Law Leader: Al-Maliki was not nominated.. and seasonal people appear during the formation of the government and then disappear with money

Baghdad / Obelisk: A member of the State of Law coalition, Abbas Abboud, said on Saturday, July 16, 2022, that there are many names being proposed through the media to occupy the position of prime minister, but the discussion is in fact about the mechanism, stressing that Al-Maliki did not officially nominate himself, Rather, he was observing the situation and was close to the negotiation process, and he has an absolute majority within the coordination framework and a popular base, and he wants to choose a qualified person.

Abboud, a politician, researcher and writer, said that there is talk of choosing one of the leaders of the second line, and there will be crucial news expected.

Abboud said in a statement to the Obelisk that the State of Law coalition shares with the leader of the Sadrist movement Muqtada al-Sadr in many of the points mentioned in the Friday sermon.

And between: We are against the foreign presence in Iraq and we are fighting corruption, noting that the State of Law coalition has clear and explicit stances against the corrupt, and voted against many laws that affect the livelihood of the Iraqi people, such as raising the dollar exchange rate.

Abboud believes that historical leaders in the Shiite and Kurdish components have a role in the experiences of events, and they have an impact on differences, whether in terms of their exaggeration or their resolution.

Abboud went on to say that things in the Shiite house became easier after the withdrawal of the Sadrist movement from the parliament.

He continued: So far, we have not heard of an agreement within the Kurdish House to choose a personality with specifications that satisfies everyone, and in this case, the national space will be resorted to, and a vote on the personality in Parliament will be made.

He pointed out the difficulty of progress before the election of the President of the Republic, noting that the coordination framework prefers that the agreement be within the Kurdish House without the intervention of other parties.

Regarding the coordination position regarding the election of the president, Abboud explained that the framework did not interfere in favor of a particular candidate, and the matter is left to the Kurdish House, with reservations about some personalities, and that the coordination respects the understandings with its allies.

Maliki's nomination for prime minister

Abboud said that al-Maliki did not nominate himself officially, but was monitoring the situation and was close to the process of negotiating the selection of the prime minister, and he has an absolute majority within the coordination framework and a popular base, and he wants to choose a qualified person.

He stressed that the party that has a parliamentary base and has a large number of deputies can pass the candidate it wants, pointing out that the name of Haider al-Abadi was proposed by political forces, but I do not think that he has a chance according to this mechanism.

Abbas Abboud warns that political flies, as he put it, referring to people who failed to be influential, appear seasonally before the formation of each government and disappear after its formation while they are loaded with positions and money.

And he went on: These people are crawling over the sources of action at home and abroad in order to market what they want and to sabotage the atmosphere for those who do not want personalities on the table or not on the table to occupy the position of prime minister.

Farhad Aladdin

More than a month after the Sadrist movement withdrew from the parliamentary scene and replaced their deputies with new ones, most of them from the coordination framework, the leadership of the framework failed to choose its candidate for prime minister as the largest bloc now, which threatens to continue the political blockage.

The framework invoked the legislative recess of Parliament and then the Eid al-Adha holiday as a pretext to resolve the file of the nomination of the next prime minister. The main reason became clear in the intense competition for the position between its main leaders in the hope of winning it before them. Haider al-Abadi, and the desire of each of them to address the position within the framework of what was described as the electoral merit, after their modest performance in the elections turned into a great victory following the withdrawal of the Sadrist movement.

Boss rivalry and second line

Hadi Al-Amiri, for his part, announced in a statement issued on July 11, "I am not a candidate for this position (the position of Prime Minister) and I reject my candidacy from those who believe that this is right from the Brotherhood," while reliable sources within the framework revealed that Al-Amiri retracted his decision during the framework meeting held on 15 In July, he informed the framework leaders that great pressures within the Al-Fateh coalition demanded the position as an electoral entitlement in addition to being a national responsibility.

The head of the State of Law coalition, for his part, alluded to his desire for the position, refusing to indicate his unwillingness to give up the competition, as Al-Amiri announced on July 11, informing those close to him that he had not announced his candidacy at all.

