Shafaq News/ An informed political source revealed, on Monday, a proposal by the leader of the Sadrist movement, Muqtada al-Sadr, to form a government without the participation of his bloc and the State of Law coalition, to get out of the political crisis.

The source told Shafaq News Agency, "The leader of the Sadrist movement, Muqtada al-Sadr, sent messages to the coordinating framework forces, which included a proposal aimed at ending the political crisis in Iraq, by forming a new government, without the participation of the State of Law coalition led by Nuri al-Maliki and the absence of the Sadrist movement's participation in it." ".

And that "the tasks of the government will be for a period of one year only, during which it will prepare for holding early parliamentary elections in September of next year, and the prime minister will be consensual between the Sadrist movement and the coordination framework."

The source pointed out that "the leaders of the coordinating framework have not yet responded to al-Sadr's proposal."

The political process in Iraq, since the announcement of the election results in October 2021, has witnessed a suffocating obstruction, which culminated in the alliance of the Sadrist bloc with the Kurdistan Democratic Party and the Alliance of Sovereignty, and then when the House of Representatives held a session to elect the President of the Republic, who in turn assigned the largest parliamentary bloc to form The government, and escalated further after the Sadrist bloc’s 73 deputies submitted their resignations from the House of Representatives at the request of the Sadrist leader Muqtada al-Sadr. Their leader Muqtada al-Sadr.

Thanks Yota for all these great articles since Friday...But with this I feel to comment:

Al-Sadr proposes a "solution" to the political crisis: forming a government devoid of the Sadrists and "Malikis".

Sadr is willing to trust the outcome without Him & Maliki in the mix that has caused all this strife & division (all Maliki's doing) - all for the benefit of the Iraqi people to move forward.  It will be interesting to see if Maliki will agree to withdraw. Most of the people are supportive of Sadr and perhaps will follow any suggestions he might make.  We shall see very shortly what Maliki's response is to this proposal. :tiphat:RON

If Maliki withdrawals He has plenty of puppets to take His place and be directed and manipulated to His liking. No way...Iran needs to be run 1000% out of the damn country.

His puppets will be removed as well along with Parliament.  Kazemi & Saleh will be holding the bag.

Al-Sadr mobilizes... and the "coordinating framework" is tightening its ranks against dissolving Parliament

Al-Sadr mobilizes... and the "coordinating framework" is tightening its ranks against dissolving Parliament

While the leader of the "Sadr movement" Muqtada al-Sadr continues to publicly press for the dissolution of the Iraqi parliament, the Shiite "coordinating framework" has in practice the majority to prevent this without reaching a settlement with al-Sadr.

Al-Sadr had announced late on Saturday evening that his supporters would continue the protests until their demands were met. And he stressed in his post on Twitter that "positive responses came regarding the dissolution of Parliament, and there is a popular and clan response, from academics, civil society institutions, and preachers of the Husseini pulpit, and even from some scholars of the honorable seminary and from some Kurdish, Sunni and even Shiite political leaders." .

While al-Sadr called on those who support the dissolution of Parliament to take a “serious stand to save Iraq from the teeth of corruption and dependency, and to correct the course of the political process that harmed the people and the country,” at the same time, he called on everyone to “a common word and to serious and real actions and to stay away from meager dialogues.” saying. At the same time, he warned, "Let everyone know that the revolutionaries will continue their revolution until the demands are achieved and will not give up at all. It is their only and last chance," noting that "the dissolution of Parliament has become a popular, political and elitist demand that has no alternative."

