On Thursday, Prime Minister Mustafa Al-Kazemi chaired the twenty-ninth regular session of the Council of Ministers, during which they discussed developments in the political situation in the country, discussed the service reality, the economic file, and deliberated on topics on the agenda, and issued decisions regarding them.  

  

  

  

Al-Kazemi offered, according to a statement by his media office, received by "Nass" (August 11, 2022), "condolences on the occasion of Ashura, the anniversary of the martyrdom of Imam Hussein (peace be upon him), from which we are inspired by the values of sacrifice, justice, and fighting injustice."  

Al-Kazemi renewed his "call for all political forces to a meaningful and constructive dialogue to confront the current challenges, which are now being reflected in the performance of the government and all state institutions."  

He stressed that "the government was able to overcome many problems and revive many of the lagging projects that had been planned for years. His Excellency pointed out that the absence of the budget affected the government's performance and plans in implementing vital projects that serve the citizen."  

His Excellency reviewed the security developments in the country, and the efforts of the security forces of all kinds in confronting the remnants of ISIS terrorist gangs, as well as the pursuit of crime gangs and drug trafficking.  

The Council of Ministers hosted "the Governor of Basra, who in turn gave an extensive explanation of the service reality of the province, the great challenges it faces, the most important needs and requirements that enable it to improve infrastructure and raise the level of services in it, and the most important solutions developed to address the existing problems."  

After discussing what was presented, "the Council of Ministers voted to meet the needs of Basra Governorate from service projects provided by its governor."  

In the same context, "the Council of Ministers, which is entrusted with the minister's powers to manage the Ministry of Electricity, hosted a review of the current reality of electricity, the problems facing the ministry, and the mechanisms adopted to overcome the problems of the electrical system, in order to ensure the provision of electrical energy to the maximum."  

The session witnessed a review of the epidemiological report, the Ministry of Health's continuous efforts to follow up on the Corona pandemic, and the provision of the necessary medical supplies to confront it.  

After discussing the issues on the agenda, the Council of Ministers issued the following decisions:  

First / Approval of the recommendation of the Ministerial Council of Economy regarding my projects (consulting mega projects in the Ministry of Planning), and (monitoring and controlling mega projects/advisory tasks for the ministries of (Finance and Planning).  

Second / agree to the following:  

Authorizing the Undersecretary of the Ministry of Foreign Affairs for Political Planning Affairs, the authority to negotiate and sign draft memoranda of understanding with the countries mentioned in the paragraph below.  

- The Ministry of Foreign Affairs approves the entry stamp for holders of diplomatic, service and special passports for nationals of the following countries: (China, Russia, the Sultanate of Oman, the State of Qatar, the Arab Republic of Egypt, and the Republic of Sudan) upon entry and exit to and from Iraqi airports and border crossings and on the basis of the principle of reciprocity .  

- The Ministry of Foreign Affairs adopting what was mentioned in paragraph (1) above, in coordination with the Ministry of Interior, and applying that with other countries that wish to conclude such an agreement in the future with the Republic of Iraq.  

Third / Approval of the amendment of Paragraph (Third) of Cabinet Resolution (94 of 2010) regarding the recommendations of the Job Grade Review Committee, as follows:  

1- Launching exclusively the preparatory certificate holders up to the (third) degree, provided that this does not result in the creation of new job titles.  

2- The Ministry of Finance, the Ministry of Planning and the Federal Service Council shall amend the job description approved by the ministries and entities not affiliated with a ministry in a manner that ensures that those mentioned in paragraph (1) above of this decision reach the third degree.  

3- This decision shall be implemented when the next federal general budget law is approved.  

Fourth / agree to the following:  

1- Approval of the recommendation of the Ministry of Foreign Affairs regarding the opening of an embassy of the Republic of Iraq in the Irish capital Dublin instead of a general consulate, based on the provisions of Articles (25) and (26) of the Foreign Service Law No. (45 of 2008), provided that opening it does not lead to an increase in Numbers of workers in diplomatic missions, taking into account the notes of the legal department in the General Secretariat of the Council of Ministers, which are confirmed by its memorandum numbered (MD / S/2/4/11/191 LQ) dated June 23, 2022.  