The intensification of competition between Al-Amiri and Al-Maliki is likely to hinder the selection process, as they represent the most prominent poles of the leadership of the coordination framework, and each of them has about a third of the seats in the framework, which makes it difficult for other candidates to compete with them.

It is noticeable that the majority of the political spectrum is contemplating and even wishing to choose a personality from the second line instead of the traditional leaders who had previously assumed ruling responsibilities in the recent past. July 15, he said, "We have all heard the saying (the tempted is not tempted), and we refer to it as 'Shala' al-Qala'. Do not return the tempter, for he will continue to do so. We do not want the old tragedy to be repeated, the homeland to be sold, and Spiker and the Saqlawiyah to be repeated.

The pace of meetings within the coordination framework escalated after Parliament Speaker Muhammad al-Halbousi announced the end of the legislative recess in a tweet on July 15, in which he said, "I call on the brothers and sisters, heads of political forces and parliamentary blocs to assume responsibility and resolve dialogues to proceed with the election of the President of the Republic," which prompted the coordination framework for the meeting on the same evening. Today, he issued a statement saying, “The coordination framework approved its permanent convening in an open and continuous session to choose the prime minister during the next few days according to the mechanisms that the framework established for this,” indicating that the countdown to resolving the file of choosing the prime minister has already begun, and that the political forces within the framework are now You feel the internal and external pressure to resolve this issue.

The mechanism of selection and resolution of dialogue

The coordination framework did not announce the mechanism that it will adopt to resolve the Prime Minister’s nomination file despite its marathon meetings, as it discussed the formation of a quinquennial committee of the framework’s leaders entrusted with the task of studying and discussing the expected selection and naming the promised candidate from among the proposed names, but this committee is still under approval and has not started its work. distance. Some observers question the ability of this committee to resolve the file because there are intersections related to the interests and orientations of the members of the committee itself, especially since some of them aspire to win the position at the expense of others.

The other option here remains to go to the General Authority for the Coordination Framework, which means holding an expanded meeting of all the deputies who are members of the coordinating framework, during which the candidate is chosen through voting, which is the same option in force in resolving the competition between Ibrahim Al-Jaafari and Adel Abdul-Mahdi in 2006. However, this mechanism may This results in tipping the balance of the two large blocs within the framework, namely, the State of Law and the Conquest Alliance, which means the re-intensification of the intensity of competition between the leaderships of the two blocs, in addition to that, external interference will certainly increase when voting, as the representatives who are members of the framework will be subjected to pressures and attempts to influence them, whether by carrot or stick. the threat.

Observers believe that the golden opportunity that the leader of the Sadrist movement gave to the coordination framework is about to dissipate amid the escalation of personal differences between the leaders of the framework, and that their failure to resolve the file may cause political chaos and deepen the blockage instead of treating it or mitigating it at the least, and in this context he says The Iraqi politician Izzat al-Shabandar, “If the framework does not pass the test, there will be no resurrection for its sides after it.” This fear is shared by many Shiite observers, even some of them believe that they are facing the last chance for the stability, stability and continuation of Shiite rule, and that the next will be unknown and even loaded with what is worse than expected. .

The framework and its leaders have one opportunity to urgently resolve the file of his candidate to head the next government after he has exhausted the justifications and justifications for the delay and delay, and that failure this time will only be explained by conflict and struggle for personal and partisan interests at the expense of the country’s general interests. Who will be able to bear the responsibility for such a failure and face its consequences and repercussions?! That's what the next few days will reveal, so let's wait and see.

Shafaq News/ The former deputy, who is close to the Sadrist movement, Fattah al-Sheikh, claimed today, Sunday, that the head of the State of Law coalition in the coordination framework, Nuri al-Maliki, speaks in a tone more severe than the audio recordings attributed to him, in private meetings.

The Sheikh told Shafaq News Agency, "The leaked audio recordings of Al-Maliki are correct," adding that "Al-Maliki speaks more than that against the political forces, especially the Sadrist movement, the Sunnis and the Kurds in private political meetings and others."