According to a well-informed Iraqi politician, he confirmed to Asharq Al-Awsat that “at a time when al-Sadr owns the street even from outside his broad popular current, the forces of the coordinating framework today have the majority in parliament, which makes them an influential parliamentary force capable of changing political balances, including voting.” to dissolve Parliament. The Iraqi politician, who asked not to be named, added that “the coordinating framework forces want an understanding with al-Sadr before any measures that can be talked about to dissolve parliament, because in the two mechanisms defined by the constitution, the matter needs an absolute majority of the number of parliament members, which means that even assuming you agreed Most of the blocs on the solution, the coordination framework has the majority of disruption, especially since the Sadrist movement no longer has in Parliament only one deputy, and therefore the bet al-Sadr maintains the public pressure ». While the controversy is still taking place over the appropriate mechanism, there are claims that the Federal Supreme Court may take a decision to dissolve Parliament. However, legal expert Ali Al-Tamimi explained in a statement that «the Federal Supreme Court cannot dissolve Parliament because there is no solution mechanism in the Iraqi constitution, but Parliament dissolves itself by voting by an absolute majority of the number of members». He added that “going towards dissolving Parliament is at the request of a third of the members or a joint request from the Prime Minister and the Republic in accordance with Article 64 of the Constitution,” noting that “there is no such right within the jurisdiction of the Federal Court, contained in Article 93 of the Constitution, nor in 30 of 2005, nor in its internal system, and the court rejected a number of cases brought before it previously in this regard for lack of jurisdiction.” However, legal expert Ali Al-Tamimi explained in a statement that «the Federal Supreme Court cannot dissolve Parliament because there is no solution mechanism in the Iraqi constitution, but Parliament dissolves itself by voting by an absolute majority of the number of members». He added that “going towards dissolving Parliament is at the request of a third of the members or a joint request from the Prime Minister and the Republic in accordance with Article 64 of the Constitution,” noting that “there is no such right within the jurisdiction of the Federal Court, contained in Article 93 of the Constitution, nor in 30 of 2005, nor in its internal system, and the court rejected a number of cases brought before it previously in this regard for lack of jurisdiction.”

For his part, the legal expert Amir Al-Daami, in a statement to Asharq Al-Awsat, confirmed that “the dissolution of Parliament according to the mechanism for submitting a request from the Prime Minister to the President of the Republic is incorrect because the President of the Republic is not elected by the current Parliament and the Prime Minister has expired and therefore it is not possible to allocate a budget. Or a government budget for the purpose of holding elections,” he said, noting that “the only way to resolve is to elect a president and form a government that may be temporary for a certain period in order to take legitimacy towards allocating funds for holding elections.” Al-Daami explained that «the Federal Court confirmed that the caretaker governments are not among their tasks or duties for decisions with a political, economic and social dimension, which means that Parliament cannot be dissolved according to this mechanism». In the same context, the independent deputy in the Iraqi parliament, Basem Khashan, stressed that changing the regime and the constitution are among the complex demands in light of the current Iraqi conditions. Khashan wrote on Twitter that "Al-Sadr has retracted the radical change of the system, the constitution, and the elections, because he realized that changing the system and the constitution is a complex, if not impossible, demand now. Khashan explained that "Al-Sadr jumped early from the inevitably sinking boat of the impossible, and rode with us in the boat of demanding the dissolution of the House of Representatives and the adoption of constitutional means, and no one denies that I am the first to demand the dissolution of the current parliament."

POSTED ON2022-08-08 BY SOTALIRAQ

The efforts of the Al-Sadr-Al-Amiri dialogue begin after the 10th of Muharram.. The current mobilizes to dissolve the parliament and the coordination requires the formation of a government of frameworks

Baghdad / Tamim Al-Hassan

The crisis between the Sadrist movement and the coordination framework is heading to become more complicated due to the call for “early elections,” while reliant on a “weak solution” led by Hadi al-Amiri, the leader of the Al-Fateh Alliance.

Supporters of the Sadrist movement, Muqtada al-Sadr, on Saturday evening, handed over the parliament building, which they have controlled for more than a week, to continue protesting around the building.

Pictures showed that the protesters carried out a campaign to clean the corridors of the House of Representatives, before leaving, according to orders issued by the leader of the movement last week, to evict him within 72 hours.

The protesters are now calling parliament the "People's Assembly", indicating that it is under the control of the public, while it is now required to be dissolved, according to al-Sadr's calls.

Gradually, the leader of the Sadrist movement began focusing in his continuous "tweets" since last week, on dissolving the House of Representatives after dismissing the rest of the demands.

Al-Sadr began his first comments several days after his supporters stormed parliament, talking about radical change, including the constitution, without clear mechanisms.

Then, in a televised speech, the first after the recent developments, he reiterated demands for change, with clear demands this time for the re-election and the dissolution of Parliament.

