Muhammad Shia al-Sudani is a prominent Iraqi politician. He began his political activity with the Islamic Dawa Party as a member of the Maysan Provincial Council, then founded the Euphrates political movement in 2019, and held several positions until he was nominated to head the Iraqi Council of Ministers in July 2022.

Birth and upbringing

 

Muhammad Shiaa Sabbar Hatem al-Sudani was born in the Iraqi capital (Baghdad) in 1970 to a middle-aged family from Maysan Governorate in southeastern Iraq.

His father, Shia, was an employee in the agricultural bank, and his grandfather was Sheikh Sabbar Hatim Al-Sihoud, one of the well-known sheikhs in the Maysan governorate.

At the age of ten, his family faced a problem with the former Iraqi regime because of his father's affiliation with the Islamic Dawa Party (a Shiite party), which was banned at the time.

Shiaa was arrested by the Iraqi government and then executed along with 5 members of his family in 1980 upon his return from treatment in France.

He received his bachelor's degree from the University of Baghdad and graduated as an agricultural engineer from the College of Agriculture in 1992, then worked in the private sector after graduating 5 years.

political experience

The political life of Muhammad Shiaa Al-Sudani began with the Islamic Dawa Party after he was elected as a member of the Maysan Governorate Council between 2005 and 2009.

After the victory of the "State of Law" coalition led by the head of the Dawa Party, Nuri al-Maliki in 2009 in the local elections of Maysan Governorate, Al-Sudani was elected Governor of Maysan on April 21, 2009.

Al-Sudani was appointed Minister of Human Rights after the formation of the second government of Nouri al-Maliki on December 22, 2010.

In mid-2011, he was assigned the duties of head of the National Commission for Accountability and Justice until October 2012.

In 2013, he was assigned the duties of Minister of Agriculture in the second Maliki government, then Minister of Immigration and Displacement in 2014, and then took over the administration of the Institution of Political Prisoners.

His duties as director of the Institution for Political Prisoners ended in January 2015.

He participated in the legislative elections in 2014 for the first time as a representative of the province of Baghdad within the "Coalition of State of Law" for the Dawa Party, and won a parliamentary seat.

He assumed the position of Minister of Labor and Social Affairs on the eighth of September under the Iraqi Prime Minister Haider al-Abadi in 2014, and continued in his position for 4 years until the end of the mandate of the al-Abadi government.

Al-Abadi appointed him as Minister of Finance between 2014 and 2015 for a limited period, then took the position of head of the country’s Child Welfare Authority, then was appointed Minister of Trade for the period from October 2015 to April 28, 2016.

He was assigned the duties of the Minister of Industry on August 14, 2016, for a few months.

He was unanimously elected Chairman of the Board of Directors of the Arab Labor Organization in the Egyptian capital (Cairo) between 2017 and 2018.

In 2018, he was elected for the second time as a member of the Iraqi Parliament, representing the State of Law Coalition, during which he participated in many parliamentary committees, and then was re-elected on October 10, 2021 as a member of the Iraqi Parliament for the third time in a row.

In July 2022, the Coordination Framework decided to nominate him for the prime ministership in Iraq.

Al-Sudani belongs to the Islamic Dawa Party, and participated with the opposition parties in the “popular uprising” in 1991, which are demonstrations and protests that came out to demand the overthrow of the regime of the late Iraqi President Saddam Hussein, after the second Gulf War, and the Iraqi authorities were able at that time to regain control over the cities that witnessed these protests. .

After 2003, Al-Sudani continued to work within the Dawa Party's organizations, then became close to the party's leader, Nuri al-Maliki, who later formed the State of Law coalition, during which he assumed many positions in ministries and responsibilities.

After the popular demonstrations that erupted in Iraq on October 1, 2019, Al-Sudani resigned from the Islamic Dawa Party to form the "Political Euphrates" movement, and took the position of Secretary-General of the new party.

On July 25, 2022, the leaders of the Coordination Framework (the political bloc that includes all Iraqi Shiite parties except for the Sadrist movement) unanimously agreed to nominate him for the position of prime minister.

In the six years prior to the US invasion of Iraq in 2003, he worked in the Directorate of Agriculture in Maysan Governorate, and assumed several responsibilities, including heading the Kumait District Agriculture Division, Ali Al Sharqi District, and the Plant Production Department.

He was the engineer supervising the Iraqi National Research Program with the United Nations "FAO" organization before the invasion.

After 2003, he worked as a coordinator between the authority supervising the administration of Maysan Governorate and the coalition authority for US forces in 2003.

After that, he assumed the responsibility of managing the Qaemqamiya (the capital of the administrative departments) in the city of Al-Amarah, the capital of Maysan Governorate, in 2004.

He held several ministerial positions (Minister of Human Rights, Minister of Agriculture, Minister of Labor and Social Affairs, Minister of Finance, Minister of Industry) and responsibilities between 2003 and 2022.

Achievements

Iraq entered the Guinness Book of Records in 2014 as the "biggest symbol of peace in the world", and the state honored Muhammad al-Shiya al-Sudani for his efforts in achieving this achievement.

According to an internal communiqué of the secretariat seen by “Nass” (July 27, 2022) addressed to members of the leadership council of the Patriotic Union of Kurdistan, it said, “Friends, we inform you all, including all the cadres of the Patriotic Union of Kurdistan in various circles, from now on, Not to comment on the issue of the position of president for any of the media outlets of the Patriotic Union of Kurdistan, and Kurdish, Iraqi and international media institutions.”  

