputies and all lovers of the homeland to submit official lawsuits to the Federal Court and through legal means and through the centralization of the committee." It is clear that the elimination of the stake is at stake, and we hope that it will take into account the interest of the people and not be afraid of pressures, as I am sure that many judges are with the people and with reform.”

Earlier, the leader of the Sadrist movement, Muqtada al-Sadr, said that the dissolution of Parliament had become a popular demand, noting that "there are positive reactions" regarding its dissolution.

Al-Sadr called in a tweet on "Twitter" followed by "Nass" (August 6, 2022), "for a serious pause to save Iraq from the tusks of corruption and dependency, and for us to correct the course of the Silesian process that harmed the people and the country."

And he continued, "And let everyone know that the revolutionaries will continue their revolution until the demands are achieved, and they will not give up at all, as it is their only and last chance.

Judge: Early elections can only be envisaged under the caretaker government

Baghdad - people

Today, Sunday, the former head of the Integrity Commission, Judge Rahim Al-Ugaili, explained the possibility of holding early elections under the caretaker government.

Al-Akaili added, in a clarification followed by "Nass" (August 14, 2022), that "some political forces object - on the occasion of the Sadrist movement's demand for a second early elections - that the caretaker government cannot hold early elections, because managing daily affairs does not give it the authority to conduct elections, A new government must be formed to replace it so that it can hold early elections."

And he continued, "The truth is that the constitution did not explicitly or implicitly mention anything about the descriptions of the government under which elections should be held, but it was cut off and beyond any doubt that all early elections inevitably take place under governments that manage daily affairs, because early elections take place after every Dissolution of the House of Representatives before the end of its electoral cycle of four calendar years, so the Council of Ministers - inevitably - after the dissolution (resigns and continues to conduct daily affairs) as stated in Article (64/second) of the Constitution, therefore, early elections cannot be envisaged at all, except in the light of A caretaker government,” indicating, “If a new government is formed, this will not lead to the holding of elections under a full-fledged government, because the new government will turn into a daily care government, after the parliament is dissolved, and therefore the elections will take place under a government that takes care of other daily matters.” Necessarily".

And he stated, "Also, the previous early elections that took place on 10/10/2021 - and were the first of their kind after 2003 - took place under the current caretaker government, which everyone - except for some of the losing sides - witnessed as the cleanest and cleanest elections that took place in Iraq. Since the establishment of the Iraqi state, how has it become impossible to hold another early election cycle under the same daily care government?

Al-Ugaili indicated that "governments - whether they are caretakers or governments with full powers - do not manage the electoral process, do not supervise it, and have nothing to do with it, because the Electoral Commission is the one who manages, organizes and implements electoral processes and supervises them in accordance with the text of Article (1/second) of the Law of the High Electoral Commission No. 31 of 2019, which is the only authority competent to adjudicate electoral complaints, and its decisions are subject to appeal before the electoral judiciary. The Electoral Commission is a professional, independent body with complete independence in accordance with Article (102) of the Constitution and Article (1/first) of the Commission Law The Independent High Electoral Council has no authority over it.

He stressed that "the conclusion is that the demand to form a new government under which early elections will be held is a political demand that can be attributed to political justifications, but the danger lies in it when it is wrapped in the constitution to become a vehicle to reach it, because this may lead to manipulating the constitution and its meaning and goals in order to pass those goals that are not It is supported by neither the constitution nor the law.”

Al-Ugaili said that "there is nothing wrong with reaching political demands with political methods and justifications, but do not manipulate the constitution and laws to achieve political demands, because it is a deviation that may be in your favor today, and it will be against you tomorrow."

The Iraqi Supreme Judicial Council called on all political parties not to involve it in political rivalries and competitions

The Supreme Judicial Council in Iraq confirmed that it does not have the power to dissolve the parliament, calling on political currents not to involve the judiciary in the current crisis, in response to the call to dissolve the parliament launched by the leader of the Sadrist movement, Muqtada al-Sadr, last Wednesday.

Al-Sadr called on the Iraqis to go out in a peaceful demonstration of millions and head to the capital, Baghdad, in support of the sit-in of the Sadrist movement.

The official website of the Judicial Council stated that the Council held a session on Sunday morning, headed by the President of the Federal Court of Cassation, Judge Faiq Zaidan, to discuss Al-Sadr's request, and reached its decision not to interfere.

In its statement, the council said that it "agrees with al-Sadr in diagnosing the negative political reality that Iraq is witnessing and the ongoing constitutional violations represented by the incomplete formation of the constitutional authorities by electing a president and prime minister and forming the government within the constitutional periods."

Iraq's judiciary said Sunday it lacks the authority to dissolve parliament as demanded by populist Shiite Muslim cleric Moqtada Sadr, who is engaged in an escalating standoff with political rivals.

Followers of Sadr, in defiance of his Shiite rivals of the pro-Iran Coordination Framework, have been staging a sit-in protest at Iraq's parliament.