2- The required amounts are financed from within the budget law allocations for the year 2023.

Prime Minister Mustafa Al-Kazemi confirmed, on Thursday, that Iraq faces a real political problem in the post-election stage, indicating that the political blocs must cooperate with the government to find a solution to the issue of the budget.  

  

 

  

Al-Kazemi stated during the Cabinet session, (August 11, 2022), that he "is offering my deepest condolences on the occasion of Ashura, the anniversary of the martyrdom of Imam Hussein (peace be upon him), from which we draw inspiration from the values of sacrifice, justice, and fighting injustice, and from which we draw inspiration from the spirit of belonging to the homeland and humanity, and the importance of Building nations on the basis of justice.  

  

He added, "We started with this government together by facing major economic, security, political and health challenges, and we accepted the challenge, and for nearly two and a half years we have been working to overcome all obstacles in very complex circumstances."  

  

He pointed out that "Iraq faces a real political problem in the post-election stage, and it needs a solution, and the solution requires dialogue, wisdom, and sacrifice, as Imam Hussein (peace be upon him) sacrificed; for the sake of justice, values, and religion, as well as political leaders are required to present sacrifices for the sake of the homeland, and for the sake of our children."  

  

He pointed out that "the challenges we face are reflected in the performance of the government and all Iraqi state institutions. This government spent 28 months, and it is unfortunate that during this period there was a budget only for 6 months, so how can the state work in the absence of a budget?"  

  

Al-Kazemi continued, "We are going through a difficult period, and with all this we have worked to overcome many problems. There were lagging or failed projects that had been planned for many years, and we worked to revive them and turn them into opportunities for success, in rebuilding lagging hospitals and other projects related to electricity and oil. gas, and alternative energy, but without a budget, people's lives will be disrupted."  

  

The Prime Minister stressed, "We are now in the eighth month of 2022, and there is no budget, and the imbalance is not in the government, but because of the existing political situation, so how do we build schools, pave roads and build projects with the absence of political consensus on forming a government or finding a solution to the political blockage."  

  

He explained that "the issue of the budget is a very serious matter, and we have good financial abundance and we need to invest it in rebuilding infrastructure and achieving the demands of our honorable people.  

  

And he stated, "We have been late for 17 years and now we have a chance, and this government was at the same distance from everyone and focused on the technical side more than the political side, and for this I say: We stand in the middle of the road, and at the same distance from everyone, and therefore I hope the political blocs will support This government is to do its job."  

  

He stressed, "We have saved money for electricity and health projects and lagging projects. We must work with all our might to help our children, and people are waiting for a lot from us, and this is their right to demand the government."  

  

Al-Kazemi stated that "it is unfortunate what is happening, as our people do not deserve this circumstance, but rather deserve the best and that we sacrifice for the sake of the people and the future. The political dispute has begun to reflect on the service reality in the state, and therefore we must look for a solution and invite everyone to dialogue in all seriousness." .  

  

He added, "Dialogue is the only solution to solve our problems, and we have no other. As for resorting to methods of media escalation, and social media, and spreading chaos and frustration among people, this will not help in building the modern democratic experience. We are a young democracy, and we need to act according to wisdom and reason." ".  

  

He said, "Citizens should know that every day a solution to the political impasse is delayed, the government is restricted, and it is in a difficult situation in which it is difficult to carry out its duties."  

  

He pointed out that "the caretaker government according to the constitution, its work is supposed to be associated with a short period and not to stay for nine months without a new government, and it is unreasonable for the government to remain tied, and the constitutional deadlines have been exceeded, and we are required to remain a caretaker government; this is not possible." .  

  

He stressed that "the political blocs must cooperate with the government to find a solution to the issue of the budget, and we are ready to help and play our role as an executive authority in accordance with the law."  

  

Al-Kazemi said, "We accepted the challenge in the past and are ready now as well. We worked calmly and tolerated injustice and slander, and all the rumors that tried to take the determination of the ministers and the government, for the sake of Iraq and the Iraqis."  

