Shafaq News/ A source in the Iraqi Council of Ministers revealed, on Tuesday, that Prime Minister Mustafa Al-Kazemi is moving to hold a round table meeting, to bring together the parties in the political process.

The source told Shafaq News Agency, that Al-Kazemi will call for a round table meeting within days to gather the parties in the political process to discuss developments in the Green Zone and the recent demonstrations to come up with a road map to contain the current situation.

He added that there are intensive contacts about determining the time and place of the meeting and the political forces that will participate in the meeting.

In a statement yesterday, Monday, Al-Kazemi called on all political forces for a national dialogue by forming a committee that includes their representatives to sit at the dialogue table and develop a "road map for the solution."

Al-Kazemi stated that "Iraq is witnessing a great political tension that threatens if wise people do not interfere with dire consequences," adding: "While we have taken all necessary measures and measures to control the situation, maintain security, and prevent the wasting of Iraqi blood, we call on all parties to calm down and reduce escalation; to begin initiative for a solution on a national basis.

The political scene in Iraq has undergone serious developments since supporters of the Sadrist movement led by prominent Shiite cleric Muqtada al-Sadr stormed the parliament building in the fortified Green Zone in central Baghdad, and protested against the nomination of the coordination framework, Muhammad Shia Al-Sudani, for the position of Prime Minister for the next federal government.

On Monday, demonstrations against the Sadrist movement took place near the suspension bridge leading to the Green Zone, after an invitation from the "Organizing Committee to support Legitimacy and Preserve State Institutions."

The Sadrist bloc had obtained the highest votes in the early legislative elections that took place in October of 2021, but the efforts of the leader of the current failed to form the new federal government due to the Shiite coordination framework standing in its way by obtaining a fatwa from the Federal Court with the so-called blocking third in a contract The session for electing the President of the Republic, which paves the way for naming the Prime Minister.

The three-way alliance between the Kurdistan Democratic Party led by Masoud Barzani, the Sovereignty Alliance headed by Khamis al-Khanjar, and the Sadrist movement led by Muqtada al-Sadr was broken following the resignation of the Sadrist bloc's deputies, and the movement's withdrawal from the political process by order of al-Sadr.

The political scene is living in a crisis situation and a dead end unprecedented in the history of Iraq, as more than 300 days have passed since the early elections without being able to form a new government in the country, and the survival of the caretaker government headed by Mustafa Al-Kazemi.

On the tenth of last October, Iraq held early legislative elections to get out of a political crisis that swept the country after large demonstrations in the central and southern regions in 2019 in protest against the widespread unemployment in society, the spread of financial and administrative corruption in government departments and institutions, and the deteriorating reality The service and the livelihood, which prompted the former prime minister, Adel Abdul-Mahdi, to resign under popular pressure.

As soon as the preliminary results of the elections were announced, the voices of political forces and actors rose in their rejection of losing many seats, accusing them of major fraud in the ballot, which was denied by the executive and judicial authorities, at a time when the United Nations and international organizations praised the integrity of the electoral process.

Extensive interaction with her... Will Al-Kazemi's initiative end the political crisis?

Baghdad - people

A report by "Al-Sharq al-Awsat" newspaper sheds light on the moves that Prime Minister Mustafa Al-Kazemi is taking to resolve the political crisis and bring the parties together.

According to the report, which was followed by "Nass" (July 3, 2022), "Al-Kazemi's invitation is important, and it is matched by other invitations, but the important thing is not who sends the invitation, but who responds to it."

The report pointed out that "the international concern is based on the lack of any vision among the political leaders, as it is not known which direction they will take the country."

Below is the text of the report.

Iraqi Prime Minister Mustafa Al-Kazemi is preparing to gather the Iraqi political parties around a national dialogue table with the aim of crossing the current crisis between the Sadrist movement and the Shiite coordination framework. According to private sources from Al-Kazemi's office; After the initiative he launched last Sunday received widespread support both internally and externally; Preparations are underway now with a view to preparing the ground for dialogue and how to arrange the procedures for that, despite the divergence of positions between the leader of the Sadrist movement, Muqtada al-Sadr, and the forces of the coordinating framework.

While the leader of the Wisdom Movement, Ammar al-Hakim, and Haider al-Abadi, head of the victory coalition and former Prime Minister, expressed their support for Al-Kazemi’s call, no official position was issued by Al-Sadr or by the so-called Minister of the Leader, Saleh Muhammad Al-Iraqi, who expresses Al-Sadr’s directions.

In a statement, Al-Kazemi called on the political forces "not to be drawn into accusations, the language of treason, and to set up hostility and hatred between the Brotherhood in the one country, and to sit at the table of a national dialogue, to reach a political solution to the current crisis, under the roof of Iraqi synergy, and the mechanisms of national dialogue."