In the latest twist to the political turmoil, the firebrand cleric has urged the judiciary to dissolve parliament by the end of this week to pave the way for new legislative elections.

But the judiciary replied that "the Supreme Judicial Council has no jurisdiction to dissolve parliament", citing "the principle of a separation of powers".

Under the constitution, parliament can only be dissolved by an absolute majority vote in the house, following a request by one-third of deputies or by the prime minister with the approval of the president.

Nearly 10 months on from the last elections, Iraq still has no government, new prime minister or new president, due to repeated squabbles between factions over forming a coalition.

In the latest turmoil to strike the oil-rich but war-scarred nation, Sadr has called for "early democratic elections after a dissolution of parliament".

The Supreme Council said it agreed with Sadr's criticism of the system's "failure to elect a president of the republic, a prime minister and the absence of a government formed within the constitutional timeframe".

"This is an unacceptable situation that must be remedied," it said.

The Coordination Framework opponents of Sadr launched their own Baghdad sit-in on Friday, nearly two weeks after his supporters stormed parliament and began an open-ended protest, first inside, then outside the legislature.

The opposing encampments are the latest turn in a standoff which has so far remained peaceful.

On Twitter, a close associate of Sadr, Saleh Mohamed al-Iraqi, said it was time to show "which of the two sides has the most support" among the Iraqi people.

He called on Sadr's supporters across the country to rally in Baghdad for a "million-man demonstration," without giving a date.

Sadr's camp launched the sit-in after the Coordination Framework nominated a candidate they saw as unacceptable for prime minister.

The cleric's bloc emerged from the October elections as parliament's biggest, but still far short of a majority.

In June, 73 of his lawmakers quit in an aborted bid to break the months-long political logjam.

Shafaq News/ The Secretary-General of the Sadrist bloc, Nassar al-Rubaie, submitted a lawsuit to the Federal Supreme Court (the highest judicial authority in Iraq) against the three presidencies, calling at the same time to dissolve the Iraqi parliament, in response to the call of the movement's leader Muqtada al-Sadr.

The lawsuit filed by Al-Rubaie included the ruling to dissolve the Iraqi parliament in its current session, and to oblige the President of the Republic, Barham Salih, to set a date for holding legislative elections in accordance with the provisions of Article (64/second) of the Iraqi constitution.

This lawsuit comes at a time when the Supreme Judicial Council confirmed, earlier this morning, that it was not within its authority to dissolve the Iraqi parliament, in response to the request of the leader of the Sadrist movement, Muqtada al-Sadr in this regard.

On Wednesday, August 10, the leader of the Sadrist movement, Muqtada al-Sadr, asked the judicial authorities to work on dissolving the Iraqi parliament within a maximum period of the end of next week, urging at the same time the President of the Republic of Iraq, Barham Salih, to set a date for early legislative elections in country.

On Sunday, the Sadrist bloc filed a lawsuit against the three Iraqi presidencies, and at the same time demanded the dissolution of the Iraqi parliament.
The Secretary-General of the Sadrist bloc, Nassar al-Rubaie, demanded, according to an official document, “the dissolution of the House of Representatives for the current fifth session for the reasons stated in the petition, in addition to obligating the President of the Republic to set a date for holding legislative elections in accordance with the provisions of Article 64 II of the Constitution.”
The leader of the Sadrist movement, Muqtada al-Sadr, had called on the Supreme Judicial Council in Iraq to issue a decision to dissolve the Iraqi parliament within a maximum period of the end of this week.

Well I guess I'm🤣numb to ALL of this now after close to 20 years.

Been reading on a number of threads today and I had literally no reaction. Same ole same ole merry go round. I wasn't upset, perturbed or even miffed.

Deja Vu all over again year in year out.

A different set of characters and circumstances, another Mexican standoff ( in an Iraqi form ), however, here we still are smack dab in the middle of the Twilight Zone.

Back in '04 & '05 reading financial times & other articles about Iraq, it was projected 3 to 5 years to pull themselves together to get their new IQD Globally recognized. We thought then " yes okay, sure...not so long to wait "

Al-Sadr’s Minister attacks a political bloc: We withdrew 73 impudent deputies so that we do not agree with your corruption

Baghdad - people

Today, Monday, Saleh Muhammad al-Iraqi, known as "the Minister of al-Sadr," attacked what he called the "liars" bloc.

Al-Iraqi said in a post followed by "Nass" (August 15, 2022), "Yes, we bear the responsibility and we do not deny that, but we were in the political process like (Ali bin Yaqtin), but it did not work for you, as you insist on corruption."

Here is the text of the post:

In the name of God

Liars bloc ... and whoever wrapped it, says: The Sadrist movement bears the responsibility for its presence in the previous governments.

Answer: Yes, we bear the responsibility, and we do not deny that.

Therefore, we were in the political process (like Ali bin Yaqtin), but it did not work with you, as you insist on corruption.

And also: I say: We do not take responsibility for reasons, including:

First: We did not agree to the shameful security agreement.

Second: We resisted the occupier, which is one of the main causes of your corruption.