  

He continued, "We have accepted the responsibility in order to spare the people's blood. We came in difficult circumstances and despite the absence of all the ingredients for success, and thank God the government succeeded in providing an achievement in a short period of time, in providing works that the government did not achieve except in two sessions. We have the ability to continue serving our people, But there must be real political support for the government instead of political differences. There are parties that always turn the conflict toward the government, and the government has nothing to do with it, as we are not a party to the political conflict."  

  

He pointed out that "we went through an ordeal during the past two or three weeks, and thank God the crisis was dealt with calmly, and we succeeded in not having Iraqi blood flowing on Iraqi soil, and we will continue with this approach."  

  

And he stated, "Those who think that this government is working to strain the atmosphere are mistaken. We have said since the first day: We are ready to hand over power to any elected government, and at the moment the political blocs agree, we are ready. What is the talk about the government or the Prime Minister working to disrupt The formation of the government or the solution is nothing but nonsense. Who would accept to stay in these difficult circumstances?”  

  

And he indicated that "the story is not a position story, but a success story, either we are successful and accept the challenge, or the political blocs have to accept their role to find a solution to the blockage, so that we can move towards a bright Iraq with an opportunity for hope, and we must be optimistic, and that there is no solution but by dialogue."  

  

And he stated that "I mentioned yesterday, a week ago, and I repeat it now: A thousand years of dialogue is better than a single moment in which there is a clash between Iraqis."  

  

He stressed that "Iraqi blood is precious, and our people have suffered a lot for the past 70 years, and therefore we must not devote a culture of self-destruction and the destruction of historical opportunity. Iraq may be today in an advanced position, with capabilities, wealth and financial abundance that help us build our country. In the two years, we restore our relations with all countries of the world, and Iraq has become a point of meeting and integration with others, in order to serve our people and the peoples of the region.  

  

He pointed out that "we presented an initiative, and it was approved by most of the political blocs, and we are still working to create an opportunity for dialogue. We must preserve our democratic system, and we must correct if there are wrong paths or there are paragraphs in the constitution. Correction or change must be there." He explained that "the caretaker government according to the constitution, its work is supposed to be coupled with a short period and not to stay for nine months without a new government, and it is unreasonable for the government to remain tied, and the constitutional deadlines have been exceeded, and we are required to remain a caretaker government; this is not possible."

Al-Kazemi pointed out that "the political blocs must cooperate with the government to find a solution to the issue of the budget, and we are ready to help and play our role as an executive authority in accordance with the law."

He stressed that "there must be real political support for the government instead of political differences," noting that "there are parties that always turn the conflict towards the government, and the government has nothing to do with it, as we are not a party to the political conflict."

Al-Kazemi said, "We went through an ordeal during the past two or three weeks, and, thank God, the crisis was dealt calmly, and we succeeded in not having Iraqi blood flowing on Iraqi soil, and we will continue with this approach."

He also warned that, "Those who think that this government is working to strain the atmosphere are mistaken. We have said since the first day: We are ready to hand over power to any elected government, and at the moment the political blocs agree, we are ready. What is the talk about the government or the Prime Minister working? For obstructing the formation of the government or the solution is nothing but nonsense. Who would accept to stay in these difficult circumstances?”

Al-Kazemi continued by saying that "the story is not a position story, but a success story, either we are successful and accept the challenge, or the political blocs have to accept their role to find a solution to the blockage, in order to move towards a bright Iraq with an opportunity for hope, and we must be optimistic, and not A solution is through dialogue.

The Prime Minister concluded his speech by saying that "we presented an initiative and it was approved by most of the political blocs, and we are still working to create an opportunity for dialogue. We must preserve our democratic system, and we must correct if there are wrong paths or that there are paragraphs in the constitution, correction or change." There must be consensus on it from all the Iraqi people."

Shafaq News/ On Thursday, the Iraqi Council of Ministers issued a package of decisions during its regular session, while it hosted the governor of Basra to see the service reality of the province.