And that "Al-Maliki is ready to do anything for his return to the prime ministership, and what was mentioned in the leaked audio recordings is very little of the thought and approach that Al-Maliki is working on in order to preserve his political influence and influence in the state and try to return to the seat of power."

A number of lawyers had submitted, earlier today, a request to inform the Iraqi Public Prosecution regarding the recordings attributed to the leader of the State of Law coalition, Nuri al-Maliki, in which he attacked parties and political forces, the army, the police and a number of countries.

The activist and journalist Ali Fadel, who is outside Iraq, had published during the past few days four audio clips attributed to al-Maliki, in which the latter charged several leaders and political leaders, led by the leader of the Sadrist movement, Muqtada al-Sadr.

In the last recording, which was published by Fadhil on Saturday evening, the alleged voice of al-Maliki spoke of preparing for armed confrontations in Najaf with supporters of the Sadrist movement, and that he would confront them through armed clan groups, accusing al-Sadr of trying to physically liquidate him.

Last Wednesday, the media office of the leader of the State of Law coalition, Nuri al-Maliki, denied the audio recording attributed to the latter, in which he attacked leaders and political forces, most notably the Sadrist movement and its leader Muqtada al-Sadr.

Al-Sadr's opponents are moving to nominate a prime minister

“The Framework” called on Parliament to convene and elect the President of the Republic
Sunday - 18 Dhu al-Hijjah 1443 AH - 17 July 2022 AD Issue No. [15937]

news-170722-iraq1_0.jpg?itok=VWwMEfvn

Muqtada al-Sadr's opponents in the Shiite "coordinating framework" were busy taking advantage of the conditional offer made by the leader of the Sadrist movement in the united Friday prayers the day before yesterday, to form a government, and they sought to overcome the obstacle of choosing a candidate to head the new government, about ten months after the general parliamentary elections were held in October (October) last.

The leaders of the "Coordination Framework" met yesterday evening (Friday) to discuss the election of a president of the republic, who in turn will assign the candidate of the largest parliamentary bloc to take over the position of prime minister.

The framework leaders decided to hold an open and continuous session to choose a prime minister in the coming days, according to a statement issued after the framework meeting. And they asked the Presidency of the House of Representatives to hold a session to elect a President of the Republic during this week for the purpose of completing the constitutional entitlements. They also asked the Kurdish parties to agree on the person of the President of the Republic, or the mechanism for selecting him, before holding the parliament session.

The leader of the "Asa'ib Ahl al-Haq" movement, Naim al-Aboudi, revealed that the prime minister is imminently named, and that "things are moving towards decisiveness within 48 hours," according to his tweet on Twitter.

The day before yesterday, Parliament Speaker Muhammad al-Halbousi called on the political forces to resolve dialogues to proceed with the election of the President of the Republic.

The "Coordination Framework" talks about 48 hours to determine its candidate for prime minister of Iraq

Sunday - 18 Dhu al-Hijjah 1443 AH - 17 July 2022 AD Issue No. [15937]