Third: We did not participate in the Governing Council at the time... despite your elder's insistence on participating at the time.

Fourth: We withdrew six ministers because of corruption.

Fifthly: We were held accountable for the corrupt or those we suspect were corrupt..and you rejected that from us..and our corrupt joined with you.

Sixth: A mass of liars.. The clearest evidence that we have resisted corruption, otherwise you would not have been expelled from the current.

Seventh: We did not negotiate with the occupier in order to get out of prisons, as you did.

Eighth: As soon as you stirred up strife between us and you, our leader hastened to put it out.

Ninth: Dependency is the biggest cause of corruption, and your elder says in its meaning: our dependence is the secret of our success.

Tenth: We did not encroach on the Baiji refinery.

Eleventh: I don't count you as a gagsaw.. and your elder says that if the corrupt were to be held accountable, the prisons would have filled up.. in the sense that they must not be held accountable.

Twelfth: We gave up participating in the elections.

Thirteenth: We withdrew 73 impudent deputies in order not to agree with your corruption.

Fourteenth: You are using the Popular Mobilization members to satisfy your desires.. We want to preserve their blood and preserve their pure reputation..They are Mujahideen, honorable martyrs.

And other things...don't be neglected."

Earlier, Al-Iraqi recalled "previous positions" of the coordination framework, while addressing the latter by saying: "You are neither a broad base nor a broad current," as he put it.

Al-Iraqi said in a post received by "Nass" (August 14, 2022), directing it to the coordination framework: "I do not think that you are (honest) and do not want (the rule of law) and do not want to deal with (wisely) and you are still chanting about dependency .. and (No, no, Iraq). )".

He added: "I do not think that you are a (wide) base or a (wide) trend, but you are waging with your people (the struggle of existence), and it is difficult for your corruption to continue."

He added: "The coordination framework and the Sadrist movement must agree to make the constitution the supreme reference and resort to it," noting: "Preserving the independence of the judiciary and supporting its decisions in the public interest."

Shafaq News/ The head of the "Sadiquon" parliamentary bloc of the Asa'ib Ahl al-Haq movement, Adnan Faihan, responded on Monday to a tweet by Al-Sadr Minister Saleh Muhammad al-Iraqi, in which he described the bloc as the "liars" bloc.

Faihan said in a tweet seen by Shafak News Agency, "The honest people are honest in their promise and steadfast in their covenant. We will not exert ourselves too much by responding to those who threw their disease at me and slipped away."

He added, "We do not need clarification, because the sun of the clear ones is not absent from the sifter of tweets, and as they said, when you receive slander and insult from a competitor, I know that you have tired him and hurt him. As for the great Qaysina, he is the brother of Muhammed Sheikh Husseini, a leader of victory, a national symbol."

Earlier today, Monday, Mabat, known as the "minister" of the leader of the Sadrist movement, Muqtada al-Sadr, strongly attacked what he called the "liars" bloc, apparently in reference to the "Sadiquon" parliamentary bloc affiliated with Asa'ib Ahl al-Haq, while the most beautiful 14 reasons make his movement far from corruption.

The framework presents a road map for dissolving Parliament: Without it, we will go towards “dangerous slippages”

Baghdad - people

The leader in the coordination framework, Turki Jadaan, said on Monday that dissolving parliament and holding new elections need to form a new government, while warning of what he described as "dangerous slips."

Jadaan said in a statement to the official newspaper, followed by "Nass" (August 22, 2022), that "there are facts in the Iraqi political scene that public opinion must realize that any changes in the state administration cannot proceed without a national consensus between the sects and components, and the constitution specified mechanisms of these changes.

He added, "Dissolving Parliament is not an easy decision, because without a road map for the next stage, we will go to dangerous slides in Iraq."

He pointed out that "most forces realize that dissolving parliament and holding early elections must be preceded by the formation of a new government."

Regarding the next stage, Jadaan explained, "There must be a national consensus for the next stage in terms of changing the election law and the commission, because part of the problems that are occurring now came because of the results of the recent elections and the negative indicators that we identified in advance."

Earlier, the Patriotic Union of Kurdistan bloc in the Iraqi parliament stressed the importance of the parliament meeting, for the purpose of forming the new government.

Deputy Head of the Bloc Karim Shukr said, in a statement to Voice of America, translated by "Nas Kord" (August 21, 2022), that "based on Al-Amiri's recent initiative and tour, the House of Representatives must meet and form a new government."

Shukr added, "Provincial council elections should be held after a year, and parliamentary elections should be held in the second year," noting that "Parliament should sit and form the government, because the current government is a caretaker and cannot spend money on elections."

He pointed out that "the coordination framework is calm and does not seek to clash," while making it clear that "the Sadrist movement is constantly raising the ceiling of its demands, and the only solution is to return to dialogue."

Shukr stressed that "the parties to the coordination framework will remain calm in order to be able to resolve issues in accordance with the constitution, and the situation does not lead to tension and slipping toward collision."