 

The media office of the Prime Minister stated in a statement received by Shafaq News Agency, that the council held its twenty-ninth regular session headed by its President Mustafa Al-Kazemi, during which they discussed developments in the political situation in the country, discussed the service reality, the economic file, and deliberated on topics on the agenda, and issued decisions about it.

 

Al-Kazemi renewed his call to all political forces for a meaningful and constructive dialogue to confront the current challenges, which are now being reflected in the performance of the government and all state institutions.

 

He stressed that the government was able to overcome many problems and revive many of the lagging projects that had been planned for years, pointing out that the absence of the budget affected the government's performance and plans in implementing vital projects that serve the citizen.

 

Al-Kazemi reviewed the security developments in the country, and the efforts of the security forces of all kinds in confronting the remnants of ISIS terrorist gangs, as well as pursuing crime gangs and drug trafficking.

 

The Council of Ministers hosted the Governor of Basra, Asaad Al-Eidani, who in turn gave an extensive explanation of the service reality of the province, the great challenges it faces, the most important needs and requirements that enable it to improve the infrastructure and upgrade the level of services in it, and the most important solutions developed to address the existing problems.

 

After discussing what was presented, the Council of Ministers voted to meet the needs of Basra Governorate from service projects provided by its governor.

 

In the same context, the Council of Ministers, who is entrusted with the minister's powers to manage the Ministry of Electricity, hosted the meeting, where it reviewed the current reality of electricity, the problems facing the ministry, and the mechanisms adopted to overcome the problems of the electrical system, in order to ensure the provision of electrical energy to the maximum.

 

After the Council of Ministers discussed the topics on the agenda, it approved the recommendation of the Ministerial Council of Economy regarding the two projects of consulting mega projects in the Ministry of Planning, and monitoring and controlling mega projects/advisory tasks of the ministries of finance and planning.

 

And agreed to authorize the Undersecretary of the Ministry of Foreign Affairs for Political Planning, the authority to negotiate and sign draft memoranda of understanding with the countries mentioned in the paragraph below.

 

The Ministry of Foreign Affairs approves the entry stamp for holders of diplomatic, service and special passports for nationals of China, Russia, the Sultanate of Oman, the State of Qatar, the Arab Republic of Egypt, and the Republic of Sudan, upon entry and exit to and from Iraqi airports and border crossings, on the basis of the principle of reciprocity.

 

The Ministry of Foreign Affairs shall also adopt what was mentioned in paragraph 1 above in coordination with the Ministry of Interior, and apply this with other countries that wish to conclude such an agreement in the future with the Republic of Iraq.

 

The Council also agreed to amend the third paragraph of Cabinet Resolution 94 of 2010 regarding the recommendations of the Job Grade Review Committee, and to launch the promotion of the preparatory certificate holders exclusively to the third degree, provided that this does not result in the creation of new job titles.

 

As well as the Ministry of Finance and Planning and the Federal Service Council to amend the job description approved by the ministries and entities not associated with a ministry in a manner that ensures that those mentioned in paragraph 1 above of this decision reach the third degree.

 

And the Council voted to implement this decision when approving the next federal budget law.

 

The Council of Ministers also agreed to approve the recommendation of the Ministry of Foreign Affairs regarding the opening of an embassy of the Republic of Iraq in the Irish capital Dublin instead of a general consulate, based on the provisions of Articles 25 and 26 of the Foreign Service Law No. 45 of 2008, provided that opening it does not lead to an increase in the number of workers in missions. Shafaq News/ The Iraqi Council of Ministers decided on Thursday to extend the agreement to sell fuel oil to Lebanon.

Hassan Nazim, Minister of Culture and spokesman for the Council of Ministers, said in a press conference held today, that the Council decided to lift the injustice against employees who hold the preparatory certificate, and the decision was issued to raise the holders of those certificates to the fourth degree after they stopped at the third degree, indicating that the Ministry of Finance will take over the issue of Upgrading after approving the financial budget.