news-170722-iraq1.jpg?itok=DTxlwY6n

At a time when official and popular circles were preoccupied with the presence of Prime Minister Mustafa Al-Kazemi in the Security and Development Conference in the Kingdom of Saudi Arabia, the Shiite "coordinating framework" forces in Baghdad were trying to overcome the obstacle of choosing a candidate to head the new government, about ten months after the general parliamentary elections were held in October ( Last October, during which all constitutional timings related to the formation of the government were broken.
The leaders of the "Coordination Framework" met yesterday evening (Friday), to discuss the election of the President of the Republic, who in turn will assign the candidate of the largest parliamentary bloc to take over the position of prime minister.
A statement issued after the meeting stated that "the coordinating framework approved its permanent convening in an open and continuous session to select the prime minister during the next few days, according to the mechanisms it has set for this."
The "coordinating framework" called on the Presidency of the House of Representatives to hold a session to elect the president of the republic during (this week) for the purpose of completing the constitutional entitlements.
He directed a request to "the Kurdish parties to intensify their dialogues and to agree on the person of the President of the Republic, or the mechanism for selecting him, before holding a session of the House of Representatives in order to speed up the completion of the requirements for forming a government."
It is known that the two Kurdish parties: the Patriotic Union of Kurdistan and the Kurdistan Democratic Party, each of them adheres to its candidate for the presidency of the republic, as the current outgoing president, Barham Salih, is still a candidate for the Patriotic Union, while he is running for the “Democratic” Minister of Interior in the Kurdistan region. Reaper Ahmed Khaled.
The leader of the "Asa'ib Ahl al-Haq" movement, Naim al-Aboudi, revealed that the prime minister is close to being named. He said in a tweet via "Twitter": "The information received says that the atmosphere that accompanied the coordination framework meeting today was positive, and things are moving towards decisiveness within 48 hours about the personality of the Prime Minister." He added: "What is required is that the next government not be a controversial government, and that it represents all the aspirations of the Iraqis."
The day before yesterday, Parliament Speaker Muhammad al-Halbousi called on the political forces to resolve dialogues to proceed with the election of the President of the Republic.
Al-Halbousi said in a statement: “With the end of the legislative recess for the first term of the House of Representatives, the blessed Eid al-Adha holiday, and the start of the new legislative term, I call on the brothers and sisters, heads of political forces and parliamentary blocs, to assume responsibility and resolve dialogues; to proceed with the election of the President of the Republic. He considered that «this will allow the necessary measures to be taken, in accordance with the provisions of the constitution and the internal system of the Council, in determining the date of the election session, and completing the constitutional dues to form the expected government».
The academic and head of the Center for Political Thinking, Ihsan Al-Shammari, says: “It seems that the frameworks are under great pressure, the bulk of which is Muqtada al-Sadr, who, after his withdrawal from Parliament, gave them the opportunity to form a government. Al-Maliki, who was aspiring to take over the position of prime minister».
Al-Shammari said, in an interview with Asharq Al-Awsat, that "the frameworks want to prove their political ability to form a long-awaited government, and they realize that they are facing a moment of testing, so the issue of announcing a candidate for prime minister by them is very possible, but the big obstacle is in the government's program and nature." And its ability to withstand or not, in addition to the question of acceptance that the person chosen for the position will have by the rest of the political parties. He adds: "And do not forget that al-Sadr will not be far from monitoring what is happening. The problem does not lie in choosing the president, but in the stage after the formation of the government and its repercussions."
Muqtada al-Sadr had set, during a speech to the crowds in a sermon, the day before yesterday (Friday), harsh conditions for the framework forces to accept their planned government, including his request not to nominate Nuri al-Maliki or any figure he would not accept for the position of prime minister, in addition to the demand to limit arms to the state. Confronting unruly militias and fighting corruption, which are difficult conditions to be adhered to by the forces of the framework, which includes most of the armed factions loyal to Iran and intersecting with Al-Sadr. Hence, the expectations of most observers tend to exclude the ability of the frameworks to form the government, even if they were able to put forward their candidate for prime minister during the next few hours, given the complexities and deep conflicts between Shiite forces on the one hand, and the rest of the Kurdish and Sunni political forces on the other hand. Al-Sadr nominated his cousin Jaafar al-Sadr for the position of prime minister, but he was unable to pass it as a result of the opposition expressed by the “framework” forces supported by the decision of the “blocking third” issued by the Federal Court.

The Week of Decisiveness.. The Kurdistan Democratic Party ends the controversy over the Presidency of the Republic file

{Politics: Al Furat News} The Kurdistan Democratic Party has set this week as a date for resolving the file of the presidential candidate.