Al-Kazemi stressed that "the time has come now to discuss the mechanisms of launching a reform project agreed upon by the various national parties, and I am sure that Iraq has enough rationality and courage to move forward with a national project that will bring the country out of its current crisis."

He continued, "The political forces must bear their national and legal responsibility, as the caretaker government has performed all its duties despite exceeding the time limit set by the constitutional timings to form a new government, which is a constitutional violation, and with all that, we were and are still ready to provide all assistance, To reach a solution formula satisfactory to all, and in a manner that preserves social peace, the stability of state institutions and the interests of the people.

In this context, Al-Hakim confirmed his support for Al-Kazemi’s initiative, saying in a statement: “We declare our support for what was stated in Prime Minister Mustafa Al-Kazemi’s statement regarding the recent events taking place in the country, in which we have adopted many of its provisions several times, to prevent the situation from slipping into what is not. Good consequences, especially with regard to the fact that the parties and partners of the Iraqi scene are sitting at a dialogue table that adopts a comprehensive national initiative that leads to ending the political blockage in the country.

The statement added: "We also support the demand of all demonstrators to adhere to peace, to respect and evacuate state institutions, to preserve public and private property, and to cooperate with security forces to maintain order."

turn; Al-Abadi said in a tweet: "I declare support for the contents of the brother's prime minister's statement on the current crisis," noting that the call for dialogue "consists with our initiative and our call for dialogue and agreement on a map for a solution to the current crisis."

Al-Abadi added: "I call on all parties to respond to it and start serious and honest dialogues in the service of the people and the state." While the issuance of support from prominent leaders in the “coordinating framework” (Al-Hakim and Al-Abadi) for Al-Kazemi’s call indicates the start of dealing with measures to resolve the crisis, the lack of signals from other leaders in the framework suggests, from the point of view of political observers, either the presence of Implicit authorization from the leaders of the framework for both al-Hakim and al-Abadi to deal with the initiative, or the existence of differences between the leaders of the framework, which was constantly denied.

Outside the framework, the Speaker of the Iraqi Parliament, Muhammad Al-Halbousi, announced his support for Al-Kazemi's call, and said in a tweet Tuesday: We support the initiative of the Prime Minister to find a solution formula regarding the events taking place in the country.

Al-Halbousi stressed, "the importance of everyone sitting at the dialogue table and taking practical steps to resolve the current crisis, leading to parliamentary and local elections according to specific timelines."

Internationally, French President Emmanuel Macron expressed his "concern" about the situation in Iraq, at the same time expressing his support for Al-Kazemi's initiative. Macron said in a tweet: "I am very concerned about the situation in Iraq. Calm and restraint must prevail," adding: "I join Prime Minister Mustafa Al-Kazemi in his appeal for dialogue and consultation in response to the aspirations of the Iraqis."

For his part, the British ambassador to Iraq expressed his concern about the course of the current crisis in Iraq. "I very much welcome the calls for dialogue and participation," he said in a tweet.

"I am concerned about the escalation of political tensions in Iraq," he said.

Hussein Allawi, adviser to the Iraqi Prime Minister, told Asharq Al-Awsat that Al-Kazemi's initiative "is very important in light of the political crisis in the country as a result of the political escalation that requires the Iraqi political forces to bear their historical responsibility on the one hand, and to maintain civil peace and public security after The entry of the protesters and demonstrators from the social and popular forces that raise slogans about the necessity of comprehensive reform of the state and its organs” on the other hand.

Allawi added: "The support that the initiative received and the support of the political forces to sit at one table for dialogue and discussion is a healthy condition so that the Iraqi political system searches for a way out of the political crisis," noting that "the Prime Minister will work on designing the dialogue initiative in consultation with the leaders of the political forces and the three presidencies." In order to support stability and civil peace, and to discuss the available options, demands, and the main points that will be the agenda for this dialogue.

He explained that "there are entitlements for everyone and in all fields and fields, which requires the leaders of the political forces to concede for the sake of Iraq and the Iraqi people in order to preserve the commonalities among all."

for his part; Independent Iraqi politician Izzat al-Shabandar confirmed to Asharq Al-Awsat that Al-Kazemi's initiative is a "step in the right direction."

As for the head of the Iraqi Consultative Council, Farhad Ala Al-Din, he confirmed to Asharq Al-Awsat that "Al-Kazemi's call is important, and it is matched by other invitations, but the important thing is not who sends the invitation, but who responds to it."

Regarding the reactions and concerns of the international community, Alaeddin says that "the international concern is based on the lack of any vision among the political leaders, as it is not known which direction they will take the country."