In his last tweet (Saturday evening), he dismissed most of the previous demands, and emphasized that the dissolution of Parliament "has become a popular demand."

Al-Sadr's circles talk to (Al-Mada) that "the main issue in the demands of the current leader is to dissolve parliament, and the rest of the demands can be transferred to the next session."

He had understood from al-Sadr's last words that he would not be satisfied with the demand for early elections, a step that is supposed to lead to the dissolution of Parliament, but rather he wants comprehensive changes whose implementation is unknown.

The references were to changes in the judiciary, amending the constitution, prosecuting the corrupt, and ensuring that Nuri al-Maliki, the leader of the rule of law, is removed from the upcoming political scene.

However, according to some information, al-Sadr is facing severe pressure due to the fact that his supporters remain in the Green Zone, which includes sensitive institutions and embassies.

Al-Sadr issued statements more than once urging others to support his current in his latest movement, while he tried to drag the "Tishreen" to the Green Zone, but they decided to demonstrate away from the government area.

At the end of each "tweet," the leader of the Sadrist movement leaves the choice to the people to make a change or stay the same, and in his last televised speech, he said: "They took advantage of my presence to end corruption."

But on the other hand, the circles of the movement say that "there is no change from the radical solution approach called for by the leader of the Sadrist movement, but the demands for amending the constitution and the judiciary may be transferred to the next parliament."

Al-Sadr's circles talk about the possibility of "the survival of Mustafa Al-Kazemi's government" to work on holding "early elections" after the parliament is dissolved.

They also stressed the possibility of "working according to the recent election law and the current electoral commission."

It is not yet known, in the event of a “dissolution of Parliament” who will allocate the election funds (from the Council’s mandate), which in the last time amounted to about 450 billion dinars.

Also, “dissolving parliament” requires holding a full session, as the constitution refers to two tracks to end the legislative session.

Article 64 of the constitution states that the parliament is dissolved in one of two ways: either at the request of the prime minister and the approval of the speaker of parliament, or at the request of one-third of the parliament’s members, provided that the vote on its dissolution takes place by a majority.

There is a legal debate about the first method in the possibility of dissolving Parliament through a request from the Prime Minister and the approval of the President of the Republic without the need for Parliament to vote, which is defended by the proponents of the second theory.

Perhaps this difference may prompt a request for an explanation from the Federal Court, whose recent decisions face criticism from the Sadrist movement.

It seems the Sadrists have already decided to proceed with dissolving the parliament before waiting for the matter to be resolved. Burhan al-Maamouri, a Sadrist deputy who decided to run in the last elections independently before joining the current bloc, announced that he would collect the signatures of a number of deputies.

Al-Maamouri, who is the only Sadrist that al-Sadr excluded from the decision to resign from the current deputies more than a month ago, sent a request to Parliament to call for consideration of the issue of dissolving parliament, while he did not publish the names and number of deputies who signed the request.

Al-Sadr said in a tweet on "Twitter" on Saturday that there were "positive responses regarding the dissolution of parliament and a popular and clan response, from academics and civil society institutions... and even from some seminary scholars and Kurdish, Sunni and even Shiite political leaders."

The leader of the Sadrist movement stressed that his supporters will continue to sit in the Green Zone, saying, "The revolutionaries will continue their revolution until the demands are achieved and will not give up at all."

As for the sit-in’s remaining inside the Green Zone, a politician in the coordinating framework says that it is “something that makes the issue of dissolving Parliament impossible.”

The politician, who asked not to be named, confirmed to (Al-Mada) that "the coordination framework with the dissolution of Parliament, but initially requires holding a session in accordance with the constitutional contexts, changing the commission and the election law."

The Coordinator also stipulates, according to the well-informed politician, that “a government led by the framework, and most likely headed by Muhammad al-Sudani, be formed before we dissolve parliament.”

As for the calls for dialogue with “Al-Sadr,” which may be a decisive solution to the conflict between the two parties, the well-informed politician comments that “it is a very weak solution, and the discussion about it begins after Muharram 10, when most political activities will stop until that day.”

