And the media office of the Prime Minister said in a statement, “Nass” received a copy of it, (August 2, 2022), that “Prime Minister Mustafa Al-Kazemi chaired the twenty-eighth regular session of the Council of Ministers, which witnessed a discussion of developments in the country, in addition to discussing a number of The main files, the topics on the agenda, and the issuance of recommendations and decisions on them.  

  

The statement added, "At the beginning of the session, the Prime Minister and Commander-in-Chief of the Armed Forces reviewed the political and security situation in the country, and renewed his call for the need for concerted efforts to bring stability and defuse crises."  

  

And he continued, "The Council of Ministers supported the initiative presented by Al-Kazemi yesterday evening, which received internal and external political support."  

  

The statement continued, "The Council of Ministers hosted the Deputy Commander of Joint Operations, Lieutenant-General Abdul-Amir Al-Shammari, and a number of security leaders, who reviewed the security situation in the country and presented a security assessment of the Iraqi-Turkish borders."  

  

He added, "In light of what was discussed, the Council of Ministers agreed to approve the recommendations of the Security Assessment Committee on the Iraqi-Turkish border attached to it, which includes financing (30) billion dinars from the text mentioned in the emergency security law published in the Official Gazette on July 4, 2022, including 20 billion dinars for building police stations, and 10 billion dinars for vehicles.  

  

He added, "The Ministry of Finance is funding the Border Forces Command at an amount of 42 billion dinars, according to the mechanism mentioned in the Cabinet Resolution (15 of 2022), and transferring it to the Joint Operations Command. The exception of these projects is from the instructions for implementing government contracts (2 for 2014). ".  

  

He explained, "In the context of the session, the Minister of Youth and Sports, Mr. Adnan Darjal, presented a detailed report on the ongoing preparations to host the 25th Khaleeji in Basra Governorate, reviewing the results of the committees formed by the ministry, and allocating the financial sums for the establishment of the tournament, which will be a major sports carnival."  

  

And between, "The Prime Minister directed that all the requirements of the championship be met, in a way that guarantees Iraq's success in hosting the 25th Gulf Arab League, and meeting the brothers in Basra."  

  

The statement continued, "After discussing the file of the (25th) Gulf Championship, the Council of Ministers decided the following:  

  

Transferring the necessary amounts from the operating budget of the petrodollar or the border crossing points of Basra Governorate to the Ministry of Youth and Sports to implement the requirements (1, and 2) in the letter of the Ministry of Youth and Sports and excluding them from the instructions for implementing contracts; To complete the contracting procedures.  

  

Financing an amount of 3 billion dinars to contract with training owners, according to Cabinet Resolution 15 of 2022.  

  

Excluding Basra Governorate from the instructions for implementing government contracts for the purposes of the Arab Gulf Cup football tournament.  

  

The session witnessed a review of the epidemiological report, the continuous efforts of the Ministry of Health in confronting the Corona pandemic, and its continued procedures in providing medical treatments, and securing vaccines in health outlets throughout Iraq.  

  

The statement stated, "The Council of Ministers discussed other topics on the agenda, and issued the following:  


First / Based on what was presented by the Ministry of Construction, Housing, Municipalities and Public Works, in its letter No. (371) dated June 20, 2022, the Council of Ministers decided to approve the completion of the sale of the (58008) residential plots mentioned in the Ministry’s letter above (M kh/451 on August 2, 2022, based on the powers entrusted to the council under the provisions of Article 40 of the Sale and Lease of State Funds Law 21 of 2013.  

  

Second / Approval of extending the work of the Council of Ministers Resolution (377 of 2021) until December 31, 2022, regarding projects to develop shops and streets.  

  

Third / Exempting the Iraqi National Oil Company from implementing paragraphs (3, and 4) of Cabinet Resolution 67 of 2022, for a period of 3 working months, starting from the date of issuance of this decision; To take out the overcrowded containers, according to what is proven in the book of the aforementioned company (N2/H2AS/565) on July 31, 2022, and for one time.”

Al-Karaawi said in a statement that {Euphrates News} received a copy of it that: "The Supreme Committee for Compensation demanded that the Ministry of Finance allocate an amount not exceeding (150) billion dinars, in order to cover the compensation of farmers in the governorates of Najaf and Al-Diwaniyah for lands that cannot be cultivated this season."

Al-Karaawi pointed to the mechanism for approving compensation:

1- The agricultural plan established by the agricultural divisions, according to the triple name of the farmer, farmer, agricultural areas and the cultivated variety for the past year 

2- The compensation is based on (50%) of the marketing price of the crop approved in 2021 by the Ministry of Commerce.

3- Adopting the agricultural areas for the strawberry crop, which are actually approved and approved in the summer agricultural plan for 2022.