He pointed out that "what is happening on the Iraqi arena is not beneficial to Iraq or the war against ISIS, and it harms international and regional interests, and for this reason the international community wants cooperation and dialogue rather than rivalry."

Political trend fever may be a double-edged sword Al-Kazemi called for a dialogue meeting to end the crisis

Shiite leader Muqtada al-Sadr postponed the demonstrations that his supporters were supposed to take out next Saturday, because of what he said was a desire to "thwart malicious plans", postponing somewhat the tension that Baghdad has been on a date with for weeks.

Al-Sadr said that "those who are betting on a civil war" and "trying to imitate his steps" are corrupt, apparently referring to demonstrations called on the same date by his rivals, the coordinating framework of the Shiite forces.

The "Minister of Al-Sadr" explicitly said that the framework should abandon those he described as the "ominous triad of frameworks" without revealing who he intended.

"This trinity seeks civil war," said Salih Muhammad al-Iraqi.

The postponement of Al-Sadr’s demonstration comes in the wake of a simultaneous statement by the Iraqi Prime Minister, Mustafa Al-Kazemi, in which he calls on the political blocs to meet at the headquarters of the government “to start a serious dialogue,” Wednesday, but it was not known whether the postponement of the demonstrations came in coordination with Al-Kazemi’s call or as a result of it.

Says the Iraqi political analyst, d. Muhammad Nana', said that all the blocs "feel embarrassed" because of the current crisis and "want to get rid of this embarrassment and start a negotiating process instead of escalation, even if by making concessions."

Nanaa, who spoke to Al-Hurra website, believes that the Iraqi political blocs "will accept Al-Kazemi's invitation on this basis," adding: "But the most important thing is that Al-Sadr accepted this meeting, which also seems embarrassing, but he insisted at the same time not to negotiate with Certain parties within the coordination framework, and he is the only one who, if he accepts the invitation, and enters the meeting, his entry will be conditional on dissolving Parliament, and going to early elections in exchange for withdrawing his masses from Parliament and ending their sit-in completely.

He adds, "Here, Al-Kazemi's strength and influence will be tested with his ability to be a guarantor of the agreement between these blocs or not," but he said, "The depth and gravity of the crisis will force them to accept half-solutions instead of further escalation and disruption."

He expected that "the outcomes of the meeting will be to continue the path of forming the government, then it will be resolved by agreeing to dissolve parliament and hold new elections after holding a session of the House of Representatives or two sessions or an open session to amend the electoral law and the structure of the new commission and enact the law on financing election expenses."

He stressed that "the goal of most parties will be de-escalation and mutual de-escalation to catch a breath and think about the next stage."

But the Iraqi political expert, Mustafa Al-Masoudi, seems more pessimistic, as he says that the main blocs have not announced their agreement to attend or accept the prime minister's invitation.

So far, the former Prime Minister, Haider al-Abadi, has welcomed the calls for calm, but without referring to Al-Kazemi's call, while the positions of the Iraqi political blocs have not yet emerged.

Al-Masoudi told Al-Hurra that the prime minister should have the ability to ensure the implementation of the agreements, whatever they were, in the event the meeting takes place, adding that "this is currently doubtful."

Al-Masoudi believes that "the power of the prime minister is less than that of the leaders of the conflict, whether popularly or politically, and therefore he is unable to play a mediation role, unless the blocs are the ones who want to reach an agreement," adding, "And judging by the mutual escalation, this is excluded." .

These tensions come at a time when world powers are busy playing a mediating role that was previously crucial to resolving differences over the formation of the government.

The New York Times quoted Robert Ford, a former US diplomat in Iraq, as saying, "We are witnessing the beginning of the end of the US-backed political system in Iraq."

For decades, Iraq has been suffering from crisis to crisis and as a result, Iraq, despite its vast oil reserves, has remained mired in political chaos with a stagnant economy that has left its unemployed youth vulnerable to recruiters to extremist movements and made investors wary, according to the newspaper.

“Americans kind of hoped there would be these cross-sectarian, policy-focused alliances between political factions, but sectarian and ethnic divisions have triumphed,” Ford said. .

About 85 percent of the Iraqi government is financed from oil revenues, according to the World Bank.

Iraqi Prime Minister Mustafa Al-Kazemi called on the political forces to a meeting at the Government Palace, on Wednesday, "to start a serious national dialogue," as stated in a statement on Tuesday, hours after the leader Muqtada al-Sadr announced the postponement of a mass demonstration he had called for.

Ten months after the legislative elections, the political forces are still unable to agree on the election of a new president and the formation of a new government.