  

He added, "This is the decision of the presidency of the Patriotic Union of Kurdistan and everyone must abide by it, and friends must inform everyone of the decision."

Today, Thursday, the "Coordination Framework" in Iraq announced that it "is proceeding with the formation of the new government led by Muhammad Shia al-Sudani, despite the storming of Muqtada al-Sadr's supporters, who reject that, the parliament headquarters."
The leader in the coordinating framework, Aid al-Hilali, said in statements with Baghdad Today Agency , that "the coordinating framework is proceeding with the process of forming the new Iraqi government, and he is sticking to his candidate for prime minister, Muhammad Shiaa al-Sudani, and does not intend to change him with any other candidate."
 
 
And Al-Hilali said, "The political and parliamentary majority is currently with the formation of the new Iraqi government, and we will proceed to complete this task as soon as possible," explaining that "what happened from the demonstrations will not affect the progress of the process of forming the next government."
A number of Sadrists' supporters stormed the House of Representatives in the Green Zone in Baghdad yesterday evening, Wednesday, to protest against the nomination of Muhammad Shia'a al-Sudani for the position of prime minister.
Earlier, the Iraqi Prime Minister, Mustafa Al-Kazemi, called on the demonstrators to evacuate the Green Zone , stressing that the security forces are committed to protecting state institutions and international missions and preventing any disruption to security and order.

Shafaq News/ An informed source in the coordination framework that includes Shiite political forces away from the Sadrist bloc revealed that the commander of the "Quds Force" in the Iranian Revolutionary Guard, Ismail Qaani, who arrived in Baghdad today, Wednesday, held a meeting with the leaders of the coordination framework to discuss the current political developments.

The source told Shafaq News Agency, that the meeting was held outside the Green Zone, while Sadr's supporters stormed the parliament building, and the Quds Force commander was briefed on the content of the framework statement in this regard.

He added that the leaders of the framework confirmed during the meeting their adherence to the nomination of Muhammad Shia Al-Sudani for the position of prime minister, despite the Sadrists demonstrating against him.

He added, however, that the framework will reconsider this matter, only in the event that Al-Sudani requests to withdraw his candidacy personally.

Qaani, who succeeded Qassem Soleimani with the leadership of the Quds Force, who was assassinated in Iraq in a US air raid, repeated his visits to Baghdad to rearrange the Shiite house again and form a consensual government, but his previous attempts did not achieve his goal.

Shafaq News/ An informed political source revealed, on Wednesday, details of discussions that took place between the commander of the "Quds Force" in the Iranian Revolutionary Guard, Ismail Qaani, with the Patriotic Union of Kurdistan on the sidelines of his meeting with the coordination framework in Baghdad.

The source told Shafaq News Agency, that the meeting discussed the issue of the candidate for the presidency of the Iraqi Republic, where the dispute between the Union and the Kurdistan Democratic Party.

He added that a scenario was put forward for the Democrat to waive the position in exchange for the latter's waiver of all his governmental entitlements in favor of the Union.

And the source added, "If this is not possible, Qaani urged the PUK to go for a compromise candidate with the Democratic Party."

According to leaks obtained by Shafak News Agency, the settlement candidate who is being talked about is Latif Rashid, a member of the Political Bureau of the National Union, and the late President Jalal Talabani, husband of Shanaz Ibrahim Ahmed.

The dispute revolves between the two main parties in the Kurdistan Region, over the re-nomination of Barham Salih for the post of the presidency.

Baghdad Today, Thursday, the coordination framework revealed that it seeks to resolve the election of the new president of the republic next Saturday. The leader in the framework, Aid al-Hilali, told (Baghdad Today), "There are efforts and political movement in order for the House of Representatives to hold a special session next Saturday dedicated to electing the new president of the republic, even if the Kurds did not reach an agreement on the candidate for this position." Al-Hilali indicated that "the coordinating framework is working to expedite the formation of the new Iraqi government, and for this reason he does not want any obstacles in front of this movement, and the delay in deciding the election of the President of the Republic affects the entire process of forming the government, and for this reason the Kurds are required to quickly resolve their agreement or leave the decision of this matter under the dome." Parliament, as it happened in 2018. Earlier on Tuesday, a parliamentary source said that the coordinating framework had sent an official letter to the Presidency of Parliament to set next Saturday as the date for electing the President of the Republic. The source told (Baghdad Today), that "the framework submitted an official request to the Presidency of the House of Representatives to hold the parliament session next Saturday to vote on the President of the Republic and the Deputy Speaker of Parliament."

Political sources in the capital, Baghdad, reported that the Iraqi Foreign Minister, Fouad Hussein, who heads the Kurdistan Democratic Party's negotiating committee, met today, Thursday, with the President of the Patriotic Union of Kurdistan, Bafel Talabani, and discussed with him the latest developments in choosing the President of the Republic.  

  

  

No developments have been reported from the meeting so far.   

Despite the ongoing negotiations, between the two Kurdish parties, regarding the position of the presidency, the two sides did not reach an agreement regarding them, with the parliament session dedicated to electing the president imminent.   

  

And earlier, the secretariat of the leadership council of the Patriotic Union of Kurdistan, took a decision regarding the position of the President of the Republic .