Democratic Party spokesman, Mahdi Al-Faili told Al-Furat News: "The file of the Presidency of the Republic will be resolved this week, either by agreeing on an exaggerated candidate or repeating the 2018 scenario and entering two candidates in the parliament."
He pointed out that "the chances of Marahshna Reber Ahmed are high, and he is the most likely to win the approval of Parliament."
"In the political process, all options are presented, and the results will be accepted in all cases," Al-Faili said.
On Friday, the leaders of the coordination framework renewed the call for the Kurdish parties to intensify their dialogues and to agree on the person of the President of the Republic or the mechanism for choosing him, before holding a session of the House of Representatives in order to speed up the completion of the requirements for forming the government and start implementing the steps of construction, reconstruction, services and other things that the people are waiting for.

The framework decides its decision if the 2018 scenario is repeated

{Political: Al Furat News} A deputy from the Al-Fateh Alliance revealed that the coordination framework was resolved, for his decision if the 2018 scenario was repeated in the election of the President of the Republic and two candidates were put forward during the parliament session.

Ali Turki told {Euphrates News}: "With regard to the presidency, there is a prior agreement with the Patriotic Union of Kurdistan, and this agreement has reached the stage of maturity as an alliance."
He added, "If the Kurds agree on one candidate, the framework will be binding on that candidate, and if they enter more than one candidate, the framework will support the Kurdistan Union candidate because there is a pre-mature political agreement."
It is noteworthy that, according to a political custom followed in Iraq since 2006, the Kurds occupy the position of President of the Republic, Sunnis head the parliament, and Shiites head the government.
The Iraqi constitution provides for the election of a new president of the republic by a two-thirds majority of parliament members within a period of 30 days from the date of the first session of the legislative institution after the elections.
The competition for the presidency is limited to the two largest Kurdish parties in the Kurdistan region to win the position, namely the Kurdistan Democratic Party headed by Massoud Barzani and the Patriotic Union of Kurdistan headed by Bafel Talabani. The Region and the Presidency of the Region's Ministers.
But this time the Democratic Party objected to the candidate of the National Union, the current President Barham Salih, to occupy his position for a second term.
With the union's insistence on its candidate Saleh, the Democrat presented a candidate before him, the former Minister of Foreign Affairs and Finance, Hoshyar Zebari, before the Federal Court ruled to exclude him from the presidential race after saying that the required conditions were not met due to his suspected involvement in corruption during his tenure at the Ministry of Finance.
With the door open for candidacy again, the Democratic Party submitted its new candidate, the Minister of Interior of the Kurdistan Region, Reber Ahmed, to compete for the position.
The two parties have not yet reached a single candidate, which makes the repetition of the scenario of electing the President of the Republic in 2018 a matter of presenting their candidates, and Parliament is the arbiter in electing one of them.

Shafaq News/ The coordination meeting, which brings together the Shiite political forces, will hold an important meeting tomorrow, Tuesday, to decide the prime ministerial candidate during the next stage.

A well-informed source in the framework told Shafaq News Agency, "The coordinating framework forces will hold an important meeting tomorrow at the house of the President of the Supreme Council, Hammam Hammoudi, to resolve the prime ministerial candidate during the next stage, especially as there are differences between the framework forces regarding the name of the candidate."

And the source, who asked not to be named, stated, "The stock exchange of the candidate names changes every hour. After Muhammad Shiaa Al-Sudani was around the corner from his official announcement, the name of Qassem Al-Araji, Haider Al-Abadi, Ali Shukri and Tariq Najm has emerged, and there is no agreement on the name of any candidate until now." ".

The Iraqi Council of Representatives called the heads of the political blocs to a meeting on Monday, but did not specify its nature.

The Council's media department said in a statement, "The Presidency of the House of Representatives invites the heads of political blocs to a meeting on Monday, July 18, at 11 am.

The coordination framework, which includes all Shiite forces except for the Sadrist movement, called last Friday for the Iraqi parliament to convene this week and elect a president in preparation for the formation of the next federal government.

Sources from within the coordination framework revealed, on Saturday, some details of their meeting at the home of the leader of the Wisdom Movement, Ammar al-Hakim, which indicated a split between the Shiite political forces affiliated with the framework regarding the nomination of the leader of the Law Coalition, Nuri al-Maliki himself, for the position of prime minister of the next Iraqi government.