The coordinating framework had prepared Hadi al-Amiri, the leader of Al-Fateh, to the task of dialogue with the leader of the Sadrist movement, and news leaked out that the United Nations representative in Iraq, Jeanine Plasschaert, was a mediator between the two parties, after the two leaders had previously met separately.

Al-Sadr had previously embarrassed Hadi Al-Amiri, according to what the "framers" said a few days ago, when "Al-Sadr" asked the latter to leave the "coordinating party" as a condition for dialogue with him.

Al-Sadr also said in his televised speech that “there is no benefit from dialogue after the people have said their word,” referring to the protesters entering Parliament.

In his last tweet on Saturday, “Al-Sadr” returned to comment on the supposed dialogues, and asked to resolve the crisis to stay away from what he described as “weak dialogues.”

Shafaq News/ On Wednesday, a member of the Iraqi Parliament, Basem Khashan, criticized the October demonstrators for joining the protests of the Sadrist movement, at a time when he considered that the leader of the movement, Muqtada al-Sadr, retracted the demands for a radical change of the regime in the country, and that he only aims to re-conduct the legislative elections to restore Seats lost by his bloc's resignation from Parliament.

This came in a post on the social networking sites "Facebook" entitled "How to deceive people in five days without a teacher?".

In that publication, Khashan said that "part of the demonstrators decided to participate in his "revolution", even in another arena, because they thought that Sadr had taken his first step to achieve the radical change of the system, the constitution and the elections that he promised them, and they thought it was an opportunity that would not be repeated, and the truth is that These demands were just bait to lure them."

And he saw that "Al-Sadr explicitly retracted these demands, and annihilated his revolution, so the demands for radical change died, and he made it clear that he only wanted to hold early elections that would restore his seats that he had lost through the resignation of his deputies. Declaring their adherence to what al-Sadr abandoned, and they are trying to convince people that radical change will take decades, and people must be patient with what has befallen them and what will happen to them until God grants them a clear victory.

Khashan continued by saying, "We advised our comrades, but they did not take our advice, but rather stuck to what achieves the people's immediate and future interests, and we advise them now, that the shortest path to reform is the path of the constitution and the law supported by the popular movement, and this is what October followed thanks to the demands that I wrote myself."

The independent deputy concluded, "Tishreen is the revolution of the people and the constitution against all those who violated the people's rights and money, and it was not a coup against the constitution of Iraq, which preserves its unity and guarantees the rights of its children."

Al-Sadr recently adopted the slogan of dissolving the House of Representatives and proceeding to hold early elections in the country, after bringing the followers of the current to the street in a clear position in raising the ceiling of demands against the background of the failure in the political process.

The political scene in Iraq has undergone serious developments since supporters of the Sadrist movement led by prominent Shiite cleric Muqtada al-Sadr stormed the parliament building in the fortified Green Zone in central Baghdad, and protested against the nomination of the coordination framework, Muhammad Shia Al-Sudani, for the position of Prime Minister for the next federal government.

Then, near the suspension bridge leading to the Green Zone, demonstrations against the Sadrist movement took place by the audience of the coordination framework, after an invitation from the "Organizing Committee to support Legitimacy and Preserve State Institutions."

The Sadrist bloc had obtained the highest votes in the early legislative elections that took place in October of 2021, but the efforts of the leader of the current failed to form the new federal government due to the Shiite coordination framework standing in its way by obtaining a fatwa from the Federal Court with the so-called blocking third in a contract The session for electing the President of the Republic, which paves the way for naming the Prime Minister.

The three-way alliance between the Kurdistan Democratic Party led by Masoud Barzani, the Sovereignty Alliance headed by Khamis al-Khanjar, and the Sadrist movement led by Muqtada al-Sadr was broken following the resignation of the Sadrist bloc's deputies, and the movement's withdrawal from the political process by order of al-Sadr.

The political scene is living in a crisis situation and a dead end unprecedented in the history of Iraq, as more than 300 days have passed since the early elections without being able to form a new government in the country, and the survival of the caretaker government headed by Mustafa Al-Kazemi.