Nazim went on to say that the Council of Ministers also decided to extend the agreement to sell the fuel visit material to Lebanon, explaining that this decision comes in response to the difficult circumstances the Lebanese are going through.

Lebanon signed an agreement with Iraq in July 2021 to import one million tons of fuel fuel to alleviate the country's electricity crisis, and the first ship arrived in Lebanon carrying 31,000 tons of this substance on September 16, 2021.

Fuel is a mixture of oils that remain in the oil refining unit after distillation (heavy fuel) and burn in a furnace or boiler to generate heat or to generate electrical or kinetic energy.

Iraq and Lebanon agreed on an energy exchange, under which Iraq would give Lebanon, which is going through the worst economic crisis in its history, heavy fuel oil, in exchange for "services and goods" that Iraq would get from Lebanon.

And the Minister of Energy and Water in the Lebanese caretaker government, Walid Fayyad, had said last July that Iraq will reduce the amount of fuel supplied to his country by half after the increase in fuel and fuel prices in global markets.

He added, "The extension of the fuel agreement will enable us to have a small number of hours of electricity, as they provide us with 80,000 tons per month, but in this period the quantity is less due to the difference in price and the increase in the price of fuel, so it decreased to 40 thousand tons, providing us with two hours of feeding instead of 4." hours".

He pointed out that "we are working to prepare for another visit to Iraq that could include President Mikati and Major General Abbas Ibrahim to formulate and extend the new formula of the agreement, and to show the Iraqi side that we are committed on our part to pay the dues, albeit in a gradual and phased manner, by providing services to the Brotherhood in Iraq.  First / Approval of the recommendation of the Ministerial Council of Economy regarding my projects (consulting mega projects in the Ministry of Planning), and (monitoring and controlling mega projects/advisory tasks for the ministries of (Finance and Planning).

 Second / agree to the following:

1. Authorizing the Undersecretary of the Ministry of Foreign Affairs for Political Planning Affairs, the authority to negotiate and sign draft memoranda of understanding with the countries mentioned in the paragraph below.

2. The Ministry of Foreign Affairs approves the entry stamp for holders of diplomatic, service and special passports for nationals of the following countries: (China, Russia, the Sultanate of Oman, the State of Qatar, the Arab Republic of Egypt, and the Republic of Sudan), upon entry and exit to and from Iraqi airports and border ports, on the basis of the principle of treatment Likewise.

3. This decision shall be implemented upon approval of the next federal general budget law.

 Fourth / agree to the following:

1. Adoption of the recommendation of the Ministry of Foreign Affairs regarding the opening of an embassy of the Republic of Iraq in the Irish capital Dublin instead of a general consulate, based on the provisions of Articles (25) and (26) of the Foreign Service Law No. (45 of 2008), provided that opening it does not lead to an increase in Numbers of workers in diplomatic missions, taking into account the notes of the legal department in the General Secretariat of the Council of Ministers, which are confirmed by its memorandum numbered (M/S/2/4/11/191 LQ) dated June 23, 2022.

Cabinet spokesman Hassan Nazim announced, on Thursday, that the Council approved the launch of promotions for holders of middle school certificates from employees after approving the budget.

Nazim said during a press conference, that "the country needs wisdom and sacrifice," noting that "working without budget is a great challenge."

He added, "The Council of Ministers agreed to launch promotions for holders of middle school certificates from employees," noting that "the Council decided to continue with the agreement to sell fuel to the Lebanese side."

He stated, "We are now in the eighth month of 2022, and there is no budget, and the imbalance is not in the government, but because of the existing political situation."

Al-Kazemi warned of “the danger of the budget issue,” explaining, “We have good financial abundance and we need to invest it in rebuilding infrastructure and achieving the demands of our people. ".

Al-Kazemi said, "We have provided money for electricity, health and lagging projects, and we must work with all our might to help our children," noting that "citizens are waiting for a lot from us, and this is their right to demand the government."

Al-Kazemi stressed the need for " the political blocs to cooperate with the government to find a solution to the budget issue, and we are ready to help and play our role as an executive authority in accordance with the law."