The level of escalation between the Sadrist movement and the coordination framework has increased since late July, with the two sides exchanging pressure in the street and in statements, without things developing into violence.

Al-Sadr's supporters have been carrying out a sit-in since July 30 in the courtyards of the Iraqi parliament, while supporters of the coordination framework began a counter-sit-in on the walls of the Green Zone five days ago.

The Sadrist movement demands the dissolution of Parliament and the holding of early legislative elections, in return for the coordination framework's demand to form a government and the reconvening of Parliament.

The coordination framework includes, in particular, the parliamentary Fatah bloc representing the pro-Iranian Popular Mobilization factions, and the bloc of former Prime Minister Nuri al-Maliki.

In a statement, Al-Kazemi called, "out of the common national responsibility that unites Iraqis on the principle of preserving Iraq's unity, security, and stability," "the brothers, leaders of the national political forces, to a national meeting at the Government Palace tomorrow, Wednesday, to start a serious national dialogue."

He added that the meeting's goal is "common thinking" in order to "find solutions to the current political crisis and the current closures within the framework of the constitution and on the basis of the supreme national interest, in a way that contributes to calming the current escalation."

The level of representation from the political forces in this meeting and the identity of the participating forces was not yet clear, while the political forces did not immediately comment on Al-Kazemi's invitation.

This comes hours after Al-Sadr announced the postponement of a mass demonstration that his current called to organize Saturday in Baghdad "until further notice."

Al-Sadr said in a tweet on Tuesday, "If you are betting on a civil war, then I am betting on preserving civil peace, and that Iraqi blood is precious."

He added, "I announce the postponement of Saturday's demonstration until further notice... in order to thwart your malicious plans and not to feed your corruption with the blood of Iraqis," calling at the same time the sit-in to continue their sit-in.

On Monday night, the organizing committee of the sit-in called for a demonstration, the date of which was not announced.

Meanwhile, Hadi al-Amiri, head of the Al-Fateh Alliance and one of the Popular Mobilization factions, called for calm and communication.

In recent days, he held a series of meetings with political officials in the country, especially Sunni and Kurdish allies of Sadr, especially Parliament Speaker Muhammad al-Halbousi. On Monday, Al-Amiri toured the Kurdistan region and met the leaders of the two major Kurdish parties, the National Union and the Democratic Party.

On the other hand, Iraqi Finance Minister Ali Allawi submitted his resignation on Tuesday from his position in the caretaker government, and the Prime Minister accepted this resignation and assigned Oil Minister Ihsan Abdul-Jabbar with the duties of the ministry, according to a final statement of the cabinet session.

Allawi indicated, in the text of his resignation, that "the government is hampered by the rampant political conflict, especially these days, between the political forces and the pressures exerted on government policy makers in various ministries, including the financial policy in the Ministry of Finance," according to the statement read by the Cabinet's spokesman and Minister of Culture, Hassan. rhyming.

In order to find solutions to the current political crisis, and the current closures within the scope of the constitution and on the basis of the supreme national interest, in a way that contributes to calming the current escalation.

Postponing a million

Al-Kazemi's call comes hours after the leader of the Sadrist movement, Muqtada al-Sadr, announced the postponement of a mass demonstration that his movement called for organizing, next Saturday, in Baghdad, until further notice, for fear of violence. Al-Sadr said in a tweet on Twitter yesterday: If you are betting on a civil war, then I am betting on preserving civil peace and that Iraqi blood is precious. The sit-in at the same time to continue their sit-in.

The Sadrist movement warned that forces in the coordinating framework are working to fuel a civil war, by calling for sit-ins and opposite demonstrations. Saleh Muhammad al-Iraqi, who is close to al-Sadr, said in a statement: “The blocs affiliated with the coordination framework must rein in the ominous framework trinity immediately because it is playing with fire, and it may be in its interest to fuel the civil war through sit-in versus sit-in or demonstrations versus demonstrations. Your call for major demonstrations will bother us or frighten us, as we will not extend our hand against you even if you do so.”

calm down calls

In addition, Hadi Al-Amiri, head of the Al-Fateh Alliance, and one of the Popular Mobilization factions, called for calm and communication. Yesterday, Al-Amiri met with the United Nations envoy, Jenin Plaschaert, and discussed with her ways to address the current crisis, and to continue supporting national efforts to bridge views between the parties to address the political impasse that has existed for several months, according to a statement.

Meanwhile, the Iraqi Finance Minister, Ali Allawi, submitted his resignation from his position during a government session. And the media reported, that the Prime Minister, Mustafa Al-Kazemi, accepted Allawi’s resignation, and assigned the Undersecretary of the Ministry, Taif Sami, to carry out the duties of the Acting Minister of Finance.