On the tenth of last October, Iraq held early legislative elections to get out of a political crisis that swept the country after large demonstrations in the central and southern regions in 2019 in protest against the widespread unemployment in society, the spread of financial and administrative corruption in government departments and institutions, and the deteriorating reality The service and the livelihood, which prompted the former prime minister, Adel Abdul-Mahdi, to resign under popular pressure.

As soon as the preliminary results of the elections were announced, the voices of political forces and actors rose in their rejection of losing many seats, accusing them of major fraud in the ballot, which was denied by the executive and judicial authorities, at a time when the United Nations and international organizations praised the integrity of the electoral process.

And the representative of Al-Fath Ali Al-Jamali stated in an exclusive interview with the agency (Mawazine News), that despite the political pressures and practices, there can be no early parliamentary elections, the cancellation of the resignation of the Sadrist movement’s representatives, or the renewal of the mandate for Mustafa Al-Kazemi, and that these things are impossible.
He added that these points today are the reason for the confusion of the political process and the fight is taking place over them, and they will never happen.

Al-Sadr sets a time limit for dissolving Parliament

Today, Wednesday, the leader of the Sadrist movement, Muqtada al-Sadr, called on the Supreme Judicial Council to dissolve the House of Representatives next week, while the President of the Republic called for setting a date for early "conditional" elections.

Al-Sadr said in a tweet via Twitter, followed by Alsumaria News, "I am addressing my words to the Iraqi judiciary, from which we still hope for the best despite the political and security pressures and leaks it is subjected to from here and there, provided that it dissolves Parliament after constitutional violations within a period not exceeding the end of next week." :excl:   Assigning the President of the Republic to set a date for early elections, conditional on several conditions that we will announce later.

Al-Sadr directed the protesters and representatives of the Sadrist bloc who resigned from the House of Representatives to “submit formal lawsuits to the Federal Court, through legal methods, and through the centralization of the committee supervising the sit-ins, to submit them to the competent judicial authorities.”

Below is the tweet:

Someone might say: The dissolution of Parliament requires the holding of a Parliament session in order to dissolve itself as a whole. then
There are blocs clinging to quotas and arrogance over corruption and will not succumb to the people’s demands
dissolution of Parliament.
Rather, I say: The dissolution of Parliament is not limited to that.
Hence, I refer my words to the competent judicial authorities, especially the President of the Judicial Council
The Supreme, I hope that they correct the course, especially after the end of the brief constitutional deadlines
And others for Parliament to choose the President of the Republic and assign a Prime Minister to form a government
Muhassasaiya as well as the national or independent majority and away from the old faces
The ailment that the people despair of, and which, if it is not corrupt, is either deficient or shortened.
Yes, I am referring to the Iraqi judiciary, from which we still hope for the best, despite what
He is subjected to political and security pressures and leaks from here and there.
Provided that he dissolves Parliament after the above constitutional violations...within a period not exceeding
The end of next week
..and graciously assigning the President of the Republic to set an election date
It is subject to several conditions, which we will announce later.
During that, the revolutionaries are raging with their sit-ins and their revolution, may God reward them with the best reward.. and it will be
They have another position if the people fail again.
We ask all of the revolutionaries, the resigned Sadrist bloc, and other deputies, and all the lovers
Al-Watan: Submitting formal cases to the Federal Court through legal and centralized means
The committee supervising the sit-ins to submit them to the competent judicial authorities.
It is clear that the elimination of the stake, and we hope that it will take into account the interest of the people and not be afraid
The pressures, I am sure that many judges are with the people and with reform.. God is my guardian
Good luck. Citizen

ERBIL — Shia powerful cleric and leader of the Sadrist Movement, Muqtada al-Sadr, on Wednesday called on the Iraqi Supreme Judicial Council to dissolve the parliament until the end of the upcoming week.

Sadr issued a new statement, in the beginning of which he responded to a previous statement by his Shia political rival Nouri al-Maliki, who had called for the resumption of the parliament sessions to decide on the fate of the legislature.

However, Sadr said convening the parliament is not necessary to dissolve it and call for an early election. He, therefore, asked the Supreme Judicial Council to act and “correct the path”.

“The judiciary must assign the President of the Republic to set a date for early elections,” the Shia leader added.

He also called on his supporters to continue the sit-in inside the Green Zone in Baghdad until their demands are met.
